But housing experts blasted the move.

TV property show presenter Kirstie Allsopp, said: “This is tenant bashing under the guise of landlord bashing. It’s like having the economy run by Baldrick.”

Ben Beadle, of the National Residential Landlords Association, said: “This will hit the very households the Government wants to protect.”

Earlier in the week, The Sun reported that firms were bracing themselves for a £2.5billion Labour tax double whammy.

They would be clobbered twice — first by an inflation rate increase in business rates in April, then by a Rachel Reeves surcharge, experts said.

Business rates are the property tax that companies must pay just to occupy their shops, pubs, factories and offices.

The Tories warned thousands of struggling firms would be crippled.

Shadow Housing Secretary James Cleverly said: “Once again, Labour is hammering the high street. Raising business rates for thousands of hard-working small businesses across England was one of Labour’s first acts in office.

“And despite our opposition to it, and clear evidence of the damaging impact it will have, they have pressed ahead — consequences be damned.”

The first squeeze would come in April when bills rise automatically with inflation.

The Bank of England expects the rate will hit four per cent next month.

Global tax firm Ryan said that would add £1.11billion to business rates across England.

Trump foes find themselves targeted by top housing regulator

When Bill Pulte was nominated as the country’s top housing regulator, he told senators that his “number one mission will be to strengthen and safeguard the housing finance system.”

But since he started the job, he’s distinguished himself by targeting President Trump ‘s political enemies. He’s using property records to make accusations of mortgage fraud and encourage criminal investigations, wielding an obscure position to serve as a presidential enforcer.

This week, Trump used allegations publicized by Pulte in an attempt to fire Lisa Cook, a member of the Federal Reserve board, as he tries to exert more control over the traditionally independent central bank.

Pulte claims that Cook designated two homes as her primary residence to get more favorable mortgage rates. Cook plans to fight her removal, laying the groundwork for a legal battle that could reshape a cornerstone institution in the American economy.

Trump said Tuesday that Cook “seems to have had an infraction, and you can’t have an infraction,” adding that he has “some very good people” in mind to replace her.

Pulte has cheered on the president’s campaign with a Trumpian flourish.

“Fraud will not be tolerated in President Trump’s housing market,” he wrote on social media. “Thank you for your attention to this matter.”

Pulte targets Democrats but not Republicans

Pulte, 37, is a housing industry scion whose official job is director of the Federal Housing Finance Agency. He oversees mortgage buyers Fannie Mae and Freddie Mac, which were placed in conservatorship during the Great Recession almost two decades ago.

Like other political appointees, he routinely lavishes praise on his boss.

“President Trump is the greatest,” he posted over the weekend.

Pulte has made additional allegations of mortgage fraud against Sen. Adam Schiff, one of Trump’s top antagonists on Capitol Hill, and New York Attorney General Letitia James, who filed lawsuits against Trump. Those cases are being pursued by Ed Martin, a Justice Department official.

“In a world where housing is too expensive, we do not need to subsidize housing for fraudsters by letting them get better rates than they deserve,” Pulte wrote on social media.

Pulte has ignored a similar case involving Ken Paxton, the Texas attorney general who is friendly with Trump and is running for Senate in his state’s Republican primary. Paxton took out mortgages on three properties that were all identified as his primary residence.

He also has mortgages on two other properties that explicitly prohibit him from renting the properties out, but both have been repeatedly listed for rent, according to real estate listings and posts on short-term rental sites.

Asked about Pulte’s investigations and Trump’s role in them, the White House said that anyone who violates the law should be held accountable.

“President Trump’s only retribution is success and historic achievements for the American people,” said Davis Ingle, White House spokesman.

It’s unclear whether Pulte is using government resources to develop the allegations he has made. Mortgage documents are generally public records, but they are typically maintained at the county level across most of the U.S., making them difficult to comprehensively review. However, Fannie Mae and Freddie Mac, which are both government-sponsored entities, purchase large tranches of mortgages from lenders, which could centralize much of that information, real estate and legal experts say.

FHFA did not respond to a detailed list of questions from the AP, including whether Pulte or his aides used government resources to conduct his research.

It’s not just mortgages

Pulte’s broadsides go beyond mortgages. He’s been backing Trump’s criticism of Jerome Powell, chair of the Federal Reserve, over expensive renovations at the central bank’s headquarters. Trump is pressuring Powell to cut interest rates in hopes of lowering borrowing costs, and his allies have highlighted cost overruns to suggest that Powell is untrustworthy or should be removed from his position.

“This guy is supposed to be the money manager for the world’s biggest economy, and it doesn’t even look like he can run a construction site,” Pulte said while wearing a neon safety vest outside the building. “So something doesn’t smell right here.”

Since returning to the White House, Trump has reached deep into the government to advance his agenda. He’s overhauled the federal workforce with the Office of Personnel Management, pushed ideological changes at the Smithsonian network of museums and fired the commissioner of the Bureau of Labor Statistics when he didn’t like a recent report on job numbers.

With Pulte in charge, the Federal Housing Finance Agency is becoming another instrument of Trump’s mission to exert control and retaliate against enemies.

It’s a contrast to the Internal Revenue Service, where Trump has unsuccessfully discussed ways to use tax policies as a pressure point. For example, during battles over higher education, Trump threatened to take away Harvard’s long-standing tax-exempt status by saying, “It’s what they deserve.”

However, there are more restrictions there, dating back to the Watergate scandal under President Richard Nixon.

“It’s been hard for the administration to use the inroads it wants to use to pursue its enemies,” said Vanessa Williamson, a senior fellow at the Urban-Brookings Tax Policy Center.

She said, “The law is very clear about taxpayer privacy and the criminal penalties at play are not small.”

Before going on the attack, Pulte played nice online

Pulte is heir to a home-building fortune amassed by his grandfather, also named William Pulte, who founded a construction company in Detroit in the 1950s that grew into the publicly traded national housing giant now known as the Pulte Group.

He spent four years on the company’s board, and he’s the owner of heating and air conditioning businesses across the U.S. He had never served in government before being nominated by Trump to lead the Federal Housing Finance Agency.

“While many children spent their weekends at sporting events, I spent mine on homebuilding jobsites with my father and grandfather,” Pulte said in written testimony for his nomination hearing. “From the ground up, I learned every aspect of housing — whether it was cleaning job sites, assisting in construction, or helping sell homes.”

He once tried to make a name for himself with good deeds, describing himself as the “Inventor of Twitter Philanthropy” and offering money to needy people online. He was working in private equity at the time, and he told the Detroit Free Press that he funded his donations with some “very good liquidity events” to power his donations.

Even six years ago, he appeared focused on getting attention from Trump.

“If @realDonaldTrump retweets this, my team and I will give Two Beautiful Cars to Two Beautiful Veterans on Twitter.”

Trump replied, “Thank you, Bill, say hello to our GREAT VETERANS!”

Pulte, whose most recent financial disclosure shows a net worth of at least $180 million, was also ramping up his political donations.

Over the past six years, he and his wife have donated over $1 million to the political efforts of Trump and his allies, including a $500,000 contribution to a super PAC affiliated with Trump that was the subject of a campaign finance complaint made with the Federal Election Commission.

The Pultes’ $500,000 contribution was made through a company they control named ML Organization LLC, records show. While such contributions are typically allowed from corporations, the same is not always true for some limited liability companies that have a limited business footprint and could be set up to obscure the donor.

The FEC ultimately exonerated the Pultes, but found in April that the Trump super PAC, Make America Great Again, Again! Inc., did not properly disclose that the Pultes were the source of the donation, said Saurav Ghosh, the Campaign Legal Center’s director of federal campaign finance reform.

Ghosh said the donation raises serious questions about Pulte’s appointment to lead FHFA.

“Why is Bill Pulte even in a government position?” he said. “Maybe he’s qualified, maybe he isn’t. But he did pour hundreds of thousands of dollars into a pro-Trump super PAC. And I think it’s clear there are these types of rewards for big donors across the Trump administration.”

A stunning Greek island once “teeming with children and shops” has been left with nothing but bars due to tourism, according to a local resident.

Iosif Stefanou, an architect, urban planner and professor at the National Technical University of Athens (NTUA), has spent decades working to preserve traditional Cycladic architecture on Syros, and shared his concerns with Greek publication ekathimerini.com about how the tourist industry has drained the area of its character.

Speaking to the publication during a stroll through the neighbourhood, Stefanou lamented that whilst the island’s capital Ermoupoli had previously been “self-sufficient”, it now “only has bars — in summer, it’s crowded with people; in winter, it’s dead”..

The academic previously viewed the island as “a model of co-existence. A mother would hear her neighbor’s baby crying and would run there first”, but properties now sit empty for months whilst their proprietors are elsewhere, he said.

“Now most houses are closed for most of the year because they’ve been bought by foreigners or Athenians,” Stefanou explained, according to the Express.

“Fortunately, most of them respected and saved the houses. Many of the locals think about easy profit, which is why only bars have sprung up recently. They don’t understand they’re cutting the branch they’re sitting on. They see Mykonos on the horizon and envy it, but they don’t learn from its current state.”

Local music teacher, Aristos Vamvakousis, told the outlet: “We are fighting, and as long as such efforts exist, Syros won’t become just a tourist destination.”

In addition to his school, he said “there are many theatre groups, dance groups, sports clubs, and groups of people who fight to provide variety and stimuli during the months outside the summer season. That’s what saves us, life in the winter.”

Vamvakousis expressed concern that graduates from his music school struggle to find places to play traditional music, with many rembetiko venues now shut.

“After October, you can hardly find a taverna to eat in,” he revealed to the outlet. “The reason is that catering businesses are now owned – after the Covid pandemic – by non-locals who don’t care about keeping the shops open during the difficult months.Syros major Alexandros Athanasiou has been contacted for comment.Popular Greek holiday spots like Mykonos and Santorini are among the most impacted by overtourism in the country.

Greek Prime Minister Kyriakos Mitsotakis made a commitment in June to address overcrowding and manage the number of visitors on the islands, including limiting the number of cruise ships allowed to dock.

Mr Mitsotakis acknowledged that the Cycladic Islands were “clearly suffering”, amid complaints from locals about the effect on their daily lives and the cost of living, according to Bloomberg reports.

The Greek Prime Minister has highlighted Santorini as the “most sensitive” to overcrowding, with around 800 cruise ships docking last year, closely followed by Mykonos with 750 in 2023.

In April last year, Athens was rocked by furious protests, with demonstrators reportedly shouting: “They are taking our houses while they live in the Maldives”.

Anna Theodorakis, a local resident, told France24 about being forced out of her home in the Metaxourgio neighbourhood of Athens, stating: “I think the answer is to go in the streets and block everything and just not do something because people are losing their homes. It is very depressing.”

Ms Theodorakis criticised the surge of Airbnbs in the city for “wiping out the traditional places”, expressing that she felt like “a foreigner in my own country”.

Meanwhile, Dimitri, a property developer converting a former warehouse into Airbnbs, conceded that excessive tourism was causing harm to Athens.

US DOJ to probe Fed Reserve’s Cook, urges Powell to remove her: Report | Politics News

Cook, who has been accused of mortgage fraud, has said she will not be bullied by Trump into resigning.

The United States Department of Justice plans to investigate Federal Reserve Governor Lisa Cook, with a top official informing Federal Reserve Chair Jerome Powell of the probe and encouraging him to remove her, Bloomberg News has reported.

A letter to Powell from Ed Martin, a Department of Justice (DOJ) official who has led similar investigations into Senator Adam Schiff of California and New York Attorney General Letitia James, said Cook’s case “requires further examination”, Bloomberg reported on Thursday.

“At this time, I encourage you to remove Ms Cook from your Board,” Martin wrote, according to Bloomberg. “Do it today before it is too late! After all, no American thinks it is appropriate that she serve during this time with a cloud hanging over her.”

The DOJ did not immediately reply to a request for comment.

Asked about the report, a Fed spokesperson referred to Cook’s statement on Wednesday, when she said she had no intention of being “bullied” into resigning after President Donald Trump called for her to step down on the basis of allegations made by a member of his administration about mortgages she holds in Michigan and Georgia.

The Federal Reserve Act provides no authority for a Fed chair to remove another member of the Board of Governors.

Cook, the first Black woman to be a Fed governor, is serving a 14-year term that began after her second Senate confirmation in 2023.

The effort to remove Cook comes as the administration has unleashed a campaign against diversity, equity and inclusion (DEI), and intensifies Trump’s ongoing effort to gain influence over the US central bank and push it to lower interest rates.

Fed under pressure

Central bankers from around the world gathered on Thursday in Grand Teton National Park for the opening of the Kansas City Fed’s annual Jackson Hole symposium, where Powell will give a keynote speech on Friday, sketching out his view of the economy and, investors hope, where rates are headed.

“I would just say that I know her to be an outstanding economist and a person of high integrity,” Cleveland Fed President Beth Hammack told Yahoo Finance at the event.

US Federal Housing Finance Agency director William Pulte, who referred the allegations of Cook’s wrongdoing to the Department of Justice this week, said they arose as part of regular investigations into mortgage fraud by his agency and were not a “witch-hunt”.

“Defrauding people is nothing new,” Pulte told Bloomberg Television. “I believe that she committed mortgage fraud.”  He said that public records clearly show fraud and that a special exemption should not be made for the powerful. He said the fraud is “self-evident”.

Cook has yet to expressly address Pulte’s accusation, saying only in Wednesday’s statement: “I do intend to take any questions about my financial history seriously as a member of the Federal Reserve, and so I am gathering the accurate information to answer any legitimate questions and provide the facts.”

The Fed has held borrowing costs steady all year in the 4.25 percent to 4.5 percent range out of concern that Trump’s tariffs could reignite inflation that is still running above the Fed’s 2 percent goal. Recent weaker labour market data – including a report showing job gains averaged a paltry 35,000 from May to July – has increased Fed policymaker concern that borrowing costs may be a bit too high, and financial markets are priced for the likelihood of a quarter-point interest-rate cut at the Fed’s September meeting.

That would be far short of the several percentage points that Trump has called for.

Trump can name a new chair when Powell’s term ends in May. US Treasury Secretary Scott Bessent, who is leading the search, has nearly a dozen candidates, and all have voiced their support for big rate cuts and big changes to the central bank. Traditionally, Fed chairs resign when their leadership term ends, but there is some speculation that Powell would stay on until his term as governor ends in 2028, denying Trump the chance to install more loyalists to consolidate his control over the central bank.

Trump has nominated Council of Economic Advisers Chairman Stephen Miran, a Fed critic and enthusiastic supporter of Trump’s tariffs and other policies, to serve at the Fed in the seat vacated by the surprise resignation this month of Adriana Kugler.

Trump calls on Fed Gov Cook to resign over mortgage allegations | Banks News

The resignation calls intensify Trump’s attempts to yield influence over the central bank.

United States President Donald Trump has called on Federal Reserve Governor Lisa Cook to resign, intensifying his effort to gain influence over the central bank on the basis of allegations made by one of his allies about mortgages Cook holds in Michigan and Georgia.

US Federal Housing Finance Agency Director Bill Pulte alleged in a post on X earlier on Wednesday that Cook had designated a condo in Atlanta as her primary residence after taking a loan on her home in Michigan, which she also declared as a primary residence.

Loans for a primary residence can carry easier terms than for second homes or investment properties. Pulte said the loans date to mid-2021, before Cook was appointed to the Fed by former President Joe Biden and confirmed by the Senate the following year. She is a native of Georgia and, at the time, was an economics professor at Michigan State University.

Pulte asked Attorney General Pam Bondi to investigate, and Trump quickly amplified the allegation. The Department of Justice was taking the matter very seriously, a department official told Reuters.

“We’re also probing some property that she has in Massachusetts to see if there’s something there. But I don’t have anything yet on that,” Pulte said in an interview on CNBC.

Cook’s federally filed financial disclosure documents show three mortgages taken out in 2021, including a 15-year 2.5 percent loan on an investment property and two loans for personal residences, including a 30-year 3.25 percent mortgage and a 15-year 2.875 percent mortgage. The weekly average rate for 30-year loans during 2021 ranged between 2.9 percent and 3.3 percent, Mortgage Bankers Association data shows. Cook started at the Fed in 2022 and was reappointed to a 14-year term in 2023.

Spokespersons for the Fed and for Cook did not immediately respond to a request for comment.

“Cook must resign, now!!!” Trump wrote in a post on his social media platform, his latest remarks aimed at reshaping the makeup of the US central bank, a body designed to set benchmark interest rates independent of White House influence.

Trump has told aides he is considering attempting to fire Cook, according to the Wall Street Journal, which cited a senior White House official and another person familiar with the matter.

White House at odds with the central bank

Cook is one of three Biden appointees to the Fed whose term extends beyond Trump’s time in office, complicating the president’s efforts to get more control by appointing a majority of its seven-member board.

Currently, two of the Fed’s remaining six board members were appointed by Trump: Governor Christopher Waller and Vice Chair for Supervision Michelle Bowman.

Trump has repeatedly blasted Fed Chair Jerome Powell over benchmark rates that he wants sharply reduced, calling for his resignation while acknowledging that the Fed’s unique status in US governance prevents him from firing Fed board members over monetary policy disputes.

 

Trump can name a new chair when Powell’s term ends in May, but claiming a majority on the board may take more time. Powell could continue serving as a governor until 2028, near the end of Trump’s term, should he buck convention and continue sitting on the board under a new chair.

Until Powell’s departure, Trump at this point has only one other seat to fill, vacated recently by the surprise resignation of former Governor Adriana Kugler. Earlier this month, Trump nominated Council of Economic Advisers Chairman Stephen Miran to serve out the rest of her term.

Denser housing near transit stops? L.A. City Council opposes state bill

After a tense and sharply divided debate Tuesday, the Los Angeles City Council voted to oppose a state bill that aims to vastly expand high-density housing near public transit hubs, arguing that the state should leave important planning decisions to local legislators.

The council voted 8 to 5 to oppose Senate Bill 79, which seeks to mitigate the state’s housing shortage by allowing buildings of up to nine stories near certain train stops and slightly smaller buildings near some bus stops throughout California.

“A one-size-fits-all mandate from Sacramento is not safe, and it’s not responsible,” said City Councilmember Traci Park at a news conference before the vote.

Park, who was joined at the news conference by Councilmembers Monica Rodriguez and John Lee, said the bill was an attempt by its sponsor, state Sen. Scott Wiener (D-San Francisco), and other state legislators to “hijack” local planning from the city.

Lee, who authored the resolution opposing the bill, called it “not planning” but “chaos.”

Wiener lamented the City Council’s vote.

“Opponents of SB 79 are offering no real solutions to address our housing shortage at the scale needed to make housing more affordable,” Wiener said in a statement. “California’s affordability crisis threatens our economy, our diversity, and our fundamental strength as a state.”

In addition to creating more affordable housing, the bill would increase public transit ridership, reduce traffic and help the state meet its climate goals, he said.

Councilmember Nithya Raman, who voted against opposing the bill, said the city’s housing crisis is so dire that the council needs to work with the drafters of the bill — even if there are elements of it they do not support.

“Overall, we talk a lot about our housing crisis on this body, but our actions have not met the moment,” she said. “If I thought that this body was acting in good faith to address our housing crisis, I would support this [resolution].”

The bill, which passed the Senate and is before the Assembly Appropriations Committee, would allow heights of nine stories near major transit hubs, such as certain Metro train stops in L.A. A quarter-mile from a stop, buildings could be seven stories tall, and a half-mile from a stop, they could be six stories. Single-family neighborhoods within a half-mile of transit stops would be included in the new zoning rules.

Near smaller transit stops, such as light rail or bus rapid transit, the allowed heights would be slightly lower.

Next week, the Appropriations Committee will determine whether the bill goes to the Assembly floor for a vote. If passed in both chambers, the bill would go to Gov. Gavin Newsom to sign by mid-October.

The City Council’s resolution opposing the bill has no binding effect on the state Legislature but gives the council a platform to potentially lobby in Sacramento against its passage. The resolution also called for the city to be exempt from the bill because it has a state-approved housing plan.

“If they hadn’t taken a position on this, the state Legislature would say, ‘Well, the city of L.A. doesn’t care,’” said Zev Yaroslavsky, a former City Council member and now the director of the Los Angeles Initiative at the UCLA Luskin School of Public Affairs.

Mayor Karen Bass has not yet taken a position on the bill. City Attorney Hydee Feldstein Soto came out against it in May, arguing that it would cost the city billions of dollars to upgrade infrastructure such as sewage and electrical systems to handle an influx of residents in previously low-density neighborhoods.

Wiener’s office said the bill allows for cities to exempt some properties near transit hubs if they meet density guidelines.

This year, the City Council passed the Citywide Housing Incentive Program, which provides incentives for developers to build market-rate and affordable units and aims to boost building along commercial corridors and in dense residential neighborhoods.

The council passed the ordinance, which left single-family zones largely untouched after pushback from homeowners groups, a week before a state deadline for the city to have a housing plan in place. As part of the plan, the city was required to find land where an additional 255,000 homes could be built.

Asylum seekers are due to be removed from an Essex hotel after a council was granted a temporary High Court injunction blocking them from being housed there.

The injunction was sought by Epping Forest District Council to stop migrants being placed at The Bell Hotel in Epping, which is owned by Somani Hotels Limited.

Thousands of people have protested near the hotel in recent weeks after an asylum seeker living there was charged with sexually assaulting a 14-year-old girl in the town.

Mr Justice Eyre made his judgement after refusing an 11th-hour effort from Home Secretary Yvette Cooper to get the council’s case dismissed.

Asylum seekers must be moved out of the hotel by 16:00 BST on 12 September, the judge ruled.

All 80 rooms at the hotel are seemingly occupied and, as of last month, it was home to about 140 men.

The Home Office had warned the decision would “substantially impact” its ability to house asylum seekers in hotels across the UK.

Protests staged outside The Bell Hotel have been attended by both people against its use for asylum seekers and those in support of migrant rights.

But Conservative council leader Chris Whitbread said the repeated demonstrations were escalating tensions in the area and risked causing “irreparable harm”.

Reacting to the court ruling, he added: “The last few weeks have placed an intolerable strain on our community but today we have some great news.

“We have seen the protests that started off quite violently become peaceful protests, run by the people of Epping Forest.

“What I call upon the residents tonight is if they decide to go outside The Bell Hotel, don’t protest, don’t over-celebrate. This is the beginning. It is not the end.”

Sixteen people have been charged with offences relating to disturbances during several protests, which Essex Police said became violent on occasion.

Representing the council, Philip Coppel KC agreed some protests “have unfortunately been attended by violence and disorder”.

He said Somani Hotels “did not advise or notify the local planning authority” to seek its views on the use of the site which he argued was not a hotel in the usual sense any more.

He told the court it was “no more a hotel than a borstal [was] to a young offender”.

Lawyers for the hotel and home secretary confirmed in court they wished to appeal against the injunction before a full hearing was listed in the autumn.

It followed a failed last-minute attempt by the Home Office to get the case dismissed.

Edward Brown KC, for the government, said any injunction could lead to other councils making similar applications.

“That would aggravate the pressures on the asylum estate,” he added.

‘Sidestepped scrutiny’

The council’s win comes three years after a string of judgments in similar cases in which judges refused to intevene.

However, Epping Forest told the court last Friday that its case was different because use of the hotel had become a public safety risk, as well as a breach of planning law.

In his judgement Mr Justice Eyre said: “Although the defendant’s [Somani Hotels Limited] actions were not flagrant or surreptitious they were deliberate.

“The defendant acted in good faith but chose to take its stand on the position that there was no material change of use.

“The defendant did so in the knowledge the claimant, as local planning authority, took a different view and believed that permission was necessary.

“It thereby sidestepped the public scrutiny and explanation which would otherwise have taken place if an application for planning permission or for a certificate of lawful use had been made.”

Imram Hussain, from the Refugee Council, said: “We think asylum seekers should not be in hotels – there are cheaper, better ways of supporting people and we think the government should end the use of hotels as fast as it can.”

He said such migrants should be in “dispersal accommodation around the country”, as it was more cost-effective and it wanted the government to “work with local authorities to go back to that kind of system and not use hotels”.

Epping Forest District Council applied for the injunction on 12 August

Reform UK leader Nigel Farage welcomed the ruling and said: “This community stood up bravely, despite being slandered as far right, and have won.”

His deputy leader, Richard Tice, said his party would look at pursuing similar cases for hotels within the 10 council areas it controls, which included both North and West Northamptonshire councils, Doncaster, and Kent and Staffordshire county councils.

Angela Eagle, Border Security Minister, said: “This government inherited a broken asylum system; at the peak there were over 400 hotels open.

“We will continue working with local authorities and communities to address legitimate concerns. Our work continues to close all asylum hotels by the end of this Parliament.

“We will carefully consider this judgment.”

Protests began outside The Bell after 41-year-old Hadush Kebatu, from Ethiopia, was charged with sexual assault, harassment and inciting a girl to engage in sexual activity.

He denied the offences and remained in custody ahead of a two-day trial, due to begin next Tuesday.

A second man, living at the same hotel, Mohammed Sharwarq, 32, a Syrian national, has been charged with two counts of common assault and four of assault by beating – concerning four complainants.

Following a hearing before magistrates in Chelmsford, he was remanded into custody.

The BBC understands the alleged offences took place within The Bell Hotel.

Vibrant Scottish town with some of UK’s cheapest houses is packed with ‘charming’ streets

This town in East Ayrshire, Scotland, has been named one of the most affordable places to live in the UK, with locals praising its vibrant shopping scene and friendly atmosphere

An historic town in East Ayrshire has been crowned one of the UK’s most affordable places to live, with locals praising its bustling shopping scene and welcoming atmosphere. Property website Rightmove has ranked Kilmarnock as Scotland’s top spot for first-time buyers, offering average house prices significantly below the national average.

Rightmove reports that homes in Kilmarnock have sold for an average of £154,688 over the past year. Flats have been snapped up for an average of £75,868, while semi-detached properties have commanded £161,391 and terraced houses £115,793.

Prices have risen by seven per cent compared to 2024 and are four per cent higher than the 2022 peak. This news comes after images show the cheapest seaside spot in England is full of abandoned £40k homes ‘nobody wants’.

Home to over 47,000 people, Kilmarnock’s housing costs are more than five times lower than London, where the average flat will set you back a whopping £590,543. The town’s blend of cultural heritage, green spaces and retail options has made it a popular choice for homebuyers.

Kilmarnock is home to a wealth of cultural landmarks, including Scotland’s largest Burns Monument, the Dick Institute and the Palace Theatre. The town centre boasts a range of independent shops as well as popular high street brands, reports the Daily Record.

The tourism board Visit Scotland has described Bank Street as: “a charming cobbled street in the historic core, with the elegant John Finnie Street boasting one of the best examples of provincial Victorian architecture in Scotland.”

The board also spotlighted Dean Castle and Country Park as “a fantastic day out for all the family” and commended the Burns Monument Centre’s picturesque location in Kay Park.

For many locals, the town’s charm and easy access are its main attractions. Andrew Reith, 41, who runs Zenith Coins and has been working in Kilmarnock for five years, said: “The town has some nice parks, and there are a few spots for public entertainment. The shopping area is quite popular, and both tourists and locals enjoy wandering around it.

“What I feel is that the town could benefit from a couple of large organisations, such as factories, to create more job opportunities for people living in the area.” However, not everyone shares this positive view. One local told The Express: “Many people in Kilmarnock rely on Government benefits and lack ambition and zeal to work.

“Most people are looking to send their children to the schools in Troon which is around 15 to 20 minutes away from Kilmarnock and is home to some of the most affluent people in the town.” While some streets offer homes priced between £75,000 and £84,000, others feature properties worth £500,000.

Tracey Oakley, a property adviser with Donald Ross Residential, noted: “Kilmarnock is a huge area and it would not be right to say that the houses are cheap [everywhere] here. The town is not very far from Glasgow and has a lovely shopping centre. “The properties which are put on the market are being sold in just two to six weeks, showing its popularity among the buyers.”

East Ayrshire Council says the town’s energy is being enhanced by regeneration initiatives. David McDowall, head of economic growth, said: “We are happy to see Kilmarnock is featuring as one of the more economical places to live.

“Over the past 15 years, our Regeneration and Business Support teams have attracted investment to enable the redevelopment of the town centre…breathing new life into the town’s conservation area.”

He added that Kilmarnock has “weathered the storm of closures of the mass industries such as whisky bottling, shoe making, carpet making, textiles and heavy engineering” and is now “experiencing a resurgence” with new small and medium enterprises.

Californians find cheap housing, less traffic, happiness in Tulsa

If you’re a Gen Xer or younger, there’s a good chance you’ve contemplated moving out of California.

The reasons are obvious. It’s expensive and difficult to raise a family, pay rent or even consider buying a home.

That struggle isn’t just on the mind of locals. Midwestern and Southern states have recognized an opportunity and are making their best pitches to frustrated Californians.

So, is there a price Tulsa, Okla., could offer you to move? Are the incentives of cheaper gas, much shorter commutes and overall drive times enough of an appeal? I haven’t even mentioned the cost of living and a real chance of buying a home.

My colleague Hannah Fry spoke with Californians who moved to Tulsa for a variety of reasons. Here are a couple of their stories.

Cynthia Rollins, former San Diego resident

Rollins felt socially isolated working a remote job in Ocean Beach for a tech company, but still overwhelmed by the sheer volume of people around her.

Months earlier she read about a program, Tulsa Remote, that would pay remote workers to relocate to Oklahoma’s second-largest city for at least a year. She decided to give it a shot and visit.

“When I was [in California], I was so consumed with the process of day-to-day living — the traffic, getting places, scheduling things,” Rollins said. “Here there’s so much more space to think creatively about your life and to kind of set it up the way you want.”

After five months in Tulsa, Rollins met her significant other at a trivia night. Her partner, with whom she now lives, made the journey from California to Tulsa for school during the pandemic.

“He grew up in Santa Cruz and was living 10 minutes from me down the road in Pacifica, but we never met in California,” she said. “We met in Tulsa.”

What is Tulsa offering?

Tulsa Remote — funded by the George Kaiser Family Foundation — started in 2019, and has sought to recruit new residents to diversify the city’s workforce.

It decided to offer $10,000 to remote workers who would move to the state for at least a year.

The program also provides volunteer and socializing opportunities for new residents and grants them membership at a co-working space for 36 months.

What do the numbers say?

Tulsa Remote has attracted more than 3,600 remote workers since its inception.

More than 7,800 Californians have applied to the program and 539 have made the move, cementing California as the second-most popular origin state behind Texas.

Those numbers reflect something of a wider trend: From 2010 through 2023, about 9.2 million people moved from California to other states, while only 6.7 million people moved to California from other parts of the country, according to the American Community Survey.

A Public Policy Institute of California survey conducted in 2023 found that 34% of Californians have seriously considered leaving the state because of high housing costs.

Zach and Katie Meincke, former Westsiders

The lower cost of living was a huge bonus for the Meinckes when they moved three years ago.

They went from paying $2,400 in monthly rent on a two-bedroom, two-bathroom apartment in L.A.’s Westside to a five-bedroom, three-bathroom house in Tulsa for just a few hundred dollars more.

It ended up being fortuitous timing for the couple, who discovered they were expecting their first child — a daughter named Ruth — just weeks after they decided to move.

The couple are expecting their second child in December.

It’s a life milestone that Meincke says may not have happened in Los Angeles. In California, it costs nearly $300,000 to raise a child to 18. In Oklahoma, researchers estimate it costs about $241,000, according to a LendingTree study this year.

“There was no way we were going to move into a house in Los Angeles unless we had roommates, and that’s not an ideal situation,” Zach Meincke said. “We were 37 when we left Los Angeles and it felt like we were at a point that if we wanted to have all those other things in life — children, a house — we need to make that shift.”

How might you reconfigure L.A. so it’s a sustainable home for everyone?

We asked L.A. Times readers: “Thinking ahead to 2050, how might you reconfigure the city so it is a sustainable home for everyone?” Here is a sampling of their comments:

Use the Chicago riverfront, apartments, architecture, etc., as your example. We could have a thriving green space with the L.A. River, bike paths, community parks, gardens, etc.

Los Angeles knows how to weather a crisis — or two or three. Angelenos are tapping into that resilience, striving to build a city for everyone.

Go international and use Florence or Tokyo as your examples. Enact beautiful single-stair buildings, public art, clean sidewalks and streets that are protected in the city budget, and reliable automatic trains that run every four minutes so people don’t feel trapped by their cars.

Our legislators must enact public policy and change their cities for the better. Instead, the L.A. City Council allows a literal dirt space behind City Hall to be used for random events instead of new housing or a shared, protected public park.

I would put an emphasis on clean air in every public space. Whether the concern is viruses or wildfire smoke or anything else, no public space should have poor air quality. We need to be monitoring air quality levels in all public spaces and putting in appropriate air filtration.

Michael Kovac designed the house with sustainability in mind but also ended up with it being fireproof.

The Pacific Palisades house is clad in fiber cement. The roof is made of fireproof TPO (thermoplastic polyolefin), the deck is made with specially treated wood for fire resistance and a fire suppression system in the back of the house sprayed fire retardant onto the vegetation.

The time has finally come for Los Angeles to build up in earnest. The urban sprawl that has come to define the city has now become one of its biggest threats. One estimate is that in the United States, one in four new homes are built in areas prone to wildfires and an estimated 95% of wildfires in California are “man-made.” This existential question has largely been unaddressed in the past 25 years, especially as the region has stuck to its formula of growing communities further outwards.

Now we find a region that has begun to stagnate as fires continue to pound on its doors and its residents are questioning their future and safety there, all the while fighting rising prices.

There is much opportunity that comes with building up, the ability to reshape the city, bring forth high density, sustainable, residential buildings that can alleviate the housing crisis and even reduce traffic as some studies have shown. An emphasis on land management and parks can open up city spaces while protecting it from the threat of wildfires.

To transform Los Angeles into a sustainable and equitable city by 2050, we need a holistic approach that addresses climate challenges while fostering community well-being. My vision is rooted in architecture, landscaping, neighborhood planning and inclusive design practices.

Resilient Architecture and Housing: Buildings must be designed to withstand the increasing threat of wildfires and other climate-related events. This means using fire-resistant materials, integrating green roofs for natural cooling and air quality, and designing adaptable, modular structures that can be quickly reconfigured or relocated if needed. Housing should be dense but human-scaled, with flexible spaces that accommodate changing family structures and community needs.

Sustainable Landscaping and Urban Ecology: Landscaping in 2050 Los Angeles will move away from water-intensive practices, embracing native, drought-tolerant plants that support local biodiversity. Urban forests will play a crucial role in reducing heat islands, while community gardens and urban farms will become integral to neighborhood identity, providing both food security and green space.

Connected and Climate-Conscious Neighborhoods: To minimize car dependency, neighborhoods will be designed as walkable, bike-friendly hubs that mix housing, workspaces, and recreational areas. Public transportation will be integrated seamlessly into these communities, encouraging active mobility and reducing emissions. We will rethink zoning to allow for more live-work spaces, eliminating long commutes and fostering local economies.

Community-Centered Planning: Planning will be community-driven, prioritizing equity by involving residents in decision-making processes. Each neighborhood will develop its own identity and purpose — some focusing on water management and treatment, others on urban agriculture or community energy production. This localized approach will build social cohesion while addressing specific climate challenges.

Welcoming and Inclusive Urban Fabric: By 2050, Los Angeles will embrace its diverse population by valuing skills and contributions from all residents, including immigrants. Adapted housing and support systems will ensure no one lives on the streets, and public spaces will be accessible and inclusive

Repeal and phase out Prop. 13, and rezone most of the city so we can build multi-family housing, more walkable communities. Just build more housing and see how a majority of the city’s problems will diminish or disappear altogether. Oh, and plant more trees. I think it’s a tragedy that the city with the most incredible weather in the world was made so un-walkable.

Los Angeles needs to rethink its car-first history first and foremost if we are ever going to make inroads toward a more sustainable future. Fighting constantly for better public transit is the easy answer as we see Metro working in new projects, but there also has to be a hyper-local push toward smart density, advocating for more walkable neighborhoods, fewer single-family housing developments, and completely redesigning towns and cities so folks can access what they need without needing to drive everywhere.

I think Los Angeles needs to make more space for people and nature, and less for cars. Tons of apartments everywhere, bike and bus lanes, trains, and parks. A lot of that is hard, small work you see on a neighborhood scale, but there’s one big project I’d like to see: burying the 101 and building a linear park in the Cahuenga Pass. This would give more people access to a giant park, reduce car pollution, and provide safe passage for mountain lions to cross into Griffith Park. The views of the valley and the basin would be spectacular, and it would be a refuge, a reconstruction of the ancient Tongva walking path.

Cheapest seaside spot in England is full of abandoned £40k homes ‘nobody wants’

One village and its neighbouring town were named as the cheapest seaside destination in England by Rightmove, with two-bedroom terraced houses available for as little as £5K

Residents of a seaside village claim their seaside community is suffering as family homes lie empty and dozens more are set to be demolished.

Rightmove named Horden and neighbouring Peterlee the cheapest seaside destinations in England, with two-bedroom terraced houses available for as little as £5K. According to the website, the average asking price in Peterlee and Horden is just over £122K, less than half the average national house price.

Even though demand for seaside properties has increased by eight per cent compared to last year, locals say no one wants to live in the area, which struggles from a lack of investment, drug gangs and anti-social behaviour plaguing the small coastal community. It comes after reports of a small fishing village with some of the UK’s best seafood but hardly any tourists.

“It’s the armpit of England”, one resident said on a local Facebook group post about Horden. Locals previously raised concerns over criminals who have been using the houses in Horden to grow and deal drugs, reports the Express.

One man was jailed for over three years in April after he was found hiding in a cannabis farm at a disused shop in Blackhills Road. Two years ago, feuding rival gang members clashed in Horden’s Fifth Street, where a stolen Transit van smashed into shop fronts and shots were fired before a high-speed chase through the village. Seven men were jailed for a combined 94 years after pleading guilty at Newcastle Crown Court.

Residents have voiced their concerns, claiming that Durham County Council is ignoring their housing issues. The council reportedly wants to buy and demolish homes on the Numbered Streets in Horden to make way for new builds, despite some locals having resided there all their lives.

The Numbered Streets, a well-known part of the village encompassing First Street through to 13th Street, were initially constructed in the early 1900s to accommodate the large community of coal mining families in the vicinity. Numerous family-friendly properties now stand vacant, with current listings priced significantly below £40K.

Local campaigner and published author Pip Fallow expressed his views: “Most of Europe has a shortage of houses. We’ve actually got the opposite, as no one is living there, it’s boarded up.” He remains sceptical that new housing developments will benefit Peterlee and its neighbouring villages.

“The proof’s in the pudding, there are houses there already and no one wants to live in them. There’s nothing to offer. You need to bring in new industry,” he further commented.

Another local, Liz MacPhee, described Horden as “quite a run-down area, lots of lovely houses, just boarded up” but since moving to the village, she’s found herself part of “a really strong community”. She relocated from the South of France in search of an affordable coastal home.

However, she alleges that her friends are now in danger of being evicted by the council, which is only offering them the average auction value for their properties. “We’re prepared to fight… all [the council] want is shiny new houses,” she added.

Durham County Council insists that the development, along with additional projects in the area around Peterlee, will enhance walking and cycling routes to Peterlee centre, its train station and the Durham Heritage Coast. Yet, residents argue that the council should be focusing on refurbishing the existing homes instead.

“The council isn’t listening to us,” Liz stated. “We want them refurbed as they are absolutely beautiful houses. “The council and the Government treated the miners really badly,” she added. “And now they’re coming back a second time to get their offspring.”

Horden and its surrounding areas have seen several new developments over the past few years, including a £10.55M train line between Newcastle and Middlesbrough that opened in June 2020. In July, it was announced that Believe Housing had proposed a new development in neighbouring Peterlee for 70 homes on disused land.

“It’s a beautiful part of the world”, Liz said. “But people here are so run down and have been treated so negatively in the past they feel it’s just something that’s just going to happen.”

When approached for comment by the Express, Michael Kelleher, head of planning and housing at Durham County Council, said: “The Horden Masterplan has been subject to extensive consultation with residents and has received strong support. The aim is to regenerate the village and improve life for local people by tackling issues such as the high number of empty homes in the Numbered Streets, supporting those with housing needs and enhancing community facilities.

“The acquisition of properties in Third and Fifth Street will pave the way for new council housing that is truly affordable, alongside the provision of private housing.

“We understand this is an unsettling time, and we are working closely with owners and landlords to negotiate the purchase of their properties and identify the housing needs of local people.

“Owners are not being offered auction prices. We have appointed an independent firm to undertake property valuations in line with the RICS Red Book Valuation approach, which is widely recognised as a standard approach to valuation. Tpas, a tenant engagement specialist, has also been appointed to provide residents with additional advice and support.”

Things to do in Stonehaven

Dunnottar Castle is about 1.6 miles south of Stonehaven, so it’s the perfect place to visit if you’re in the area. But aside from the castle, there are so many brilliant things to do in this town.

No trip to Stonehaven would be complete without dedicating time to the charming harbour area.

There are so many places offering the perfect spots to dine, sip drinks and unwind, whilst there’s nothing quite like observing the boats gently swaying in the water.

During your stay, make sure to explore the Tolbooth Museum, which is the town’s most ancient building and previously served as a jail many years ago.

Many original elements remain intact, including the traditional prison cell entrance. And if you’re in the mood for a bit of adventure, you could also give paddleboarding lessons a go out on the water.

However, if you’re not quite up for braving the sea, there’s an outdoor swimming pool situated along the seafront that remains open until September.

Suspect arrested after 1 dead in Univ. of New Mexico housing shooting

July 25 (UPI) — A suspect was arrested Friday after one person was killed and another injured in an early morning shooting at a University of New Mexico student housing complex in Albuquerque.

ABC News reported U.S. Marshals arrested the suspected shooter at an apartment complex in Los Lunas, which is 25 miles south of Albuquerque, the Valencia County Sheriff’s Office. KOAT-TV reported the person was arrested at 2:30 p.m.

The injured person has non-life-threatening injuries in the shooting that was reported at 3 a.m., according to a Lobo Alert at the Casas del Rio housing complex.

The university first posted an alert at 6:27 a.m. about the shooting

“Responding officers discovered two individuals had been shot. One victim is deceased, and the other sustained non-life-threatening injuries,” campus police said.

The victims were not identified.

At 1 p.m. local time, school officials began a “staged, tactical evacuation” of students and personnel.

For five hours, people were told to shelter in place. It was then lifted but “central campus remains closed. Evacuation is not necessary,” according to a post on X.

Multiple law enforcement agencies were on the scene.

A person on X expressed concern for those at New Student Orientation.

“We’re looking to ensure the safety of those on campus. NSO students have been directly communicated with, and operations like food services are currently being modified to accommodate them. We will continue to share updates here when they become available,” The campus X account replied.

More than 400 students were attending new student orientation and were staying in dormitories.

A “White Coat Ceremony” for incoming medical students, scheduled for Friday was canceled.

About 25,000 students attend the school in Albuquerque but the enrollment is much smaller during the summer.

“I am deeply saddened by the loss of life and horrified by this act of violence in our campus community,” Stokes said in a statement. “This is certainly a difficult moment, and it’s okay to feel overwhelmed, angry, or afraid.”

In November 2022, one student died and three campus visitors were injured at a campus housing building when students attempted to lure a New Mexico State University basketball player to campus and tied to assault him. Two men were sentenced for their roles in the incident.

Commentary: Trump’s order on homelessness gets it all wrong, and here’s why

President Trump has the answer to homelessness.

Forcibly clear the streets.

On Thursday, he signed an executive order to address “endemic vagrancy” and end “crime and disorder on our streets.” He called for the use of “civil commitments” to get those who suffer from mental illness or addiction into “humane treatment.”

This comes after last year’s U.S. Supreme Court ruling making it legal for cities to punish people for being homeless, even if they have nowhere to go.

There’s some truth in what he says, and California’s record on housing and homelessness is ripe for criticism. I’ve watched too many people suffer from addiction and mental illness and asked why the help is so slow to arrive. But I also know there are no simple answers for either crisis, and bluster is no substitute for desperately needed resources.

Like a lot of what Trump does, this is another case of grandstanding. In the meantime, the Washington Post reported Thursday that the “Trump administration has slashed more than $1 billion in COVID-era grants administered by the Substance Abuse and Mental Health Services Administration and is proposing to slash hundreds of millions more in agency grants.”

As it happens, I was in the middle of a column on the latest Los Angeles homeless count when news of Trump’s executive order broke. I had just spent time with two homeless women to hear about their predicaments, and none of what Trump is proposing comes close to addressing their needs, which are tragically commonplace.

Namely, they’re living in poverty and can’t afford a place to live.

In his executive order, Trump said that “nearly two-thirds of homeless individuals report having used hard drugs … in their lifetimes. An equally large share of homeless individuals reported suffering from mental health conditions.”

I don’t know where he got those numbers, but truth and accuracy are not hallmarks of this administration.

No doubt, addiction and mental illness are significant factors, and more intervention is needed.

But that’s more complicated than he thinks, especially given the practical and legal issues surrounding coercive treatment — and it’s not going to solve the problem.

When the latest homeless count in Los Angeles was released, a slight decline from a year ago was regarded by many as a positive sign. But when Eli Veitzer of Jewish Family Service L.A. dug into the numbers, he found something both unsurprising and deeply disturbing.

The number of homeless people 65 and older hadn’t gone down. It had surged, in both the city and county of Los Angeles.

“This isn’t new this year. It’s a trend over the last couple of years,” said Veitzer, whose nonprofit provides meals, housing assistance and various other services to clients. “It’s meaningful, and it’s real, and these people are at the highest risk of mortality while they’re on the streets.”

The numbers from the Los Angeles Homeless Services Authority showed a 3.4% decrease in the total homeless population in the city, but a 17.6% increase among those 65 and older. The county numbers showed a 3.99% decrease overall, but an 8.59% increase in the 65 and older group.

In the city, the increase over two years was from 3,427 in 2023 to 4,680 this year — up 37%.

Reliable research has shown that among older adults who become homeless, the primary reason is the combination of poverty and high housing costs, rather than mental illness or addiction.

“They or their spouse lost their job, they or their spouse got sick, their marriage broke up or their spouse or parent died,” Dr. Margot Kushel of UC San Francisco’s Homelessness and Housing Initiative was telling me several hours before Trump’s executive order was issued.

Her team’s landmark study, released two years ago (and covered by my colleague Anita Chabria), found that nearly half the state’s homeless residents were 50 and older, and that participants in the study reported a median monthly household income of $960.

“The results … confirm that far too many Californians experience homelessness because they cannot afford housing,” Kushel said at the time.

Among the older population, Veitzer said, the jump in homelessness comes against the backdrop of federal and local budget cuts that will make it harder to reverse the trend. And harder for nonprofits, which rely in part on public funding, to keep providing group meals, home-delivered meals, transportation, social services and housing support.

“Every provider I’ve talked to in the city of L.A. is cutting meal programs,” Veitzer said. “We’re going to have to close two of our 13 meal sites, and last year we closed three. We used to have 16, and now we’re down to 11.”

On Wednesday, I went to one of the sites that’s still up and running on Santa Monica Boulevard, just west of the 405, and met Jane Jefferies, 69. She told me she’s been camping in her vehicle since February when living with her brother became impossible for various reasons. She now pulls into a Safe Parking L.A. lot each night to bed down.

Jefferies said she collects about $1,400 a month in Social Security, which isn’t enough to get her into an apartment. At the senior center, she uses her own equipment to make buttons that she sells on the Venice boardwalk, where she can make up to $200 on a good weekend.

But that’s still not enough to cover the cost of housing, she told me, and she’s given up on government help.

“All the funding has been cut, and I don’t know if it’s because a lot of the city and state funding is subsidized by the federal government. We all know Trump hates California,” she said.

As Veitzer put it: “There’s nowhere near enough low-income senior housing in L.A. County. Wait lists open up periodically,” with far more applicants than housing units. “And then they close.”

His agency delivers a daily meal to Vancie Davis, 73, who lives in a van at Penmar Park in Venice. Her next-door neighbor is her son, Thomas Williamson, 51, who lives in his car.

Davis was in the front seat of the van when I arrived, hugging her dog, Heart. Her left leg was amputated below the knee two years ago because of an infection, she told me.

Davis said she and another son were living in a trailer in Oregon, but the owner shut off the utilities and changed the locks. She said she reached out to Williamson, who told her, “I’ve got a van for you, so you’ll have a place to live, but it’s going to be rough. And it is. It’s very, very rough.”

I’ve heard so many variations of stories like these over the years, I’ve lost count.

The magnitude that exists in the wealthiest nation in history is a disgrace, and a sad commentary on an economic system and public policy that have served to widen, rather than narrow, the inequity gap.

On Thursday, Trump’s executive order on homelessness grabbed headlines but will do nothing for Jane Jefferies or Vancie Davis and for thousands like them. We know the interventions that can work, Kushel said, but with deep cuts in the works, we’re moving in the wrong direction.

Davis’ son Thomas told Times photographer Genaro Molina about another person who lives in a vehicle and has been a neighbor of theirs in the parking lot.

She wasn’t there Wednesday, but we’ll check back.

Travellers with Blue Badge may be able to use it abroad on holiday this summer

If you’re living with a physical disability, health condition that affects your ability to walk safely, or a hidden illness such as dementia, autism or Parkinson’s, you might be eligible for a Blue Badge. This badge allows you to park closer to your destination, whether you’re the driver or a passenger.

It also grants free parking in disabled bays and may exempt you from other parking restrictions. However, many of the 2.6 million Blue Badge holders – including 235,700 in Scotland – might not know that numerous countries worldwide have reciprocal parking arrangements with the UK.

These arrangements allow disabled individuals to travel between countries without needing to fill out extensive paperwork for their parking card or permit to be recognised.

These concessions typically include access to parking spaces reserved for people with disabilities, extended parking durations, or exemptions from parking fees.

According to guidance on GOV.UK, you can use your UK Blue Badge when travelling in some EU countries, Liechtenstein, Norway and Switzerland, reports the Daily Record.

This guidance also provides a list of countries with links to pages that contain:

  • information about parking for disabled people in the country
  • disabled parking notices that you can print off and display with your Blue Badge

You do not have to display a local parking notice in another country, but it may help. You should note that:

  • local parking rules may apply in different parts of a country
  • some countries may have changed their rules since the pages we link to were published

How to get a Blue Badge

Applications for a Blue Badge can be submitted online at GOV.UK though the guidance states that individuals with mental health conditions must contact their local council directly.

It explains: “If you have a mental condition that means you lack awareness about the danger of traffic, you cannot apply online. You should phone your local council’s Blue Badge team for a paper application form.”

The guidance further states that those who don’t automatically meet the criteria for the Blue Badge scheme may require a mobility assessment and consultation with a healthcare professional.

It’s also important to note that there isn’t a fixed processing timeframe for new applications or Blue Badge renewals, though it typically takes approximately 12 weeks.

Your local council handles Blue Badge applications and determines the cost – they can also provide advice on expected processing times.

Other people who may qualify for a Blue Badge

If you are not automatically eligible, you may be able to get a Blue Badge in certain circumstances, if you:.

  • Have a substantial disability lasting at least 12 months that means you cannot walk at all.
  • Have a substantial disability lasting at least 12 months that means you’re virtually unable to walk
  • If you regularly drive and cannot use parking meters due to a severe disability in both arms, or if you’re responsible for a child under 3-years-old who needs to be kept close to a vehicle for medical treatment, or uses bulky medical equipment that can’t be carried around, or if you have a mental health condition that means you lack awareness about the danger of traffic when making journeys, then you may qualify for a Blue Badge.

Where can I park with my Blue Badge?

Your Blue Badge allows you to park for free in certain restricted areas, including at on-street parking meters, in pay and display bays, in disabled parking spaces, and on single and double yellow lines if there are no loading restrictions.

What do I need to apply?

Applications are made online to your local council and you’ll need a recent digital photo showing your head and shoulders – you can take this picture yourself.

You will also need a photo or scan of your proof of identity (such as a birth certificate, passport or driving licence) and proof of address such as a Council Tax bill or government letter – you can also choose to have your local council check the Electoral Register instead.

If you receive any benefits, you’ll need to provide proof. Additionally, you will need your National Insurance number and the details of your current Blue Badge if you’re reapplying.

Once you’ve applied, your local council will process your application and inform you of their decision. If your application is unsuccessful, your local council should explain why you didn’t qualify.

You can request them to reconsider their decision if you believe they overlooked some crucial information. Should your disability or health condition worsen, you can reapply.

Activist who ‘reclaimed’ state-owned home dies amid eviction protest

Benito Flores, who more than five years ago seized a state-owned home in El Sereno to protest against homelessness in Los Angeles, has died.

A 70-year-old retired welder, Flores had been fighting to remain in the home. Last month, he and a group of supporters prevented Los Angeles County Sheriff’s Department deputies from evicting him from a small duplex on a narrow street in El Sereno.

As part of the eviction defense, Flores constructed an elaborate tree house 28 feet high in an ash tree in the home’s backyard, where he planned to retreat if police attempted to haul him out.

In the six weeks since the failed eviction attempt, Flores continued to fortify the property, including building additional defenses in a second tree in the backyard. Supporters believe that Flores died after falling out of that tree.

On Friday afternoon, a neighbor found him unresponsive on the ground near the tree with his safety harness broken, said Roberto Flores, who operates a private community center in El Sereno and helped organize the ongoing protests.

“He’s a martyr for human rights, for the decent right of housing for everyone,” said Roberto Flores, who is not related to Benito.

Benito Flores was the final holdout in a protest that captured nationwide interest when it began in March 2020.

Flores and a dozen others occupied empty homes owned by the California Department of Transportation, which the agency acquired by the hundreds a half-century ago for a freeway expansion that never happened.

The activists, who call themselves “Reclaiming Our Homes,” argued that the true crime wasn’t breaking into empty houses, but rather that publicly owned homes were left vacant while tens of thousands of people lived on the streets of Los Angeles.

Backed by a wave of public support, the dozen “Reclaimers” were allowed to stay legally in Caltrans-owned homes for two years through a temporary lease agreement managed by the Housing Authority of the City of Los Angeles. When that expired in late 2022, Flores and many Reclaimers attempted to remain in the properties, saying the alternatives offered by the housing authority were insufficient to keep them permanently housed.

But as eviction threats mounted, some of the protesters began accepting settlements to leave and others were evicted. Flores continued the fight.

He told The Times on the eve of the June eviction attempt that he wanted to make a statement about political leaders failing to provide housing for all who need it. Flores suffered from diabetes and said if he was removed he would have had no other option except to sleep in his van — where he lived for 14 years before the home seizure.

“Who is supposed to give permanent housing to elders, disabled and families with children?” Flores told The Times last month. “It is the city and the state. And they are evicting me.”

About 50 mourners gathered at Flores’ home Friday night for a vigil and ceremony honoring his life and activism. His body, covered with a white sheet, remained in the backyard and supporters placed flowers on it after paying their respects.

The official cause of death remains under investigation. Personnel from the L.A. County Medical Examiner arrived at the property Friday evening to remove the body and begin their examination.

Pretty French village is selling homes for just one euro but there’s a catch

Buyers have the chance to snap up an idyllic and picturesque French home nestled in a small town for just €1 – but the houses come with some pretty strict conditions

While the thought of snapping up a beautiful French home for just €1 sounds like a dream – there’s one huge catch. It’s the kind of deal anyone would snap up in a heartbeat – especially as the costs of housing is through the roof, and it’s in an attempt to boost the popularity of the dwindling town.

But these homes in Ambert, located in the southeast of France have some conditions to them. Buyers are expected to invest significantly in renovations and meet strict requirements if they want the keys – and there is a significant amount that needs doing.

Firstly, the cheap homes are only available to first-time buyers, as second-time buyers are prohibited from taking part in the scheme. The buyers also have to commit to staying in the home full-time for at least three years too.

According to The Local, those who purchase a €1 house in Ambert must commit to living in the property full-time for at least three years once it’s been made habitable. If they fail to do so, they risk financial penalties, including the repayment of any government grants given for refurbishment works.

One huge downside is that the houses need some serious work. From the roof to the wiring, and everything in between, the two homes on offer require a fair but of renovating. Due to the extensive TLC needed, potential buyers may even be asked to provide a written plan outlining the extent of the work and how long it will take to complete.

Ambert has become the latest community to adopt the tactic in trying to boost it’s population and stop it from dying out – as it clings on to the 6,500 population.

It comes after a UK home was put up for auction with a starting price of just £1, but also came with considerable work needed for potential buyers. Promoted by estate agents Pattinson on TikTok, the pair of modest-size flats in Newcastle-upon-Tyne appear to have been ransacked inside, with the previous occupants’ belongings left behind in a somewhat sorry state.

Beginning at front of the building, Pattison’s clip shows an overgrown hedge concealing the majority of the building.

The living room contains piles of broken furniture and rubbish – with no carpet visible whatsoever thanks to the mess. A framed picture of Jesus sits on the floor of the room, which has also been littered with vinyl records, CDs and board game boxes.

The video, which has been viewed more than 1,000 times saw a handful of people respond to its caption of, “Would you buy this property for £1?” – all of whom said they would. However, while the starting price at auction may be low, the house is likely to sell for more.
