Air Force’s Fightertown Alaska Plan Takes Shape

The U.S. military has released new details about the massive Fightertown Recapitalization (FTR) Program at Joint Base Elmendorf-Richardson (JBER), in Anchorage, southeastern Alaska. This is a huge effort valued at approximately $7 billion that would effectively create an entirely new fighter hub to support future Air Force operations in the strategically important Arctic and Pacific regions.

The details emerged in a special notice announcing an upcoming virtual industry day, where government officials plan to brief contractors on the scope of the program and gather feedback on construction risks, industry capabilities, and acquisition strategies before moving toward a formal procurement process.

While the notice, from the U.S. Army Corps of Engineers, is intended primarily as market research, it offers one of the clearest looks yet at the scale and ambition of the Fightertown recapitalization effort.

According to the notice, existing airfield facilities cannot support the program’s requirements, prompting the selection of a new site to expand the current airfield infrastructure. Rather than a collection of isolated projects, the government describes the effort as a “complete campus approach” intended to synchronize facility construction with aircraft procurement, personnel movements, and logistical requirements.

The envisioned campus would include aircraft hangars, squadron operations facilities, corrosion control facilities, maintenance shops, and other aviation support infrastructure. Extensive airfield improvements are also planned, including new taxiways, aprons, shoulders, and specialized aircraft operating surfaces.

Highly likely to be included in the recapitalization efforts will be measures to help reduce vulnerability and ensure critical operations could continue in wartime. After all, in a potential fight against China or Russia, JBER would be high on the list of priority targets in the opening phases of a large-scale conflict. As we have repeatedly outlined in the past, aircraft shelters with varying degrees of hardening are suddenly very much back on the agenda in response to growing drone and missile threats

Beyond flight-line infrastructure, the project encompasses a substantial support ecosystem. Plans call for a munitions complex, petroleum operations facilities, warehousing and supply functions, dining facilities, visitor control infrastructure, firefighting facilities, training centers, simulators, and housing for unaccompanied airmen.

The government also notes that the campus design remains flexible and could ultimately involve modifications to, or demolition of, existing facilities as planning progresses.

Rather than relying solely on traditional military construction contracting approaches, the Army Corps of Engineers says the program intends to leverage authorities provided in the Fiscal Year 2026 National Defense Authorization Act. Those authorities could allow the use of Other Transaction Authority (OTA), Progressive Design-Build (PDB), and other alternative execution methods.

The notice explicitly states that the government intends to capitalize on private-sector innovation while avoiding what it describes as costly and time-consuming federal contracting burdens. It also emphasizes that the execution strategy will encourage industry partners to propose novel technical and construction solutions.

The scale of the investment underscores Alaska’s growing importance as a hub for U.S. airpower. JBER already serves as one of the Air Force’s premier fighter installations and occupies a critical geographic position between North America, the Arctic, a part of the world that has only grown in strategic significance in recent years, and the Indo-Pacific theater, where strategic planning is highly focused on a potential future conflict with China.

Joint Base Elmendorf-Richardson hosts the headquarters of the 11th Air Force, the service’s top command in Alaska, and its 3rd Wing, which operates a mix of F-22 Raptor stealth fighters, E-3 Sentry Airborne Warning Control System (AWACS) radar planes, C-17 Globemaster III airlifters, and C-12 light utility aircraft. It is also home to the Alaska Air National Guard’s 176th Wing, which has additional C-17s, as well as HC-130 Combat King rescue aircraft and HH-60 rescue helicopters.

In addition, in 2023, the Air Force announced the creation of the 55th Operations Group, Detachment 1 at the base, as a detachment of the 55th Wing at Offutt Air Force Base in Nebraska.

“The new detachment will… serve as a strategic launch and recovery point for RC-135V/W Rivet Joint operations and exercises in the region,” according to the Air Force.

The move reflected increased demand for RC-135V/W Rivet Joint spy plane sorties in the Pacific, with JBER being well-positioned for these aircraft to gather intelligence on areas of interest in the northern end of the Pacific and the increasingly strategic Arctic region.

The arrival of the Rivet Joint prompted a previous reconstruction effort at JBER. In what the Air Force described as a “mega-project,” one of the two runways there was extended to help it better support operations involving larger aircraft like these.

In the future, the strategic location of JBER, as well as its current status as one of the few F-22 bases, suggests that it could eventually host the F-47 sixth-generation stealth fighter, the first of which is expected to make its first flight sometime in 2028. The F-47 could therefore well end up as the centerpiece of the Alaskan Fightertown, in keeping with the vision for the jet serving as a critical force multiplier that can bring together other crewed and uncrewed assets. With that in mind, at least some of the Fightertown Recapitalization Program may be specifically tailored to the requirements of the F-47.

Importantly, JBER also serves as the focal point for the Red Flag-Alaska and Northern Edge exercises.

The Red Flag-Alaska exercises can take place up to four times a year and mirror those flown over the Nellis Range Complex in Nevada, with some differences. Namely, the ranges in Alaska, many of which are instrumented, are enormous, and can include a more varied array of assets.

From JBER and other bases in the region, Red Flag-Alaska participants have access to the Joint Pacific Alaska Range Complex (JPARC). Covering an area of more than 67,000 square miles and providing 77,000 square miles of airspace above, JPARC is the “largest instrumented air, ground and electronic combat training range in the world,” according to the Air Force. It is regularly used to provide a realistic training environment for full-spectrum engagements, ranging from individual skills to large-scale joint engagements.

JPARC’s role could grow further in the coming years as the Air Force pushes large-scale exercises further and further out into the broad expanses of the Pacific. Other range complexes further down along the West Coast are seeing increasing use, as well. Even very large overland ranges, such as the sprawling Nevada Test and Training Range (NTTR) adjacent to Nellis Air Force Base, are increasingly constrained when attempting to replicate modern scenarios based on ever-growing adversary anti-access and aerial denial (A2/AD) bubbles.

Meanwhile, Northern Edge also occurs in and around Alaska every two years, with these large-scale events being used to test and evaluate new systems and capabilities from across the U.S. military.

In the past, the Air Force has described Northern Edge as a demonstration of “the U.S. commitment to the region by building interoperability, advancing common interests and a commitment to our allies and partners in ensuring a free and open Indo-Pacific,” as well as showcasing U.S. ability to defend the homeland from and throughout Alaska.

As planning advances, we will learn more about what this new Alaskan Fightertown will look like. What is already clear is that the Air Force and the Pentagon are preparing for a long-term expansion and modernization effort on a scale rarely seen at an operational fighter base.

More details could emerge during the industry day scheduled for June 30, when government officials will provide a comprehensive update on the program and solicit feedback from industry partners on how to execute one of the Air Force’s biggest military infrastructure projects.

“We are deliberately investing in Pacific Air Force’s critical infrastructure by replacing and upgrading operations and maintenance facilities in addition to making repairs to existing buildings and funding mission-ready materiel, storage, and sustainment necessary for homeland defense and Agile Combat Employment operations,” a U.S. Air Force official has now told us in response to our queries for more information about the Fightertown plan. “We are also extending the runway and building a Joint Integrated Test and Training Center at JBER.”

“We are in the design stage now and will have a better idea of timelines once we receive an appropriation,” they added.

Challenger with same name as Alaska U.S. Sen. Dan Sullivan sues to stay on ballot.

A man with the same name and party affiliation as Alaska Republican U.S. Sen. Dan Sullivan on Monday challenged a decision by a top state elections official to disqualify his candidacy and remove him from the August primary ballot.

A court filing, on behalf of the challenger Sullivan by his attorneys, said the decision by Division of Elections Director Carol Beecher disqualifying him violates state and federal law. It asks that he be placed on the ballot. Sullivan, a retired teacher from the small fishing community of Petersburg, has maintained that he’s a qualified candidate for U.S. Senate and that election officials lacked a legal basis to boot him from the ballot.

The U.S. Constitution lays out three exclusive qualifications for the Senate, addressing age, citizenship and residency, his attorneys wrote.

“Nothing in Alaska law regulates in any way the private motivations that draw individuals to declare or campaign for office,” the filing by attorneys Jeffrey Robinson, Bryn Pallesen and Zoe Eisberg states.

Sullivan’s entrance into the race, days before the June 1 filing deadline, drew condemnation from Sen. Sullivan and the National Republican Senatorial Committee. They called the challenger a sham candidate and alleged he was working with Democrats to boost Democratic former U.S. Rep. Mary Peltola’s chances in the race. Peltola’s campaign and state Democrats have denied the allegation, as has the challenger.

Sen. Sullivan and Peltola are the highest-profile contenders in a race with more than a dozen candidates. It’s one of the most prominent U.S. Senate races in this year’s midterm elections — one both parties consider crucial to their efforts to control the chamber.

Steve Kirch, a spokesperson for the division, said the agency had no comment and does not discuss “ongoing reviews, investigations or related proceedings.” Beecher has previously noted that ballots are due to be printed on Sunday.

Alaska Department of Law spokesperson Sam Curtis said the agency will defend the division’s finding and looked forward to a swift ruling from the court.

On June 15, a week after Republican Lt. Gov. Nancy Dahlstrom announced an investigation into the challenger Sullivan’s run, Beecher disqualified him. She concluded that his declaration of candidacy “was not filed in order to declare an actual good-faith candidacy for the office of United States Senator, but was instead filed with a purpose to confuse or mislead and to thereby compromise the ballot’s fairness or neutrality.”

In announcing an investigation, Dahlstrom cited “credible allegations” that Sullivan declared his candidacy “in coordination with another candidate and campaign” with an intent to confuse and “manipulate” voters. But in removing the challenger from the ballot, Beecher did not mention finding any evidence of alleged coordination with Peltola or Democratic Party officials.

The challenger Sullivan, when asked in an interview with the Associated Press earlier this month if he’d had any contact with Peltola’s campaign, responded ”zero, none, zilch.”

Beecher said she based her decision on factors including that he had registered to vote as Daniel J. Sullivan Jr. and in conjunction with his candidacy changed his party affiliation to Republican. She cited similarities between his campaign website and the senator’s, and his work with a consultant whose clients have included some Democrats.

The form congressional candidates in Alaska complete asks them how they would like to be referred to on the ballot and their preferred party affiliation.

Beecher said she acted in line with a regulation that says a candidate’s name may not appear on a ballot with academic or professional titles or “in a manner that is confusing or misleading to voters or compromises the fairness or neutrality of the ballot.”

In response to questions from Democratic state Rep. Andrew Gray, legislative attorney Andrew Dunmire last week said the regulation cited by Beecher does not forbid placing Sullivan’s name on the ballot. He said the elections division could comply with it by designing the ballot in a way that allows voters to distinguish between both Sullivans.

It’s a position echoed by the attorneys for the challenger Sullivan.

The challenger initially had been certified and listed on the state’s candidate list as Dan J. Sullivan. The senator was listed as Dan S. Sullivan and denoted as the incumbent.

Alaska has open primaries in which the top four vote-getters, regardless of party affiliation, advance to the ranked-choice general election.

Four Coast Guard members injured in Alaska helicopter crash

June 23 (UPI) — All four Coast Guard members aboard a helicopter that crashed in Alaska sustained only minor injuries, the maritime law enforcement agency said.

The Coast Guard MH-60 Jayhawk helicopter crashed Monday morning during a training flight near Harbor Mountain, Sitka, Alaska, the Coast Guard said in a statement.

The first reports of the crash were received at the Arctic District command center shortly after 10 a.m. local time, officials said.

Deployed responders reached the aircraft at about 11 a.m. local time, the Coast Guard said, and were able to transport the helicopter’s four occupants to Mt. Edgecumbe Medical Center.

U.S. Coast Guard Arctic later Monday said that the four Coast Guard members involved in the crash sustained only minor injuries.

“We are incredibly relieved our crew members survived with only minor injuries,” Rear Adm. Bob Little, commander of the Coast Guard’s Arctic District, said in a statement.

“We are grateful for the swift response by the Sitka Fire and Rescue, who assisted us during this critical time.”

In response to the crash, Coast Guard Air Station Kodiak will be repositioning a helicopter and crews to Coast Guard Air Station Sitka to maintain operational readiness in the Southeastern Alaska region, officials said.

The crash is under investigation.

Democrats test a new red state strategy: Back independents over their own nominees

Democratic leaders, desperate to compete in red states where their party brand is toxic, are embracing something new this midterm season: not backing Democrats.

In states like Nebraska and Alaska, Democratic officials are, in some cases, looking past their own party’s candidates while subtly encouraging — or even openly promoting — independent candidates they hope can outperform the Democratic label. The Democratic National Committee and some of its allies in Washington are quietly supporting the new strategy.

Meanwhile, some of the independent candidates are chatting in a group text about their approach as they plot a path that could shake up Congress, which is consumed by partisan gridlock.

Nebraska Democrats this week chose a nominee for U.S. Senate, Cindy Burbank, who said a major campaign priority was to ensure a Democrat wouldn’t be on the fall ballot to pull support from independent Dan Osborn. Shortly after polls closed, Burbank reiterated her plan to drop out in the coming weeks during a private conversation with a party official, according to state Democratic chair Jane Kleeb.

Democratic leaders believe Osborn, who came within 7 percentage points of winning a Senate seat in 2024, has the best chance to defeat Republican Sen. Pete Ricketts.

Democrats’ pivot toward independents is part of an intentional strategy in some places — and something closer to a wink and a nod in others — that covers a handful of high-profile Senate and House and even statehouse contests. Independent Senate candidates are also running in states like Idaho, South Dakota and Montana, where Democratic leadership has so far been unwilling to fully embrace the independents, although many view them as the Democrats’ best chance to stop Republicans this fall.

“For some states, and Nebraska is one of them, where Democrats are 32% of the electorate, this is a long-term strategy for us,” said Kleeb, who also serves as a vice chair to the Democratic National Committee.

Kleeb said her state party is backing independents in at least four state legislative seats in addition to the U.S. Senate: “We have to build a coalition with independents in order to win elections so we can do good work for the people. Period.”

Some of the Democratic Party’s national political machine appears to be on board.

The Democrats’ fundraising site, ActBlue, serves some of the independent candidates, as do popular Democratic-allied website builders. At the same time, some of the party’s campaign committees in Washington quietly provide logistical support in some cases, while avoiding public criticism of the independent candidates even in some races where there is a Democratic nominee.

“The Democratic Party’s brand is awful right now,” said Democratic strategist Josh Schwerin. “The combination of the brand problem and the existential nature of the threat that our country is facing requires us to have a big tent and look for candidates who can win.”

There are risks for the Democratic Party

Some Democratic donors, strategists and party leaders from other states have privately pushed back, insisting Democrats should not look past their own nominees for short-term political gain. They want Democratic officials, in Washington and on the ground in red states, to work harder to make the Democratic brand more attractive — even if it takes several more years to be competitive.

“What’s the independent going to do for the Democratic Party if they win?” asked Democratic strategist Mike Ceraso, who sees the shift toward independents as an attempt to disguise Democrats in some cases. “We’re the party of truth and honesty and integrity, but we’re playing these stupid political games?”

And there is no guarantee that the independent candidates, if elected, would support all of the Democrats’ policy priorities or even Democratic leadership in Congress.

In Idaho, independent Senate candidate Todd Achilles, an Army veteran and former Democratic state legislator, said he won’t be caucusing with either party if elected. He explained his politics as “straight down the middle,” and said he believes in individual liberties.

“Idahoans should be able to live how they want,” he said. But the Democratic Party was a bad fit because it “has given up on little red states like Idaho.”

On his list of problems with Democrats is that the party made a big mistake by initially running Joe Biden again for president in 2024. But he also said “the shine is coming off” Trump, whom Idaho voters backed by 36 points in 2024.

Achilles said he and other military veterans running for Senate as independents chat in the text chain and are “very much on the same page.” He says the group wants to see “guardrails,” including term and age limits and campaign finance reform.

“The priority is to get Congress functioning again,” he said. “We gotta break the grip of the two-party system.”

‘I’ll never vote for a Democrat’

In South Dakota, Navy and Air Force veteran Brian Bengs has launched an independent bid to defeat Republican incumbent Sen. Mike Rounds, who’s seeking a third term this fall.

Bengs ran as a Democrat against Senate Majority Leader John Thune four years ago and lost by 43 points.

A lifelong independent, he said he got turned down by the party this time when he sought to run with its organizational support but without the label. Still, he insists he can win without the party’s formal backing.

One key lesson from his 2022 campaign, he says, was how hard it was to break through with the Democratic Party label.

Voters would immediately ask, “What are you?” he recalled.

“When you say, ‘I’m a lifelong independent running as a Democrat,’” Bengs said, the response was quick. “‘I’ll never vote for a Democrat.’ And that was it,” he said.

“So that takeaway soured me on running again in any party system, because it was just a soul-sucking experience.”

In Alaska, some Democrats believe that commercial fisherman Bill Hill, a retired school superintendent, may represent their best hope in defeating first-term Republican Rep. Nick Begich for the state’s only House seat.

Hill, a lifelong independent, raised more than $780,000 in the first three months of the year, besting Democrat Matt Schultz, a pastor, who raised $578,000 from last October through March.

The state Democratic Party declined to endorse Schultz at its recent convention, which Hill also attended. The House Democrats’ campaign committee in Washington has also declined so far to promote Schultz’s candidacy. Hill, meanwhile, is racking up local union endorsements.

Hill’s message to voters, he said, is the same for Republicans, Democrats and independents: “You need to be pragmatic about who you choose to support in this election cycle, because at the end of the day, we need a change in the House seat in Alaska.”

A spokeswoman for the National Republican Senatorial Committee criticized independents like Osborn, Bengs, Achilles and Seth Bodnar, who is running in Montana, as “fake Independents who would push liberal Democratic policies in the Senate.”

Currently, there are two independents in the Senate: Maine Sen. Angus King and Vermont Sen. Bernie Sanders. Both caucus with Democrats.

In an interview, Hill said he’s unlikely to caucus with Republicans in Washington if elected, but he’s not committing to joining Democrats either. He was reluctant to criticize the Democratic Party or Trump.

Hill acknowledged the challenge of running for Congress as an independent, but said there are benefits, too.

“There’s freedom,” he said. “I can truly represent the working people of Alaska.”
