“And by the way, can history reflect on the fact that it was the closest presidential election?” Harris said, standing from her seat on the stage, as the audience cheered. “It is important for us to remember so that we that know where we’ve been to decide and chart where we are.”

Trump beat Harris by more than 2.3 million votes — about 1.5% of the popular vote — but the Republican swept the electoral college vote, winning 312-226. Other presidential contests have been tighter, notably the 2000 contest between Republican George W. Bush and Democrat Al Gore. She also ripped into Trump for his social media post of a fake AI-generated video of Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries. The video purports to show Schumer saying that Latino and Black voters hate Democrats, so the party must provide undocumented residents free healthcare so they support the party until they learn English and “realize they hate us too.” Jeffries appears to wear a sombrero as mariachi music plays in the background.

“It’s juvenile,” Harris said. Trump is “just a man who is unbalanced, he is incompetent and he is unhinged.”

“I predicted almost everything,” she said. “What I did not predict was the capitulation of universities, law firms, media corporations be they television or newspapers. I did not predict that.”

She said that while she worked in public service throughout her career, her interactions with leaders in the private sector led her to believe that they would be “among the guardians of our democracy.”

“I have been disappointed, deeply deeply disappointed by people who are powerful who are bending the knee at the foot of this tyrant,” Harris said.

Harris did not mention that her husband, Doug Emhoff, is a partner at the law firm Willkie Farr & Gallagher that earlier this year that reached an agreement with the White House to provide at least $100 million in pro bono legal work during the Republican’s time in the White House and beyond.

In April, the firm reached an agreement with the Trump administration, with the president saying their services would be dedicated to helping veterans, Gold Star families, law enforcement members and first responders, and that the law firm agreed to combat antisemitism and not engage in “DEI” efforts.

Emhoff, who joined the law firm in January and also is now on the has faculty at USC , has condemned his law firm’s agreement with the administration.

Emhoff, who was in attendance at the event and posing for pictures with Harris supporters, declined comment about the event.

The roster of retreads includes the current occupant of the Oval Office, who is only the second president in U.S. history to regain the perch after losing it four years prior.

Why the difference? It would take a psychologist or geneticist to determine if there’s something in the minds or molecular makeup of party faithful, which could explain their varied treatment of those humbled and vanquished.

Regardless, it suggests the blowback facing Kamala Harris and the campaign diary she published last week is happening right on cue.

And it doesn’t portend well for another try at the White House in 2028, should the former vice president and U.S. senator from California pursue that path.

The criticism has come in assorted flavors.

Joe Biden loyalists — many of whom were never great fans of Harris — have bristled at her relatively mild criticisms of the obviously aged and physically declining president. Supporters of redrawing California’s congressional districts raise tens of millions more than opponents

Supporters of the November ballot measure to reconfigure California’s congressional districts — an effort led by Gov. Gavin Newsom to help Democrats win control of the U.S. House of Representatives next year — have far out-raised the opposition campaigns, according to fundraising disclosures filed with the state.

The primary group backing Proposition 50 raked in $77.5 million and spent $28.1 million through Sept. 20, according to a campaign finance report that was filed with the secretary of state’s office on Thursday.

The committee has $54.4 million in the bank for the final weeks of the campaign, so Californian should expect a blizzard of television ads, mailers, phone calls and other efforts to sway voters before the Nov. 4 special election.

The two main groups opposing the ballot measure have raised $35.3 million, spent $27.4 million and have roughly $8.8 million in the bank combined, campaign finance reports show.

Despite having an overwhelming financial advantage, the campaign supporting Proposition 50 has tried to portray itself as the underdog in a fight to raise money against opposition campaigns with ties to President Trump and his supporters.

“MAGA donors keep pouring millions into the campaign to stop Prop. 50 in the hopes of pleasing their ‘Dear Leader,’” said Hannah Milgrom, a spokesperson for the Yes on 50, the Election Rigging Response Act campaign. “We will not take our foot off the gas — Prop. 50 is America’s best chance to stop this reckless and dangerous president, and we will keep doing everything we can to ensure every Californian knows the stakes and is ready to vote yes on 50 this Nov. 4th.”

A spokesperson for one of the anti-Proposition 50 campaigns, which was sending mailers to voters even before the Democratic-led California Legislature placed Proposition 50 on the November ballot, said their priority was to help Californians understand the inappropriateness of redrawing congressional boundaries that had been created by a voter-approved, state independent commission.

“We started communicating with voters early about the consequences of having politicians draw their own lines,” said Amy Thoma, a spokesperson for a coalition that opposes the ballot measure. “We are confident we’ll have the resources necessary to continue through election day.”

A spokesperson for the other main anti-Proposition 50 group agreed.

“When you’re selling a lemon, no amount of cash can change the taste. We’re confident in raising more than sufficient resources to expose Prop. 50 for the blatant political power grab that it is,” said Ellie Hockenbury, an advisor to the No on 50 – Stop Sacramento’s Power Grab campaign. Newsom “can’t change the fact that Prop. 50 is nothing more than a ploy for politicians to take the power of redistricting away from the voters and charge them for the privilege at a massive cost to taxpayers.”

The special election is expected to cost the state and the counties $282 million, according to the secretary of state’s office and the state department of finance.

Newsom’s pro-Proposition 50 effort has received several large donations since its launch, including $10 million from billionaire financier George Soros, $7.6 million from House Majority PAC (the Democrats’ congressional political arm) and $4.5 million from various Service Employees International Union groups. Former Google CEO Eric Schmidt and his wife have contributed $1 million to a separate committee supporting the proposition.

The opposition groups had few small-dollar donors and were largely funded by two sources — $30 million in loans from Charles Munger Jr., who for years has been a major Republican donor in California, and a $5-million donation from the Congressional Leadership Fund, the GOP political arm of House Republicans.

Sept. 26 (UPI) — The Trump administration is suing six Democratic-led states to force them to hand over their voter registration lists, further raising concerns about alleged efforts by the Trump administration to undermine elections.

The Justice Department announced the lawsuits against California, Michigan, Minnesota, New York, New Hampshire and Pennsylvania on Thursday, about 10 days after it sued Oregon and Maine, seeking the same information. Of the eight states, all but one have a Democratic governor.

“Clean voter rolls are the foundation of free and fair elections,” Attorney General Pam Bondi said in a statement. “Every state has a responsibility to ensure that voter registration records are accurate, accessible and secure — states that don’t fulfill that obligation will see this Department of Justice in court.”

According to the Brennan Center for Justice, citing public information, at least 27 states have been asked for copies of their voter registration lists.

While questioning states about election administration is not uncommon, requesting voter registration databases from a mass of states is unprecedented, the nonpartisan law and policy institute at NYU Law said.

“Another step of the Trump administration’s concerted strategy to undermine elections: The Justice Department is suing eight states to acquire their voter files,” the center said on X.

Secretary of State Jocelyn Benson for Michigan said among the information the federal government would receive in the voter lists is private data, including driver’s license and Social Security numbers as well as personally identifiable information.

“I told them they can’t have it,” she said in a statement, calling the Trump administration lawsuit “illegal” and an “unconstitutional power grab.”

“This kind of request is not normal. Why is this happening now? Why does the federal government want access to everyone’s personal information? I have asked them these questions. Other secretaries of state — both Democrats and Republicans — have also asked them these questions. They refuse to give us a straight answer.”

California Secretary of State Shirley Weber chastised the Justice Department for trying to use the courts to “erode” the rights of her citizens by trying to “intimidate” state officials with a lawsuit to hand over their information.

“The lawsuit and intentions behind it are a blatant overreach by the federal government,” she said in a statement.

She said she is mandated by state law to protect the information of Californians, while accusing the Justice Department of failing to explain the legal authority it’s using to justify its demands.

“The sensitive data of California citizens should not be used as a political tool to undermine the public trust and integrity of elections,” she said.

Justice Department sues California, other states that have declined to share voter rolls

The U.S. Justice Department sued California Secretary of State Shirley Weber on Thursday for failing to hand over the state’s voter rolls, alleging she is unlawfully preventing federal authorities from ensuring state compliance with federal voting regulations and safeguarding federal elections against fraud.

The Justice Department also sued Weber’s counterparts in Michigan, Minnesota, New York, New Hampshire and Pennsylvania, who have similarly declined its requests for their states’ voter rolls.

“The U.S. Department of Justice is attempting to utilize the federal court system to erode the rights of the State of California and its citizens by trying to intimidate California officials into giving up the private and personal information of 23 million California voters,” Weber said.

She said California law requires that state officials “protect our voters’ sensitive private information,” and that the Justice Department not only “failed to provide sufficient legal authority to justify their intrusive demands,” but ignored invitations from the state for federal officials to come to Sacramento and view the data in person — a process Weber said was “contemplated by federal statutes” and would “protect California citizens’ private and personal data from misuse.”

The Justice Department has demanded a “current electronic copy of California’s computerized statewide voter registration list”; lists of “all duplicate registration records in Imperial, Los Angeles, Napa, Nevada, San Bernardino, Siskiyou, and Stanislaus counties”; a “list of all duplicate registrants who were removed from the statewide voter registration list” and the dates of their removals.

It has also demanded a list of all registrations that have been canceled because voters in the state died; an explanation for a recent decline in the recorded number of “inactive” voters in the state; and a list of “all registrations, including date of birth, driver’s license number, and last four digits of Social Security Number, that were cancelled due to non-citizenship of the registrant.”

The litigation is the latest move by the Trump administration to push its demands around voting policies onto individual states, which are broadly tasked under the constitution with managing their own elections.

The lawsuit follows an executive order by Trump in March that purported to radically reshape voting rules nationwide, including by requiring voters to provide proof of citizenship and requiring states to disregard mail ballots that are not received by election day.

The order built on years of unsubstantiated claims by Trump — and refuted by experts — that the U.S. voting system currently allows for rampant fraud and abuse, and that those failures compromised the results of elections, including his 2020 loss to Joe Biden.

Various voting rights groups and 19 states, including California, have sued to block the order.

Advocacy groups say the order, and especially it’s requirements for proving citizenship, would disenfranchise legal U.S. citizen voters who lack ready access to identifying documents such as passports and REAL IDs. They have said barring the acceptance of mail ballots received after election day would also create barriers for voters, especially in large state such as California that need time to process large volumes of ballots.

California currently accepts ballots if they are postmarked by election day and received within a certain number of days after.

California Atty. Gen. Rob Bonta has called Trump’s executive order an “illegal power grab” that California and other states will “fight like hell” to stop. His office referred questions about the U.S. Justice Department’s lawsuit against Weber to Weber’s office.

Gov. Gavin Newsom’s office did not respond to a request for comment.

Assistant U.S. Atty. Gen. Harmeet K. Dhillon, who heads the Justice Department’s Civil Rights Division, defended the need for the lawsuit, saying in a statement that clean voter rolls “protect American citizens from voting fraud and abuse, and restore their confidence that their states’ elections are conducted properly, with integrity, and in compliance with the law.”

Weber, who in April called Trump’s executive order “an illegal attempt to trample on the states and Congress’s constitutional authority over elections,” said Thursday that she would not be bowed by the lawsuit.

“The sensitive data of California citizens should not be used as a political tool to undermine the public trust and integrity of elections,” she said. “I will always stand with Californians to protect states’ rights against federal overreach and our voters’ sensitive personal information. Californians deserve better. America deserves better.”

Redistricting fight assumes closer midterm than history shows

A handful of seats are all that keep Republicans in control of the House, giving President Trump untrammeled sway over, well, pretty much everything, from the economy to the jokes on late-night TV to the design of the Cracker Barrel logo.

It’s a number that’s both tantalizing and fraught, depending on your political perspective.

For Democrats, that eyelash-thin margin means they’re thisclose to regaining power and a political toehold in next year’s midterm election. All they need is a gain of three House seats. For Trump and fellow Republicans, it means their hegemony over Washington and life as we know it dangles by a perilously thin thread.

That tension explains the redistricting wars now blazing throughout our great land.

It started in Texas, where Trump pressured Republicans to redraw congressional lines in hopes of handing the GOP as many as five additional seats. That led California Democrats to ask voters, in a Nov. 4 special election, to approve an eye-for-an-eye gerrymander that could yield their party five new lawmakers.

Several other states have waded into the fight, assuming control of the House might be decided next year by just a few seats, one way or the other.

Which could happen.

Or not.

Anyone claiming to know for sure is either lying, trying to frighten you into giving money, or both.

“History is on Democrats’ side, but it’s too early to know what the national political environment is going to be like,” said Nathan Gonzales, one of the country’s top political handicappers and publisher of the nonpartisan campaign guide Inside Elections. “We don’t know the overall mood of the electorate, how satisfied voters [will be] with Republicans in power in Washington or how open to change they’ll be a year from now.”

A look back offers some clues, though it should be said no two election cycles are alike and the past is only illuminating insofar as it casts light on certain patterns.

(Take that as a caveat, weasel words or whatever you care to call it.)

In the last half century, there have been 13 midterm elections. The out party — that is, the one that doesn’t hold the presidency — has won 13 or more House seats in eight of those elections. Going back even further, since World War II the out party has gained an average of more than two dozen House seats.

In Trump’s last midterm election, in 2018, Democrats won 40 House seats — including seven in California — to seize control. (That was 17 more than they needed.) A Democratic gain of that magnitude seems unlikely next year, barring a complete and utter GOP collapse. That’s because there are fewer Republicans sitting in districts that Democrats carried in the most recent presidential election, which left them highly vulnerable.

In 2018, 25 Republicans represented districts won by Hillary Clinton. In 2026, there are just three Republicans in districts Kamala Harris carried. (Thirteen Democrats represent districts that Trump won.)

Let’s pause before diving into more numbers.

OK. Ready?

There are 435 House seats on the ballot next year. Most are a lock for one party or the other.

Based on the current congressional map, Inside Elections rates 64 House seats nationwide as being at least somewhat competitive, with a dozen considered toss-ups. The Cook Political Report, another gold-plated handicapper, rates 72 seats competitive or having the potential to be so, with 18 toss-ups.

Both agree that two of those coin-flip races are in California, where Democrats Adam Gray and Derek Tran are fighting to hang onto seats they narrowly won in, respectively, the Central Valley and Orange County. (The Democratic gerrymander seeks to shore up those incumbents.)

You really can’t assess the 2026 odds without knowing how the redistricting fight comes out.

Republicans could pick up as many as 16 seats through partisan map-making, Inside Elections forecasts, a number that would be reduced if California voters approve Proposition 50. Erin Covey, who analyzes House races for the Cook Report, puts GOP gains as high as 13, again depending on the November outcome in California.

Obviously, that would boost the GOP’s chances of hanging onto the House, which is precisely why Trump pushed for the extraordinary mid-decade redistricting.

But there are many other factors at play.

One huge element is Trump’s approval rating. Simply put, the less popular a president, the more his party tends to suffer at the polls.

Right now Trump’s approval rating is a dismal 43%, according to the Cook Report’s PollTracker. That could change, but it’s a danger sign for Republicans. Over the past three decades, every time the president’s net job approval was negative a year from the midterm election, his party lost House seats.

Another thing Democats have going for them is the passion of their voters, who’ve been flocking to the polls in off-year and special elections. The Downballot, which tracks races nationwide, finds Democratic candidates have far surpassed Kamala Harris’ 2024 performance, a potential harbinger of strong turnout in 2026.

Those advantages are somewhat offset by a GOP edge in two other measures. Republicans have significantly outraised Democrats and have limited the number of House members retiring. Generally speaking, it’s tougher for a party to defend a seat when it comes open.

In short, for all the partisan passions, the redistricting wars aren’t likely to decide control of the House.

“Opinions of the economy and Trump’s handling of it, the popularity (or lack thereof) of Republicans’ signature legislation” — the tax-cutting, Medicaid-slashing bill passed in July — as well as “partisan enthusiasm to vote are going to be more determinative to the 2026 outcome than redistricting alone,” Amy Walter, the Cook Report’s editor-in-chief, wrote in a recent analysis.

In other words, control of the House will most likely rest in the hands of voters, not scheming politicians.

Which is exactly where it belongs.

Trump’s redistricting push threatens minority representation

The Rev. Emanuel Cleaver III wants a second civil rights movement in response to President Trump and his fellow Republicans who are redrawing congressional district boundaries to increase their power in Washington.

In Missouri, the GOP’s effort comes at the expense of Cleaver’s father, Democratic Rep. Emanuel Cleaver II, and many of his Kansas City constituents, who fear a national redistricting scramble will reverse gains Black Americans won two generations ago and will leave them without effective representation on Capitol Hill.

“If we, the people of faith, do not step up, we are going to go back even further,” the younger Cleaver told the St. James Church congregation on a recent Sunday, drawing affirmations of “amen” in the sanctuary where his father, also a minister, launched his first congressional bid in 2004.

Trump and fellow Republicans admit their partisan intent, emboldened by a Supreme Court that has allowed gerrymandering based on voters’ party leanings. Democratic-run California has proposed its own redraw to mitigate GOP gains elsewhere.

Yet new maps in Texas and Missouri — drafted in unusual mid-decade redistricting efforts ahead of the 2026 midterm elections — are meant to enable Republican victories by manipulating how districts are drawn.

Civil rights advocates, leaders and affected voters say that amounts to race-based gerrymandering, something the Supreme Court has blocked when it finds minority communities are effectively prevented from electing representatives of their choice.

“It’s almost like a redistricting civil war,” said NAACP President Derrick Johnson, whose organization is suing to block the Texas and Missouri plans.

‘Packing and cracking’

In redistricting lingo, it’s called “packing and cracking.” Those maneuvers are at the heart of Trump’s push for friendlier GOP districts as he tries to avoid reprising 2018, when midterms yielded a House Democratic majority that stymied his agenda and impeached him twice.

Because nonwhite voters lean Democratic and white voters tilt Republican, concentrating certain minorities into fewer districts — packing — can reduce the number of minority Democrats in a legislative body. By spreading geographically concentrated minority voters across many districts — cracking — it can diminish their power in choosing lawmakers.

The elder Cleaver, seeking an 11th term, said the Trump-driven plans foster an atmosphere of intimidation and division, and he and fellow Kansas City residents fear the city could lose federal investments in infrastructure, police and other services.

“We will be cut short,” said Meredith Shellner, a retired nurse who predicted losses in education and healthcare access. “I just think it’s not going to be good for anybody.”

Missouri’s U.S. House delegation has six white Republicans and two Black Democrats. The new map, which could still require voter approval if a referendum petition is successful, sets the GOP up for a 7-1 advantage.

Republican Gov. Mike Kehoe says the new map better represents Missouri’s conservative values. And sponsoring state Rep. Dirk Deaton says it divides fewer counties and municipalities than the current districts.

“This is a superior map,” the Republican legislator said.

Cleaver’s current 5th District is not majority Black but includes much of Kansas City’s Black population. New lines carve Black neighborhoods into multiple districts. The new 5th District reaches well beyond the city and would make it harder for the 80-year-old Cleaver or any other Democrat to win in 2026.

In Texas, Abbott insists no racism is involved

A new Texas map, which Gov. Greg Abbott signed into law, is designed to send five more Republicans to Washington, widening his party’s 25-13 advantage to a 30-8 one.

The old map had 22 districts where a majority of voters identified as white only. Seven were Latino-majority and nine were coalition districts, meaning no racial or ethnic group had a majority. By redistributing voters, the new map has 24 white-majority districts, eight Latino-majority districts, two Black-majority districts and four coalition districts.

Abbott insists new boundaries will produce more Latino representatives. But they’ll likely reduce the number of Black lawmakers by scrambling coalition districts that currently send Black Democrats to Washington.

Democratic Rep. Al Green was drawn out of his district and plans to move to seek another term. On the House floor, the Black lawmaker called GOP gerrymandering another chapter in a “sinful history” of Texas making it harder for nonwhites to vote or for their votes to matter.

Green said it would hollow out the Voting Rights Act of 1965 “if Texas prevails with these maps and can remove five people simply because a president says those five belong to me.”

The NAACP has asked a federal court to block the Texas plan. Section 2 of the Voting Rights Act broadly prohibits districts and other election laws that limit minority representation.

The NAACP’s Johnson suggested Republicans are playing word games.

“Was this done for partisan reasons? Was it done for race? Or is partisanship the vehicle to cloak your racial animus and the outcomes that you’re pursuing?” he asked.

In Missouri, the NAACP has sued in state court under the rules controlling when the governor can call a special session. Essentially, it argues Kehoe faced no extenuating circumstance justifying a redistricting session, typically held once a decade after the federal census.

Saundra Powell, a 77-year-old retired teacher, framed the redistricting effort as backsliding.

She recalls as a first-grader not being able to attend the all-white school three blocks from her home. She changed schools only after the Supreme Court declared segregated schools unconstitutional in 1954.

“It seems worse 1758147903 than what it was,” Powell said.

Column: Biden was supposed to be a bridge. He became a roadblock

From the outside looking in, Gov. Gavin Newsom unofficially announced he was running for president on Thursday, March 30, 2023, the day he transferred $10 million from his state campaign funds to launch his PAC, Campaign for Democracy, along with a nationwide tour. Newsom unofficially suspended his campaign a month later, on April 25, the day President Biden announced he was seeking reelection.

This timeline is important when it comes to talking about Kamala Harris. Newsom, like Harris, has been in the wings for years as part of the next generation of Democratic national leaders — and, like Harris, he was ready for the spotlight when Biden decided to stick around instead.

The title of Harris’ upcoming book, “107 Days,” is in reference to the amount of time she had to launch a campaign, write policy, secure the nomination and fundraise after Biden bowed out in the summer of 2024. An excerpt from the memoir titled “The Constant Battle” was published this week in the Atlantic. In it, Harris suggests some of the foes she was battling during her time in the White House were Biden loyalists who did not want to see her succeed as vice president.

It’s a rather scathing critique given the stakes of the 2024 election. The excerpt in its entirety is an uncomfortable glimpse into one of the most chaotic moments in American politics. Unsurprisingly there have already been reports of pushback from former Biden aides with one being quoted as saying: “No one wants to hear your pity party.”

Which is why it is important to remember the timeline.

In March 2020, while campaigning in Detroit, a 77-year-old Biden stood next to Harris, Sen. Cory Booker of New Jersey and Michigan Gov. Gretchen Whitmer and told his party that he viewed himself “as a bridge, not as anything else,” adding: “There’s an entire generation of leaders you saw stand behind me. They are the future of this country.” Recognizing his age was a concern for voters back then, the message Biden sent that day suggested he was running for only one term.

And then more than three years later, Biden changed his mind and his message. In doing so, he did not just go back on a campaign promise, he prevented the future of his party — like Newsom, Whitmer, Booker and Harris — from making a case for themselves in a normal primary.

That’s why the book is called “107 Days.” That’s how much time he gave his would-be successor to win the presidency.

Biden was a tremendous public servant whose leadership steered this nation out of a dark time. He also was conspicuously old when he ran for president and considered a short-timer. The first woman to be elected vice president didn’t decide to run for the top job at the last minute. But Biden went back on his word in 2023 and drained all the energy out of his party. It was only after the disastrous debate performance of June 2024 that the whispers inside the Beltway about his ability to win finally became screams.

“Joe was already polling badly on the age issue, with roughly 75 percent of voters saying he was too old to be an effective president,” Harris writes. “Then he started taking on water for his perceived blank check to Benjamin Netanyahu in Gaza.”

That’s not slander against Biden; that’s the timeline. It may not be what some progressives want to read, but that does not mean the message or messenger is wrong.

Legend has it James Carville, key strategist for Bill Clinton’s 1992 presidential run, once went to a white board at the campaign’s headquarters in Arkansas and wrote three key messaging points for staffers. The catchiness and humor of one, “the economy, stupid,” elevated it above the other two: “change vs. more of the same” and “don’t forget health care.” Clinton’s victory would later cement “the economy, stupid” as one of the Democratic Party’s most enduring political quips — which is really too bad.

Because the whole point of Carville going to the white board in the first place wasn’t to come up with a memorable zinger, it was to remind staffers to stay on the course. The Democrats’ 2024 chances were endangered the day Biden changed direction by running for reelection, not when he stepped aside and Harris stood in the gap.

That’s not to suggest her campaign did everything right or Biden staying in for as long as he did was totally wrong. But there’s a lot to learn right now. Democrats are extremely unpopular. Perhaps instead of dismissing the account of the party’s most recent nominee, former Biden aides and other progressives should take in as much information as they possibly can and consider it constructive feedback.

In 2020, Biden had one message. In 2023, it was the opposite. I’m sure there are things to blame Harris for. Losing the 2024 election isn’t one of them.

Utah gerrymander struck down by judge in a win for voters

It’s been more than 60 years since Utah backed a Democrat for president. The state’s last Democratic U.S. senator left office nearly half a century ago and the last Utah Democrat to serve in the House lost his seat in 2020.

But, improbably enough, Utah has suddenly emerged as a rare Democratic bright spot in the red-vs.-blue redistricting wars.

Late last month, a judge tossed out the state’s slanted congressional lines and ordered Utah’s GOP-run Legislature to draw a new political map, ruling that lawmakers improperly thumbed their noses and overrode voters who created an independent redistricting commission to end gerrymandering.

It’s a welcome pushback against the growing pattern of lawmakers arrogantly ignoring voters and pursuing their preferred agenda. You don’t have to be a partisan to think that elections should matter and when voters express their will it should be honored.

Otherwise, what’s the point of holding elections?

Anyhow, redistricting. Did you ever dream you’d spend this much time thinking about the subject? Typically, it’s an arcane and extremely nerdy process that occurs once a decade, after the census, and mainly draws attention from a small priesthood of line-drawing experts and political obsessives.

Suddenly, everyone is fixated on congressional boundaries, for which we can thank our voraciously self-absorbed president.

Trump started the whole sorry gerrymandering business — voters and democracy be damned — by browbeating Texas into redrawing its congressional map to try to nab Republicans as many as five additional House seats in 2026. The paranoid president is looking to bolster his party ahead of a tough midterm election, when Democrats need to gain just three seats to win a House majority and attain some measure of control over Trump’s rogue regime.

California Gov. Gavin Newsom responded to Texas with a proposed Democratic gerrymander and perhaps you’re thinking, well, what about his attempted power grab? While your friendly columnist has deplored efforts to end-run the state’s voter-established redistricting commission, at least the matter is going on the ballot in a Nov. 4 special election, allowing the people to decide.

Meantime, the political race to the bottom continues.

Lawmakers in Republican-run Florida, Indiana, Missouri and Ohio may tear up their congressional maps in favor of partisan gerrymanders, and Democrats in Illinois and New York are being urged to do the same.

When all is said and done, 10 or so additional seats could be locked up by one party or the other, even before a single ballot is cast; this when the competitive congressional map nationwide has already shrunk to a postage stamp-sized historic low.

If you think that sort of pre-baked election and voter obsolescence is a good thing, you might consider switching your registration to Russia or China.

Utah, at least, offers a small ray of positivity.

In 2018, voters there narrowly approved Proposition 4, taking the map-drawing process away from self-interested lawmakers and creating an independent commission to handle redistricting. In 2021, the Republican-run Legislature chose to ignore voters, gutting the commission and passing a congressional map that allowed the GOP to easily win all four of Utah’s House seats.

The trick was slicing and dicing Democratic-leaning Salt Lake County, the state’s most populous and densely packed, and scattering its voters among four predominantly Republican districts.

“There’s always going to be someone who disagrees,” Carson Jorgensen, the chairman of the Utah Republican Party, said airily as lawmakers prepared to give voters their middle finger.

In July 2024, Utah’s five Supreme Court justices — all Republican appointees — found that the Legislature’s repeal and replacement of Proposition 4 was unconstitutional. The ruling kicked the case over to Salt Lake County District Judge Dianna Gibson, who on Aug. 25 rejected the partisan maps drawn by GOP lawmakers.

Cue the predictable outrage.

“Monday’s Court Order in Utah is absolutely Unconstitutional,” Trump bleated on social media. “How did such a wonderful Republican State like Utah, which I won in every Election, end up with so many Radical Left Judges?”

In Gibson’s case, the answer is her appointment by Gov. Gary R. Herbert, a Republican who would be considered a radical leftist in the same way a hot fudge sundae could be described as diet food.

Others offered the usual condemnation of “judicial activism,” which is political-speak for whenever a court decision doesn’t go your way.

“It’s a terrible day … for the rule of law,” lamented Utah’s Republican Sen. Mike Lee, who is apparently concerned with legal proprieties only insofar as they serve his party’s president and the GOP, having schemed with Trump allies in their failed attempt to overturn the 2020 election.

In a ruling last week rejecting lawmakers’ request to pause her decision, Gibson wrote that “Utah has an opportunity to be different.”

“While other states are currently redrawing their congressional maps to intentionally render some citizen votes meaningless, Utah could redesign its congressional plan with the intention to protect its citizens’ right to vote and to ensure that each citizen’s vote is meaningful.”

That’s true. Utah can not only be different from other states, as Gibson suggested.

It can be better.

Missouri takes up Trump’s redistricting effort in Republican push to win more U.S. House seats

Missouri lawmakers are meeting in a special session to redraw the state’s U.S. House districts as part of President Trump’s effort to bolster Republicans’ chances of retaining control of Congress in next year’s elections.

The special session called by Republican Gov. Mike Kehoe began Wednesday and will run at least a week.

Missouri is the third state to pursue the unusual task of mid-decade redistricting for partisan advantage. Republican-led Texas, prodded by Trump, was the first to take up redistricting with a new map aimed at helping Republicans pick up five more congressional seats.

But before Texas even completed its work, Democratic-led California already had fought back with its own redistricting plan designed to give Democrats a chance at winning five more seats. California’s plan still needs voter approval at a Nov. 4 election.

Other states could follow with their own redistricting efforts.

Nationally, Democrats need to gain three seats next year to take control of the House. Historically, the party of the president usually loses seats in the midterm congressional elections.

What is redistricting?

At the start of each decade, the Census Bureau collects population data that is used to allot the 435 U.S. House seats proportionally among states. States that grow relative to others may gain a House seat at the expense of states where populations stagnated or declined. Though some states may have their own restrictions, there is nothing nationally that prohibits states from redrawing districts in the middle of a decade.

In many states, congressional redistricting is done by state lawmakers, subject to approval by the governor. Some states have special commissions responsible for redistricting.

What is gerrymandering?

Partisan gerrymandering occurs when a political party in charge of the redistricting process draws voting district boundaries to its advantage.

One common method is for a majority party to draw a map that packs voters who support the opposing party into only a few districts, thus allowing the majority party to win a greater number of surrounding districts. Another common method is for the majority party to dilute the power of an opposing party’s voters by spreading them thinly among multiple districts.

The U.S. Supreme Court ruled in 2019 that federal courts have no authority to decide whether partisan gerrymandering goes too far. But it said state courts still can decide such cases under their own laws.

How could Missouri’s districts change?

Missouri currently is represented in the U.S. House by six Republicans and two Democrats. A revised map proposed by Kehoe would give Republicans a shot at winning seven seats in the 2026 elections.

It targets a Kansas City district, currently held by Democratic Rep. Emanuel Cleaver, by stretching it eastward into Republican-leaning rural areas. Meanwhile, other parts of Cleaver’s district would be split off and folded into heavily Republican districts currently represented by GOP Reps. Mark Alford and Sam Graves. Districts also would be realigned in the St. Louis area but with comparatively minor changes to the district held by Democratic Rep. Wesley Bell.

Republican lawmakers had considered a potential 7-1 map when originally drawing districts after the 2020 census. But the GOP majority opted against it because of concerns it could face legal challenges and create more competitive districts that could backfire in a poor election year by allowing Democrats to win up to three seats.

Could other states join the redistricting battle?

Mid-decade redistricting must occur in Ohio, according to its constitution, because Republicans there adopted congressional maps without sufficient bipartisan support. That could create an opening for Republicans to try to expand their 10-5 seat majority over Democrats.

A court in Utah has ordered the Republican-controlled Legislature to draw new congressional districts after ruling that lawmakers circumvented an independent redistricting commission established by voters to ensure districts don’t deliberately favor one party. A new map could help Democrats, because Republicans currently hold all four of the state’s U.S. House seats.

Other Republican-led states, such as Indiana and Florida, are considering redistricting at Trump’s urging. Officials in Democratic-led states, such as Illinois, Maryland and New York, also have talked of trying to counter the Republican push with their own revised maps.

What else is at stake in Missouri?

A special session agenda set by Kehoe also includes proposed changes to Missouri’s ballot measure process.

One key change would make it harder for citizen-initiated ballot measures to succeed. If approved by voters, Missouri’s constitution would be amended so that all future ballot initiatives would need not only a majority of the statewide vote but also a majority of the votes in each congressional district in order to pass.

If such a standard had been in place last year, an abortion-rights amendment to the state constitution would have failed. That measure narrowly passed statewide on the strength of “yes” votes in the Kansas City and St. Louis areas but failed in rural congressional districts.

Voters have spurned rich candidates for California governor, U.S. Senate

The rich, to paraphrase F. Scott Fitzgerald, are different. In California, they lose a lot of very expensive, very high-profile political races.

Over the past 50-plus years, a half-dozen fabulously wealthy men and women — William Matson Roth, Meg Whitman, Carly Fiorina among them — have clambered atop their hefty cash piles and, despite any significant political experience, tried to launch themselves into the office of governor or U.S. senator.

Every last one of them failed.

Others with at least some background in elected office — Michael Huffington, Jane Harman, Richard Riordan to name a few — sunk a goodly chunk of their fortunes and came up similarly short in their efforts to win one of California’s top two political posts.

That history is worth noting as the very-well-to-do Rick Caruso eyes a possible entry into the wide-open race to succeed Gavin Newsom. Caruso recently told my colleague Julia Wick he was “very seriously considering” both a gubernatorial run and a second try for Los Angeles mayor.

“I’m running down two parallel paths,” the billionaire developer said. “As we speak, there are teams very busy working on both of those paths.”

(Wealthy businessman Stephen J. Cloobeck, another political first-timer, has been campaigning for governor for months, spending liberally to little avail.)

There’s a common disclaimer in the field of investment — “past performance is no guarantee of future returns” — which certainly applies here.

Still, as waiting-for-Caruso replaces waiting-for-Kamala among political gossips, it’s worth asking whether there’s something — floating in the air, mixed in the water or soil — that has made California such an inhospitable place for so many lavishly monied candidates. Unlike, say, Illinois or New Jersey, which elected billionaire neophyte JB Pritzker and multimillionaire Frank Lautenberg, as, respectively, governor and U.S. senator.

Part of the reason could be the particular political climate.

“If you’re the rich outsider, you have to show up in an election cycle where people want the outsider,” said Rob Stutzman, a Republican strategist who worked for Meg Whitman’s failed 2010 gubernatorial campaign, which cost a cool $180 million.

(Yes, $180 million. The former tech CEO coughed up most of that sum at a time California’s median household income was about $61,000.)

All that lucre couldn’t override the prevailing sentiment among discontented voters who were ready, after nearly eight years of the uber-outsider Arnold Schwarzenegger, to embrace the tried-and-true experience of the reemergent Jerry Brown.

That said, there’s a lengthy enough record of futility to suggest more is at work than the changeable mood of a fickle electorate.

Garry South believes California voters are of two minds when it comes to super-rich candidates. In 1998, the Democratic strategist helped Lt. Gov. Gray Davis maneuver past two moneybags, billionaire former airline executive Al Checchi and Rep. Harman, to win the governor’s race. Four years later, South led Davis’ successful reelection campaign against another multimillionaire newcomer, William Simon Jr.

“Part of them kind of admires someone who went out and made a killing in our capitalistic society … and walked away filthy rich,” South said of voters’ dueling impulses. “But they also have a suspicion that, because of their wealth and because of the benefits that it confers on that person, they don’t really know how the average person lives.”

Call it an empathy gap.

Or, perhaps more aptly, an empathy canyon.

“If somebody has $150 million sitting around they can dump into a campaign for public office,” South said, channeling the skeptical sentiment, “what understanding do they have of my day-to-day life?”

Bill Carrick, a consultant for Harman’s 1998 campaign, agreed it’s incumbent on a rich candidate to “have something substantive to say and be able to articulate why you’re going to make people’s lives better.”

That’s no different than any other office-seeker. But unlike less affluent, more relatable candidates, a billionaire or multimillionaire has a much heavier burden convincing voters they know what they’re talking about and genuinely mean it.

Don Sipple, who helped elect Schwarzenegger governor in California’s 2003 recall election, said wealth often comes with a whiff of privilege and, even more off-putting, an air of entitlement. (To be clear, Schwarzenegger won and replaced Davis because he was Arnold Schwarzenegger, not because of his personal fortune.)

A lot of California’s failed rich candidates, Sipple said, appeared viable — especially to political insiders — “because of their money. And they really didn’t have anything to offer beyond that.”

“It’s the same as somebody who goes out and tries to earn a job,” he went on. “You never deserve it. You’ve got to out and work for it. And I think voters make the distinction.”

Of course, wealth confers certain advantages. Not least is easy access to the extraordinary sum it takes to become well-known in a place with more eligible voters — nearly 27 million, at last count — than the population of all but a handful of states.

California is physically immense, too, stretching approximately 800 miles from north to south, which makes costly advertising the only realistic way to communicate in a statewide top-of-the-ticket contest.

There’s another old aphorism about wealth, credited to the burlesque star and actress, Sophie Tucker. “I’ve been rich,” she famously said, “and I’ve been poor. Rich is better.”

That’s undeniably true, so far as it goes.

The singer and comedian never tried to be governor or a U.S. senator from California.

Trump to mandate voter I.D. through executive order

Aug. 31 (UPI) — President Donald Trump announced late Saturday that he would sign an executive order requiring voters to present identification when casting ballots.

“Voter ID must be part of every single vote. No exceptions!” Trump said on his Truth Social platform. “I will be doing an executive order to that end! Also, no mail-in voting, except for those that are very ill, and the far away military. Use paper ballots only!”

The president did not provide any further details about the planned executive order, which comes amid his push to influence how elections are carried out in the United States. Trump has long claimed without evidence that voter fraud cost him the 2020 presidential election.

This is not Trump’s first foray into voter ID via executive order. In March, he signed a similar mandate requiring documentary proof of citizenship, such as passports or government-issued IDs, for voter registration in federal elections.

At the time, a White House fact sheet described the executive order as a way “to protect the integrity of American elections.”

“There are other steps that we will be taking in the coming weeks and we think we’ll be able to end up getting fair elections,” Trump hinted at the time. “This country is so sick because of the elections, the fake elections and the bad elections and we’re going to straighten it out one way or the other.”

But that order encountered immediate backlash, with critics characterizing it as a modern-day poll tax, arguing that many Americans lack the required documents, and warning it would disenfranchise low-income, elderly and marginalized voters.

A federal court later blocked the order’s documentary proof-of-citizenship requirement for federal voter registration forms, citing constitutional overreach.

Similarly, California Secretary of State Shirley Weber and others have vocally opposed nationwide voter ID mandates, viewing them as attempts to undermine progressive state-level voting reforms and restrict access to the ballot box.

It is expected that the latest executive order will also be widely and swiftly challenged ahead of the midterm elections in November 2026.

The Democrats are in ‘shambles.’ Here’s how that could change

The Democratic Party’s standing in public opinion polls has sunk to its lowest point in more than 30 years. Many of the party’s own voters think their leaders aren’t fighting hard enough against President Trump. In one survey, the words they used most often were “weak” and “tepid.”

“The party is in shambles,” said James Carville, the political strategist who helped Bill Clinton win the White House after a similar bout of disarray a generation ago.

And yet, in recent weeks, the beleaguered party has begun to exhibit signs of life.

Its brand is still unpopular, but its chances of winning next year’s congressional elections appear to be growing; in recent polls, the share of voters saying they plan to vote Democratic has reached a roughly 5% lead over the GOP. Potential presidential candidates, led by California Gov. Gavin Newsom and Illinois Gov. J.B. Pritzker, are competing noisily for the title of fiercest Trump-fighter. And they have an ace in the hole: As unloved as the Democratic Party is, Trump is increasingly unpopular, too, with an approval rating sagging to 40% or below in some polls.

“There’s no requirement that people love the Democratic Party in order to vote for it,” Republican pollster Patrick Ruffini said last week. “In an era of negative partisanship, people are motivated to vote more by dislike of the other party than by love for their own.”

So Carville, despite his diagnosis of “shambles,” thinks things are looking up in the long run.

“The Democratic Party’s present looks pretty bad, but I think its future looks pretty good,” he said. “I think we’re going to be fine.”

He cited several straws in the wind: the Democrats’ new energy as they campaign against Trump; the encouraging poll numbers on next year’s congressional elections; and an impressive bench of up-and-coming leaders.

“The talent level in the current Democratic Party is the highest I’ve ever seen,” he said. “Whoever comes out on top of that competition is going to be a pretty strong candidate.”

But that nomination is three years away — and meanwhile, Democrats face daunting hurdles. For one, Trump has pressed Texas and other Republican-led states to redraw congressional maps to cement GOP control of the House of Representatives — an effort that could succeed despite Newsom’s attempt to counter it in California.

The Democrats, by comparison, remain leaderless and divided — arguing over the lessons of their 2024 defeat and debating how to regain their lost support among working-class and minority voters.

In a historical sense, the party is going through a familiar ordeal: the struggle a party normally faces after losing an election.

So Carville and other strategists have sketched out variations of what you might call a three-step recovery plan: First, get out of Washington and rally public opposition to Trump. Second, focus their message on “kitchen table issues,” mainly voters’ concerns over rising prices and a seemingly sluggish economy. Third, organize to win House and Senate elections next year.

“We have to do well in 2026 to demonstrate we’re not so toxic that people won’t vote for us anymore,” said Doug Sosnik, another former Clinton aide.

They’re arguing over the lessons of defeat and debating how to regain lost support among working-class and minority voters.

In battling Trump, they say they’ve found a starting point.

“We’ve found our footing. We’ve gone on the offensive,” argued Rep. Ro Khanna (D-Fremont), who spent most of the summer campaigning across the country. “Trump’s cuts to Medicaid and tax breaks for billionaires have given us a message we can unite around.”

They still have plenty of differences over specific policies — but a spirited debate, some say, is exactly what the party needs.

“The most important task of the Democratic Party is to organize … the most robust debate Democrats have had in a generation,” said William A. Galston of the Brookings Institution, a former Clinton aide who argues that the party needs to move to the center.

Here’s what most Democratic leaders agree on: They’ve heard their voters’ demands for a more vigorous fight against Trump. They agree that they need to reconnect with working-class voters who don’t believe the party really cares about them. They need to cast themselves as a party of change, not the status quo. And they need to begin by regaining control of the House of Representatives next year.

Most Democrats also agree that they need to focus on a positive message on economic issues such as the cost of living — to use this year’s buzzword, “affordability.”

But they differ on the specifics.

Progressives like Sen. Bernie Sanders (I-Vt.) and Rep. Alexandria Ocasio-Cortez (D-N.Y.) have focused on “fighting oligarchy,” including higher taxes on the wealthy and government-run health insurance.

Khanna, a Silicon Valley progressive, is campaigning for a program he calls “economic patriotism” — essentially, industrial policies to spur investments in strategic sectors.

Sen. Ruben Gallego of Arizona, a blunt-spoken populist, wants to make capitalism do more for ordinary workers. “Every Latino man wants a big-ass truck,” he said in an interview with the New York Times. “We’re afraid of saying, like, ‘Hey, let’s help you get a job so you can become rich.’”

And from the party’s centrist wing, former Obama Chief of Staff Rahm Emanuel describes his program as “build, baby, build,” arguing that Democrats should focus on making housing affordable and expanding technical and vocational education.

A sharper debate has opened over social and cultural issues: Should Democrats break with the identity politics — the stuff Republicans deride as “woke” — that animates much of their progressive wing? Moderate Democrats argue that “wokeness” has alienated voters in the center and made it impossible to win presidential elections.

“I think there’s a perception that Democrats became so focused on identity that we no longer had a message that could actually speak to people across the board,” former Transportation Secretary Pete Buttigieg told NPR last month.

The controversy over transgender women and girls in women’s sports has become an early test. Newsom, Buttigieg and Emanuel have broken with the left, arguing that there’s a case for barring transgender women from competition. “It is an issue of fairness,” Newsom said on his podcast in March.

Their statements prompted fierce backlash from LGBTQ+ rights advocates. “I’m now going to go into a witness protection plan,” Emanuel joked in an interview with conservative podcaster Megyn Kelly in July.

Other Democrats have tread more cautiously. “We need to make a compelling economic vision … our first, second and third priority,” Khanna said. Meanwhile, be said, “we can stay true to our values.”

Democratic National Committee Chair Ken Martin was blunter. “We have to stand up for every LGBTQ kid and their family who want to play sports like any other kid,” he said last week.

Those battles will play out over the long campaign, already in its first stirrings, for the next presidential nomination — the traditional way American political parties settle on a single message.

“It takes time for a party to get up off the mat,” acknowledged Sosnik, the former Clinton strategist. “We didn’t get here overnight. We’re not going to get out of it overnight.”

US president is seeking to overhaul country’s electoral system, falsely claiming his 2020 loss was a result of fraud.

United States President Donald Trump has announced plans to sign an executive order requiring voter identification from every voter.

“Voter I.D. Must Be Part of Every Single Vote. NO EXCEPTIONS! I Will Be Doing An Executive Order To That End!!!,” Trump said on his Truth Social platform on Saturday.

“Also, No Mail-In Voting, Except For Those That Are Very Ill, And The Far Away Military,” he added.

The announcement comes as Trump seeks to overhaul the electoral system in the US over false claims that his 2020 loss to Democratic President Joe Biden was the result of widespread fraud.

The president and his Republican allies also have made baseless claims about widespread voting by non-citizens, which is illegal and rarely occurs.

For years, he has called for the end of electronic voting machines, pushing instead for the use of paper ballots and hand counts, a process that election officials say is time-consuming, costly and far less accurate than machine counting.

In March this year, Trump signed a sweeping executive order that included requirements for documentary proof of citizenship to vote in federal elections and for all ballots to be received by Election Day.

A judge in April blocked parts of that order, including the proof-of-citizenship requirement, saying that the US Constitution gives the power to regulate federal elections to states and Congress – not the president.

Trump, meanwhile, pledged to also issue an executive order to end the use of mail-in ballots and voting machines ahead of the 2026 midterm elections.

The November 3, 2026, elections will be the first nationwide referendum on Trump’s domestic and foreign policies since he returned to power in January. Democrats will be seeking to break the Republicans’ grip on both the House of Representatives and the Senate to block Trump’s domestic agenda.

Missouri’s Republican governor orders redraw of U.S. House districts as redistricting fight expands

Republican Gov. Mike Kehoe is calling Missouri lawmakers into a special session to redraw the state’s U.S. House districts as part of a growing national battle between Republicans and Democrats seeking an edge in next year’s congressional elections.

Kehoe’s announcement Friday comes just hours after Texas GOP Gov. Greg Abbott signed into law a new congressional voting map designed to help Republicans gain five more seats in the 2026 midterm elections. It marked a win for President Trump, who has been urging Republican-led states to reshape district lines to give the party a better shot at retaining control of the House.

Missouri would become the third state to pursue an unusual mid-decade redistricting for partisan advantage. Republican-led Texas took up the task first but was quickly countered by Democratic-led California.

Kehoe scheduled Missouri’s special session to begin Sept. 3.

Missouri is represented in the U.S. House by six Republicans and two Democrats — Reps. Wesley Bell in St. Louis and Emanuel Cleaver in Kansas City. Republicans hope to gain one more seat by reshaping Cleaver’s district to stretch further from Kansas City into suburban or rural areas that lean more Republican.

Some Republicans had pushed for a map that could give them a 7-1 edge when redrawing districts after the 2020 census. But the GOP legislative majority ultimately opted against it. Some feared the more aggressive plan could be susceptible to a legal challenge and could backfire in a poor election year for Republicans by creating more competitive districts that could allow Democrats to win three seats.

Republicans won a 220-215 House majority over Democrats in 2024, an outcome that aligned almost perfectly with the share of the vote won by the two parties in districts across the U.S., according to a recent Associated Press analysis. Although the overall outcome was close to neutral, the AP’s analysis shows that Democrats and Republicans each benefited from advantages in particular states stemming from the way districts were drawn.

Democrats would need to net three seats in next year’s election to take control of the chamber. The incumbent president’s party tends to lose seats in the midterm elections, as was the case for Trump in 2018, when Democrats won control of the House and subsequently launched investigations of Trump.

Seeking to avoid a similar situation in his second term, Trump has urged Republican-led states to fortify their congressional seats.

In Texas, Republicans already hold 25 of the 38 congressional seats.

“Texas is now more red in the United States Congress,” Abbott said in a video he posted on X of him signing the legislation.

In response to the Texas efforts, Democratic California Gov. Gavin Newsom approved a November statewide election on a revised U.S. House map that gives Democrats there a chance of winning five additional seats. Democrats already hold 43 of California’s 52 congressional seats.

Newsom, who has emerged as a leading adversary of Trump on redistricting and other issues, tauntingly labeled Abbott on X as the president’s “#1 lapdog” following the signing.

Voting rights groups filed a lawsuit this week ahead of Abbott’s signing the bill, saying the new map weakens the electoral influence of Black voters. Texas Democrats have also vowed to challenge the new map in court.

The redistricting battle could spread to other states. Republicans could seek to squeeze more seats out of Ohio, where the state constitution requires districts to be redrawn before the 2026 elections.

Republican officials in Florida, Indiana and elsewhere also are considering revising their U.S. House districts, as are Democratic officials in Illinois, Maryland and New York.

In Utah, a judge recently ordered the Republican-led Legislature to draw new congressional districts after finding that lawmakers had weakened and ignored an independent commission established by voters to prevent partisan gerrymandering. Republicans have won all four of Utah’s congressional seats under the map approved by lawmakers in 2021.

California special-election TV ads expected to launch Tuesday

Millions of dollars worth of political TV ads are expected to start airing Tuesday in an effort to sway Californians on a November ballot measure seeking to send more Democrats to Congress and counter President Trump and the GOP agenda, according to television airtime purchases.

The special-election ballot measure — Prop. 50 — will likely shape control of the U.S. House of Representatives and determine the fate of many of Trump’s far-right policies.

The opposition to the rare California mid-decade redistricting has booked more than $10 million of airtime for ads between Tuesday and Sept. 23 in media markets across the state, according to media buyers who are not affiliated with either campaign. Supporters of the effort have bought at least $2 million in ads starting on Tuesday, a number expected to grow exponentially as they are aggressively trying to secure time in coming weeks on broadcast and cable television.

“This early start is a bit stealthy on the part of the no side, but has been used as a ploy in past campaigns to try to show strength early and gain advantage by forcing the opposing side to play catch up,” said Sheri Sadler, a veteran Democratic political media operative who is not working for either campaign. “This promises to be an expensive campaign for a special election, especially starting so early.”

Millions of dollars have already flowed into the nascent campaigns sparring over the Nov. 4 special-election ballot measure that asks voters to set aside the congressional boundaries drawn in 2021 by California’s independent redistricting commission. The panel was created by the state’s voters in 2010 to stop gerrymandering and incumbent protection by both major political parties.

The campaign will be a sprint — glossy multi-page mailers arrived in Californians’ mailboxes before the state Legislature voted in late August to call the special election. Voters will begin receiving mail ballots in early October.

Redistricting, typically an esoteric process that takes place once a decade following the U.S. Census, is receiving an unusual level of attention because of partisan efforts to tilt control of Congress in next year’s midterm election. Republicans have a narrow edge in the U.S. House of Representatives, but the party that wins control of the White House often loses congressional seats in the following election.

Earlier this summer, Trump asked Texas Gov. Greg Abbott to redraw his state’s congressional districts to add five GOP members to the House, setting off a redistricting arms race across the nation. California Gov. Gavin Newsom launched a campaign to redraw the state’s congressional districts in an effort to boost the number of Democrats in Congress, negating the Texas gains for Republicans, but it must be approved by voters.

The coalition opposing the effort is an intriguing mix: former Republican Gov. Arnold Schwarzenegger, wealthy Republican donor Charles Munger Jr., former GOP House Speaker Kevin McCarthy of Bakersfield, Assemblyman Alex Lee (D-San Jose), the chair of the Legislative Progressive Caucus, and Gloria Chun Hoo, president of the League of Women Voters of California.

Many partisans — in both political parties — opposed independent redistricting when it was championed by Schwarzenegger and Munger in 2010.

Jessica Millan Patterson, the former state GOP chairwoman who is leading McCarthy’s effort to oppose new congressional boundaries, demurred when asked about the dissonance. Voters, she said, made their choice clear at the ballot box about their preference to have an independent commission draw congressional districts rather than Sacramento politicians.

“The people of California have spoken,” she said, adding that most voters agree that an independent commission is preferable to partisan politicians drawing districts.

The “Stop Sacramento’s Power Grab” committee that Patterson leads plans to focus on conservative and right-of-center voters, and will be well-funded, she said.

McCarthy was a prodigious fundraiser while in Congress and his long-time friend, major GOP fundraiser Jeff Miller, is raising money to oppose the ballot measure.

Schwarzenegger is not part of the McCarthy effort, instead backing the good-government message of the Munger team. Patterson argues that anything the former governor does only brings more attention to their shared goal, even if he isn’t part of their effort.

“Gov. Schwarzenegger is Gov. Schwarzenegger,” Patterson said, pointing to an X post of the global celebrity wearing a T-shirt that said “Terminate Gerrymandering” while working out on Aug. 15. “He is a celebrity, a box-office guy. He’s going to make sure reasonable people know that we don’t want to put this power back in Sacramento. He will bring the glitz and glamour, like he always does.”

Schwarzenegger has long championed political reform. During his final year as governor, he prioritized the ballot measure that created independent congressional redistricting. Since leaving office, he made good governance a priority at his institute at the University of Southern California and campaigned for independent redistricting across the nation.

“Here are some of the things that are more popular than Congress: hemorrhoids, Nickelback, traffic jams, cockroaches, root canals, colonoscopies, herpes,” Schwarzenegger said in a 2017 Facebook video. “Even herpes, they couldn’t beat herpes in the polls.”

The former governor is reportedly backing the effort by Munger, the son of a billionaire, who bankrolled the ballot measure that created independent congressional redistricting in 2010. Munger has donated more than $10 million to an effort opposing the November ballot measure; the organization he funded has booked more than $10 million in television spots through Sept. 23.

“These ads are the start of our campaign’s effort to communicate directly with voters about the dangers of allowing politicians to choose their voters and abandoning our gold standard citizen-led redistricting process,” said Amy Thoma, a spokesperson for the Munger-backed Voters First Coalition.

Supporters of the effort to redraw the districts argued that Republicans are trying to cement GOP control of the nation’s policies.

“Trump cronies … are spending big to defeat [Prop.] 50 and help Trump rig the 2026 election before a single person [has] voted,” said Hannah Milgrom, a spokesperson for the campaign. “They are spending big — and early — to trick California voters into allowing Trump to keep total control over the federal government for two more years.“

California Democrats and Republicans agree on one thing: They support UC, poll shows

Republican and Democratic voters share common ground when it comes to the University of California: Both sides express widespread support for UC, its research, medical centers and ability to elevate the lives of students, a statewide poll shows.

Strong majorities of registered voters across demographic groups — urban and rural, racial, education levels — said UC research was good for their communities, including 62% of Californians with only high school diplomas. Voters in their 20s have the most favorable view of research.

The survey results, from the nonpartisan UC Berkeley Institute of Governmental Studies, come as the university system faces major battles with the Trump administration over deep research funding cuts and President Trump’s demand of a $1-billion fine to resolve federal charges of antisemitism at UCLA.

“In an era where the benefits of public higher education are being questioned, the polling results suggest that California’s residents see the value in a UC education and recognize the many different ways the UC system contributes positively to the state,” said G. Cristina Mora, the institute’s co-director .

For months, the University of California has been enveloped in the nationwide drive by Trump to reshape higher education, which he sees as a bastion of liberalism hostile to conservative thinking. The 10-campus UC system has faced hundreds of millions of dollars in cuts to federal research support that the Trump administration derided as wasteful spending. Last month federal officials suspended more than half a billion dollars in medical study grants to UCLA. Negotiations with the federal government to restore the grants are ongoing.

The Berkeley poll of 6,474 registered California voters showed a more nuanced political picture between Democrats and Republicans against the backdrop of White House invective that accuses selective universities of being hotbeds of race- and gender-based discrimination rooted in diversity, equity and inclusion movements that Trump says don’t match the will of the American people.

UCLA, UC Berkeley and UC Irvine have been accused by the Trump administration of illegally using race in admissions. The entire UC system is also under federal investigation for allegations that it has discriminated against Jewish employees and practiced sex- and race-based hiring discrimination.

Berkeley pollsters found strongest support for UC from Democrats, people with college degrees and state residents who are not white.

But majorities of Republicans also showed support for UC across the board:

  • 58% of Republicans agreed or strongly agreed that UC “produces important research that benefits communities in California,” compared with 78% of Democrats.
  • 75% of Republicans agreed or strongly agreed that UC academic health centers, such as UCLA Health, are “important to the communities they serve,” while 80% of Democrats said the same.
  • 54% of Republicans agreed or strongly agreed that the UC system is “important for helping students to get ahead.” Among Democrats, 74% gave the same responses.

Mora said it was “surprising” that Californians appeared to know enough about UC research to support it.

“Usually, you may think of the UC system as one about teaching and giving degrees. But there was strong approval of research and medical centers.”

The university has six academic health centers and, in Los Angeles County alone, more than a dozen UCLA Health locations. Mora, a UC Berkeley sociology professor, said she thought people’s personal experiences with UC doctors in local communities may have contributed to positive views of UC health programs throughout the state.

IGS co-director Eric Schickler said the data were starkly different from national surveys on higher education.

“If you look at national polling, the story is pretty clear: Republican confidence in higher education has gone down a lot and there’s even some erosion among Democrats in terms of confidence or approval,” said Schickler, a UC Berkeley political science professor. “What you are seeing in California is very strong support in despite those trends.”

One prompt that showed a large gulf between the parties was on taxpayer funding for UC.

Asked whether California should give more or less money to the system, 74% of Democrats said UC should get more. Only 30% of Republicans agreed. UC gets about 9% of its budget from the state, a percentage that has declined over the years amid state budget crunches and payment deferrals.

The institute did not ask Californians about Trump or his education agenda. Instead, the questions were framed in apolitical terms focused on how respondents valued different parts of the UC experience.

Schickler said the Institute of Governmental Studies, while contained within a UC campus, does not take sides in the current political conflict over colleges and universities.

“Our philosophy has always been that the IGS poll is a nonpartisan poll,” he said. “The sample and survey has the same process as any survey we do. This is not a survey UC asked us to do.”

The poll also asked whether Californians would tell a close friend who was admitted to a UC school to enroll or not. In total, 70% of respondents said they would advise enrolling. However, there was a political split: 82% of Democrats said they would share such advice, compared with 51% of Republicans.

Researchers conducted most of the polling in early June, months into cutbacks to U.S. campus grants from the National Institutes of Health, National Science Foundation and other federal agencies as the government curtailed research into racially diverse groups as well as LGBTQ+ populations, among other areas.

The surveying largely took place before the Trump administration’s conflict with UC came to a head this month, when the White House demanded $1 billion and sweeping campus changes to restore more than $500 million in research grants at UCLA.

Pollsters asked an additional question in mid-August to a separate set of 4,950 voters who were UC degree recipients. That survey took place after Trump’s latest cuts to UCLA.

It asked UC degree holders whether, “considering the costs of getting your degree from a UC school versus the benefits to you personally, in your opinion was getting your degree worth it or not?”

In response, 82% of Democrats said a UC degree was worth the money, compared with 64% of Republicans.

Padilla sidesteps questions about a possible run for governor

U.S. Sen. Alex Padilla (D-Calif.) on Wednesday brushed aside questions about whether he might jump into California’s 2026 governor’s race, but declined to rule out the idea.

Padilla instead said he was wholly focused on promoting the special election in November when voters will be asked to redraw California’s congressional districts to counter efforts by President Trump and other GOP leaders to keep Republicans in control of Congress.

“I’m focused and I’d encourage everybody to focus on this Nov. 4 special election,” Padilla said during an interview at a political summit in Sacramento sponsored by Politico.

The 52-year-old added that the effort to redraw congressional districts, championed by Gov. Gavin Newsom in response to similar efforts in GOP-led states, is not solely about the arcane process known as redistricting.

“My Republican colleagues and especially the White House know how unpopular and damaging what they’re doing is, from gutting Medicare, nutrition assistance programs, really all these other areas of budget cuts to underwrite tax breaks for billionaires,” Padilla said. “So their only hope of staying in power beyond next November is to rig the system.”

In recent days, Padilla’s name has emerged as a possible candidate to replace Newsom, who cannot run for another term. The field is unsettled, with independent polling conducted after former Vice President Kamala Harris opted not to run for governor showing large numbers of voters are undecided and with no clear front-runner.

Padilla pointed to his more than quarter-century history of serving Californians at every level of government when asked what might be appealing about the job.

“I love California, right?” he said. “And I’ve had the privilege and the honor of serving in so many different capacities.”

In 1999, the then-26-year-old was elected to Los Angeles City Council. At the time, the Massachusetts Institute of Technology grad still lived with his parents — a Mexican-born housekeeper and a short-order cook — in Pacoima.

Padilla continued his steady climb through the state’s political ranks in the decades that followed, serving in the state Senate and as California secretary of state. Newsom appointed him to fill Harris’ Senate seat in 2020, making him the first Latino to represent California in the Senate, and Padilla was elected to fill a full term in 2022. His current Senate term doesn’t end until 2029, meaning he wouldn’t have to risk his seat to run for governor.

How each of the proposed California congressional districts could change

Gov. Gavin Newsom spearheaded a bold overhaul of California’s congressional map, a move that could dramatically shift the state’s political landscape.

A Times analysis of recent election results found the redistricting effort, which will go to voters on Nov. 4 as Proposition 50, could turn 41 Democratic-leaning congressional districts into 47. Democrats currently hold 215 seats in the House, while Republicans control 220. If California voters approve the new map, the shift could be enough to threaten the GOP’s narrow majority.

Newsom’s plan was pushed by state and national Democratic leaders, following a move by Texas to approve its own maps that could give the GOP five more House seats. There’s also a push by the Republican-led states to redraw their lines before the 2026 midterm elections to help the Republicans remain in control. The governor’s plan was approved by the state Legislature last week and now goes to the voters in a November special election. This week California Republicans filed a lawsuit with the state Supreme Court to block the ballot measure.

To get a sense of how the proposed maps might alter the balance of power in Congress, The Times used results from the 2024 presidential election to calculate the margin of victory between Democrats and Republicans in the redrawn districts.

In some cases, districts were split apart and stitched together with more liberal areas. In one area, lines have been redrawn with no overlap at all with their current boundary. As a result, four formerly Republican-leaning swing districts would tilt slightly Democratic, while two others would shift more heavily toward the left. Four out of the five remaining Republican strongholds would become even darker red under the proposed map.

1st District: Rep. Doug LaMalfa (R-Richvale)

Under the proposed changes, the district would shift from a GOP-leaning area to a Democratic-leaning area.

In its current form, California’s 1st Congressional District sweeps south from the Oregon border almost to Sacramento. For the last 12 years, it has been represented by Republican Rep. Doug LaMalfa, who won reelection last November with nearly two-thirds of the vote.

But under the proposed map, that district is split in two. The new 1st District would run inland from Santa Rosa through Chico to the Nevada border. The redrawn 2nd District would follow the north coast from Marin County and the border with Oregon. It would also include deep red Shasta County.

The Times analysis found the proposed 1st District experienced the largest Democratic shift, among all the districts that flipped from red to blue, moving from a 25-point advantage for Trump to a 12-point advantage for Harris. That gain was made possible in part by pulling in more Democratic-leaning areas from the 2nd District, making it slightly less blue.

3rd District: Rep. Kevin Kiley (R-Rocklin)

The proposed district dips into blue Sacramento, flipping the district from red to blue.

Rep. Kevin Kiley has represented the 3rd District since 2022. But he would face an uphill battle to keep the seat on the redistricted map. The new lines lop off the conservative-leaning Eastern Sierra and instead pulls in Democratic voters from Sacramento.

In the 2024 presidential election, the current 3rd District backed Trump by 4 points. Under Newsom’s proposed map, that same area would have gone for Harris by 10 points, creating a 14-point swing that transforms the district from purple to solidly blue.

Kiley, whose district is targeted for elimination under Newsom’s plan, has called for a ban on all mid-decade congressional redistricting. The 3rd District’s boundaries are significantly reduced in the new map, and shifting demographics, including growth in the Asian American population, could further tilt the seat away from Republicans.

41st District: Rep. Ken Calvert (R-Corona)

The current 41st District will move completely.

Rep. Ken Calvert’s 41st District, long centered in the competitive western Inland Empire, would be eliminated and completely redrawn in Los Angeles County. The district would transform from a swinging GOP-leaning seat into one where Democrats would hold a 14-point advantage.

Parts of the new 41st would be carved out of the current 38th District, represented by Democrat Linda Sánchez. That change shifts some of Sánchez’s Democratic base into the new 41st district, making it more favorable to Democrats while leaving the 38th slightly less blue.

The proposed boundary for District 41 includes parts of District 38.

At the same time, the Hispanic share of the population would rise, further bolstering the Democrat‘s strength in the proposed district. The new 41st seat would become a majority-minority district. The redistricting proposal includes 16 majority-minority districts; the same number as the current map except for swapping the 41st District for the 42nd.

A section of the current 41st district would be added to Rep. Young Kim’s 40th District. The reshaped 40th District would move 9.7 points to the right — the biggest rightward shift among Republican-held districts.

48th District: Rep. Darrell Issa (R-Bonsall)

Under the proposed changes, 32% of the citizens of voting age in this district would be Latino, an increase from 24% currently. This district now includes Palm Springs.

The 48th District, a Republican stronghold represented by Darrell Issa, carried a 15-point GOP margin of victory under the current map. But the proposed lines would shift voters into San Diego County, giving Democrats a new edge. The district’s demographics would also change, with a larger share of Hispanic voters. As a result, what had been a safe Republican seat would become a swing district, where Democrats would hold a narrow 3-point advantage. The proposed 48th District includes Palm Springs, a liberal patch that was previously in the 41st District.

Deepening blue

Beyond flipping Republican-leaning swing districts, another aim of the redistricting plan is to shore up vulnerable Democratic seats. Democrats have long fought to hold onto these coastal Orange County seats, eking out narrow wins. Rep. Derek Tran of Cypress unseated a Republican incumbent by just about 650 votes, while Rep. Dave Min of Costa Mesa survived last November with a margin of less than 3 percentage points. Asians are the largest minority currently in Districts 45 and 47.

Under the current map, Harris carried the 45th District by only 1.5 points and the 47th by 4 points. But in Newsom’s proposed map, those advantages widen to 4 and 10 points, respectively, transforming fragile footholds into far safer Democratic turf.

The new changes dilute the number of GOP voters in both Rep. David Valadao’s District 22 and Rep. Adam Gray’s District 13.
