James Lowe: Future of Leinster and Ireland wing uncertain as contract expiry nears

Before Ireland’s Six Nations win over Scotland in March, which secured the triple Crown, Farrell said he expected both Lowe and centre Bundee Aki to sign new contracts.

Aki has agreed a new one-year deal to stay with Connacht but there has not been any progress with Lowe, who is contracted by Leinster rather than an central contract with the Irish Rugby Football Union [IRFU].

Lowe did not make the squad for the Champions Cup final defeat by Bordeaux despite having returned from a hamstring injury sustained in the Six Nations win over England.

However, his two record-breaking tries on Saturday show he is still a threat when fit and available.

While Cullen declined to comment on his future, he did praise the impact Lowe has made since he moved to Ireland nine years ago.

“He’s been a great character in the group. Very, very different, you know, what he brings, great energy,” Cullen said after the game.

“Internally, we had a video there just in terms of some of the stuff that he’s done in a Leinster jersey over his career.

“There’s not many James Lowes running around the streets that we’ve come across so far. He’s been a great addition to the group over the years.”

DARPA’s XRQ-73 Hybrid-Electric Flying Wing Drone Has Flown

Northrop Grumman’s experimental XRQ-73 Series Hybrid Electric Propulsion AiRcraft Demonstration (SHEPARD) hybrid-electric drone has now taken to the skies. Newly released pictures show that the flying wing-type uncrewed aircraft’s design has also evolved since it first broke cover in 2024. A core goal of SHEPARD is to prove out high-efficiency and very quiet propulsion technology that could pave the way for new operational capabilities.

DARPA announced the XRQ-73 test flight, which was conducted in April from Edwards Air Force Base in California, in a press release today. The Air Force Research Laboratory (AFRL) was also involved in the milestone event.

Scaled Composites, a ‘bleeding edge’ boutique aircraft design house and wholly-owned subsidiary of Northrop Grumman, has been heavily involved in the development of the XRQ-73. The drone evolved directly from the XRQ-72A, another Scaled Composites design developed for the Intelligence Advanced Research Projects Activity (IARPA), which TWZ was first to report on in detail.

“This milestone is not just about a single flight,” Air Force Lt. Col. Clark McGehee, the SHEPARD program manager at DARPA, said in a statement. “The architecture proven by the XRQ-73 paves the way for new types of mission systems and delivered effects. We look forward to advancing this technology through the flight test program and delivering new capabilities for our warfighters.”

“This flight is a step forward in demonstrating the military utility of hybrid-electric propulsion,” DARPA’s press release adds. “Hybrid electric propulsion architectures will drive the development of revolutionary new aircraft designs by offering a combination of fuel efficiency, reduced emissions, and enhanced operational flexibility.”

“Developed to advance propulsion technologies for the Defense Advanced Research Projects Agency (DARPA) Series Hybrid Electric Propulsion AiRcraft Demonstration (SHEPARD) program, the XRQ-73 advances next-generation propulsion for lightweight autonomous aircraft,” Northrop Grumman said in its own brief press release. “The XRQ-73’s innovative hybrid-electric propulsion system combines fuel efficiency, reduced emissions and enhanced operational flexibility – enabling new mission possibilities and supporting the evolution of new aircraft designs.”

DARPA had originally hoped to see the XRQ-73 make its maiden flight before the end of 2024, and what caused the subsequent delay is unknown. TWZ has reached out to DARPA for more information. What is clear is that the XRQ-73’s design has changed in notable ways since 2024.

Most immediately eye-catching is the addition of two vertical stabilizers, one on top of each wing. They are positioned near, but not at the very tips of the wings. It is possible that these might be removed as flight testing expands. The preceding XRQ-72A design also had vertical wingtip stabilizers.

In addition to the two large air intakes on top of the central section of the fuselage, there is now another, much smaller auxiliary dorsal intake in between. Details about the exact configuration of the drone’s hybrid propulsion system remain limited. There are also at least two new black-colored blade antennas on top of the fuselage.

A fairing with what appears to be a forward-facing camera system is also now present at the front of the center of the fuselage. This is likely intended to at least provide visual inputs for control and additional situational awareness during flight testing. The fairing also sits in between two additional rectangular ‘nostril’ intakes. We have noted in the past that they could help cool the hybrid powerplant and the aircraft’s electronics, or help provide additional clean airflow to the powerplant during takeoff and landing.

The XRQ-73’s design looks to be otherwise unchanged. A large, faceted fairing, very likely intended as a sensor enclosure, is notably still present below the central section of the fuselage. Test instrumentation and other systems could also be installed in that space to support the drone’s ongoing development.

DARPA has shared some other information about the design in the past, as TWZ has previously reported:

No details about the XRQ-73’s expected performance appear to have been released so far, but DARPA says it is a Group 3 uncrewed aerial system (UAS) weighing approximately 1,250 pounds, which will include “operationally representative … mission systems.” By the U.S. military’s definitions, a Group 3 UAS weighs between 55 and 1,320, can fly at altitudes between 3,500 and 18,000 feet, and has a top speed of between 100 and 250 knots.

At 1,250 pounds, the XRQ-73 is set to be substantially larger than the XRQ-72A, the requirements for which called for a drone weighing between 300 and 400 pounds. The XRQ-72A also had a 30-foot wingspan, a length of 11.2 feet measured from the nose to the ends of the wingtips, and a height of four feet when including the vertical wingtip stabilizers, according to schematics The War Zone previously obtained via the Freedom of Information Act.

What the future might now hold for the XRQ-73 is unclear. DARPA has previously talked about wanting to demonstrate a capability that could be operationalized relatively quickly with SHEPARD. The “RQ” intelligence, surveillance, and reconnaissance (ISR) designation is a clear reflection of that, although the drone could be configured to perform other missions. Hybrid-electric propulsion offers inherent advantages when it comes to reducing infrared and acoustic signatures, and the XRQ-73’s overall design has low-observable characteristics that could help it evade detection by radar.

However, a cursory review of DARPA’s proposed Fiscal Year 2027 budget does not appear to show a request for new funding for this effort. It is possible that it has been reorganized and/or rebranded, or has otherwise evolved in scale and/or scope, which is not uncommon for DARPA projects.

Last May, AFRL also awarded General Atomics a contract for a very similar-sounding “hybrid-electric propulsion ducted fan next-generation intelligence, surveillance, reconnaissance/strike unmanned aerial system,” or GHOST. That deal was valued at just over $99 million.

“We’ve been promising something impressive related to hybrid-electric propulsion, and now I can’t talk about it anymore,” C. Mark Brinkley, a spokesperson for General Atomics, told TWZ at that time when asked for more information. “That’s how it goes with these things. Contrary to what you see on the news, the revolution won’t be televised.”

Other relevant hybrid-electric development efforts could be ongoing in the classified realm.

If nothing else, DARPA’s announcement today does show that work has continued on the XRQ-73 since 2024, and that the evolved design has now reached flight test.

Update: 4:46 PM EST –

DARPA has confirmed to TWZ that XRQ-73 flight testing began in April.

“X-plane programs are designed to push the extreme limits of aerospace engineering, integrating entirely unproven concepts and revolutionary designs,” Air Force Lt. Col. Clark McGehee, the SHEPARD program manager, also told TWZ in response to a question about why the first flight timeline was delayed. “As with the XRQ-73, this effort involved resolving complex, unforeseen technical challenges during ground testing and integration.”

“DARPA will continue maturing the hybrid electric propulsion system through a short flight test campaign currently underway,” Lt. Col. McGehee added.

White House East Wing debris dumped at nearby golf course has toxic metals, a report says

Debris from the demolition of the White House East Wing that was dumped at a nearby public golf course has tested positive for lead, chromium and other toxic metals, the National Park Service said.

An interim report by a Virginia engineering firm says the toxic metals, along with PCBs, pesticides, petroleum byproducts and other chemicals were detected at levels above laboratory reporting limits in soil at the East Potomac Golf Links, a historic golf course that President Trump plans to renovate.

The park service began dumping debris from the East Wing onto the golf course in October, and more than 810,000 cubic feet of excavated soil had been transported to the site as of last month, the report by Jacobs Engineering Group Inc. said. The report was requested by the park service.

The nonprofit DC Preservation League has sued the Trump administration, arguing that the dumping was unlawful and possibly hazardous. The group also is challenging the Republican administration’s takeover of the golf course, about two miles southeast of the White House, and others in the city.

The suit is one of several legal battles challenging Trump’s extraordinary efforts to put his mark on public spaces in the nation’s capital, including renaming and shuttering the Kennedy Center and building a 250-foot-tall triumphal arch near the Lincoln Memorial.

At the end of last year, a separate group of preservationists filed a lawsuit seeking to prevent the administration from demolishing the East Wing so it could build a ballroom, a project slated to cost $400 million.

A spokesperson for the Interior Department, which oversees the park service, said in an email Tuesday that the soil removed from the White House “was tested multiple times by multiple parties, and this project passed all standards set by law.”

Although the agency does not comment on litigation, “this thorough process was followed to ensure the transfer was safe for the public,’’ the email said.

The Preservation League’s executive director, Rebecca Miller, said Tuesday that experts were still analyzing the engineering report. The group also is concerned about whether the Trump administration is complying with federal laws including the National Historic Preservation Act and the National Environmental Policy Act, she said.

Debris from the East Wing demolition is so prevalent that it causes golfers to detour around piles of it, Miller said. “If you Google you’ll see lots of photos of golfers walking past it,” she said in an interview.

The Trump administration’s plans to renovate the 105-year-old course to make it a professional-level course would permanently alter its historic character and layout, Miller said.

A federal judge told the government on Monday not to cut down more than 10 trees without first providing notice amid the legal dispute.

U.S. District Judge Ana Reyes said during a remote hearing that she wasn’t going to issue a temporary restraining order just yet, but she indicated she would take a harsh view of any major alterations made without prior notice.

Democracy Forward, a national legal organization that is co-representing the Preservation League, said in a press release that “further scrutiny will be required related to potential toxins that were dumped at East Potomac Park by the administration as part of the destruction of the East Wing of the White House.”

Test results released by the government “suggest the Defendants dumped a cocktail of contaminants — and despite indications of the refuse’s contents, they continued dumping it,” the group said.

Kevin Griess, the superintendent of the National Mall and Memorial Parks for the park service, said during Monday’s court hearing there was no immediate plan to begin tree removal but added that a safety assessment was underway.

Trump, an avid golfer, also plans on renovating a military golf course just outside Washington that has been used by past presidents going back decades.

In its statement, the Interior Department said it is “committed to continuing the relationships we have built with the local golf communities to ensure these courses are safe, beautiful, open, affordable, enjoyable, accessible, and world-class for people living in and visiting the greatest capital city in the world.”

A match made in opposition: Venezuela’s Machado courts Spain’s right wing | News

Madrid, Spain – Venezuela’s opposition leader Maria Corina Machado is aligned with Spain’s main right-wing party on its economic visions, but they are divided by social issues such as abortion, analysts say.

On a visit to Spain this weekend, Machado chose to snub an invitation to meet Socialist Prime Minister Pedro Sanchez and the left-wing coalition government officials.

The Nobel Peace Prize winner said she had chosen not to meet Sanchez because he was hosting a summit of left-wing leaders from Latin America in Barcelona.

“What has transpired in the past few hours at the meeting held in Barcelona with various political leaders from different countries is proof that such a meeting was not advisable,” Machado told a meeting in Madrid on Saturday.

Instead, she held a series of meetings with leaders from the opposition conservative People’s Party (PP) and the far-right Vox party.

Machado received a rapturous welcome from Alberto Nunez Feijoo, the PP party leader and Venezuelan emigres in Madrid, on Friday.

On Saturday, the Venezuelan opposition leader met Isabel Diaz Ayuso, the populist conservative Madrid regional leader, one of Sanchez’s fiercest critics and a possible rival to Feijoo.

Ayuso presented Madrid’s gold medal to Machado, while Madrid’s Mayor Jose Luis Martinez-Almeida – also of the PP – handed her the keys to the city before a rally with Venezuelan supporters.

Machado also met Santiago Abascal, the leader of Vox, in the Spanish capital.

Feijoo praised how Machado had championed freedom even at the cost of going into hiding in Venezuela away from her family.

“Spain knows well the value of freedom; it cost us dearly to obtain it. The generations of our parents and grandparents know what it is to live without freedom. That is why we cannot look the other way,” Feijoo said.

What divides Venezuela and Spain’s opposition?

Despite the cordial welcome, there are significant differences between Machado and Feijoo, commentators said.

A liberal conservative, who has said she is an admirer of Margaret Thatcher, Machado has been dubbed Venezuela’s “Iron Lady”.

She moved from the right politically to the centre-ground during the 2024 presidential campaign to attract voters in the middle ground.

As a conservative, Machado heads a Venezuelan opposition that is split and which also contains more liberal factions.

In contrast, Feijoo heads a well-organised conservative political party, which has only recently suffered divisions after the formation of the hard-right Vox party in 2013, analysts said.

Carlos Malamud, an expert on Latin America at the Real Elcano Institute, a think tank in Madrid, said the structure of both opposition groups was different.

“Machado is the leader of a small, disorganised opposition, while Feijoo is the head of the PP, which is a well-organised national political party,” he told Al Jazeera.

Malamud said Machado did not demonstrate the traits of a would-be Venezuelan president by refusing to see Sanchez.

“If Machado wants to be the president of Venezuela next year, she needs to be prepared to meet the head of the Spanish government, whoever that may be,” he explained.

“Perhaps the Venezuelan opposition sees the Spanish Socialist Party as being allied to (former Spanish prime minister) Jose Rodriguez Zapatero.”

Zapatero has played a controversial role in acting as a mediator between Spain and the government of former Venezuelan President Nicolas Maduro, who was abducted by the United States in January.

Maduro faces charges of narcoterrorism, conspiracy to commit narcoterrorism, drug trafficking, money laundering and corruption, which he denies.

Machado ‘more conservative’ on social issues

Malamud said one factor which unites Machado and Feijoo is that they came from political systems which suffered from polarisation.

“Venezuelan politics is the same as Cuban politics, or like Spanish. They all suffer from the same degree of polarisation,” he added.

Ana Ayuso, an investigator in Latin American affairs at the Barcelona Centre for International Affairs, said Machado shared the liberal economic theories of Feijoo, but they differed on social issues.

“She is in favour of freedom of trade and a small state, so she is quite liberal on economic affairs like Feijoo,” Ayuso told Al Jazeera.

“She is also closer to Isabel Diaz Ayuso in terms of economics, in terms of free trade and the participation of the state.”

“However, she is more conservative when it comes to social issues. Machado is against abortion, and religious affairs are important to her. She is close to the [Roman] Catholic Church. Feijoo supports the right to abortion.”

In an interview in 2024 with Spanish newspaper El Pais, Machado said she was against abortion but in favour of changing the law in Venezuela to allow abortion in cases of rape.

At present, the law in Venezuela allows abortion only when there is a risk to the life of the mother or child. Otherwise, it is illegal and can carry a jail sentence of up to two years.

“Machado does not have any similarities with Vox. Venezuela does not have a problem with immigration. Emigration is the problem,” added Ayuso.

She said the Venezuelan opposition leader had initially been a staunch supporter of US President Donald Trump, but he had shunned her in support of Delcy Rodriguez, the acting Venezuelan president.

Machado was now closer to Marco Rubio, the US secretary of state, who supported her cause within the MAGA movement, she added.
