Supreme Court denies Arizona’s bid to delay start of takeover of healthcare in state prisons

The U.S. Supreme Court has rejected Arizona’s eleventh-hour bid to block the upcoming start of a court-ordered takeover of healthcare operations in its prisons after the state was found to have provided constitutionally inadequate care to incarcerated people and dragged its feet for over a decade in making required improvements. Justice Elena Kagan denied the state’s request Thursday, leaving an outside corrections professional set to take over healthcare management for 25,000 incarcerated people on Oct. 19.

Arizona had asked the courts to delay the takeover while it appealed that decision and the appointment of former Ohio corrections director Annette Chambers-Smith to lead the effort. The state sought the delay from the Supreme Court after lower courts rejected by the request.

Over the past 14 years, Arizona has been dogged by complaints that its prison healthcare system was run shoddily and callously and that it repeatedly failed to improve a system found to have exposed prisoners to harm and preventable deaths.

Under a 2014 settlement, the state pledged to overhaul medical and healthcare services for prisoners but was soon accused of failing to make promised improvements. That led to more than $2 million in contempt-of-court fines and the eventual revocation of the agreement by U.S. District Judge Roslyn Silver, who said corrections officials had shown little interest in making required changes.

After a 2021 trial, Silver ruled against the state, issuing an injunction that required corrections authorities to address the constitutional violations. Earlier this year, she ordered the takeover after concluding the state hadn’t gotten a semblance of compliance with court-ordered changes and the U.S. Constitution after more than a decade of litigation. Silver found that prisoners remained exposed to grave threats of harm and suffering because of systematic deficiencies in their health care.

The Arizona Department of Corrections, Rehabilitation and Re-entry did not immediately respond to a request for comment on Thursday’s decision.

In a statement, Corene Kendrick, an American Civil Liberties Union attorney who represents prisoners in the lawsuit, applauded the court’s refusal to delay the takeover, also known as a receivership. She said Arizona fought accountability at every turn while prisoners suffered. “Today’s decision clears the way for a receiver to do what the state has failed to do for more than a decade,” Kendrick said.

In seeking a delay, Arizona’s attorneys said Silver adopted a drastic takeover remedy without first trying intermediate fixes to speed compliance. They also said the judge hadn’t given the corrections department enough time to continue making progress and argued that the official appointed to run healthcare operations wouldn’t be politically accountable. They said the agency is committed to improving health care in prisons, has made significant progress since 2023 and that the prisoners won’t suffer harm if the start of the takeover were delayed by a few months.

Lawyers for prisoners said the state was minimizing its noncompliance, disputed its claim it had not been given enough time to comply after 14 years of litigation and said Silver had already tried less-intrusive remedies. They also said the state’s proposal of a months-long delay in the takeover “grievously minimizes” the harm prisoners face from the state’s inability to provide adequate care.

Complaints about health care in Arizona’s prisons have spanned both Republican and Democratic administrations.

The lawsuit was filed in 2012 during Republican Gov. Jan Brewer’s administration and continued under Republican Gov. Doug Ducey, when both contempt fines against the state were issued. Under Ryan Thornell, the corrections director in Democratic Gov. Katie Hobbs administration, the department has complained that its progress in overhauling health care operations in recent years hasn’t been acknowledged.

The lawsuit over healthcare for incarcerated people covers Arizona’s nine state-run prisons but not the nearly 10,000 Arizona inmates held in private prisons.

Mirabai Chanu wins Asian Games silver as Ri breaks weightlifting record | Women

Ri Song-gum wins North Korea’s first gold at the games while Chanu finally clinches elusive Asian Games medal in Japan.

North Korean weightlifter Ri Song Gum has broken three world records en route to winning gold in the women’s 49kg (108lbs) competition, which saw India’s Mirabai Chanu win an elusive Asian Games medal by finishing second.

Ri gave North Korea its first gold of the games in Nagoya, Japan, on Wednesday, joining an elite club of four weightlifters who have won three Asian Games gold medals.

The 28-year-old hauled 94kg above her head in the opening snatch discipline – the first official segment of the competition where athletes lift a barbell from the floor to an overhead position in a single motion. The lift was 1kg heavier than the previous world record of 93kg.

Ri followed it up by breaking the world record twice in the 115kg clean and jerk – a two-part movement where a barbell is lifted from the floor to the shoulders and then pushed overhead. The 4ft-7in (139.7cm) weightlifter hoisted 116kg and 121kg above her head.

Ri’s total lift of 215kg obliterated the old world record total by 7kg.

She is the fourth lifter, and first woman, to win three Asian Games weightlifting golds and joined Iran’s Mohammad Nassiri (1966-74), South Korea’s Kim Tae-hyun (1990-98) and Iran’s Behdad Salimi (2010-18), who all won three gold medals. No athlete has won four weightlifting gold medals.

In the same category, India’s Chanu finally won an Asian Games medal at the third time of asking. She won a silver medal at the Tokyo Olympics in 2021.

The 32-year-old is India’s most decorated weightlifter, with three Commonwealth gold medals and a silver to her name, along with multiple global titles.

She lifted a total of 198kg after a snatch of 87kg and a clean and jerk of 111kg, while Indonesia’s Diana Tri Wijayana took bronze with a total of 191kg, comprising 88kg and 103kg.

Chanu’s silver also ended India’s 28-year wait for a weightlifting medal at the games since Karnam Malleswari won silver in 1998.

How a 1931 church became Silver Lake’s glamorous new Hotel Lucile

There’s a cross on the roof, stained glass in the windows and a choir loft upstairs, but this whitewashed three-level building near Sunset Boulevard in Silver Lake is no longer a house of worship.

It’s the Hotel Lucile, a 25-room boutique lodging that opens Sept. 14 with a restaurant and bar in the high-ceilinged sanctuary where churchgoers once gathered. This opening follows more than a decade of controversy and transformation, including a community debate, bankruptcy and the arrival of a new hotelier in 2020.

It also brings further energy to the Sunset Junction area, Silver Lake’s main, walkable hub, which is already home to stylish spots including the Silver Lake Farmers Market, Taiwanese restaurant Pine & Crane, sports bar 33 Taps and the Photobooth Museum.

The new hotelier is Los Angeles-based Casetta Group, which specializes in adapting older structures and has six properties in California and New Mexico, including the Surfrider Hotel in Malibu and Casa Cody in Palm Springs.

When guests arrive at Hotel Lucile, they will find many reminders that the building was constructed as Bethany Presbyterian Church in 1931. But those guests will also see plenty of updates, including 25 guest rooms in the space that once held a church school; a small pool (about 15 feet square); and a rotating display of more than 100 contemporary artworks (many for sale). The organ loft is now a meeting space. The choir loft is retooled as a zone for coffee and drinks. The rooftop is a lounge with downtown views.

After serving as a church for most of the 20th century under varying names, the building was informally adapted for multiple uses, including spells as an antique shop, filming location and the backdrop for interactive horror theater experience “Delusion.”

“The building has lived several lives,” Hotel Lucile general manager Anthony Gutierrez said in an email. “It has always been a place for people to gather.”

The establishment fell idle as developer Dana Hollister took over the lease and sought city permits to convert it into a hotel with alcohol and dancing. Despite opposition from many neighboring homeowners and businesses alarmed by possible traffic impacts, those permits were approved in 2014.

But Hollister declared bankruptcy in 2018 and sold her interest in the property in 2020. That’s when the Casetta Group took over Hollister’s long-term lease from the Presbytery of the Pacific, which owns the property.

This church-to-commerce transition isn’t entirely unique. Across the city and the country, declining attendance has idled many religious buildings, often leading to conversions. In DTLA, the restaurant and event space known as Redbird + Vibiana was previously St. Vibiana’s Cathedral, deconsecrated by the Catholic Church after suffering damages in the 1994 Northridge earthquake. In Beachwood Canyon, the Monastery of the Angels was built as a private mansion and rebuilt by the Catholic Church in 1948 as a monastery. In early 2026, Homeboy Industries bought it from the church and began remaking it into Home of the Angels, a “recovery campus” for people impacted by trauma, substance use disorders and involvement in the justice system.

More church conversions may follow, thanks to California law SB4, passed in 2023 to allow faith-based groups and nonprofit colleges to avoid some local restrictions when converting buildings into affordable housing.

Meanwhile, the Hotel Lucile begins a new chapter, retaining interior arches, masonry, woodwork details and a rooftop cross that the hotel will keep alight at night. (The old church bell, however, will remain silent.)

Because the hotel has no on-site parking, it will rely upon valets and street parking (already tight in the neighborhood) to accommodate the cars of overnight guests and restaurant diners.

The rates begin at $441 nightly, plus a $50 amenity fee. To start, management is offering a “locals rate” of 15% off for guests who can show a California state ID.

“We did preserve as much as we could of the original beams and stained glass,” said Laney Langenstein, who oversees strategy and marketing for Casetta. Though guest rooms have minibars (curated by Erewhon and other partners), Langenstein noted that hotel staffers will also push a martini cart that will “go through the hallways and see if anybody thinks it’s cocktail hour.”

The dinner-only restaurant, Sous Sous, will draw upon cooking traditions of southern France and the American South, seating up to about 120, with occasional live music on the room’s stage. A hotel cafe will be open to guests for breakfast and lunch.

The new look of the hotel was produced by Casetta Hotels and design firm Electric Bowery. Children are permitted at the hotel, but not encouraged by the layout. (Of 25 rooms, 24 have a single king bed and one has two queens. Most rooms have showers, not tubs. There is one suite, which has its own courtyard patio and fountain.)

With an eye to potential expansion later, hotel management has also bought up one of the three immediately neighboring properties.

Meanwhile, now that the hotel is about to open, feelings among neighbors are mixed.

“When they tried to get a permit for the hotel, we all went to speak against it. But they got the permit,” said Jin Chang, longtime owner of nearby Big Mac’s Liquor on Sunset. Now, Chang said, he’s neutral about the hotel opening and relieved that his mini-mall has its own parking lot.

“What’s the definition of progress?” asked VJ Kesh, a longtime neighborhood resident. “Is this hotel a reflection of Silver Lake? Hell, yes. So I’m in favor.”
