Here, the Chinese vision extends beyond mere arms deals; it views this as a core partnership aimed at establishing a broad military alliance with Egypt to develop the Chinese military Silk Road. This includes joint operational planning and training exercises, as demonstrated in the Civilization Eagles 2025 maneuvers. China seeks to effect a comprehensive shift in the regional balance of power. Chinese intelligence believes that establishing bases and developing naval and air forces will grant Egypt strategic independence and reduce its dependence on the West. This, in turn, opens the door for China to enhance its influence in the region through defense cooperation, thereby securing shared Chinese and Egyptian military interests. Beijing considers securing Egyptian bases for maritime routes (the Suez Canal) and the Red Sea to be in line with Chinese economic and security interests within the framework of the Belt and Road Initiative. Based on the preceding understanding and analysis, we conclude that the new Egyptian military bases (naval and air) are considered, according to the Chinese military and strategic vision, strategic strengths. Their benefits extend beyond Egypt, securing China’s commercial and military interests in the Mediterranean and Red Seas. They also provide a Chinese technological alternative in a region previously dominated by Western and American platforms, paving the way for China’s gradual expansion of its military Silk Road initiative.

The killings mark the fourth US deadly strike in the past four days on vessels in the eastern Pacific Ocean.

The US military has killed four more people in its fourth deadly attack on vessels in the eastern Pacific Ocean over the past four days.

US Southern Command (SOUTHCOM) announced the attack in a social media post on Tuesday, alongside a video that showed a stationary boat with outboard engines being hit by a missile and exploding into a huge ball of flames.

SOUTHCOM, which is responsible for US military operations in Latin America and the Caribbean, claimed that the four people killed were “narco-terrorists”, but provided no evidence to support its claims.

Justification for the lethal attack, according to SOUTHCOM, was due to intelligence – details of which were not provided – that confirmed that “the vessel was transiting along known narco-trafficking routes in the eastern Pacific and was engaged in narco-trafficking operations”.

The latest killing of people on board vessels in international waters in the eastern Pacific Ocean and Caribbean brings the overall death toll to at least 175 since early September, when US President Donald Trump ordered the attacks to stop what the White House claims are Latin American cartels transporting drugs to the US.

Tuesday’s killings came after two people were killed in a US strike on Monday, and five people were killed in two separate strikes on Saturday, also in the eastern Pacific.

The Associated Press news agency reported that the US coastguard has suspended a search for one survivor from the two attacks reported on Saturday.

International legal experts and rights groups say the US military campaign amounts to “extrajudicial killings” in international waters and that the attacks have targeted civilian fishing boats.

Legal experts have said that if some vessels were involved in drug trafficking, those on board should face the law, rather than deadly attacks.

Critics have also questioned the effectiveness of the US military operation in part because the fentanyl behind many fatal overdoses in the US, which Trump has used to justify his campaign, is typically trafficked to the US over land from Mexico, where it is produced with chemicals imported from China and India.

The ⁠United States military has ⁠carried out another attack on a vessel in the eastern Pacific, killing two people, in the latest deadly strike by US forces on boats that Washington alleges have links to Latin American drug trafficking cartels.

US Southern Command (SOUTHCOM), which is responsible for Washington’s military operations in Latin America and the Caribbean, confirmed the attack in a post on social media late on Monday, claiming to have killed two “male narco-terrorists”, without providing any evidence.

SOUTHCOM claimed that, based on intelligence reports, the boat was “⁠transiting along known narco-trafficking routes ⁠in the ⁠Eastern Pacific” and was targeted with “a lethal kinetic strike” on the orders of US Commander General Francis L Donovan.

A grainy video clip released with the statement shows a stationary boat with outboard engines and what appear to be floats from fishing nets nearby. The boat comes under attack from the air and explodes into flames.

The attack marked the second day in a row that SOUTHCOM announced a deadly strike on boats in the Pacific. On Sunday, the US military said it blew up two boats in the eastern Pacific a day earlier, killing five people and leaving one survivor. It was not immediately clear what happened to the person who survived the attack, though SOUTHCOM said the US coastguard was notified.

With the attack on Monday, the US military has now killed at least 170 people in dozens of strikes on vessels in the eastern Pacific and Caribbean Ocean since September.

International law experts, human rights groups and regional governments have accused the administration of US President Donald Trump of carrying out extrajudicial killings in international waters, which have likely targeted civilians, often fishing crews, who do not pose an immediate threat to the US.

The Trump administration claims that such attacks are part of its war on drug trafficking cartels in Latin America, but has provided no solid evidence that any of the vessels targeted since last year have been involved in drug trafficking.

Texas talk of swallowing eastern New Mexico is an old impulse

When the speaker of the Texas House recently outlined his priorities for the next legislative session, he mentioned tax relief, the development of data centers and a notion that sent many eyebrows skyward.

Dustin Burrows, a Republican from Lubbock, directed the chamber’s governmental oversight committee to study the legal and economic implications of Texas absorbing one or more counties in eastern New Mexico.

The “conversation,” Burrows told the Dallas Morning News, “is ultimately about culture, opportunity and the right to choose a path that reflects the shared values of the Permian and Delaware basins,” a vast desert expanse awash in oil and natural gas.

Apparently, Texas lawmakers have time and money to burn.

The notion of the swaggering state swallowing a chunk of its resistant neighbor is completely far-fetched. Just four states have been carved from the territory of others: Kentucky, Maine, Vermont and West Virginia. And it’s been quite a spell since the last time that happened. West Virginia split off from Confederate Virginia in 1863.

Realistically, there is no end of hurdles — legal, political, practical — that would have to be surmounted for a partial Texas-New Mexico merger to occur. Both states would need to agree — New Mexico is a hard no — and Congress would also have to approve.

But the impulse to bust up, break away and move on is as old as America itself and, at the same time, as fresh as the latest provocation to pass the lips of the nation’s frothing commander-in-chief.

“Calexit,” the idea of California breaking away from the U.S. and becoming its own nation, took root during President Trump’s turbulent first reign and gained renewed support as soon as he returned to power. Texas toyed with the idea of secession when Barack Obama was president.

“The driver,” said Syracuse University professor Ryan Griffiths, an author and expert on secession, “is politics and polarization.”

The notion being if you don’t like it, then leave.

Or, at least, make noise about doing so.

Eastern New Mexico — dry, desolate — looks and feels very much like an appendage of West Texas. Its residents have long been estranged from the rest of their state and, especially, the Democratic leadership in Santa Fe, the state capital. That is not to say, however, the slightest inch of New Mexico territory will be going anywhere anytime soon.

Earlier this year, two Republican state lawmakers introduced a measure to give voters a say on whether they wanted their counties to break away — or, as one of the legislators put it, “Get the hell out of New Mexico.” The constitutional amendment died without a hearing.

When Burrows renewed talk of a takeover, Javier Martinez, speaker of the New Mexico House, responded without equivocation. “Over my dead body,” he said.

But the notion has garnered Burrows plenty of attention in the Lone Star State, a place with no lack of self-regard. And it certainly hasn’t hurt his standing with Texas’ arch-conservative Republican base, which has sometimes viewed Burrows with suspicion.

“People in Texas have a lot of fun with the idea that Texas … is entitled to secede and that maybe it can restore lost lands in New Mexico, Kansas, Colorado and beyond,” said Cal Jillson, a longtime student of Texas politics at Southern Methodist University. “It [appeals to] the conservative base, but also to everyone who loves to chuckle.”

Serious or not, secession — or independence, as some prefer to call it — has long been the dream of dissenters, of the discontented and those who feel put upon or politically unrepresented. America, after all, was birthed by divorcing itself from Britain and King George III.

For the longest time, residents in the ruddy north of blue California have agitated for a breakaway state called Jefferson. In recent years unhappy conservatives in eastern Oregon have spoken of splitting from their Democratic state and becoming a part of Republican Idaho. (Lawmakers in Boise passed a measure in 2023 inviting Oregon to the negotiating table; Oregon has so far declined to show.)

Since 2020, voters in 33 rural Illinois counties have voted to separate from their state and its Democratic leadership, a move welcomed in a measure passed by the Republican-run Indiana Legislature and signed by the state’s GOP governor, Mike Braun. (Illinois Gov. JB Pritzker dismissed the 2025 legislation as “a stunt.”)

Which, indeed, it appeared to be.

But Richard Kreitner said there is a certain logic behind secession movements, as governments from Washington to the statehouse are seen as increasingly unresponsive and dysfunctional.

“As people become more disenfranchised … more disillusioned from the political process, you’re going to start looking outside of the political process, the political structure, the constitutional structure, for a possible solution,” said Kreitner, who hosts a history podcast, “Think Back,” and has also written a book on secession. “If you’re going to do that in a country founded with a secessionist manifesto, the Declaration of Independence, at some point people are going to start thinking about that.”

Legitimate grievance grounded in serious concern is certainly worthy of attention. But exploiting that discontent to draw notice or score cheap political points — as Burrows seems to be doing in Texas — is something altogether different.

The chance of New Mexico ceding a part of itself to Texas is precisely zero, meaning the legislative study is less about “culture” and “opportunity” than the speaker and fellow Republicans evidently looking to troll their blue-state neighbor.

There are better, more productive ways for lawmakers to spend their time.

And their taxpayers’ dime.

Democrats call for review of Paramount’s Middle Eastern financial backers

Democratic lawmakers are demanding scrutiny into Paramount Skydance’s financial backers amid rising concerns about potential foreign influence of U.S. media properties.

In a letter this week to Federal Communications Commission Chairman Brendan Carr, seven U.S. senators criticized Carr’s suggestion that Paramount’s $111-billion bid for Warner Bros. Discovery, backed by billionaire Larry Ellison and his family, was on a fast track to receive FCC approval with scant oversight.

Such complicated mergers typically receive an intense government review. The proposed merger would combine two legendary film studios, dozens of cable channels, HBO, CBS and two major news organizations, CNN and CBS News.

Ellison and his son, David, who chairs Paramount, are friendly with President Trump, who has long agitated for changes at CNN, which is slated to be absorbed by Paramount.

The company has said it expects to complete the deal by the end of September.

The Democrats expressed concerns that the fix may be in. Trump’s Justice Department has been reviewing whether the merger would violate U.S. antitrust laws, but a key deadline passed last month without comment from the department’s antitrust regulators.

Also at issue is the Middle Eastern money the Ellison family has been expecting to pull off Paramount’s leveraged buyout of its larger entertainment company rival. The acquisition would leave the combined company with nearly $80 billion in debt.

Late last year, Paramount disclosed that it had lined up $24 billion from wealth funds representing the royal families of Saudi Arabia, Qatar and Abu Dhabi, who would then become equity partners in the combined company.

Paramount has described the funds as largely passive investors, saying the royal families would not have input into corporate decision-making. They also would not control seats on the Paramount-Warner board.

Congressional Democrats previously have warned about potential national security concerns. The senators, led by Cory Booker (D-N.J.) and Chuck Schumer (D-N.Y.), remain concerned, particularly because the transaction will help shape the future of Hollywood production and the direction of key news outlets, including CNN, which maintains a strong presence around the world.

Members of the party have called on Carr to conduct “a full and independent” analysis of the foreign ownership interests before signing off on the merger. The FCC could play an important role, they said, because the tie-up includes Paramount-owned CBS, which holds FCC broadcast station licenses.

Paramount declined to comment. FCC officials did not respond to a request for comment.

Booker and Schumer pointed to Carr’s comments at an industry conference in Spain earlier this month. During an appearance at the Mobile World Congress, Carr suggested the Paramount-Warner deal could be swiftly approved because the foreign investment would warrant only a “very quick, almost pro forma review,” Carr reportedly said.

The FCC has a duty to examine foreign ownership, the lawmakers said, referencing the U.S. Communications Act, which forbids owners from outside the U.S. from holding more than 25% of the equity or voting interests in an entity that maintains an FCC license.

The lawmakers mentioned the FCC’s move earlier this year to tighten its foreign ownership framework to bolster transparency.

Paramount has not yet disclosed its final list of equity partners.

The company previously disclosed its proposed partners in Securities & Exchange Commission filings. However, last month, the composition of the Paramount-Warner deal changed when Larry Ellison agreed to fully guarantee the $45.7-billion in equity needed to finance the $31-a-share buyout of Warner investors.

Before Ellison stepped up, Warner board members had expressed concerns about Paramount’s financing. The tech billionaire’s increased involvement helped carry the Paramount deal over the finish line. Netflix bowed out Feb. 26, ceding the prize to Paramount.

Still, Paramount is expected to line up billions of dollars from outside investors.

It would be significant if Saudi Arabia’s Public Investment Fund, the Qatar Investment Authority and Abu Dhabi’s L’imad Holding Co., contributed $24 billion to the deal, the Democrats wrote.

“This is not incidental capital, it represents roughly one-fifth of the total transaction value,” Booker and the others wrote. “And it is not clear that this will be the only foreign investment.”

Initially, Paramount included Chinese technology company Tencent Holdings as a minority investor, but Paramount later removed Tencent from the investor pool due to concerns about its problematic status — it has been blacklisted by the U.S. Department of Defense.

Bloomberg News reported earlier this month that Tencent might return to the fold.

“This constellation of foreign investment from China and from Gulf States, with complex and sometimes competing relationships with the United States, demands rigorous, not perfunctory review,” Booker and the others wrote.

The letter also was signed by Sens. Dick Durbin (D-Ill.), Elizabeth Warren (D-Mass.), Richard Blumenthal (D-Conn.), Sheldon Whitehouse (D-R.I.) and Mazie K. Hirono (D-Hawaii).

They keyed in on the role of Saudi Arabia’s sovereign wealth fund, saying it was controlled by Crown Prince Mohammed bin Salman “whom the U.S. intelligence community concluded ordered the murder of Washington Post journalist Jamal Khashoggi in 2018.”

The proposed $24-billion investment would give “these governments a significant financial stake in the future content, licensing, and strategic decisions of a combined entity that includes some of the most-watched news and entertainment networks in America.”

It is also unclear whether the current tensions in the Middle East over the Iran war will have an impact on Paramount’s investor syndicate.

Trump’s son-in-law Jared Kushner, a proposed Paramount investor, also withdrew late last year.

Paramount shares held steady at $9.17. The company’s stock is down 31% since Feb. 27, when the company prevailed in the Warner auction.
