Right to Party becomes third Kentucky Derby scratch, Robusta added

Another day, another change in the Kentucky Derby field, with this one adding another Southern California horse to the starting gate.

Right to Party was scratched Friday morning, the third straight day a horse has been withdrawn, following Silent Tactic and Fulleffort. The latest change brings Robusta off the also-eligible list, giving trainer Doug O’Neill a second horse in Saturday’s race.

Robusta, a Calumet Farm homebred sired by Accelerate, has only a maiden victory from five career starts. His best race was March 7 at Santa Anita when he finished just a head behind Potente in the San Felipe Stakes at odds of 67-1. But in his next start, he faded to last in the Santa Anita Derby.

Emisael Jaramillo originally was named to ride Robusta in the Kentucky Derby, but the Daily Racing Form reported the jockey will keep his commitments Saturday at Santa Anita and Cristian Torres will be aboard Robusta. Torres had been set to ride Silent Tactic.

O’Neill, who won the Derby in 2012 and 2016, also will start Pavlovian, who won the Sunland Park Derby and was second in the Louisiana Derby. The other Derby horses based in Southern California are Mark Glatt’s So Happy, Jeff Mullins’ Intrepido and Bob Baffert’s pair of Potente and Litmus Test.

Right to Party was scheduled to break from the No. 5 post position, meaning every horse outside him will move in a spot. Robusta will be in the No. 20 position.

Nebraska poised to become the first state to implement a Medicaid work requirement signed by Trump

Nebraska on Friday will become the first state to enforce work, volunteer or education requirements for new Medicaid applicants, eight months before the federally mandated requirements kick in.

Advocates worry that the state is launching so rapidly that key details remain unresolved and some people who are eligible for coverage will lose it.

State officials say they’re prepared, training staff and sending letters, emails and texts to people who could be impacted.

Health policy experts, advocates and other states will be watching closely.

“It can be used as a lesson for other states, both where things go well and where things don’t go well,” said Jennifer Tolbert, deputy director of KFF’s Program on Medicaid and the Uninsured.

The law is expected to leave some without insurance

The work requirement is part of a broad tax and policy law that President Trump signed last year. Nebraska Republican Gov. Jim Pillen announced in December that the state would implement it eight months before it was required, saying the aim was “making sure we get every able-bodied Nebraskan to be a part of our community.”

The state had one of the lowest unemployment rates in the U.S. in February: 3.1%.

The federal policy won’t apply to all Medicaid beneficiaries, just those who are enrolled under an expansion that most states chose to make to allow more low-income people to get healthcare coverage.

Under the change, many Medicaid participants ages 19 through 64 will have to show that they work or do community service at least 80 hours a month, or are enrolled in school at least half-time. They’ll also have their eligibility reviewed every six months rather than annually, so they could lose coverage faster if their circumstances change.

Exceptions will be made for people who are too medically frail to work or in addiction treatment programs, among others.

An Urban Institute report from March estimated that the changes would mean about 5 million to 10 million fewer people nationally would be enrolled in Medicaid than would have been otherwise.

Choices states make about how to run their programs are expected to be a major factor in exactly how many people lose coverage.

“The higher the administrative burden, the more likely people are found noncompliant and disenrolled,” said Michael Karpman, who researches health policy at Urban.

Nebraska plans to use data to help determine who qualifies

Not everyone who has coverage will need to submit proof that they’re working.

The state says it will first match enrollees with other data it has to see if participants are working or exempt. The state says it has that information for most of the roughly 70,000 people enrolled in Medicaid through the expansion.

That leaves between 20,000 and 28,000 who would have to provide more information, plus an average of 3,000 to 4,000 new enrollees each month.

At first, they will just need to show that they met the requirements in just one month of the previous 12. The time frame will shift to six months in 2027.

There’s some flexibility. For instance, instead of showing they work 80 hours in a month, someone could instead provide records that demonstrate they earned at least $580, the amount someone earning minimum wage would make in 80 hours.

People who don’t submit requested information within 30 days of being asked could have their applications denied or lose coverage they already have.

The change is causing worry and confusion

Bridgette Annable, who lives in southwest Nebraska, received a letter saying she must meet the work requirements or lose the benefits that pay for her insulin and diabetic supplies.

The 21-year-old mother now has a part-time job, despite being advised against it to protect her mental health. She’s worried about her ability to keep working.

“I am working 30 to 25 hours a week — as much as my employer can provide,” Annable said. “Although I call out of work often due to fibromyalgia pain and bipolar episodes that leave me too tired to leave the house. I have enough energy to take care of my daughter and do some cleaning, but that’s about it.”

Amy Behnke, the chief executive officer of the Health Center Association of Nebraska, said that staff members who help people enroll with Medicaid and their clients have a lot of questions, including some that the state hasn’t yet answered.

Some examples: Apprenticeship programs are supposed to count for work requirements, but does that apply only to those certified by the state’s labor department? There’s an exemption for people who travel to a hospital for care, but there’s not clarity on how far the journey must be.

KFF’s Tolbert noted that the state issued its 295-page list last week of conditions that could qualify someone as medically frail. “We don’t know if it’s a comprehensive list,” she said.

“The speed at which we are choosing to implement work requirements hasn’t left a lot of space for really meaningful communication,” Behnke said.

And Nebraska could have to make changes after the federal government provides guidance that is expected in June.

Iranian Attacks Change Way Navy Refuels Its Ships In Middle East

After Iranian missile and drone barrages disrupted U.S. Navy’s logistics by destroying port infrastructure and putting ships at risk, the service turned to a fleet of specially equipped commercial vessels to deliver fuel to warships away from the danger zone. These vessels proved so effective that one top Navy official said this week that he wants to see more of them pressed into service.

“Epic Fury has been a PhD course in logistics,” said Robert Hein, Director of Maritime Operations for the Navy’s Military Sealift Command (MSC), said during the Sea-Air-Space 2026 (SAS) exposition near Washington, D.C.  

“So traditionally, for 25 years, we’ve been at war in the Middle East and that war was effectively fought in the parking lot of a giant gas station,” Hein explained. “Iran has effectively shut down that gas station. So we’ve had to come up with really creative ways of, ‘how do we replenish the fleet?’”

The answer was shifting from having fleet oilers call on ports to executing at-sea replenishment of those oilers by using consolidated cargo operations (CONSOL) tankers – vessels leased by MSC that are specially equipped to offload fuel at sea. The concept isn’t new. After shifting away from using chartered ships to refuel oilers at sea in favor of conducting the transfers at port facilities, MSC reintroduced the CONSOL process in 2015, “as a way to utilize a flexible platform that allows MSC to operate worldwide in a variety of missions,” according to the Navy. Having a CONSOL tanker provide fuel to oilers means they don’t have to return to a port, reducing costs and increasing time on station to support the fleet. During a time of conflict, that can also mean less risk to the oiler, which is a critical asset that would be in very high demand.

The way the chartered tankers have been used in the Middle East during Epic Fury has taken this process to a new level.

The Navy created what Hein called a system of “tanker treadmills” at sea with “tankers cycling in and out” to replace the fixed infrastructure no longer available due to Iranian attacks.

“There are no more logistics hubs they’re going to,” Hein proffered. “All those nodes are now remaining at sea.”

In addition to the CONSOL tankers’ ability to refuel oilers at sea, “we’re putting an additional fuel delivery system on those tankers so they’ll be able to replenish destroyers and ships other than oilers,” Hein added. He did not provide details about what kind of system, however, the Navy has previously discussed developing what is called a Modular CONSOL Adapter Kit (MCAK).

“By installing it on the deck of a tanker, it can refuel other ships through the receiving ship’s fuel delivery hoses,” the Navy explained.

There are currently 15 CONSOL tankers available to the Navy worldwide. Rear Adm. Chris Stone, Director of Strategic Plans, Policy, Logistics and Warfighting Development for U.S. Transportation Command, said that’s not enough.

“If there’s one thing that I had the power to stroke a check on today, it would be to create more CONSOL tankers – those consolidated cargo replenishment at sea vessels,” he said at the same SAS panel. 

“We probably need something more than 15, because when there’s a crisis or a conflict around the world, the first thing that a geographic combatant commander asks TRANSCOM for is a CONSOL vessel, and we don’t have enough of them today without trade offs that create risk in other areas.”

“We’ve proven CONSOL capability during Operation Epic Fury,” Stone added. “We have a treadmill of vessels where one is on the front line, one is topping off, and they’re continually rotating to ensure that we’ve got support for the warfighter.”

CONSOL tankers, Stone posited, “are no longer supply ships. They’re not logistics ships. They’re force projection platforms that support our warfighters. They allow us to support the joint force and refuel them underway. It extends our operational reach and endurance, while reducing the reliance on predictable, vulnerable port visits. In less than two years, we’ve increased the capacity dramatically, and we’ll continue to do so.”

While a boon to the system, the CONSOL tankers are not without their issues. The main one being time. It takes about two hours for an oiler to refuel a destroyer, said Hein, while it takes about six hours for a tanker to get the job done.

“Unlike a quick trip to the gas pumps for a car, CONSOLing can take hours to complete,” the Navy noted in a story about the tankers. “This creates a unique set of challenges for the ships conducting the operations. CONSOLing is a dance between two ships. Each must maneuver alongside the other, and maintain a consistent speed and course. Because of their size, tanker maneuverability becomes a challenge.”

“We simply do not maneuver like the [oilers] do. They are graceful, gliding through the water,” said Capt. Michelle Laycock, Maersk Peary’s master. “There’s not a lot of ‘grace’ to a fully loaded tanker. We don’t glide, we plow through the water.”

The increased time and effort is worth it, Hein said.

“This is a capability that is needed that will help mitigate the lack of oilers right now,” Hein suggested. 

He wants to take the concept a step further.

“So while we can CONSOL for fuel, I’d like to get to a point where you CONSOL for food as well,” he stated. 

While CONSOL has provided a lifeline for vessels during Operation Epic Fury, its utility would be dramatically magnified during a war in the vast Pacific, one where ports at much farther distances would be under threat as would ships of all kinds over huge swathes of that theater. There have been consistent concerns about the size of the oiler fleet being a point of weakness for the Navy’s ability to project power in a near-peer conflict. Doubling-down on CONSOL and giving those vessels the ability to directly refuel surface combatants, carriers and amphibious warships could go a long way to buying down risk and fortifying operational planning.

Joy and desire for change as Gaza’s Deir el-Balah holds elections | Elections News

Deir el-Balah, Gaza – Early this morning, Salama Badwan, his wife and daughter headed to a polling station in Deir el-Balah, central Gaza, to participate in the municipal elections, which are taking place for the first time since 2006.

The 43-year-old said he was delighted to be casting a vote after such a long absence, and overjoyed that his daughter, who recently turned 18, could vote for the first time in her life.

The vote is also the first since a “ceasefire” took effect in Israel’s genocidal war against Palestinians in the Gaza Strip. The war has affected all aspects of life, including the electoral process itself. With many of Deir el-Balah’s buildings damaged or destroyed during the war, polling stations have been set up in temporary fibreglass tents on open land.

“I am very happy today, because this is a truly Palestinian democratic celebration. Many generations have been deprived of it for more than 21 years, and today my daughter is voting for the first time,” Badwan told Al Jazeera.

For him, the importance of the elections is providing Palestinians in Gaza with a chance to achieve change through peaceful and democratic means.

“We must change everything through the ballot box … whoever wins, it is their right, but not through inheritance … change must be in the hands of the people.”

But despite this enthusiasm, the reality in Deir el-Balah, in central Gaza, remains complex amid the ongoing “ceasefire”.

The city, which Badwan describes as “always calm,” has become a refuge for hundreds of thousands of displaced people from across Gaza, putting unprecedented pressure on its infrastructure.

“The city received large numbers of displaced people, each coming with different ideas, circumstances, and harsh suffering … This created enormous pressure on water networks, sewage systems, and waste management, and exhausted the previous municipality.”

Deir el-Balah was given the opportunity to hold elections because its infrastructure was less damaged than that of other cities in Gaza during the war.

Badwan places his hopes on a new municipal council capable of handling the scale of the crisis left by the war, away from the political divisions that have swept the Gaza Strip between Hamas and Fatah, the two main rival factions.

“We want a very strong municipal team that does not belong to any faction … one that can secure support from donor countries and meet people’s needs, because today Deir el-Balah is hosting all.”

On the street, he describes the atmosphere of the elections as “positive and enjoyable”, despite general frustration with the political class.

“People are fed up with politicians and unfulfilled promises,” he says, adding that he encouraged those around him to participate in the elections in the hope of creating change.

“I told my friends and children we must go and vote … we cannot just sit at home and wait for change.”

‘I finally have a voice’

Standing beside her father, Dunia, Salama’s 18-year-old daughter, did not hide her joy at casting a vote, despite the exceptional circumstances surrounding her.

“I’m very happy that I can vote in my country and my city, Deir el-Balah … and that I, like others in my generation, can finally participate and have a voice,” said Dunia, a first-year nursing student at Al-Aqsa University.

“Honestly, I had never voted before and didn’t have a clear idea … but when the elections came, my father explained how things work and how our voices could help change the difficult reality we live in, even a little,” she said.

Like many of her peers, Dunia’s motivations are practical and directly tied to daily life, which has sharply deteriorated since Israel launched the war in October 2023. She chose a candidate list composed mostly of young people, describing them as “capable and experienced in their work,” reflecting her hope for a more efficient municipal administration.

“The reality the city is living after displacement is far from stable… the situation is tragic, especially cleanliness, public streets, healthcare, and even education … everything is in very bad condition.”

“I hope these elections help create a situation where students return to schools, and new housing alternatives and camps are provided for displaced people instead of using schools,” she said.

“We want things to go back to how they were … schools should return to students instead of being shelters, hospitals should improve, and streets should be cleaned,” she says.

A long-delayed moment

For Awda Abdel Karim Abu Baraka, 73, the elections represent an opportunity to choose those capable of “reviving society and institutions that have been stalled for years”.

He believes that the local elections could carry broader significance beyond Deir el-Balah. “They are part of a larger system … the West Bank and Gaza,” he explains.

“Holding elections today in Deir el-Balah shows the world that we are a democratic people, and we choose our representatives without imposition,” he adds, expressing hope that “the international community will support this path.”

He also stressed the need for the winners of the vote to respect the city’s residents who have suffered for years amid Israel’s war. “There must be real programmes, not high slogans that later fall … the citizens must be respected, and their dignity and humanity – violated by war – must be restored.”

Despite recognising the scale of challenges, he remains committed to gradual change. “We know the challenges are big and that change takes time … a long journey begins with a single step, and hopefully, this is the first step on the way.”

‘Born out of nothing’

Meanwhile, Mohammad Abu Nada, coordinator of the Deir el-Balah electoral district, moved between voters and staff inside tents set up in place of school polling stations, describing an electoral process that was “born out of nothing”.

He recalls greeting the initial announcement of the elections by the Central Elections Commission in the West Bank with a mix of surprise and a sense of responsibility.

“At first, the news was unexpected … there was joy that we were returning to work after two and a half years of suffering under war, but at the same time, there was a strong sense of responsibility.”

That feeling quickly collided with the complex logistical reality in a city suffering from widespread destruction and severe shortages of resources.

“Capabilities are extremely limited … even this place was just empty land. We relied on tents from international organisations to use as polling stations,” he says, noting that most schools have been turned into shelters for displaced people.

Despite these challenges, polling centres were set up across the city, in a task he describes as far from easy.

The difficulties did not stop there. Essential electoral materials, usually transported from Ramallah, were prevented from entering Gaza.

Abu Nada explains the challenges in securing logistical items such as ballot boxes, stamps, papers, and campaign materials.

“We had to rely on our local capabilities … ballot boxes were designed and manufactured here in Deir el-Balah, and they served the purpose fully.”

Even electoral ink was unavailable after being denied entry by Israeli authorities. “We used ink previously used by the World Health Organization during vaccination campaigns … we tested it, and it stays on the finger for days and worked well,” he explains.

Amid shortages and soaring prices – “multiplied 10 times” – work continued intensively.

“We worked day and night … everything was difficult, from papers to stamps, but in the end we managed,” he says, noting that approximately 70,000 voters are eligible in the city.

While turnout appeared to be limited in the early morning, it picked up later in the day, Abu Nada said, attributing the slow start to people’s focus on meeting basic needs.

“People are standing in lines for water and bread … but we expect turnout to increase.”

The choice of Deir el-Balah for holding elections was not random, but due to its relatively better conditions compared to other areas.

“It is impossible to hold elections in completely destroyed areas like northern Gaza or Khan Younis … so the decision was to start in an area with minimal capacity, hoping to expand later.”

Still, the challenges facing the upcoming municipal council remain significant.

“Deir el-Balah today is not what it was before the war … population pressure is huge, and expectations from the new municipality are high,” he says.

As for the campaign, Abu Nada explains it was conducted in record time and with intense efforts.

“We worked like a beehive … organised more than 20 awareness workshops, worked with local institutions and influencers, and distributed posters and materials explaining how to vote and encouraging participation.”

At the end of his remarks, he expresses a sense of achievement despite the difficulties.

“Today, in front of everyone, we are exercising our electoral right despite all conditions … and that in itself is a success,” he says.

“And hopefully, this is the first step on a longer road.”

West Bank scepticism as Palestinians doubt local elections will change much | Israel-Palestine conflict News

Ramallah, occupied West Bank – Hani Odeh has spent four and a half difficult years as mayor of Qusra, southeast of Nablus.

Surrounded by illegal Israeli settlements and outposts, the small Palestinian town of approximately 6,000 in the northern West Bank faces relentless settler attacks that left two residents killed last month.

Many are unable to access their agricultural fields as settlers repeatedly damage the village’s water pipes. But when his Palestinian neighbours go to the polls for municipal elections on Saturday, he will not be on the ballot.

“The resources are limited, the demands are many, there’s the settlers, the army – the problems don’t stop,” he says. “You can’t do anything for them. I’m exhausted. I just want to rest, honestly.”

Only three months ago, the Palestinian Authority (PA) announced that there would be local elections on April 25 for municipalities and village councils, the first such elections in nearly five years. There have been no national elections since 2006, keeping the Fatah-ruled PA in power in the West Bank more than 17 years after its initial mandate expired.

Odeh, who will be stepping down, doesn’t believe there is much point to the vote. “It won’t change the reality,” he says, pointing out that the gate to enter Qusra has been shut by the Israeli military for two years.

Meanwhile, the PA civil servants that Odeh relies on to run Qusra receive salaries of just 2,000 shekels ($670), a fraction of what they are owed, as Israel continues to withhold tax revenues earmarked for the Palestinians.

According to the Palestine Elections Commission, 5,131 candidates are competing across 90 municipal councils and 93 village councils on April 25, with nearly a third of the electorate between the ages of 18 and 30.

Across the West Bank, many agree with Odeh, and express doubts that these elections can move the needle on anything that actually matters.

‘Sense of futility’

In the days leading up to the vote in Ramallah, there have been no campaign posters hanging along the streets. That is because Ramallah – the city where the PA is headquartered – is not holding competitive elections this Saturday. Neither is Nablus, another major city in the West Bank.

Instead, both cities are being decided through a process known as acclamation, in which a single list of candidates is elected without a formal vote. Across the West Bank, 42 municipal councils and 155 village councils will be filled this way – a majority of local administrative authorities.

Historically used in small villages where extended families agreed on candidates, the process is now being applied in major cities that are PA strongholds – such as Ramallah and Nablus – where Fatah mobilisation has discouraged challengers.

“There is definitely a sense of futility in certain places,” says Zayne Abudaka, cofounder of the Institute for Social and Economic Progress (ISEP), which regularly surveys Palestinian sentiments and views, “and I think that makes it easier for places to just not have an election.”

Fatima*, a businesswoman who runs an education centre in el-Bireh, says she hasn’t voted in an election since the last Palestinian national election 20 years ago – and she doesn’t plan to this time, either. “They will choose a new group of decisionmakers, and I believe they will do the same according to the old decisionmakers,” says Fatima. “We don’t see any difference between them. It is not fair.”

Sara Nasser, 26, a pharmacist who commutes to Ramallah for work from the village of Deir Qaddis, west of the city, says she has simply grown accustomed to elections not happening and will not vote. “It’s been since before I was aware that there were significant elections,” she says. “We’ve always lived like this.”

Some hopeful, others less so

Not everyone is so pessimistic. Iyad Hani, 20, works at a children’s store and is enthusiastic to vote for the first time in his life in el-Bireh. “Hopefully, the one coming is better than the one who left,” he says. “There should be construction in the town and fixing the streets – that’s the most important thing.”

Muhammad Bassem, who is a restaurant manager in Ramallah, is also showing up to the polls, optimistic for what change may bring. “It is the new faces that bring about change for the better – always for the better,” he says. “We want our country to be beautiful, clean and to offer plenty of comfortable employment opportunities, tourism and development.”

Others are not so sure. Amani, who is from Tulkarem but works in Ramallah as a receptionist, watches the campaigns play out on her phone, though she does not plan to vote. “Right now, they keep saying, ‘we’re going to do this, we’re going to do that,’” she says. “But I don’t know if any of it will actually yield results.”

The Tulkarem issues she is thinking of, such as inadequate waste management, no parks for children and roads in disrepair, fall squarely into the kinds of changes that local elections might have an impact on, she suggests. “I just hope that something genuinely new and positive comes out of this.”

‘There isn’t a credible setup’

Underlining the question of these specific elections is a broad disillusionment with the PA that colours nearly every conversation about Palestinian political life.

Fatima says she and her whole family are politically aligned with Fatah, the effective governing party of the PA. “We don’t hate Fatah,” she says. “We hate the decisions they are taking right now.” While she says her business has contracted 85 percent in recent years, the PA still charges her 16 percent VAT.

That same disillusionment extends even to the elections in small localities like Qusra, which Mayor Odeh calls “a family affair, not a political affair”.

“People have lost faith in the parties, lost faith in the [Palestinian] Authority, lost faith in the whole world,” he says, expecting low turnout on Saturday. While most candidates in Qusra are politically aligned with Fatah, Odeh says no candidates in Qusra’s election this Saturday are doing so officially. “If they run under political affiliations, no one will support them.”

According to the Palestine Elections Commission, 88 percent of those on the ballots this year are doing so as independent candidates.

While polling suggests roughly 70-80 percent of Palestinians distrust the PA as an institution, Obada Shtaya resists framing this simply as a PA problem, considering the PA’s hobbled finances and its shrinking autonomy in Areas A and B under Israeli occupation. Israel continues to expand settlements and military raids in the West Bank, and the PA has no power to respond, with the prospect of a Palestinian state increasingly distant.

“Pessimism, lack of hope, helplessness – it is beyond the classical distrust in the PA,” he says. “It is looking at the PA and potentially understanding that these people also don’t have much that they can do to help themselves.”

A new amendment to the local elections law, requiring all candidates to affirm their commitment to agreements signed by the PLO – widely understood as a measure to exclude Hamas and other opposition factions – now threatens to taint how people perceive these elections. “If you want to run, you need to pre-agree to things at the national level,” says Shtaya. “But this is about local service delivery. Why am I having to sign things that deal with agreements between the PA and Israel?”

Despite the many naysayers in this election, “Palestinians are thirsty for democracy,” says the pollster, including those in Gaza. What is missing is not the will, he says, but the proper architecture for it: elections announced years in advance, a functioning legislature, and accountability that extends beyond voting day.

“There isn’t a credible setup that shows people their vote makes a difference,” says Shtaya. Without that, sporadic elections take place at what he calls the surface level: real enough that some people show up, but shallow enough that not much changes underneath.

Soon to be relieved of his mayoral duties, Hani Odeh plans to open a toy shop and set up a house for himself. “Let people breathe,” he says. “We’re here. We’re not going anywhere.”

Locked Capitol doors and more cash for security are the new normal after Minnesota assassination

Nearly a year after the assassination of a Minnesota legislative leader, lawmakers across the U.S. have worked to fortify security in state capitols and improve safeguards when officials are in their communities.

The changes have followed a rise in political violence nationwide that included the stunning assassination last June of Rep. Melissa Hortman, the top Democratic leader in the Minnesota House, and the September killing of conservative activist Charlie Kirk, who was speaking at a college in Utah.

In Minnesota, most doors at the state Capitol are now locked, and people entering must go through weapons detectors. People entering the visitors’ galleries to watch floor debates must go through a second set of detectors.

“It’s important for us to be able to not have our government fall apart if our legislators are under threat,” said Minnesota Rep. Julie Green, a Democrat who sits directly across the aisle from Hortman’s old desk, which remains empty except for fresh roses, her portrait and a speaker’s gavel. “It’s a complicated, complex, very emotional issue, as you can imagine.”

High-profile attacks have stoked lawmakers’ fears

In addition to the killings of Hortman and Kirk, violence targeting political figures in the U.S. in the last few years has included an arson attack last year at the home of Democratic Pennsylvania Gov. Josh Shapiro; an assassination attempt on then-candidate Donald Trump at a Pennsylvania rally in 2024; and a hammer attack on the husband of Democratic then-House Speaker Nancy Pelosi at their California home in 2022.

Twenty-five states, including Minnesota, now formally allow candidates to use campaign funds for personal security. Most made the change after the killings of Kirk and Hortman. Eleven states have laws permitting it, while others have approved it through rules or other mechanisms, according to the National Conference of State Legislatures and the VoteMama Foundation.

This year alone, Alabama, Oregon, Nebraska and Utah enacted laws allowing campaign funds for security. Bills to legalize it are pending in about a dozen other states.

It’s not just happening at the state level. Security spending for congressional and presidential campaigns has jumped fivefold over the past decade. Federal political committees spent more than $40 million on expenses labeled as security during the 2023-24 campaign cycle, according to an April report from the nonpartisan Public Service Alliance.

Weapons detectors are just one response

Metal detectors — one of the most visible signs of concerns about political violence — were installed at Alaska’s Capitol last year. Democratic Rep. Sara Hannan said the change was due to “increased risk of violence in our public institutions.” Lawmakers approved them before Hortman was killed.

But some states have balked at making it harder to access the halls of power. Wisconsin Assembly Speaker Robin Vos, a Republican who knew Hortman, resisted efforts to install metal detectors in his state, saying he didn’t want to “fortify” the Capitol. Wisconsin’s is one of 11 state capitols that don’t have metal detectors, a state audit found.

Minnesota lawmakers are also considering creating a special unit within the State Patrol, which oversees Capitol security, that would provide protection for legislators, the state attorney general, secretary of state, state auditor, and Supreme Court justices.

One lead author is Democratic Sen. John Hoffman, who survived being shot nine times the night Hortman was killed. Prosecutors say the gunman, disguised as a police officer, began his rampage by shooting Hoffman and his wife, then stopped at the residences of two other lawmakers who weren’t home. He then went to Hortman’s home, where he killed the representative and her husband, and wounded their dog so severely that he had to be euthanized.

At a hearing Tuesday, Hoffman called his measure “a necessary response” that would “keep elected officials and Supreme Court justices safe and dedicate the resources necessary and hopefully stop future tragedies from happening.”

Numerous states have also taken action to protect lawmakers’ personal information. North Dakota lawmakers on Wednesday discussed a bill draft for next year that would make confidential the home addresses of candidates and public officials upon request.

The NCSL in February created a $1.5-million fund to reimburse legislatures for expenses related to lawmakers’ personal safety and security while they’re away from their statehouses. More than 30 states have applied or are preparing to, NCSL spokesperson Katie Ziegler said.

Passport holders have been urged to change a key phone setting before they arrive at airports to travel. Failing to do so could see them facing delays in queues

We all love jetting off abroad at this time of year, but sometimes making simple mistakes at the airport can lead to risking delays in queues. While many people worry about their clothing, and what they have packed in their cases, something they should actually be paying more attention to is their mobile phones.

Little you may know, using a certain setting can actually lead to people spending more time in queues at security, and delaying their travel journey. Nobody wants to have to face lengthy queues when they start their holiday so an expert has shared some key travel tips to help passport holders out.

It’s not the only advice of its kind to be shared recently either. Previously, tourists were also advised to take passport action before travelling to reduce the risk of problems at the airport.

You may not realise, but a dim screen is one of the most common reasons boarding passes fail to scan at the gate. Experts say a few simple phone tweaks before you leave home can save serious stress on travel day, and the changes take seconds to complete.

According to William Thackray, IT expert at AGT Computer Services, a dim screen is one of the most frequent and easily avoidable causes of delay at airport security and boarding gates.

He said: “Scanners need a clear, bright image to read a barcode or QR code reliably. In bright airport lighting, a screen that’s sitting at its default brightness – or that’s been dimmed to save battery – can cause a failed scan.

“It sounds trivial, but it holds up the queue and it’s completely avoidable.”

What you need to do

Before you leave the house, drag your screen brightness to maximum. On an iPhone, swipe down from the top right corner to access the Control Centre and pull the brightness slider to the top. For Android, swipe down from the top of the screen and do the same.

While you’re at it, William recommends a few other quick changes that can make the whole airport experience smoother. To begin, he said it’s a good idea to screenshot your boarding pass.

Don’t rely on an app that needs a signal or a Wi-Fi connection to load. A screenshot lives on your phone and opens instantly.

He said it’s also a good idea to turn off auto-lock. If your screen goes dark mid-queue, you’ll be unlocking your phone and re-opening your boarding pass with a line of people behind you.

Go to Settings > Display and bump your screen timeout up to at least two to three minutes before you travel. This could make a big difference.

You should also make sure your phone is fully charged. It sounds obvious, but some airports – especially when travelling to the US – can ask you to power up your device at security.

A dead phone can mean real delays, or worse, having your device taken for additional screening. William added: “None of these things take more than a minute to sort before you leave the house.

“But, on a busy travel day, that one minute of prep can be the difference between breezing through and being that person holding everyone up.”

Major EU travel rule change – all you need to know about new pet passport controls

British tourists have been warned that beloved dogs, cats and ferrets could be turned away at the border as new post-Brexit rules make EU passports invalid – here’s what you need to know

New EU rules could see beloved pets turned away at the border from tomorrow – and there’ll be big changes to what you need to do before taking four-legged friends on holiday.

Anyone travelling into the European Union with pet dogs, cats and ferrets from England, Scotland or Wales can no longer use EU pet passports under post-Brexit arrangements which come in to force on Wednesday.

Until now, people taking their pets abroad – whether by plane, train, ferry or car – could use an EU Pet Passport, even after Brexit.

But EU Regulation 2016/429, known as the Animal Health Law, comes into force this week after a 10-year transition, and means these pet passports will no longer be valid.

Instead, there’s a different document you’ll need to get sorted before you go on holiday. Here’s what you need to know:

You now need an animal health certificate for every trip

The changes mean that anyone travelling from Great Britain to an EU country with a pet will now need to get an animal health certificate (AHC) before they set off.

Travellers will need to get a vet to issue an AHC within 10 days of their trip. A new certificate will be needed for each trip from Britain to the EU.

The AHC can be used for up to six months for onward travel within the EU and for reentering Britain, as long as rabies vaccinations are still valid.

The GOV.UK website, which says the rules also apply to assistance dogs, states: “If you live in England, Scotland or Wales, from 22 April you cannot use a pet passport (even if it was issued in the EU). If you use a pet passport, your pet may be refused entry into the EU.”

Holiday home owners will not be issued EU pet passports

Pet passports are now only to be issued to people whose main base is in the EU, and not to holiday home owners or seasonal visitors. The Department for Environment, Food and Rural Affairs said individual member states may have specific pet travel requirements and owners should always check the entry details before travelling. British-based travellers can still use EU pet passports for their return journey back home.

Five pet limit and other rules to remember

The switch to the AHC from the EU pet passport means:

  • Extra paperwork will be needed if the owner is not travelling with their pet.
  • Whoever is taking the animal abroad must have written permission from the owner.
  • Up to five days are allowed before the pet and owner must travel abroad.
  • Travellers are now also only allowed to have a maximum of five pets in a private vehicle.

There may be exceptions given for pets travelling to competitions, events or training.

Holidays with pets ‘still possible’

The Animal and Plant Health Agency (APHA) said “holidays with your pets are still possible” despite the new rules. An APHA spokesman said: “Anyone planning to travel should check guidance on Welcome to GOV.UK , and the entry rules for their destination.

“To avoid delays and ensure a smooth journey, pet owners residing in Great Britain should get an Animal Health Certificate if they are travelling from Great Britain to an EU country.”

Major EU travel rule change from Wednesday could see UK travellers denied entry

You need a new document at a cost of £90 a time

People travelling from the UK to Europe have been warned of a major passport change this week, making documents invalid from Wednesday, April 22. The post-Brexit change means that anyone travelling with a pet will need new documentation or face being sent home.

Until now, people taking their pets abroad – whether by plane, train, ferry or car – could use an EU Pet Passport. The EU Regulation 2016/429 – known as the Animal Health Law – comes into force this week after a 10-year transition.

That means anyone going to Europe with their pet now needs an Animal Health Certificate. The certificate requires a vet visit within 10 days of your trip, a new certificate each time and a £90 payment – per pet.

The Animal and Plant Health Agency (APHA) issued Briefing Note 14/26 on April 17, 2026. This statement marks a significant shift in pet travel rules, effectively ending the “loophole” where Great Britain (GB) residents used EU-issued pet passports to avoid the cost of Animal Health Certificates (AHCs).

A spokesman said: “An EU pet passport, issued to or held by a pet owner who is resident in GB, will no longer be a valid document for travelling with pets from GB to the EU. This applies to EU pet passports issued in an EU Member State or Northern Ireland, including those issued before 22 April 2026 . EU pet passports may only be issued to owners whose main residence is within the European Un ion.”

If your primary residence is in Great Britain, you cannot use an EU pet passport for travel from the UK to the EU, regardless of where or when that passport was issued (e.g., if you obtained it in France or Spain). UK residents must now obtain an Animal Health Certificate (AHC) for every single trip to the EU.

The briefing clarifies that EU pet passports issued in Northern Ireland are also invalid for travel if the owner is a resident of Great Britain.

APHA is updating the AHC forms to align with new EU regulations. While these new templates are being finalised, there is a transition period where older AHC templates will still be accepted for travel into the EU. There are currently no changes to the requirements for pets entering GB. You can still use a valid EU pet passport or AHC to return to the UK.

For dogs, the requirement for a vet-administered tapeworm treatment between 24 and 120 hours before arriving back in GB remains in place.

You should contact your vet immediately to arrange an AHC, as pet passports will no longer be accepted at the border for UK residents from that date.

Updated rules on the movement of dogs, cats and ferrets are included in a January 2026 EU regulation which is coming into force on April 22.
