Nov. 7 (UPI) — The U.S. Department of Homeland Security has dispersed an additional $155 million for western North Carolina to fund 130 projects from Tropical Storm Helene.

The funding is the most allocated in the state for the storm, which struck the western Appalachian region Sept. 27, causing widespread river flooding and landslides with 30 inches of rain in some areas. There were 85 direct and indirect deaths in the state.

The 2024 storm was the costliest and deadliest in North Carolina’s history at $60 billion. Helene had intensified into a Category 4 hurricane and made landfall in western Florida before hitting the Carolinas. The total impact was $79.8 billion, according to the National Oceanic and Atmospheric Administration.

More than $957 million has been provided for road repair, debris removal, infrastructure repair and emergency protective measures. Since Donald Trump became president Jan. 20, more than $632 million in public assistance reimbursements have been approved to support the recovery efforts in North Carolina. 

A senior HHS spokesman said Trump and HHS Secretary Kristi Noem “are committed to streamlining aid and supporting North Carolina’s recovery from Tropical Storm Helene and other disasters. These millions of dollars in federal assistance will help communities repair critical infrastructure, restore essential services and continue rebuilding stronger for the future.”

The grants from the Federal Emergency Management Agency include $54 million to the North Carolina Department of Transportation to rebuild roads and bridges.

Also, $40 million was awarded for two utilities — French Broad Electric Co. and Rutherford Electric Membership Corp. — for repairs and emergency protective measures.

Other funding includes $14.8 million to Henderson County, $9.6 million to Buncombe County, $1.6 million for city of Boone, $1.4 million for Paddy’s Creek Beach and Catawba Beach, $1.3 million to the Buncombe County School District.

State officials are awaiting on other funding, NC Newsline reported.

A $1.4 billion pool of grant money for a homebuilding program that now has more than 4,000 applicants. Also, another grant program allows FEMA to buy out private properties with applications pending for months.

US president says Ontario government’s anti-tariff ad featuring Ronald Reagan needed to be taken down ‘immediately’.

Donald Trump has announced an additional 10-percent tariff on Canada, as the United States president continues to slam his country’s northern neighbour over a contentious anti-tariff advertisement featuring former President Ronald Reagan.

In a social media post on Saturday, Trump said the ad “was to be taken down, IMMEDIATELY, but [Canada] let it run last night during the World Series, knowing that it was a FRAUD”.

“Because of their serious misrepresentation of the facts, and hostile act, I am increasing the Tariff on Canada by 10% over and above what they are paying now,” he said.

The advertisement, produced by the Canadian province of Ontario, features a 1980s speech by Reagan in which the former Republican leader had warned against the ramifications that high tariffs on foreign imports could have on the US economy.

The US government suspended trade talks with Canada this week over the ad, accusing the Ontario provincial government of misrepresenting Reagan’s position and seeking to influence a looming US Supreme Court ruling on Trump’s tariffs policy.

On Friday, Ontario Premier Doug Ford announced that, after consulting with Canadian Prime Minister Mark Carney, the province would “pause its US advertising campaign effective Monday so that trade talks can resume”.

“Our intention was always to initiate a conversation about the kind of economy that Americans want to build and the impact of tariffs on workers and businesses. We’ve achieved our goal, having reached US audiences at the highest levels,” Ford wrote on X.

“I’ve directed my team to keep putting our message in front of Americans over the weekend so that we can air our commercial during the first two World Series games.”

The Canadian government did not immediately comment on Trump’s announcement of additional tariffs on Saturday.

It is unclear whether the ad will run during the second World Series game between the Toronto Blue Jays and the Los Angeles Dodgers, which is set for 8pm local time in Toronto on Saturday (00:00 GMT Sunday).

Since taking office in January, Trump has unveiled sweeping tariffs against a number of countries including Canada, straining relations with the US’s longtime ally.

Los Angeles County is poised to pay out an additional $828 million to victims who say they were sexually abused in county facilities as children, months after agreeing to the largest sex abuse settlement in U.S. history.

The award, posted on the county claims board agenda Friday, would resolve an additional 414 cases that were not included in the $4-billion sex abuse settlement approved this spring. Both the supervisors and the county claims board will need to vote on the payout before it is finalized.

The record $4-billion settlement covered more than 11,000 people, who say they were abused inside county-run juvenile facilities and foster homes as children. The individual payouts will range from $100,000 to $3 million.

The newest payout would break down to an average of roughly $2 million per person. It involves cases from three prominent law firms: Manly, Stewart & Finaldi, Arias Sanguinetti Wang & Team, and Panish Shea Ravipudi.

The firms declined to comment on the potential settlement until the vote by the Board of Supervisors.

The announcement follows reporting by The Times that found nine plaintiffs who say they were paid by recruiters to sue the county over sex abuse. Four of them have said they were explicitly told to make up claims. All had lawsuits filed by Downtown LA Law Group, or DTLA.

The firm has denied any involvement with recruiters who allegedly paid plaintiffs to sue. DTLA said previously it would never “encourage or tolerate anyone lying about being abused” and is conducting new screenings to remove “false or exaggerated claims” from its caseload.

The county said any claims brought by DTLA will undergo an additional level of review before payments are made, citing reporting by The Times. The extra screening “may require plaintiff interviews and additional proof of allegations,” the county said.

DTLA did not immediately respond to a request for comment Friday.

Supervisor Kathryn Barger, who recently launched an investigation into the $4-billion settlement following The Times’ reporting, said the vetting will ensure “money goes only to the true victims of abuse.”

“Our settlements balance our obligation to compensate victims and treat their experiences with compassion with the need to put strong protections in place to protect taxpayers from fraud,” she said.

County Counsel Dawyn Harrison says she wants to see the law changed so “unscrupulous lawyers don’t get windfalls at the expense of survivors of abuse.”

“The conduct alleged to have occurred by the DTLA firm is absolutely outrageous and must be investigated by the appropriate authorities,” said Harrison. “Not only does it undermine our justice system, it also deprives legitimate claimants of just compensation.”

All cases will be reviewed by retired judges before the money is allocated, the county said.

If a judge believes a claim is fraudulent, the plaintiff will not get any money, the county said Friday. The county’s original plan stated that if the county found a fraudulent claim, the plaintiff could be offered $50,000 to resolve it or remove the case from the settlement so that it could be litigated separately.

The flood of claims was unleashed with the passage of Assembly Bill 218 in 2020, which changed the statute of limitations and gave survivors a new window to sue their abusers. Since then, school districts and governments have faced many decades-old claims, for which they say there are no longer records kept on file to allow for vetting.

County supervisors have been increasingly critical of the law, which they argue has left them defenseless against claims dating back to the 1950s. If the supervisors approve the new settlement, the county will have paid out nearly $5 billion in child sex abuse lawsuits this year — with more to come.

The county is still facing an additional 2,500 cases, which they say will further strain the region’s social safety net. The county recently required most departments trim their budgets to pay for the $4-billion settlement.

“L.A. County and other local governments must balance their obligations to past victims with the need to avoid ruinous financial impacts,” said acting Chief Executive Joe Nicchitta.

Kim Jong Un says Pyongyang will counter the buildup of US forces in the Korean Peninsula.

North Korean leader Kim Jong Un has pledged to develop additional military measures and allocate more strategic assets to respond to the buildup of US forces in the south, as the country prepares for a major anniversary parade.

“In direct proportion to the buildup of US forces in [South] Korea, our strategic interest in the region has also increased, and we have accordingly allocated special assets to key targets of interest,” Kim was quoted in a report published by the state media KCNA on Sunday.

Kim’s latest statement comes just days after South Korea reported that Pyongyang has accumulated large quantities of highly-enriched and weapons-grade uranium, signalling a sharp increase in the country’s stockpile of nuclear material.

“I believe our enemies should be concerned about the direction their security environment is evolving,” Kim said at a military exhibition event ahead of the parade.

North Korea “will undoubtedly develop additional military measures” to prepare to respond to the buildup of US forces, he added without elaborating further.

In recent weeks, Kim had directed top officials to strengthen the nation’s “nuclear shield and sword”, saying only a “nuclear counteraction” could safeguard his country’s security.

On Friday, October 10, Kim is set to lead a large-scale military parade to celebrate the 80th anniversary of the ruling Workers’ Party of Korea. At this event, the country is also expected to display its latest weaponry and other military hardware.

South Korea’s Yonhap news agency quoted analysts as saying that Pyongyang may showcase the next-generation Hwasong-20 intercontinental ballistic missile during the parade.

It added that North Korea could also test-launch the same weaponry around the date leading to the anniversary.

Yonhap quoted South Korea’s military as saying “there are signs” that Pyongyang is preparing to welcome tens of thousands of people at the parade, which will be held on the night of October 10.

South Korea stated that it has also detected movements of vehicles and some military equipment, but did not provide further details.

Kim has maintained a hardline rhetoric towards South Korea and its close ally, the United States, despite signs of diplomatic outreach from US President Donald Trump and Seoul.

South Korea’s President Lee Jae-myung, who took office in June, has also promised a more dovish approach towards Pyongyang compared with his hawkish predecessor, Yoon Suk-yeol.

North Korea has also been tightening military ties with Russia and has been supporting Russian President Vladimir Putin’s war in Ukraine by sending troops and artillery.

Kim has also been deepening alignment with China and recently travelled to Beijing to attend a military parade marking the 80th anniversary of the end of World War II, alongside Chinese leader Xi Jinping and Putin.
