U.S. Rep. Xavier Becerra’s mayoral campaign not only produced a scandalous telephone ad in the Los Angeles mayoral race but later erased the message after it had prompted an investigation, Dist. Atty. Steve Cooley said Wednesday.

Although the actions did not constitute a crime, the district attorney’s report could spell political trouble for both Becerra and Los Angeles Councilman Nick Pacheco, a Becerra supporter connected to the telephone bank that issued the calls.

In the prerecorded telephone calls made days before the April 10 election, a woman posing as county Supervisor Gloria Molina attacked former Assembly Speaker Antonio Villaraigosa and his record on crime.

Although Becerra said he had no involvement in the calls, Molina said Wednesday that she felt “personally abused and personally hurt by Xavier Becerra and his campaign.”

Molina told reporters that the congressman could not hide behind his aides and that, even if he did not personally authorize them, had to accept responsibility for the calls.

Molina’s strong statements could hurt Becerra, who has benefited from her support and enjoyed a squeaky-clean image.

“There’s no way to see this in a positive light,” said Arturo Vargas, executive director of the National Assn. of Latino Elected and Appointed Officials and a longtime friend of Becerra. “I can’t imagine him knowing. On the other hand, he is the candidate and he is ultimately responsible for the actions of his campaign.”

Late Wednesday, Becerra said he had offered an apology to Molina and Villaraigosa. In a two-page statement issued from his attorney’s office, the congressman said his campaign staff had long denied involvement in the calls.

Becerra said he had told his staff not to engage in negative campaigning. “I can’t express how disappointing and frustrating it is to now learn that those instructions and responsibilities may have been ignored in this case,” he said.

Pacheco, a rising force at City Hall, also found himself entangled in the scandal. The nonprofit organization that he co-founded, Cal Inc., leased its telephone bank to La Colectiva, which made the controversial calls. And one of his top aides was a pivotal figure in the inquiry.

The calls targeted rival mayoral candidate Villaraigosa just days before the April election, in which he finished first out of six major candidates. He is now in a runoff with City Atty. James K. Hahn; Becerra finished fifth with 6% of the vote.

In the calls, made to 80,000 voters, a woman identifying herself as “Gloria Marina” declared: “Please don’t hang up. This is an emergency call.” She then made allegations about Villaraigosa’s record on crime.

One day after the calls began, Molina asked Cooley to investigate them. Seven weeks later, the district attorney said that even though his office found no crime committed, it was important for the public to know what happened.

“Although those responsible for this reprehensible conduct will not face criminal prosecution, this office remains hopeful that the court of popular opinion will rule that this type of underhand political ‘dirty tricksterism’ will not be tolerated,” Cooley wrote in a letter to Molina.

A detailed report on the investigation combined with other information obtained by The Times shows that investigators first interviewed people at La Colectiva on April 2, two days after the calls were made.

“After . . . it became clear that investigators from this office were focusing on La Colectiva,” the report says, Floyd Monserratt, a top aide to Pacheco who was working as a volunteer for La Colectiva, became concerned and spoke with Becerra campaign manager Paige Richardson. At that point, the report adds, Richardson told Monserratt to change the recorded call. During the switch, the “Marina” recording was erased.

Over the course of the probe, investigators found themselves stymied by some of the Becerra campaign’s top officials, prosecutors said.

Monserratt initially denied any knowledge of the controversial calls.

Several days later, Cooley said, investigators tried to reach Monserratt but were unsuccessful until an attorney representing him contacted the district attorney’s office. But on May 1, under oath, Monserratt explained La Colectiva’s role in making the controversial calls.

Richardson also failed to cooperate with authorities’ efforts to get to the source of the phone calls, the report says. As early as April 5, a district attorney’s investigator spoke to Richardson at the campaign’s headquarters, where she denied any knowledge of the calls, according to Cooley’s office. Last weekend, Richardson refused to speak to an investigator who flew to her New Mexico home.

By then, prosecutors had interviewed two other members of the Becerra campaign who said Richardson had given them a script for the call. One, press deputy Allyson Laughlin, said she believed it was “inappropriate” to record the call because as press deputy “her voice was so recognizable,” the district attorney’s report says.

Richardson then asked Veronica Del Rico, a scheduling aide, to record the announcement, prosecutors said. Stephen Mansfield, an attorney for Del Rico, said his client was a low-level employee who was presented a script by her superiors. She asked whether the call would be ethical, legal and accurate before recording it, he said.

The prosecutors’ report also says Richardson and deputy campaign manager Scott Nunnery made the decision to have the caller identify herself as “Gloria Marina.”

“Ms. Richardson and Mr. Nunnery laughed at the idea, and Ms. Richardson said something like, ‘It would be a slap in her face since she just endorsed Villaraigosa,’ ” the report states.

Richardson’s attorney has denied that she originated the recorded call. Nunnery did not return calls for comment.

“The D.A.’s report is inaccurate in many respects,” Richardson’s attorney, Fred Woocher, said in a statement Wednesday. “At this point, however, she sees no value in pointing her finger elsewhere or in spreading the blame.”

On Tuesday, Becerra said in a statement that he had just learned the district attorney’s investigation was focusing on La Colectiva. On Wednesday, in a more detailed statement, he said he had heard “rumors” of the connection weeks ago and asked his campaign attorney to look into it.

Becerra said his attorney reported back that all staffers denied involvement.

Cooley took issue with the notion that the congressman only recently become aware of the focus on La Colectiva. Indeed, Cooley said that, although his office only recently contacted Becerra, there was no doubt the congressman’s campaign was under scrutiny.

“After all, we had been interviewing his campaign staffers for several weeks,” Cooley said. He also disputed Pacheco’s claim that the councilman was instrumental in finding out who was behind the calls.

“That is not an accurate representation,” Cooley told reporters. “He surfaced only because we contacted him last Friday.”

In a letter dated Tuesday to the district attorney, Pacheco said he encouraged Monserratt to share what he knew of the calls with prosecutors.

“That assertion would be inconsistent with our investigation and the statements of Mr. Monserratt,” Cooley said. Adding that Pacheco could have done more to let investigators know about the calls, the district attorney said: “One would think that Nick would have known his information would be helpful.”

Pacheco said he was “stunned” that Cooley told reporters he failed to quickly disclose his knowledge of the calls. “All I can tell you is I was hearing secondhand stories,” Pacheco said. “I’m stunned a prosecutor would want an investigation started with secondhand rumors.”

May 7 (UPI) — Federal law enforcement agents have arrested and charged 18 people accused of selling drugs in and around downtown Los Angeles’ MacArthur Park, according to authorities who say additional drug operations will be conducted.

The 18 people arrested over the last 24 hours in the so-called Operation Free MacArthur Park are among 25 defendants named in a federal criminal complaint charging them with distribution of, and possession with intent too distribute, a controlled substance, the Justice Department said in a statement Wednesday.

First Assistant U.S. Attorney Bill Essayli for the Central District of California told reporters during a press conference that some 300 federal drug and law enforcement agents participated in the raid and that they “are not going anywhere.”

“This is not a one-and-done operation,” he said. “We are here and we are not leaving.”

Located in Los Angeles’ Westlake neighborhood, the historic MacArthur Park is within a densely populated immigrant area and has long been associated with drugs, crime and gangs.

Last summer, it was the backdrop for National Guard and federal agents deployed to the city as part of President Donald Trump’s immigration crackdown.

On Wednesday, it was the location of a similar show of force as heavily armed federal drug and law enforcement agents, with military-style vehicles, conducted raids in and around the park as they sought to arrest those named in the criminal complaint.

Among those arrested were Mallaly Moreno-Lopez, 32, and her boyfriend, Jackson Tarfur, 28, whom authorities believe are the main sources of fentanyl and methamphetamine in MacArthur Park.

The pair are accused of delivering narcotics to the MacArthur Park-adjacent Alvarado Corridor to be stashed in storefronts and then distributed to street-level dealers. Their Westmont residence is allegedly used as a stash location for drugs that are to be sold in MacArthur Park, according to authorities.

The complaint alleges 27 separate drug deals between March 9 and April 15 in and around the MacArthur Park area.

According to authorities, Justice Department and Drug Enforcement Administration personnel seized about 40 pounds of fentanyl at one defendant’s Calabasas residence.

Seven suspects remained at large, authorities said.

Essayli said they were at MacArthur Park on Wednesday “to liberate it,” while blaming the Democratic-led government of California for allowing the area to become what the Justice Department called an open-air drug market.

“Look, we’re here today because California policies have failed. The policies of California to let people use drugs open and notoriously, with little to no criminal consequences, is a failed experiment,” he said.

“MacArthur Park should be for families, should be for residents of Los Angeles, not for drug dealers and gangsters.”

The Los Angeles Police Department said it assisted the federal agencies in the operation.

HARPER Beckham has been refused naming rights for her beauty brand in the US.

David and Victoria’s 14-year-old girl has got UK approval for Hiku By Harper.

But the US Patent and Trademark Office issued an “initial refusal” against the name because of the “likelihood of confusion” with existing companies.

It said “Harper” was already trademarked for the sale of brooms and scrubbing brushes, while “Haiku” is registered for fragrance and toiletry products.

Harper has been working on the project for more than a year and hopes to sell products for spot-prone teens.

The US application covers make-up and acne medications, as well as footwear and clothing, keyrings, stickers, hair decorations and brushes.

Fashion designer Victoria, 52, this week spoke about her daughter’s plans, describing her as “very ambitious” and “a little entrepreneur”.

She said Harper came to her “two or three years ago and she was really struggling with her skin”.

She added: “I suffered with child acne, teenage acne, adult acne, every acne under the sun, I’ve been there. So I could really relate to her.

“And she said, ‘I want to create a brand because I don’t want other people to have to go through what I’ve been through’.”

The Humboldt County Office of Elections made an unnerving discovery Monday: a stack of 596 sealed ballots from the most recent election left at the bottom of a locked voting drop box.

The uncounted ballots would not have affected the outcome of the November statewide special election for Proposition 50, the county office said in a news release Wednesday. However, officials said they’re working hard to have all the votes legally counted.

The office discovered that the ballots were uncounted because of a staff error. When workers checked the drop box, there was a miscommunication about whether it had been fully emptied, the office said.

“That outcome is unacceptable and runs counter to the core of what this office stands for,” Juan Pablo Cervantes, county clerk-recorder and registrar of voters, said in a statement. “While the mistake occurred after an election worker did not follow proper procedures, the responsibility for what happened ultimately sits with me.”

After the ballots were discovered, elections staff confirmed that the sealed ballots had not been tampered with, and they worked with the California secretary of state to determine next steps. Under California law, the ballots should have been counted before the election was certified on Dec. 5 and destroyed six months later.

The Office of Elections said it had altered its protocols to ensure such a mistake does not take place again, implementing a new “lock out, tag out” procedure to ensure each drop box is empty and secured before election results are finalized.

“I promise you that we are taking this seriously,” Cervantes said. “We will strengthen our processes and continue pushing toward the standard our community expects and deserves.”

The discovery comes as California continues to be under a microscope for allegations of voter fraud.

Within minutes of polls opening for California’s special election in November, President Trump took to Truth Social to claim that the Proposition 50 vote — which redrew several congressional districts to favor Democratic candidates — was rigged.

“The Unconstitutional Redistricting Vote in California is a GIANT SCAM in that the entire process, in particular the Voting itself, is RIGGED,” Trump wrote.

When asked later that day to explain Trump’s claims on how the election was allegedly rigged, White House Press Secretary Karoline Leavitt said California has “a universal mail-in voting system, which we know is ripe for fraud.” She also accused the state of counting ballots from undocumented immigrants.

Elections officials and Democratic leaders including Gov. Gavin Newsom decried those claims as baseless. “The bottom line is California elections have been validated by the courts,” California Secretary of State Shirley Weber said in a November statement.

More recently, Republican gubernatorial candidate Chad Bianco has drawn scrutiny for using his position as Riverside County sheriff to seize some 650,000 ballots in the county to determine whether they were fraudulently counted. Critics decried the move as another attempt by Republican election deniers to disenfranchise voters.

Humboldt County, which encompasses 4,052 square miles of rural California below the Oregon border, has largely avoided election-related turmoil in recent years. In 2008, however, Humboldt election officials discovered that software they used to tally votes had failed to count 197 ballots from one precinct.

More recently, nearby Shasta County has become a hotbed of election denialism and MAGA politics, with its Board of Supervisors voting in 2023 to end the use of Dominion Voting Systems machines in favor of pursuing a hand-counting system.

Villa’s wretched 2-1 home defeat by Tottenham on Sunday – a third consecutive loss – did not give them the ideal platform, even if Emery made eight changes.

It underlined the lack of depth within the squad, with Emi Martinez, Matty Cash, Youri Tielemans and Morgan Rogers viewed as the only first-choice starters in Sunday’s XI.

Emery, though, has earned admiration from at least two fellow Premier League managers who have been privately impressed with the decisions he made – a clear focus on his biggest game at the club – and how he stuck to the strategy.

He has won the Europa League a record four times – three times with Sevilla and once with Villarreal – and with minds focused those close to Emery expect to see a different performance to Sunday’s surrender.

“We are improving, including myself, and we will have more challenges to set for the present or future,” said Emery, when asked if this is the last chance for this squad to win something.

“I don’t think tomorrow is the last opportunity for us or anyone. The players are enjoying the process we are doing and they are aware about how difficult football is, and this is the greatest moment we are having in the last three years.

“It will break nothing about how we are thinking and trying to improve.”

Even if Emery believes they can push for honours beyond this season and with Champions League football – Villa should finish in the Premier League’s top five regardless of their European fate – changes are expected.

The squad needs to be refreshed and selling players is the easiest way to comply with regulations – with England forward Morgan Rogers their biggest asset.

There is a realisation a significant number need to be recycled and Emery has been aware since the opening month of the season what needs to be done.

He and president of football operations Roberto Olabe are aligned, but Olabe was brought in to help progress Villa further, more medium and longer term.

Going forward there will be more focus on younger players, and filling the necessary first-team gaps with more senior signings, but Emery, the same as any manager, wants players who are ready now.

The pair are close – Emery handpicked Olabe to replace Monchi in September – so a common ground is found and the duo spend hours talking about tactics and philosophies, conversations which usually start in the club’s canteen at Bodymoor Heath.

Yet the desire for new players to take Villa to the next level is the hardest task.

Wisteria and clematis hang from weathered cottage walls. Tulips and pink apple blossom spill out of several gardens. Thatched animals decorate the rooftops. There’s a Norman church, a medieval castle and an 80-hectare (200-acre) nature reserve. Amberley is the kind of place people assume you can only reach by car, but the village has its own railway station with regular direct trains, along the scenic Arun Valley line, from Bognor, Horsham and London Victoria.

This spring, the Black Horse pub reopened in Amberley. The new owners are the gourmet Gladwin brothers, Oliver and Richard, returning to their Sussex roots near Nutbourne Vineyards. Having founded five Local & Wild restaurants in London, the Black Horse is their first country pub and first place with rooms.

I’ve walked through Amberley numerous times, but never stopped to explore. It’s the midpoint of the South Downs Way, a 100-mile route from Winchester to Eastbourne, with views for much of its length in both directions: north across the Weald and south towards the sea.

Trains leave London every half an hour and take about 1hr 20mins to get to Amberley. The scenery outside gets steadily lovelier, passing blackthorn-bordered fields and bluebell woods. Beyond Pulborough, the railway enters the South Downs national park. There are herds of deer, chalk-hill views and the winding River Arun.

My first stop is Amberley Museum (two for the price of one with a voucher if you travel by train). Sprawling across more than 14 hectares (36 acres) of former chalk pits, it has impressive disused lime kilns and demonstrations of everything from broom-making to printing.

It’s right opposite the railway station and I’m planning a 45-minute whiz round before strolling into the village. Three hours later, I’m still there, riding the narrow-gauge railway and chatting to volunteers with encyclopedic enthusiasms for various traditional crafts. Visitors can hear the rattle of old machines and smell the printers’ ink, pine shavings, brick dust and engine oil. There’s a whole building about communications through time, from horse-drawn post carts to fibre-optic cables. The Tools & Trades History Society has intricate displays involving bee-smokers, hoop drivers, moulding planes, straw splitters and spindle grinders.

Above the museum’s main site, a nature trail leads up, through banks of bluebells and primroses, to a hilltop bench. Across the chalk cliffs of the old quarry and tall sycamores with their nesting rooks are views of the fortified walls of Amberley Castle, a bishops’ residence dating mainly from the 14th century.

I pass the castle on my 20-minute amble into the village and stop off at neighbouring St Michael’s church to admire the zigzagged Norman arch, oak leaf-carved doorway and graveyard cowslips. I check into the Black Horse, then head out again to explore Amberley Wildbrooks nature reserve, an area of boggy woods and tussock-sedged wetland, which starts two minutes’ walk away from the pub.

A pair of birders with a proper scope show me their photo of the resident white-tailed eagle, then I stroll through golden evening shadows serenaded by linnets and skylarks. No sign of the eagle, but I’m happy to hear warblers in the reedbeds and a woodpecker drumming for bugs. (Next day, I learn one of the area’s best eagle-spotting sites is The Sportsman, Amberley’s community pub, with binoculars on its terrace). I walk for miles along the single boggy track, following the Wey-South Path, a 34-mile (55km) route to Guildford mostly along canal towpaths, before finally heading back.

With bedrooms offering real milk and coffee, Amberley pottery and homemade biscuits, the Black Horse is hospitable. There are wooden beams, hilly views and fresh flowers. Plenty of pubs claim to be haunted by a “grey lady”; the Black Horse reports sightings of a spectral “woman in lavender … fleeting as the mist that settles over the Downs”.

The renovated pub’s wood-panelled restaurant has an emphasis on local, foraged and sustainable food. Wild garlic season is ending and local asparagus has arrived. Grilled green spears in lemon with purple onion flowers look beautiful and taste better. Salad is dressed with gingery magnolia. There’s squid from Worthing, free-range lamb from the third Gladwin brother and farmer, Gregory, and wines from the family vineyards five miles north.

Many of the diners live locally (some on their second or third visit), while the early breakfasters next morning are mostly hiking the South Downs Way. The chalky hills look tempting in the spring sunshine, but I have other plans. In Arundel, four minutes’ journey south by rail, the nearly 1,000-year-old fortress (£17, gardens only) is hosting its huge annual tulip festival when I visit, having planted more than 1.4m bulbs over the past decade and won Historic Houses’ garden of the year in 2025, among other awards.

From pretty Arundel station, a bee-friendly path leads cyclists and walkers under the railway and beside a field to a safer stretch of pavement. Local community group Greening Arundel has won awards for this path, which is lined with celandines, murals and bug hotels.

There’s a queue to get into the castle gardens, but it’s easy to see why people come here. With fountains, thatched gazebos and historic walls as a backdrop, there are sweeping beds of multicoloured blooms, banks of scarlet by the moat, lush tubs of peony-style doubles, elegant lily-flowered cultivars and striped Rembrandts among a soft haze of forget-me-nots and the last of the narcissi.

Included in garden entry is the monument-filled 14th-century Fitzalan chapel, where pairs of marble knights and ladies lie side by side. On one of my teenage South Downs’ hikes, I spent hours with a friend searching every church in town for the stone effigies featured in Philip Larkin’s 1956 poem An Arundel Tomb, only to find them later in Chichester Cathedral.

After walking around the gardens, I climb the narrow-stepped Norman keep for views that stretch to the sea. There’s plenty to look at inside the castle, too: paintings by Van Dyck and Canaletto, rooms full of crossbows and rapiers, lion pelts in the Great Hall, antlers in the corridors.

From Arundel station, I can see the hilltop church and castle, framed by woods and marshes. The scene is up there with England’s other great views from railway stations, such as Durham Cathedral or St Michael’s Mount. Rich in history and wildlife, the trip feels longer and more rewarding than a simple overnight break. Outside the train windows, herons guard the waterways and swans are nesting in the reeds.

The move follows growing concern over student hardship, with surveys showing many young people in France have skipped meals because they could not afford food.

For decades, France and all of Europe have been key partners, providing diverse development support for Africa. But the time has indeed changed. With the heightening of geopolitical threats and tensions, France struggles to sustain its presence in Africa, targeting to increase its business profile by leveraging the Anglophone community of potential investors in the forthcoming investment conference in Nairobi, the capital of Kenya, located in East Africa. The France-backed and organized conference marks a distinctive commitment to expanding financing across the continent.

According to authentic reports, Kenya and France will co-host the ‘Africa Forward Summit’ in Nairobi on May 11–12, under the theme ‘Africa-France Partnerships for Innovation and Growth,’ marking the first time this summit is held in an English-speaking African country. President Emmanuel Macron and President William Ruto will lead the summit, focusing on economic partnerships, digital innovation, green industrialization, and global financial reform.

Significance: The move signals a shift in France’s Africa strategy beyond Francophone regions. It highlights Kenya’s role as a major diplomatic and regional hub.

French corporate executives are also stepping up their engagement in Africa’s innovation economy, eyeing the wide investment landscape through a new ‘Global Gateway Strategy’ with the EU allocating €300 billion ($340 billion), signaling a deepening of financial ties with Africa. Ready-made funds are a contributing capital to support early- and growth-stage startups, which reflects a broader shift in how European investors view long-term business with Africa today. 

While France indicates a long-term potential driven by demographics, digital adoption, and expanding urban markets, African entrepreneurs are increasingly positioning themselves to take advantage, teaming up for development priorities, innovation expertise, financial support, and France’s investment strengths. What is important here is that the May conference would offer insights into the growing appetite for Link-Up Africa and signal the involvement of French financial institutions and the expected roles in supporting economic diversification across Africa’s emerging markets.

Malawian President Lazarus Chakwera has acknowledged the drastic changes, proposing a shift from an aid-driven relationship, at least, to win-win investments that are more purposeful, describing it as a new level kind of partnership. “We are saying economic integration on the continent should be prioritized as much as we have bilateral agreements with external nations outside the continent,” Chakwera said. “We need also to find mutual ways of facilitating the implementation of development projects, progressive ways of trading, and attractive policy approaches with the involvement of European investors in economic sectors in Africa.” 

President William Ruto and French President Emmanuel Macron both acknowledged the strategic pathway with a focus on unlocking Africa’s development potential, driving sustainable industrialization, and targeting economic growth across Africa. Harnessing the untapped resources and utilizing the huge human resources is France’s priority in consolidating the existing bilateral engagement and collaboration.

In a statement, President Ruto underlined the summit reflects a shared commitment to strengthening bilateral ties and deepening multilateral cooperation to advance global goals. Ruto further described the summit as part of the renewal of relations between France and Africa, emphasizing genuine partnerships and shared progress. The agenda will focus on key areas including reform of the international financial architecture, energy transition, green industrialization, the blue economy and connectivity, artificial intelligence, sustainable agriculture, and health. It will spotlight the role of young entrepreneurs, civil society, and international organizations in shaping solutions to pressing global and regional challenges.

In addition, the European Union countries are increasingly strong economic partners for many African countries. It therefore behooves African leaders and business people to necessarily explore available possibilities and windows that have been opened. The EU has unveiled a €300 billion ($340 billion) alternative to China’s Belt and Road Initiative—an investment program the bloc claims will create links, not dependencies.

In an official document, it said the European Commission is broadly examining the following:

– Support AfCFTA implementation and the green transition;

– Improve the trade and investment climate between the EU and Africa;

– Reinforce high-level public-private dialogue;

– Enhance long-term dialogue structures between EU and Africa business associations;

– Unlock new business and investment opportunities, including in the areas of manufacturing and agro-processing as well as regional and continental value chain development.

It is further included in the joint communication of the European Commission (EC) entitled “Toward a Comprehensive Strategy with Africa,” which sets forth what the EU plans with Africa. The Joint EU-Africa Strategy takes into cognizance the most common interests, such as climate change, global security, and the achievement of the United Nations Sustainable Development Goals (SDGs).

Just as China, India, and the United States do, so also France and other European countries are exploring emerging opportunities offered by the African Continental Free Trade Area (AfCFTA), which provides unique and valuable access to an integrated African market of 1.4 billion people. In practical reality, it aims at creating a continental market for goods and services, with free movement of business people and investments in Africa.

Analysts, however, say deepening economic partnership and investment ties between Europe and Africa could rapidly change the landscape in Africa. But challenges significantly remain, particularly the official state bureaucracy combined with infrastructure and security in the continent. France has currently broadened its scope, moving more toward Anglophone African countries and courting them with trade and investment. According to source EU data 2024, aggregate trade was €355 billion between Europe and Africa.

According to Isabelle Herbert-Collet, a customer insights and market expert, a new approach must factor in what she referred to as “local exchange” in the new relationship. “It’s not only about investment; it is about imagining the right products and services and simply facilitating the intercultural exchange,” she said.

Looking ahead, France intends to capitalize on Africa’s most transformative economic sectors and make strategic moves by collaborating, as mutual partnership remains dynamic and adaptable. Despite growing geopolitical tensions, France’s approach and its long-standing ties still offer an alternative partnership model that many African leaders find very appealing. 

The challenge for the future will be to ensure these ties evolve in ways that serve Africa’s development needs while navigating the increasing complexity of global politics. As Africa is indiscriminately open for business, on May 11-12, African and French heads of state and government meet together to chart a new path for innovation, growth, and mutual cooperation. Kenya will hold this investment summit for France to position Africa as a key partner in innovation and economic development while strengthening bilateral ties with France and advancing further Africa’s collective agenda on the international stage.

Once the smiling designer was prompted to explain the collaboration, he said, “Sam was like, ‘Babe, please make something that’s lighter weight.’ And I didn’t do that. Sorry.” Smith noted that the outfit was “like a corset” on the shoulders.

“There’s no one who knows my body more than this man,” Smith said, which made it easy for them, sitting at home with their Pekingese pups Haggis and Pudding, to dream up what the singer would wear to the couple’s third Met Gala together.

With its mermaid-style skirt, full sleeves, furry collar and panache of tall black feathers on a crowning headpiece, the ensemble was a callback to the opulence of the 1920s, Cowan said, finished off with 255,000 crystals and beads. Two thousand hours of “artisanal hand sewing” got the job done, he said in a quote posted on Smith’s Instagram.

“I feel very lucky to be here and to wear your incredible talent like this, it’s amazing,” the 33-year-old “Stay With Me” vocalist told Cowan.

PORTSMOUTH, Va. — The FBI searched the Virginia state Senate leader’s office on Wednesday as part of a corruption investigation, a person familiar with the matter said. Federal agents also were seen at the senator’s nearby cannabis business.

The search at Virginia Sen. L. Louise Lucas’s district office in Portsmouth comes after the Democrat helped lead the state’s recent redistricting effort.

The FBI said only that it was conducting a court-authorized search warrant in Portsmouth. The person who confirmed the FBI’s search was not authorized to discuss an ongoing investigation by name and spoke to the Associated Press on condition of anonymity.

Besides the search at Lucas’ office, agents in FBI T-shirts also went into the nearby Cannabis Outlet, which she opened in 2021. Several entrances to its cannabis store parking lot were blocked by unmarked vehicles with flashing blue lights.

Lucas — a prominent backer of legalizing marijuana — has said the store sells legal hemp and CBD products. It has drawn scrutiny from local media amid allegations that some products were mislabeled.

Virginia has legalized pot possession, but retail sales of recreational marijuana remain illegal in the state.

A message seeking comment was left Wednesday on a cellphone for Lucas, who has been a state senator for 34 years.

State House Speaker Don Scott said he was deeply concerned by the FBI search.

“Right now, there is far more theatrics and speculation than actual information available to the public,” Scott, a Democrat, said in a statement, adding that more facts were needed “before anyone rushes to political conclusions.”

Gov. Abigail Spanberger declined to comment. Some other Virginia Democrats were quick to note that the search comes as the FBI and Justice Department have opened a spate of politically charged investigations into perceived adversaries of President Trump.

The context “must be acknowledged,” U.S. Rep. Bobby Scott said in a social media post.

Last week, the Justice Department charged former FBI Director James Comey with making a threatening Instagram post against Trump, an accusation that Comey — who for nearly a decade has drawn the president’s ire — has denied. A separate mortgage fraud case, ultimately dismissed by a court, targeted Democratic New York Atty. Gen. Letitia James, who had brought a major civil fraud lawsuit against Trump and his business.

The FBI and Justice Department have also provoked concerns among Democrats about ongoing election-related investigations, including the seizure by agents of ballots and other information from Fulton County, Ga.

Lucas has been a vocal leader of Virginia’s redistricting effort, which voters approved last month. A sign urging people to “vote yes” to “stop the MAGA power grab” still hung Wednesday on a fence separating her office’s parking lot from the parking for the cannabis shop.

Amid a national, state-by-state partisan redistricting fight kicked off by Trump’s desire to aid his fellow Republicans, Virginia voters OK’d a Democrat-backed constitutional amendment authorizing new U.S. House districts. The plan could help the party win up to four additional seats.

“We are not going to let anyone tilt the system without a response,” Lucas said after the vote. Trump, meanwhile, denounced the results.

The state Supreme Court let the referendum proceed but has yet to rule whether the effort is legal. The court is considering an appeal of a lower-court judge’s ruling that the amendment is invalid because lawmakers violated procedural requirements.

Voting districts typically are redrawn once a decade, after each census. But Trump last year urged Texas Republicans to redraw House districts to give the GOP an edge in the midterms. California Democrats reciprocated, and redistricting efforts soon cascaded across states.

Lucas, 82, has been a figure in Virginia politics since the 1980s, when she became the first Black woman elected to a City Council seat in her native Portsmouth. She now is the first woman and first African American to serve as the body’s president pro tempore.

Earlier in life, she was the Norfolk Naval Shipyard’s first female shipfitter, according to her biography in the state library. The job entails making, installing and repairing sometimes enormous metal assemblies for vessels.

In recent years, she has been the chief executive of a Portsmouth business that runs residences, day programs and transportation for intellectually disabled adults.

Seoul appeals court cuts ex-prime minister’s prison sentence from 23 years to 15.

A South Korean appeals court has reduced the sentence of former Prime Minister Han Duck-soo by eight years for crimes relating to ex-President Yoon Suk Yeol’s declaration of martial law.

The verdict was issued in the South Korean capital, Seoul, on Thursday.

Yoon’s decree in December 2024 briefly suspended civilian government and plunged South Korea into chaos, but it only lasted about six hours as opposition lawmakers moved quickly to overturn it in a vote.

A lower court had sentenced Han in January to a heavier-than-expected jail term of 23 years for engaging in the insurrection, as well as on related charges of perjury and falsifying an official document.

But the appeals court in Seoul cut that by eight years on Thursday, with the presiding judge announcing: “We sentence the defendant to 15 years in prison.”

The court still maintained most of Han’s convictions but lessened the penalties after taking into account his “more than 50 years as a public official prior to the martial law declaration”.

“The records also make it difficult to find evidence showing that the defendant participated more actively in the insurrection, such as by conspiring in advance or systematically leading the operation,” the judge said.

However, he said Han had “abandoned the grave responsibilities arising from the authority and position entrusted to him and instead sided with those participating in the acts of insurrection”.

Han, wearing a white shirt and a dark suit with no tie, listened to the verdict without showing much emotion.

The 76-year-old has been imprisoned since his original sentence in January.

Han had denied wrongdoing on all charges except perjury, saying in November that while he regretted not being able to stop Yoon from declaring martial law, he “never agreed to it or tried to help”.

Han is an experienced technocrat, who served in senior posts under five presidents.

He became the acting president after Yoon was impeached, before his own impeachment on accusations of having aided Yoon in the martial law declaration.

The Constitutional Court overturned Han’s impeachment, restoring his powers to serve as leader before he resigned from the post to run in a snap election in June.

He ended his bid for the presidency following rifts among conservatives.

Yoon, who faces eight separate trials, was handed a life sentence in February on charges of “masterminding an insurrection”.

Yoon, a former career prosecutor, denied the charges, arguing he had presidential authority to declare martial law and that his action was aimed at sounding the alarm over opposition parties’ obstruction of government.

He has apologised for the “frustration and hardship” brought upon the people by his martial law decree, but said in a statement after the sentencing that he stood behind the “sincerity and purpose” behind his actions.

U.S. forces operating in the Gulf of Oman disabled an Iranian-flagged ship trying to run the ongoing blockade of Iranian ports by blasting its rudder with several rounds from the 20mm cannon of an F/A-18 Super Hornet , U.S. Central Command stated on X. The jet was launched from aircraft carrier USS Abraham Lincoln.

The incident occurred at 9 a.m. EDT, according to the command. It came as a new peace initiative between the U.S. and Iran is being floated and a day after President Trump paused the short-lived Project Freedom operation to protect commercial shipping trying to escape the Persian Gulf through the Strait of Hormuz.

CENTCOM forces “observed M/T Hasna as it transited international waters enroute to an Iranian port on the Gulf of Oman,” the command added. “American forces issued multiple warnings and informed the Iranian-flagged vessel it was in violation of the U.S. blockade.”

When it ignored the warnings, the Super Hornet opened fire. After being fired upon, the ship is no longer traveling to Iran, CENTCOM explained.

“The U.S. blockade against ships attempting to enter or depart Iranian ports remains in full effect,” the command continued. “CENTCOM forces continue to act deliberately and professionally to ensure compliance.”

The Hasna incident is the second known time the U.S. has fired on an Iranian-linked large commercial ship running the blockade. The Arleigh Burke class guided missile destroyer USS Spruance struck the Iranian cargo ship Touska on April 19th with its 5-inch MK 45 gun. The destroyer fired nine inert rounds into the cargo ship’s engine room after the vessel failed to comply with warnings while transiting the north Arabian Sea, Joint Chiefs Chairman Gen. Dan Caine said last month. The Super Hornet used its own method to disable but not sink the ship via taking out its rudder control.

Meanwhile, a French-owned ship is “currently drifting without power” after being “struck by an Iranian drone” yesterday, a maritime security official told TWZ.

The container vessel, CMA CGM San Antonio, was damaged and eight people were injured in the attack, the U.N.’s International Maritime Organization (IMO) told us. The attack was reported about two hours before Trump paused Project Freedom, pending further negotiations with Iran.

A U.S. military official told us that it is “aware of the reports” about the attack on the San Antonio, but had no further details about how it happened.

“The transit in question was not coordinated” through Project Freedom, said the official, adding that the crew did not seek U.S. assistance.

Since the war began on Feb. 28, UKMTO “has received 46 reports of incidents affecting vessels operating in and around the Arabian Gulf, Strait of Hormuz (SOH), and Gulf of Oman,” the organization states. There were 26 reported ship attacks, including the San Antonio, 18 suspicious activity reports and two ships hijacked.

In the wake of Trump’s decision to pause Project Freedom, the IMO and shipping companies say the short-lived effort did not changed the level of danger for ships trapped in the Persian Gulf.

“The situation remains the same,” IMO told us Wednesday morning. “IMO has been consistent in its messaging that the Strait of Hormuz is not safe at present for ships to transit, and ships should exercise maximum caution. Things have not materially changed over the past few weeks.”

“Our risk assessment goes on continuously and it is still valid, that the Strait of Hormuz remains closed for Hapag-Lloyd transits until further notice,” a spokesperson for the German shipping giant told us

“We don’t have a comment specifically addressing the decision to pause,” a spokesperson for Maersk told us. ”We are following the guidance of our security partners in the region, and it is currently recommended to avoid transiting the strait.”

A U.S. official declined comment on how the pause is affecting CENTCOM operations. However, “U.S. forces are currently focused on enforcing the U.S. naval blockade against Iran,” the official told us.

As we reported yesterday, Trump paused Project Freedom after little more than a day, pending negotiations with Iran. 

The move came after Iran fired on U.S. warships and commercial vessels being protected under Project Freedom.  Trump said he made that decision at the behest of Pakistan, which has been mediating peace talks. The president claimed the goal was to give Iran time to respond to U.S. proposals.

Given the circumstances, it seems probable that tactical considerations also drove this decision.

The Los Angeles City Council on Wednesday voted in favor of new restrictions on so-called “pretextual” traffic stops, signaling a growing impatience with the Police Commission’s failure to rein in a controversial LAPD tactic that critics say enables racial discrimination.

The vote requests that the department’s all-civilian watchdog adopt new guidelines similar to San Francisco, which bars police officers from pulling people over for broken taillights and other minor equipment violations unless there is a safety threat.

“Board of Police Commissioners: Get this done; we’re watching, no excuses,” said Councilmember Imelda Padilla, who shared stories of her late father being stopped by police with no explanation. “This is what this generation wants.”

If the new policy were adopted, LAPD officers would be prohibited from stopping motorists, bicyclists or pedestrians for minor violations “except in cases where the violation poses a significant and imminent safety risk.”

The unanimous vote followed sometimes emotional testimony at a City Council meeting from Angelenos about how their lives had been shaken by discriminatory traffic stops and searches.

Several speakers pointed to a growing body of research showing that minor stops disproportionately affect Black and brown motorists and do little to combat violent crime while eroding public trust. In recent years, there have been several high-profile traffic stops that resulted in officers or drivers being killed.

The current LAPD policy, in place since 2022, requires officers to record themselves on their body-worn cameras stating the reasons for suspecting a more serious crime had occurred when making a stop for a minor infraction.

The measure passed Wednesday stops short of a categorical ban that some have sought, but was still met with cautious optimism by traffic safety reformers.

“It helps place the city of Los Angeles on a path of ending racial profiling by LAPD,” said Chauncee Smith, of Catalyst California, a group that advocates for racial justice.

Smith’s group recently released a report that said such stops have continued to disproportionately affect Black and Latino drivers.

Smith said the new policy advanced by the City Council represents “a more formal, explicit prohibition,” adding that he hopes the Police Commission will ultimately give officers even less discretion in deciding when to make stops.

In a brief statement after the vote, Mayor Karen Bass thanked Harris-Dawson for his “leadership and dedication in moving this updated policy forward.”

“I will work closely with the Police Commission and Chief [Jim] McDonnell to implement it and to provide officers with appropriate training,” Bass said.

Any changes to the policy will probably draw strong challenges from within the LAPD and the Los Angeles Police Protective League, the powerful union that represents the city’s rank-and-file officers.

McDonnell has publicly defended the stops as an essential law enforcement tool in the department’s fight against guns, gangs and drugs. He and some transportation safety advocates have argued that persistent traffic deaths — road fatalities have in recent years outpaced the number of homicides — indicate the city needs to crack down harder on reckless driving.

The proposed change comes against the backdrop of a broader effort by city leaders to wrest greater oversight of the LAPD from the Police Commission. A spokesperson for the civilian body said it would evaluate how to proceed.

“The Board intends to place this item on a forthcoming agenda to enable a full and transparent discussion of the Department’s pretextual stop policy, which will include the recommendations from the City Council,” the statement said.

McDonnell did not respond to a request for comment.

The vote was the latest move in a broader push to remove police officers from traffic enforcement. Some advocates have argued that more punitive approaches that prioritize arrests and traffic citations do little to keep city streets safe; instead, they argue the city should invest in unarmed civilian workers and speed bumps, roundabouts and other street modifications that could help curb unsafe driving.

Adrienna Wong, a senior attorney with the American Civil Liberties Union, said Wednesday’s vote showed city leaders taking action on an issue that was personal to them.

“I think what you saw today in council was the council members have lived experiences and are hearing from their constituents and are voting to represent their constituents in a way that the Police Commission has not,” she said.
