Coral reefs are experiencing bleaching events so frequently that they no longer have time to recover before the next one strikes, scientists have warned.
Global coral cover is now well below normal levels and at risk of irreversible decline, the Global Coral Reef Monitoring Network (GCRMN) said in a report released on Monday.

“If we give them enough time, they have the capacity to recover,” lead author Manuel Gonzalez Rivero said. “But we haven’t seen that amount of time being allowed. In fact, the frequency of those bleaching events has pretty much doubled.”
Bleaching occurs when corals expel the colourful algae living in their tissues. Without this algae, they become vulnerable to starvation and disease. Bleached coral are not dead, but they need time in cooler water to recover.
“We had 40 years of coral cover around the world that had remained relatively unchanged until 2010,” said Gonzalez Rivero, a scientist at the Australian Institute of Marine Science. “Since 2010, there has been a very steep change.”
The latest bleaching in 2023 was the most extensive on record, impacting 77 percent of the world’s coral reef areas.
Rivero warned that another such event is “very likely” this year given elevated temperatures globally.
Coral reefs are critical barometers for global ocean health, supporting more than 25 percent of all marine life despite covering less than 1 percent of the ocean floor.
The GCRMN’s warning came as organisers of the annual Pacific Islands Forum announced that at least five leaders of the 18-nation group will skip the group’s summit.
The forum has been touted for decades as a symbol of regional unity, and is used to discuss pressing matters facing Pacific states, including climate change and ocean health.
Nepal and China have paused rescue efforts for survivors of the devastating flash flood that hit the border region two days ago as a “barrier lake” formed during the disaster began to overflow.
Chinese rescue teams and vehicles were forced to pull back to safe ground, state broadcaster CCTV reported, as the risk of the lake bursting rose. Nepalese authorities also paused search operations for 90 minutes, an army officer confirmed.
The “barrier lake”, formed as Wednesday’s flash flood carried huge volumes of mud and debris down a steep valley, is threatening to unleash another huge and destructive wave.
In Nepal’s Rasuwa district, on the border with Tibet, residents were seen scrambling up hillsides to escape potential surges in the river level, according to the Reuters news agency.

The disaster unfolded as a glacier collapsed and sent a huge torrent of ice, water, rock, and mud down Himalayan river valleys, burying entire villages and destroying roads, bridges, and hydropower plants.
In its wake, leftover debris trapped water to form a barrier lake, a natural dam created when landslides block a river.
With water continuing to pour into the lake, the threat to downstream communities of another wave of flooding is rising.
China has deployed an engineering team to conduct aerial surveys and 3D modelling of the site. By Friday, the lake’s volume had swelled to more than 2.5 million cubic metres, up from the estimated 1.5 to 2 million cubic metres recorded just a day earlier.
Downstream in Nepal, officials received warnings that the lake had begun breaking its bank, according to Narendra Pariyar, the top administrator in the hard-hit Rasuwa district.
“We can see that the level of water in the river is rising,” he said, adding that the exact height of the surge remains unclear.
Relief supplies blocked
The death toll from the disaster has surpassed 470. On Friday, the Nepalese prime minister’s office reported 469 confirmed deaths, with 977 people still missing. About 1,550 people have been rescued.
Chinese authorities reported on Friday that the death toll in Tibet has now risen to at least five, with 558 missing.
Bishal Nath Upreti, president of the Nepal Centre for Disaster Management, told Al Jazeera that conditions are “extremely difficult” for those trapped in the disaster zone, as destroyed roads have left them completely cut off.
So far, about 800 people have been rescued by helicopter and 700 by land, with airlifts delivering vital aid to survivors.
Al Jazeera’s Katrina Yu, reporting from Beijing, said the number of missing is expected to rise. China has deployed about 500 military and paramilitary personnel and sent Premier Li Qiang to supervise operations on the ground, while Nepal has deployed 30,000 security personnel to search remote, cut-off valleys, she said.
More than 90,000 people are estimated to have been affected by disaster, the Red Cross said on Friday, adding that the delivery of relief supplies has been blocked by the overflowing lake.
“We’re of course very concerned about the secondary flood,” said David Fisher, head of delegation for the International Federation of Red Cross and Red Crescent Societies in Nepal.

Naivasha, Kenya – For communities living around Naivasha, water is not an abstract resource. It sustains families, livestock, farms and schools.
That reality has taken on new significance after plans for a major Microsoft-G42 data centre in Olkaria, near Lake Naivasha, stalled in May 2026 over concerns about available power capacity.
Microsoft and United Arab Emirates-based artificial intelligence company G42 announced the project in 2024 as part of a $1bn digital investment package for Kenya. The proposed facility was to run on geothermal energy and eventually scale to as much as 1 gigawatt of capacity.
The uncertainty has also prompted questions about what another major industrial user could mean for water in a region where residents already report shortages.
Microsoft and G42 said the proposed data centre campus would run entirely on renewable geothermal energy and incorporate water conservation technology. The companies did not disclose a project-specific water consumption figure in their 2024 announcement.
Kenya Electricity Generating Company (KenGen) communications director Frank David Ochieng told Al Jazeera that the data centre remains at the design stage and that he could not comment further until the project is ready to proceed.
For residents like Musa Olorkedienye, who spoke to Al Jazeera, water scarcity is already a daily concern. He says communities around Olkaria have seen changes in access to water, including the loss of reliable piped supplies that residents previously received from KenGen.
“Currently, we are relying on water vendors to get water, our animals are walking for kilometres, and we fear things could get worse as demand for water rises,” Olorkedienye says.
Pastoralist Isaac Leshishi, who also spoke to Al Jazeera, says increasingly harsh weather is adding to the pressure.
Why Olkaria?
The choice of Olkaria was closely tied to energy. The area is home to Kenya’s major geothermal operations, making it an attractive location for a power-intensive facility.

KenGen operates the Olkaria geothermal complex, while Microsoft and G42 planned to power the proposed data centre entirely with geothermal energy.
A lake under pressure
Naivasha is a freshwater lake in Kenya’s Rift Valley whose catchment supports agriculture, tourism, livestock and domestic water use. Its basin also hosts geothermal development and other economic activity.
Grace Kimani, a patrol leader with Lake Naivasha and Oloiden, told Al Jazeera that the reservoir is under growing pressure from population growth, agriculture, water abstraction, climate variability, pollution and ecosystem degradation.
“The planned Microsoft-G42 data centre in Olkaria could bring jobs and investment, but its water demand raises concerns about adding pressure to already competing needs, particularly during dry periods,” she said.
Kimani said there is limited public information about the project’s expected water demand, source and cooling technology. She said transparency and an assessment of its cumulative impact on water resources would be important.
She also called for water-efficient or water-free cooling, water recycling and the use of treated wastewater, as well as sustainable abstraction limits and community involvement in monitoring.

Silas Wanjala of the Lake Naivasha Riparian Association, who spoke to Al Jazeera, said the region is heavily dependent on groundwater and that declining water flows are adding to the pressure.
“These industries, especially EcoCloud, which deal with data, will consume a lot of water at a time when rivers are drying, and demand for water is on the rise,” Wanjala said.
Olkaria EcoCloud Data Centre is a local partner in the G42-led development. In 2024, the Kenya News Agency reported that G42, Microsoft and EcoCloud signed a letter of intent for the wider data-centre initiative, with EcoCloud described as a local partner that had previously signed a memorandum of understanding with G42.
Wanjala points to past fluctuations in Lake Naivasha as a warning.
“This lake in 2010 nearly dried up due to over-abstraction, and this could be repeated due to high demand for water by these investors in Olkaria,” he says.
His concern comes against a wider backdrop of water scarcity in Kenya. The Food and Agriculture Organization (FAO) of the United Nations says Kenya has about 527 cubic metres (527,000 litres) of freshwater available per person, below the 1,000-cubic-metre threshold for water scarcity, and estimates availability could fall to about 475 cubic metres per person by 2030.
The figures do not show what effect the proposed data centre would have on Lake Naivasha. They provide context, however, for why the prospect of another major water user is drawing scrutiny in a region where demand is already high.
How much water would it use?
The amount of water the proposed Microsoft-G42 facility itself would require remains unclear.
The project announcement provides no projected consumption figure.
Existing industrial use offers some context.
A KenGen environmental and social impact assessment records that 195,165 cubic metres of water were abstracted from Lake Naivasha in July 2023 for domestic and commercial uses at Olkaria and for operations and domestic use at Eburru.
Of that total, 153,918 cubic metres were used for commercial operations at Olkaria. The assessment records the abstraction as within Water Resources Authority (WRA) permitted levels.
Those figures relate to existing KenGen operations, not the proposed data centre.
For farmer Eskimos Kobia, who spoke to Al Jazeera, the potential competition extends beyond households and livestock. He says farmers, pastoralists, schools and investors will all face greater pressure as demand increases.
Kimani said climate variability has also led to fluctuations in lake levels, with periods of flooding followed by prolonged dry conditions.
“Water quality is affected by agricultural run-off, untreated wastewater in some areas and invasive species,” she says.
Investment versus local concerns
Not everyone in Naivasha opposes the investment.
Absolom Mukhuusi of the Naivasha Professional Association, who spoke to Al Jazeera, says the technology sector could bring jobs, infrastructure and new businesses to the area. But he says economic benefits should not come at the expense of local communities.

“Even as we welcome the investors, our biggest fear is what happens to our water bodies and communities as water is diverted to Olkaria for the heavy users,” he says.
Could technology help?
Geologist Kenyatta Otieno, who spoke to Al Jazeera, sees another potential benefit.
He recalls the pressure large flower farms once placed on the lake’s ecosystem, saying many have since left or scaled back their operations.
Otieno says the proposed centre would have included a resource centre to monitor lake levels and weather patterns. Such monitoring, he says, could help identify the highest water level over time and guide riparian land zoning.
“The centre being built with water conservation in mind would be futuristic as Naivasha is generally a water-scarce area. It would be a model for future development,” Otieno said.
Kenya already has regulators responsible for managing competing demands. The WRA regulates water abstraction and issues water-use permits, while the National Environment Management Authority (NEMA) oversees environmental impact assessments under the country’s environmental regulatory framework.
Attempts by Al Jazeera to obtain comments from WRA and NEMA officials were unsuccessful. Efforts to reach Microsoft-G42 officials and Kenyan government officials for comment on the project’s status and water requirements were also unsuccessful.
For now, the project’s eventual scale, design and water requirements remain unclear, according to KenGen.
“We are now competing with the multibillion [-dollar] companies for water, and we fear that we shall be the losers in the long run,” Leshishi said.
For the second week in a row, Hawaii Island, also known as the Big Island, faces threats from an intensifying storm.

Tropical Storm Moke is grinding towards Hawaii, bringing gusts of wind and heavy rain only a week after the islands faced similar conditions from Hurricane Lala.
On Saturday, Hawaii residents prepared for the latest storm, which is expected to pass south of Hawaii Island, the largest island in the Hawaiian archipelago, overnight and into the following morning.

As of 11am Hawaii Standard Time (21:00 GMT), Moke was located about 684 kilometres, or 425 miles, south of Hilo, a city on the eastern coast of Hawaii Island. It was moving west-northwest at 19km/h (12mph).
The National Hurricane Center (NHC) in the United States reported that the storm’s maximum sustained winds were about 85km/h (50mph).
Moke, like Lala, is forecast to spare the Big Island a potentially disastrous direct hit. But the island is still recovering from Lala, a Category 1 storm that spurred heavy flooding and power outages.
At least one person died in last weekend’s storm.
Lala came close enough to Hawaii Island to dump more than 1,000mm (39 inches) of rain in some locations, causing rivers to burst their banks.
High winds also bent tall palm trees and downed electrical lines, forcing nearly 130,000 utility customers to lose power.
Hawaii Governor Josh Green and other state officials have urged people to prepare for Moke by restocking food, medicine and other daily essentials ahead of the storm’s passage.
“It could certainly have a big impact because we’ve already been hit hard,” Green said in a video statement. “We’re pre-positioning all kinds of additional equipment and people. I’ve also authorised 100 rooms, hotel rooms, for people to go to, in case they don’t have enough services or protection, safety.”
Green added that, while power had been restored to most of Hawaii Island after Lala, some remote areas were still experiencing outages. Power is expected to be fully restored by September 8.
After passing Hawaii Island during the night, Moke is projected to continue on a westward path near the islands through early Tuesday, according to Casey Oswant, a meteorologist with the Honolulu office of the US National Weather Service.
“There will still be impacts, especially to the windward and southeast sides of the Big Island, but it will probably be a little bit more limited than what we saw with Lala,” Oswant said.
The National Hurricane Center projects that Moke will bring roughly 130mm to 250mm (5 to 10 inches) of rainfall over the next two days on the southeast and windward sides of the Big Island. Some isolated areas could see as much as 380mm (15 inches).
Eastern Maui, meanwhile, is likely to receive 76mm to 150mm (3 to 6 inches), with smaller amounts of precipitation expected across the rest of the island chain.
Governor Green warned that the heavy rain is unlikely to end with Moke.
“Everyone be very careful,” he said. “This storm will be followed by another storm front about a week later, and we continue to see the impacts of these major weather fronts that have hit Hawaii.”
US Agriculture Department says rescinding the 2001 rule will help reduce wildfire risk and return control to local managers.
The United States Department of Agriculture (USDA) has filed a proposal to rescind the entirety of the 2001 Roadless Area Conservation Rule, which prohibits road construction and logging on nearly 45 million acres (18 million hectares) of national forest land.
Secretary of Agriculture Brooke Rollins submitted the proposal on Tuesday, saying it will mitigate wildfire risk by returning authority to local forest managers, who “know the land best”.

“For too long, outdated restrictions have kept tens of millions of forested acres off-limits to the very treatments that improve forest health and reduce wildfire risk to our communities,” Rollins said in a statement. “It’s time to turn the page on the failed roadless rule and return our forests to health and productivity.”
The Trump administration and Republican lawmakers say building roads in these areas would make it easier for firefighters to access the land if a wildfire breaks out.
“For 25 years, the heavy thumb of Washington, D.C., has hindered Montana’s ability to properly manage wildfire risk and road development on nearly 60 percent of Forest Service land across the Treasure State,” Republican Governor Greg Gianforte of Montana said in a statement.
While the areas are referred to as “roadless”, there are thousands of miles of existing roads within the lands with federal, state, and county ownership. About half of these lands are within 1 mile (1.6km) of a road, and 31 percent are within 0.5 miles (800 metres) of a road, according to the National Forest Service.
The USDA clarified that it is not forcing timber cutting or road construction.
But environmental groups say rescinding the conservation rule will open the door to developments that will increase the risk of wildfire. Fires are four times more likely to start near roads than in roadless forests, according to research from The Wilderness Society.
“Roadless forests are where wildlife live,” Taylor McKinnon, southwest director of the Center for Biological Diversity, said in a statement. “They’re home to jaguars, Mexican spotted owls, and ocelots, some of the most iconic animals on the continent. Plowing roads into their habitat will bring human-caused wildfires and disturbances that they don’t need and can’t afford.”
The US is experiencing one of its worst wildfire years in the last decade, with 7.3 million acres (3 million hectares) burned in about 49,000 fires through August 17, according to the National Interagency Fire Center.
More than 95 percent of the affected areas would be in 10 states: Alaska, Arizona, California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.
In early August, the state of Washington fought a highly destructive wildfire that burned more than 8,000 acres (3,200 hectares) and forced approximately 65,000 people to evacuate.
Last month, the Trump administration finalised rollbacks of two regulations affecting the Endangered Species Act. One change requires officials to weigh economic and national security considerations when determining whether an area should be designated as “critical habitat”.
The public will have until September 21 to comment on the proposed Roadless Rule.
A potentially very strong El Niño is emerging as a major risk for global agricultural markets, threatening to disrupt rainfall, raise temperatures and expose some of the world’s most important tropical crops to severe weather stress.
The U.S. Climate Prediction Center now sees a greater than 90% chance of a very strong El Niño during the northern hemisphere autumn and winter of 2026 to 2027. For commodity markets, the concern is not simply that El Niño causes drought. Its effects vary sharply by region, meaning excessive rainfall in one major producing country can occur alongside extreme dryness in another.
That makes the phenomenon particularly important for soft commodities such as cocoa, coffee and sugar, whose production is concentrated in climate sensitive tropical regions.
Why El Niño matters for commodity markets
El Niño occurs when sea surface temperatures in the eastern Pacific become unusually warm as trade winds weaken. The pattern generally lasts between nine and 12 months and can alter global temperature and rainfall patterns.

For farmers, the problem is timing. Crops can be damaged not only by drought but also by excessive rainfall, heat, fungal disease and disrupted flowering or harvesting cycles.
This year’s potential El Niño also arrives at an unusually difficult moment for agricultural producers. Farmers are already dealing with higher fertiliser and diesel costs linked to the U.S. Israeli war on Iran. Another major weather shock could therefore amplify existing production pressures.
Historically, strong El Niño episodes have been associated with substantial increases in soft commodity prices. But the effects differ considerably between crops.
Cocoa faces one of the clearest risks
Cocoa appears particularly vulnerable because production is heavily concentrated in a relatively small number of countries.
Ivory Coast and Ghana together account for roughly half of global cocoa production, while Ecuador is the third largest producer. All three can experience significant El Niño related weather disruptions.
Every strong El Niño over the past 55 years has reduced cocoa output, according to WisdomTree.
The previous El Niño illustrates why the relationship is more complicated than simply associating the phenomenon with drought. During the initial phase of the 2023 to 2024 event, West Africa experienced unusually heavy rainfall. Excess moisture contributed to fungal disease affecting cocoa trees.
Conditions subsequently shifted toward intense heat and unusually dry Harmattan winds. Trees weakened by disease struggled to flower, further damaging production.
That sequence demonstrates the real danger for cocoa: El Niño can produce multiple weather shocks during the same crop cycle.
The consequences can quickly reach global consumers. Cocoa prices nearly tripled in 2024 after the West African harvest failed, eventually exceeding $12,000 per metric ton.
A very strong El Niño could therefore revive fears of another supply deficit if weather conditions deteriorate across major growing regions.
Coffee faces a divided outlook
Coffee presents a more complicated picture because the world’s two major varieties are concentrated in different regions.
Robusta coffee is particularly exposed to El Niño because Vietnam and Indonesia, which together account for about half of global robusta production, typically experience higher temperatures and reduced rainfall under the weather pattern.
The timing is especially important. Dry conditions can hit these countries during crop development, with the consequences becoming visible during harvesting later in the year.
Citi analysts warned that dryness in Vietnam and Indonesia could significantly reduce robusta yields.
Arabica coffee presents a different picture.
Brazil, responsible for nearly half of global arabica production, can initially benefit from warmer conditions because they reduce the risk of damaging winter frosts.
But that advantage could prove temporary. El Niño typically brings hotter and drier conditions to Brazilian coffee growing regions later in the year, when the next crop is developing.
That creates the possibility of a delayed supply shock in 2027.
Sugar could be the exception
Sugar demonstrates why El Niño does not automatically translate into a bullish commodity market.
Brazil, the world’s largest sugar exporter, can experience heavier rainfall during the second half of the year. Excessive rain can disrupt harvesting and affect sugar quality.
India and Thailand face the opposite problem. El Niño generally reduces rainfall during the summer monsoon, creating additional pressure on production.
India is already expecting its lowest monsoon rainfall in 11 years, at around 90% of the long-term average. Hedgepoint estimates that even a moderate El Niño could reduce Indian sugar production by around 1 million metric tons.
Yet there is an important counterweight.
El Niño’s wetter conditions in Brazil could ultimately support the country’s following sugar crop. Since Brazil accounts for roughly half of global sugar exports, stronger Brazilian production could offset losses elsewhere.
That means sugar may not experience the same sustained price pressure as cocoa or robusta coffee.
The bigger problem is climate uncertainty
The most important market implication is not simply whether El Niño becomes “very strong.” It is where its effects materialise and when.
Agricultural markets operate on highly specific growing cycles. Rain arriving at the wrong stage can be just as damaging as drought. Excessive rainfall can create disease, while heat can interfere with flowering and crop development.
Climate change further complicates the picture.
The relationship between El Niño and agricultural weather is becoming harder to interpret because rising global temperatures can intensify the consequences of existing climate patterns. A weather event that might previously have produced manageable stress can now occur against a much hotter baseline.
This means commodity traders increasingly have to price not just the probability of El Niño, but the interaction between El Niño, climate change and already strained agricultural supply chains.
What could happen to prices?
The clearest risk is concentrated in cocoa and robusta coffee, where production is particularly exposed to adverse conditions in major growing countries.
Cocoa has perhaps the greatest vulnerability because West Africa dominates global supply and has already experienced serious weather related production problems. Another major disruption could quickly tighten inventories and push prices higher.
Robusta coffee faces a similar risk if drought develops across Vietnam and Indonesia.
Sugar is more balanced. Production losses in India and Thailand could be partly or potentially substantially offset by improved Brazilian conditions for the following crop.
The broader lesson is that El Niño is not a uniform commodity shock. It redistributes weather risks across producing regions, creating winners and losers within the same market.
Why consumers should care
The effects will ultimately extend beyond commodity exchanges.
Higher cocoa prices can increase chocolate production costs. Coffee shortages can raise prices for roasters and consumers, while sugar disruptions can affect everything from beverages to processed foods.
And because agricultural markets are interconnected, a weather shock in one producing region can encourage buyers to compete more aggressively for supplies elsewhere.
The potential super El Niño therefore arrives at a particularly sensitive moment for global food markets.
If forecasts prove correct, the next several months could test whether commodity markets have adequately priced the risks of increasingly volatile weather.
The real threat is not El Niño alone. It is El Niño hitting an agricultural system already under pressure from rising costs, concentrated production and a changing climate.

Firefighters are battling Belgium’s largest wildfire on record as it burns through the High Fens nature reserve near the German border on Sunday.
The fire broke out on Friday in Belgium’s Liege province and has been spreading east towards Germany. It has burned more than 27sq km (10.4sq miles).

Belgium’s previous record fire occurred in 2011, burning 14sq km (5.4sq miles) of the same reserve, the European Forest Fire Information System said.
More than 250 emergency services personnel have been deployed, among them firefighters from Belgium, Germany, Luxembourg and the Netherlands.
Firefighters focused on containing the advancing front of the fire, spokesperson for the government of Belgium’s Wallonia province, Stephanie Ernoux, told the Reuters news agency.
About 600 people in the Belgian border municipalities of Waimes and Butgenbach were told to leave their homes on Saturday as winds shifted and smoke spread.
Authorities said no homes had been affected as of Sunday morning, but urged people to stay away from the fire zone.
In Germany, the town of Monschau said the fire had come within about 3km (1.9 miles) of the border. Officials did not expect the flames to cross the border, the town said, but it advised residents of three of its districts to leave temporarily due to the smoke.
The fire came as Belgium had just come through another burst of severe heat, the thermometer touching roughly 37C (98.6F) in places on Friday, on top of weeks with barely any rain.
Like other parts of Europe, Belgium is in the middle of a summer of repeated heatwaves. Weather agencies logged temperatures above 35C (95F) in several European countries on Thursday, and the United Kingdom had its hottest day of the year when west London reached 38.1C (100.5F).
Fires have frequently followed the heat. Thousands of people have been driven from their homes in Germany, France, the UK, Croatia and Greece in recent days, and about 500,000 hectares (about 1.24 million acres) have burned across the European Union this year.
Cleanup crews are responding along 12 kilometres of Omani coastline following an oil spill from the grounded tanker Caroline Bezengi. Carrying roughly 800,000 barrels of Russian crude, the vessel ran aground near a marine reserve, raising fears of a severe ecological crisis.
A salvage operation is under way to stabilise the stricken tanker behind a major oil spill off Oman, the risk management company coordinating the effort has said.
The announcement by Ambrey on Thursday came a day after Oman’s environmental authority confirmed that oil from the Caroline Bezengi had reached beaches along the sultanate’s central coast.

The tanker, a suspected member of Russia’s shadow fleet used to transport sanctioned Russian oil, has been leaking crude into waters near the Hallaniyat archipelago since June, when the ship’s crew reported an unidentified explosion.
Ambrey said it was working with Omani authorities and that its services had been engaged as part of a “significant international response” that included salvage vessels, aircraft and specialist personnel.
Apart from Oman and an unnamed “leading international oil spill response company”, Ambrey did not elaborate on which other countries or firms were involved in the effort to salvage the vessel, which has flown the flags of states including Cameroon, Palau and Liberia.
The International Maritime Organization (IMO) – the United Nations maritime agency – said on Thursday that it was “closely monitoring” the situation and would “continue to support ongoing efforts”, without providing further details.
The International Oil Pollution Compensation Funds, a pair of intergovernmental organisations established to provide compensation for oil pollution, said it would not be involved in the cleanup operation after determining that the incident likely resulted from an act of war.
Ambrey, based in Hereford in the United Kingdom, said it expected salvage vessels to reach the Caroline Bezengi soon and that specialist personnel had already boarded the vessel to begin stabilising its cargo.
Ed Wollaston, director of global response at Ambrey, said the “extremely challenging situation” had been complicated by adverse weather from the annual Khareef monsoon.
“However, we have deployed the leading experts in each aspect of the response and have mobilised the appropriate supporting equipment, aircraft and vessels,” Wollaston said in a statement.
“We are working around the clock to mitigate the environmental impact of the situation.”
The oil spill has expanded dramatically in size over the past week, according to analyses of satellite imagery, raising fears for coastlines and ecosystems in the region, including a marine reserve established last year off the Hallaniyat archipelago.
Environmental NGO Greenpeace said on Thursday that, based on satellite imagery, the spill had grown from 45 square kilometres (17sq miles) in late July to about 1,300sq kilometres (502sq miles) as of Wednesday.
Omani authorities as recently as Monday estimated the size of the spill at approximately 400sq kilometres (154sq miles).
Hanen Keskes, Greenpeace’s head of campaigns for the MENA region, said the circumstances of the spill made it “especially challenging” to respond to.
“Given the scale of this – a damaged tanker in a remote location, during monsoon season, with no clear owner or verified insurer to compel a rapid response – this is a case where international assistance should be mobilised urgently,” Keskes told Al Jazeera.
“Capabilities like specialised salvage equipment and expertise can exceed what any one country has on hand, and every day of delay allows more oil to disperse.”
Najmedin Meshkati, an expert in oil spills and a professor of civil and environmental engineering at the University of Southern California, said that authorities should have moved faster to contain the spill.
“That two-month interval was the response window, and it closed. In spill response, source control on day three is worth many multiples of source control on day 60,” Meshkati told Al Jazeera.
Meshkati acknowledged, however, that Omani authorities had been dealt a difficult situation.
“It was handed an orphaned wreck with no responsive owner, no verifiable insurer, no functioning flag state, and a compensation regime containing a war exclusion that may void it entirely,” Meshkati said.
“No mid-sized maritime administration on earth is resourced for that. But that is precisely the argument for escalating harder and earlier.”
Damilola S Olawuyi, a professor of energy and environmental law at Hamad Bin Khalifa University in Qatar, said the spill highlighted the need for stronger international mechanisms to hold polluters accountable.
“The obligation of the entity responsible for pollution to pay for the cost of cleanup and remediation, ie, the polluter pays principle, has for long been a bedrock of international law,” Olawuyi told Al Jazeera.
“However, in an era of increasing geopolitical realignments, identifying the responsible polluter has become complex, therefore complicating effective risk reduction, response and remediation measures,” he said.
A vast oil spill from a leaking tanker reached Oman’s coastline on Wednesday, its environment agency said.
This oil spill threatens to become one of the world’s worst in years after spreading largely unchecked for several weeks, experts say.
On Monday, Oman said it was working to contain the spill, which had by then affected roughly 390 square kilometres (150sq miles), according to analysis by the country’s environment agency.
The slick now covers an area of more than 2,000sq km (770sq miles), said John Amos, an oil spill specialist who reviewed satellite imagery obtained by Reuters. It could affect about 40km (25 miles) of coast near Ras Madraka, as well as Masirah Island, Oman’s Environment Authority said.

What happened?
Oil has been leaking from the tanker Caroline Bezengi since it ran aground about 22 nautical miles (41km) from the Omani coastal town of Sharbithat some time after the crew reported a suspected explosion on June 8. It had been en route from Russia to India.
Reuters reported that the tanker was carrying an estimated 800,000 barrels of sanctioned oil and that it ran aground on June 30.
An investigation by the news agency AFP found that the ship had been stranded for several weeks near Oman’s al-Qibliyyah Island.
In the meantime, the oil has been spreading towards Oman’s coastline.
The Oman News Agency (ONA) quoted the country’s environment authority saying that “today’s monitoring results showed that some beaches in the Ras Madrakah area were affected by oil pollution”.
The Indian Ocean town sits about 200km (125 miles) from al-Qibliyyah.
The slick is now concentrated around the Hallaniyat Archipelago off the southern coast, where a marine reserve was established last year to protect sensitive ecosystems home to diverse marine life, including rare sea turtles.
On Wednesday, the ONA reported that “a coastal stretch of up to 40 km in the [Ras Madrakah] area is expected to be affected”.
The southern beaches of Masirah Island, which lies 15km (nine miles) off the coast of Oman, could be contaminated “in the coming hours”, affecting a 10-20km (six-to-12-mile) stretch of coastline, it said.
An unnamed spokesperson for the United Nations International Maritime Organization said it was “closely monitoring” the leakage.

How did this happen?
British maritime security company Vanguard told AFP that the tanker had suffered “explosions” in early June as it sailed off the coast of Yemen, causing water to enter several sections of the vessel. It ran aground off the coast of Oman some time after this.
There has been no official explanation for the explosions and no party has claimed an attack. However, the vessel was navigating two separate wars on its journey from Russia to India. Tankers have been frequently targeted in the Gulf region in recent months as the US war on Iran has continued.
In April, the Caroline Bezengi sailed from the Russian port of Novorossiysk on the Black Sea, a flashpoint in the Russia-Ukraine war.
It is believed to be part of Russia’s “shadow fleet” used to circumvent Western sanctions on its oil exports. It last sailed under a Cameroonian flag.
Rentoor Shipmanagement and Villar Shipmanagement, both based in China, are registered as the ship’s owner and operator, respectively, according to the open-source database OpenSanctions.
Russia’s shadow fleet includes ageing vessels that have often been criticised for poor maintenance, lack of insurance and lacklustre safety standards.
Ukraine has previously carried out assaults on shadow fleet vessels believed to be carrying Russian oil.
The Caroline Bezengi then passed through the Suez Canal at the end of May, ship-tracking data shows, before sailing through the Red Sea and past Yemen, where the Iran-aligned Houthi fighters have entered a wider regional war between the United States, Israel and Iran and are targeting Saudi Arabia-flagged ships.
What damage could the oil spill cause?
Last week, advocacy group Greenpeace warned that the spill was on the verge of causing an “environmental disaster”.
Christopher D’Elia, a specialist in oil spills and a professor emeritus at Louisiana State University in the United States, told Al Jazeera the estimated 800,000 barrels of crude on board the Caroline Bezengi would amount to a “fairly large spill”.
“This spill raises a lot of issues,” D’Elia told Al Jazeera.
“These illegal tankers don’t comply with the ‘polluter pays’ principle that is the basis for how the US and other developed nations regulate spills,” D’Elia said.
“The ‘responsible party’ must finance the cleanup in the US. In this case, there is no responsible party.”
Meanwhile, Iranian media reported on Wednesday that a separate oil spill in the Strait of Hormuz had reached the island of Qeshm, affecting beaches and an environmentally sensitive mangrove forest.
State-run news agency IRNA said the slick had affected areas on Qeshm’s southern coast, as well as parts of the smaller neighbouring island of Hengam.
Iran’s Ministry of Foreign Affairs spokesman Esmaeil Baghaei said pollution had been observed at three locations and on the sea surface, adding that its source seemed to be a “foreign bulk carrier”, without specifying the name of the ship.
The risk of oil spills in the Gulf has risen sharply because of strikes on tankers during the five-month US-Iran war. The International Maritime Organization (IMO) has reported 65 incidents in the Strait of Hormuz and across the Middle East since the beginning of March.
“Any party that benefits from commercial shipping through the Strait of Hormuz is legally and morally obligated to take action to compensate for and remedy the environmental damage caused to the Persian Gulf and the Gulf of Oman,” he said.

Western Europe has experienced its hottest June and July on record this summer, according to the European Union’s climate change monitor.
The Copernicus Climate Change Service (C3S) said on Monday that the region’s average temperature over the two-month period was 21.62 degrees Celsius (70.9 degrees Fahrenheit), 2.79C (5.01F) above average and higher than the previous record set in 2022.

This reflected “the exceptional persistence of heat” so far this summer, C3S said.
The climate change monitor also said levels of soil moisture were “significantly lower” than in July 2022 when the last severe drought gripped Western Europe.
“July 2026 was the third consecutive month of exceptional heat in Western Europe, bringing the combined temperature for June and July to a new record for the region,” said Samantha Burgess, strategic lead for climate at the European Centre for Medium-Range Weather Forecasts.
“Persistent high-pressure systems trapped heat over Western Europe. The extreme temperatures also amplified widespread drought. As soils dry out, they lose their ability to provide natural cooling, allowing heat to build more readily. This is a clear example of how climate change is intensifying heat extremes with heat and drought increasingly reinforcing one another.”
Several rivers experienced exceptionally low water levels, including the Seine, Rhine and Danube. The low flows affected water supplies and irrigation and led Hungary and Slovenia to operate their only nuclear power plants at reduced capacity.
France and Spain also registered record levels of drought, which fuelled devastating wildfires.
A megafire burned nearly 42,000 hectares (103,785 acres) and forced the evacuation of more than 220,000 people in southwestern France’s Gironde department in late July.
At the same time, Spain’s largest wildfire in recent history scorched almost 44,000 hectares (108,725 acres) in Avila province near Madrid.
The report also warned that large fires can send smoke high into the atmosphere, allowing it to travel thousands of kilometres and affect air quality in other countries.
The C3S also said the highest sea surface temperatures on record outside the polar regions were recorded in July. The average sea surface temperature was 20.96C (69.7F), slightly higher than the previous record of 20.89C (69.6F) in 2023.

A pilot and one crew member have been confirmed dead after their firefighting helicopter crashed while battling a massive wildfire in central Utah.
The Sikorsky S-64 ‘Skycrane’, operated by Helicopter Transport Services under contract with the United States Forest Service, went down about 10am local time on Friday (16:00 GMT) near Richfield, in the Three Creeks Reservoir area southwest of the city, close to the southeastern edge of the Widemouth 2 fire.

The National Interagency Fire Center (NIFC) confirmed the deaths on Saturday, more than 24 hours after the crash, saying the two crew members were “fatally injured” and extended its “condolences to the friends and family of the deceased”.
In a situation report, the NIFC said extreme fire conditions and steep terrain had kept rescue teams from reaching the wreckage. The bodies were recovered on Saturday, but the names of the deceased have not been released.
The NIFC has issued evacuations for residents in the area and imposed road closures.
Deputy incident commander Tyler Hecht said on Friday that crews took a “tactical pause” to regroup after the crash before resuming their firefighting work.

Reuters spoke to more than 40 inmates, prison officials, doctors, lawyers, union representatives and activists across the three countries, many of whom said this summer’s extreme temperatures have highlighted longstanding structural weaknesses within Europe’s prison systems.
French Inmates Describe Dangerous Living Conditions
At Orleans Saran prison in central France, 29 year old inmate Manu said surviving the heat required constant improvisation. He placed wet towels over his barred window to cool his cell and spent most of the day lying still to conserve energy.

France’s Chief Prison Inspector Dominique Simonnot said her office received an unprecedented number of complaints during the June heatwave, forcing it to recruit additional staff to handle the surge.
She described conditions in many prisons as unbearable, noting that three or four inmates are often confined inside nine square metre cells in ageing buildings without air conditioning.
One inmate at Limoges prison reportedly lost consciousness during the heat and suffered a head injury. While his lawyer attributed the incident to heat exhaustion, prison union representatives said he slipped while trying to reach a window for fresh air. Reuters could not independently verify either account.
French authorities said prisons increased access to drinking water, showers, sun cream and allowed inmates to purchase electric fans where possible.
Justice Ministry spokesperson Sacha Straub Kahn acknowledged that overcrowding remains a major obstacle to protecting prisoners during extreme weather.
Overcrowding Reaches Critical Levels
Government and prison monitoring data show prison occupancy has reached alarming levels across several European countries.
France recorded an average prison occupancy rate of 141.3 percent in July.
Italy’s prisons were operating at approximately 139.7 percent capacity, according to prison rights organisation Antigone.
Belgium reported an occupancy rate of 121 percent in August.
Experts warn that overcrowding significantly increases heat exposure by placing multiple inmates into small, poorly ventilated cells originally designed for far fewer people.
Italy Introduces Emergency Measures
Italian prison rights organisations staged coordinated visits to 34 prisons in July to highlight deteriorating conditions during the heatwave.
Antigone President Patrizio Gonnella criticised the lack of basic cooling facilities, arguing that inmates spending up to twenty hours each day inside their cells face increasingly unsafe conditions.
Italy’s Justice Ministry allocated 800,000 euros for prisons to purchase fans and refrigerators and pledged to create an additional 10,000 prison places before the end of the year.
However, official data show no new prison spaces have yet been completed.
Separately, Italy passed legislation allowing thousands of prisoners with drug or alcohol addiction to serve sentences under supervised rehabilitation programmes at home, aiming to reduce overcrowding.
Authorities also agreed to remove perspex window barriers from prisons in Cosenza after concerns that they restricted ventilation.
Belgian Prisons Report Rising Violence
Belgian prison officials say prolonged heat has increased tensions among inmates and staff.
At Ghent prison, Director Pieter Van Caeneghem said the facility currently houses 447 inmates despite having space for only 260.
He warned that every challenge associated with overcrowding becomes significantly worse during extreme heat.
At Merksplas prison, Director Serge Rooman said officials began relaxing certain security procedures several years ago by keeping windows open overnight and opening prison doors to improve airflow during heatwaves.
Those temporary measures have since become part of official prison guidance.
Rooman argued that the greatest problem remains outdated prison infrastructure, including poor ventilation and single glazed windows.
Governments Expand Heatwave Response

Heatwaves have not created the prison crisis but have amplified existing problems such as overcrowding, ageing facilities and inadequate ventilation. A US federal appeals court says EPA likely acted unlawfully in trying to cancel Biden-era clean energy grants.

A United States federal appeals court has ruled that the Trump administration likely broke the law when it tried to cancel a multibillion-dollar clean energy programme, dealing a blow to the president’s broader push to dismantle Biden-era climate policies.
The full US Court of Appeals for the District of Columbia ruled on Tuesday that the Environmental Protection Agency (EPA) cannot freeze roughly $20bn in grants awarded to nonprofit groups for clean energy projects, reversing an earlier decision by the same court.
But the money will not be released immediately. The ruling has been temporarily put on hold to give the EPA time to ask the US Supreme Court to intervene.
At the centre of the dispute is the Greenhouse Gas Reduction Fund, a programme created by Congress through former US President Joe Biden’s 2022 Inflation Reduction Act.
The programme, often referred to as a “green bank”, was designed to give federal money to nonprofit organisations that would give out loans and invest in small energy projects, energy-efficient buildings and clean-energy infrastructure.
EPA Administrator Lee Zeldin has been trying to dismantle the programme, saying it doesn’t align with his agency’s priorities and accusing its recipients of fraud, waste and mismanagement.
In a video posted on social media last February, Zeldin described the fund as an example of government waste.
“Shockingly, roughly $20bn of your tax dollars were parked at an outside financial institution by the Biden EPA,” he said. “This pot of $20bn was awarded to just eight entities that were then responsible for doling out your money to NGOs and others at their discretion.”
“The days of irresponsibly shovelling boatloads of cash to far-left activist groups in the name of environmental justice and climate equity are over,” he added.
The following month, the EPA froze billions of dollars that were being held at Citibank to be distributed as grants.
The organisations, which included the Climate United Fund, Coalition for Green Capital and three others, denied any wrongdoing and sued, arguing the administration was illegally withholding money already approved by Congress and attempting to kill the programme because it opposed its climate goals, not because of evidence of fraud.
Tuesday’s decision overturns a ruling by a three-judge panel of the same appeals court last September that sided with the administration. The full appeals court agreed to revisit that decision, a rare move reserved for significant cases.
The majority of judges said the EPA’s attempt to terminate the grants and claw back the money “based solely on a policy disagreement” likely violated the Inflation Reduction Act. It also said the agency hadn’t provided assurance that it would leave the funds untouched if the injunction were lifted.
The ruling restores an order issued last year by US District Judge Tanya Chutkan, who found the EPA had failed to justify cancelling the grants and warned the administration was encroaching on Congress’s power to decide how federal money is spent.
The case is one of several legal challenges to US President Donald Trump’s efforts to reverse Biden’s climate agenda. What caused the fires?
Local news outlets have reported that the Spokane County Sheriff’s Office announced on Monday evening that a 37-year-old had been arrested on suspicion of arson in connection with the fire.
However, experts say the conditions that allowed the fires to spread so rapidly were already in place.

The Washington wildfires have become particularly severe because several factors have converged, allowing the blazes to spread rapidly.
Multiple large fires burning simultaneously: Spokane is dealing with three major wildfires at once, while dozens of other significant fires are burning across the western US. Managing multiple large incidents simultaneously has made it harder to concentrate resources on a single fire.
The fires advanced rapidly into populated communities: Driven by strong winds, the flames jumped roads and rivers, allowing them to move from forests and grasslands into residential neighbourhoods. More than 700 buildings have been destroyed, making the fires far more difficult to contain as they threaten homes, businesses and critical infrastructure.
Firefighting resources are stretched: More than 100 new wildfires have been reported across 15 US states over a single weekend, placing extraordinary pressure on national firefighting resources. Although more than 1,000 firefighters have been deployed to Spokane, emergency officials say aircraft, equipment and personnel are being shared across multiple emergencies.
An ongoing threat despite improved weather: Firefighters have benefitted from a brief period of cooler temperatures and lighter winds, but officials warn that hotter, drier and windier conditions are expected to return. With the fires still not contained, there is a significant risk that they could grow further or ignite new areas.

What is the weather forecast for midweek?
The weather is expected to worsen again by midweek.
While Monday and Tuesday offered a brief, helpful window of cooler temperatures and calmer winds, the midweek forecast calls for a return of:
Extremely high temperatures, particularly on Thursday, with highs forecasted up to 37 degrees Celsius (99 degrees Fahrenheit). On Monday, it was at 22C (72F).
Low humidity (very dry conditions).
Gusty winds with speeds up to 26 km/h.
Because the fires remain completely uncontained, authorities are keeping evacuations in place. They warn that the worst outcome would be letting residents return to their homes, only to have to evacuate them again 24 to 48 hours later when the hot, windy weather returns.
Washington’s entire congressional delegation is awaiting a response from President Donald Trump regarding their request for an expedited emergency declaration to deliver immediate federal relief to displaced families.
Are other states also fighting wildfires?
According to the National Interagency Fire Center, most of the fire activity in the US remains concentrated across the country’s northwest.
Right now, the major fires are mostly grassland burns in Idaho, Oregon and Utah, as well as fires in Florida’s Everglades National Park, in addition to new fires reported in Left Creek in Wyoming, Antelope Creek Fire in Nevada and the Sand Creek and Middle Coulee fires in Montana.
A lightning-caused fire that has burned more than 530 square miles (about 1,370 sq km) of grassland in western Idaho and eastern Oregon continued to grow on Monday. The area is home to cattle ranches, and authorities said the fire is threatening more than 600 homes and 800 other structures.
In central Utah, a blaze quadrupled in size more than the weekend to nearly 109 square miles (282 sq km) by Monday afternoon. More than 100 cattle have died, according to law enforcement.
Bodycam footage from firefighters shows the speed needed to put out the blaze sweeping through the northwestern US. More than 60,000 people have fled their homes as wildfires raged near Spokane, Washington for a third straight day.
