Interim Main Battle Tank Unveiled As Future European Tank Project Slips

The Franco-German KNDS company has presented a new main battle tank, which it is offering to France as an interim replacement for its Leclerc fleet. The development comes as France recognizes that it will need a Leclerc successor before the next-generation Main Ground Combat System (MGCS) becomes available. This joint French and German program is complicated and already delayed, while Europe at large is increasingly alert to the need for capable tanks and other armored vehicles as the threat from Russia grows, and trust around U.S. military backing diminishes.

The proposed CAPINT tank was unveiled at the Eurosatory defense show on the outskirts of Paris this week.

Europe currently has four major lines of development effort for future main battle tanks (excluding the United Kingdom), ranging from multinational programs to national developments. The landscape has become much more fragmented over the past two years, as nations have increasingly understood the urgency of fielding new-generation armored vehicles.

Arguably the most ambitious of these programs is the now-delayed Franco-German MGCS, which began in 2017 and is now expected to arrive in service some time in the mid-2040s. With the MGCS delayed by roughly a decade, both France and Germany have a looming capability gap. In the case of France, its Leclerc tanks are due to be taken out of service by 2038.

As well as the main battle tank that is supposed to be its centerpiece, the MGCS program, as a ‘system of systems,’ is expected to field other crewed and uncrewed vehicles. These will likely be tasked with electronic warfare, air defense, or as platforms from which to launch drones or loitering munitions or fire directed-energy weapons.

Alongside this effort, around a dozen European nations (excluding France) are currently working on research and development under the MARTE (Main ARmored Tank of Europe) program, which is looking at tank requirements for the post-2040 period.

Against this complicated backdrop, France and Germany have both come to the realization that they will need new tanks before the MGCS arrives in service.

As a result, Germany is now working on the Leopard 3, also known as the Leopard 2AX, expected to provide a service-ready fighting vehicle around the early 2030s.

Back in April of this year, French Armed Forces Minister Catherine ​Vautrin told parliament that Paris had decided to launch an “intermediate” tank program to mitigate delays affecting MGCS.

To meet the French requirement for a stopgap tank, KNDS is now proposing its CAPINT (CAPacité INTérmédiaire, or Interim Capability).

This will combine a French turret and main gun on the hull of a German Leopard 2, a tank that is already in production for a variety of customers. Should this solution be chosen, a new Leopard 2 would likely be set up in France to manage the demand.

Interestingly, another new tank on show in Paris this week, the New Main Battle Tank (NMBT) concept demonstrator, from the Leonardo Rheinmetall Military Vehicles (LRMV) joint venture, also uses a Leopard 2 hull as its starting point, although that may change in the future. Derived from the Rheinmetall Panther KF51, the new tank is being offered to the Italian Army, which is also looking for a successor to its current Ariete main battle tank.

Returning to the CAPINT tank, the turret will be uncrewed and armed with the 120mm ASCALON smoothbore gun from KNDS France. The plan is to have the turret able to accommodate a 140mm cannon in the future. The 120mm ASCALON has already undergone firing trials using an uncrewed turret on a moving vehicle. Meanwhile, the 140mm version of the ASCALON is planned for the MGCS.

Unlike larger-caliber guns that have been proposed for future tank programs in the past, the 120 mm ASCALON offers the advantage of being fully compatible with all NATO-standard 120 mm ammunition. This means operators can maintain and leverage their existing ammo stockpiles.

The three crew of the CAPINT will be carried in an “armored citadel” at the front of the vehicle, which will be defended by passive composite armor as well as reactive and active protection systems.

The active protection system will be developed by KNDS and will be distributed around the turret and hull, so its defensive effectors provide more complete coverage.

In the meantime, it is interesting to note that a Leclerc outfitted with an anti-drone “cope cage” on top of its turret is part of the dynamic demonstration of military equipment at Eurosatory this week.

KNDS says it will complete a CAPINT demonstrator tank as early as 2030 and, should France choose to go with it, it could deliver the first series-production examples in 2035, leading to frontline deployment in 2037.

There is also a plan to incorporate into the CAPINT some of the advanced systems that are intended for the MGCS.

These elements are likely to include fully integrated AI, the aforementioned passive/reactive/active protection systems, counter-drone warfare, and beyond-line-of-sight engagement capability.

Another feature of the MGCS program that would likely be brought forward for the CAPINT tank is accompanying uncrewed ground vehicles (UGVs). According to MGCS, one or two types of “robotic wingmen” are planned for the interim tank. These UGVs will be able to keep up with the tank, but will be small enough to be affordable. Their cost will also be governed by offering different levels of passive protection.

The renewed focus on tank programs reflects a broader resurgence of armored warfare across Europe, driven largely by lessons from Russia’s full-scale invasion of Ukraine. While that conflict has highlighted the vulnerability of tanks to drones, loitering munitions, and precision anti-tank weapons, it has also underscored that heavily protected, mobile firepower remains indispensable for combined-arms operations. As a result, European militaries that once downsized or delayed armored modernization are now investing heavily in new main battle tanks and upgrades.

While the need for interim tanks in both France and Germany is becoming increasingly urgent, the current push for the CAPINT and for the German Leopard 3/Leopard 2AX does risk putting the MGCS program under threat.

“We are already working to create what will be the combat of tomorrow,” KNDS CEO Jean-Paul Alary said during a press conference at Eurosatory yesterday. “Maybe the combat of tomorrow, the ambition of MGCS, will come a little bit earlier than the project itself.”

Meanwhile, according to Reuters, a German government spokesperson raised doubts about the future of MGCS, saying that the project would be focused on “platform-independent” technologies, adding that it was not clear whether a joint tank would still be built.

Depending on how capable these stopgap tanks prove to be, the decision of France and/or Germany to walk away from the more complex MGCS program could become easier. Much will likely also depend on the path that the MARTE program takes, with the possibility that MGCS requirements could be superseded. Meanwhile, recent experience with the Franco-German-led pan-European Future Combat Air System (FCAS) has highlighted just how difficult it can be to keep programs like these on track, regardless of how badly they may be needed.

Chemical tank rupture kills multiple people in US state of Washington | Health News

Several injured people have been transported to hospitals to be treated for chemical burns.

A chemical tank has imploded at a Nippon Dynawave Packaging facility in the US state of Washington, killing several people and critically injuring others, authorities said.

Emergency responders on Tuesday remained at the site in the city of Longview in Cowlitz County, about 70km (45 miles) north of Portland, Oregon, the Longview Fire Department said in a joint written statement with Nippon and the Cowlitz County Sheriff’s Department.

Multiple patients who suffered from chemical burns and other injuries were transported to nearby hospitals. Authorities said the implosion posed “no immediate threat to the surrounding community”.

The statement said that officials “can confirm fatalities related to the incident” along with “multiple critical injuries”, but did not provide figures.

At least nine workers and one firefighter were taken to hospitals from the site, said Scott Goldstein, the Cowlitz 2 Fire and Rescue chief who was among those who responded. The number of deaths was “undetermined”, he said at a news conference.

PeaceHealth St John Medical Center in Longview told ABC News it had seen nine patients related to the incident, including one who had died. Six of the patients were in fair condition, and two other patients had been transferred to other facilities, the hospital told ABC.

The joint statement said that a tank containing “white liquor”, a chemical solution of sodium hydroxide and sodium sulfide used in the production of paper pulp, had ruptured at about 7:15am local time (14:15 GMT).

Goldstein said at the news conference that the 80,000-gallon (about 300,000-litre) tank was approximately 60 percent full.

In southern California, meanwhile, authorities have been monitoring an overheating industrial tank containing methyl methacrylate, a highly flammable chemical used in the production of plastics. The worst-case possibility of an explosion was ruled out on Monday at the GKN Aerospace facility in Garden Grove after a crack relieved some of the mounting pressure, officials said.

Orange County Fire Authority spokesman Greg Barta said in an update on Tuesday morning that the temperature in the tank was holding steady and that crews were working to ensure that people evacuated could get home as soon as possible.

Starbucks’ Korean sales fall after backlash to ‘Tank Day’ ad campaign | Protests

Coffee chain has seen ‘very significant’ drop in sales after campaign that evoked deadly crackdown, local operator says.

Starbucks Korea has suffered a “very significant” drop in sales after a marketing campaign that evoked a brutal 1980 military crackdown on pro-democracy protesters triggered a public outcry, according to the coffee chain’s local operator.

Shinsegae Group, whose subsidiary E-Mart owns the coffee chain in South Korea, has faced mounting criticism over its so-called “Tank Day” campaign, launched on the anniversary of the May 18 Gwangju Uprising, when the military government deployed troops and tanks to suppress pro-democracy demonstrations.

In a news conference on Tuesday, Shinsegae Group chairman Chung Yong-jin made a public apology and asked people not to take out any anger on Starbucks Korea employees and front-line staff.

“I take it very seriously, the fact that many people felt deep pain and anger because of Starbucks Korea’s inappropriate marketing campaign,” Chung said.

“I will take all responsibility for the incident.”

Chung also asked people not to take out their frustration on staff at Starbucks shops, saying the responsibility lies with management. There were no immediate reports of major incidents at stores.

Chung issued his first apology on May 19, saying in a statement that the campaign caused “deep pain to the victims and bereaved families of the May 18 Democratization Movement as well as to the public”.

Shinsegae fired the head of Starbucks Korea last week after apologising over the campaign. Starbucks Global also apologised and said that an investigation had begun.

A Shinsegae official said sales had fallen sharply since the marketing controversy.

“While sales are not our main concern at the moment, we have seen a very significant drop,” said the official.

At Tuesday’s news conference, Jeon Sangjin, a senior Shinsegae Group executive, said the company had yet to find conclusive evidence that Starbucks Korea marketing employees intended to mock the pro-democracy movement, an accusation the employees have denied.

However, he said some employees refused management requests to hand over their smartphones during a weeklong internal review.

Jeon said the company would look at the results from the police inquiry, and any employee found to have intended to ridicule protesters would be fired.

The anger over the campaign has triggered public calls for boycotts, amplified by government officials, including Interior and Safety Minister Yoon Ho-jung, who said Starbucks products will no longer be used at government events and lamented the chain’s “anti-historical behaviour”.

The country’s president, Lee Jae Myung, said on X last week that the campaign displayed “inhumane and disgraceful behaviour by cheap profiteers who deny the values of the South Korean community, basic human rights and democracy”.

Hundreds of people are estimated to have died ⁠or gone missing when Chun Doo-hwan’s military government cracked down on the protests in Gwangju.

Many details remain unconfirmed, including who gave the order to open fire.

Explosion fears tempered as possible crack seen in failing Calif. tank

May 24 (UPI) — Tens of thousands of Orange County, Calif., residents remained evacuated Sunday as officials nervously watched the condition of a failing, 34,000-gallon tank containing dangerous chemicals.

Orange County fire officials said a visual inspection of the overheated tank in Garden Grove, Calif., late Saturday showed it has potentially developed a crack, which could reduce the possibility of a catastrophic explosion but increase the likelihood of a massive spill of liquid methyl metacrylate.

“Right now, we’re vetting and validating that information,” Orange County Fire Authority Interim Chief T.J. McGovern said in a video update of the tense situation at the GKN Aerospace facility, located about 33 miles southeast of downtown Los Angeles.

The discovery of a potential crack in the tank “could change the trajectory and our strategy for this event,” he said.

A crack in the tank “may avoid the two concerns that we all had,” Calif. State Sen. Tom Umberg told KCBS-TV. “One was an explosion, the other was a leak of liquid material vaporizing into a toxic fume, a toxic plume.”

California Gov. Gavin Newsom on Sunday transmitted a request to President Donald Trump to declare a federal emergency in support ongoing response operations in Orange County.

The request came a day after the governor’s proclamation of a state of emergency as officials raised the alarm about the possibility of a catastrophic explosion and a major release of toxins.

“California doesn’t wait for disaster to unfold, we act early to protect lives and communities,” Newsom said. “Working together with our local and federal partners, we’re strengthening our ability to respond quickly and effectively in Garden Grove and across the surrounding communities and ensuring that first responders have the resources they need to keep people safe.”

The state says it has already activated its emergency operations center, deployed mutual aid resources and has pre-positioned emergency personnel — including fire, law enforcement and medical teams — in the area around the GKN Aerospace facility, which is just 7 miles west of the Disneyland amusement park.

Nearly 50,000 Orange County residents remained under mandatory evacuation orders on Sunday as an interagency response team eyed the malfunctioning tank, which holds methyl methacrylate, or MMA, a flammable, toxic and highly volatile substance used in the production of acrylic plastics.

Residents were evacuated Friday after a chemical vapor leak was spotted coming from the tank, which has a malfunctioning valve and is unable to be neutralized. Officials say the valve has seized due to a chemical reaction with the MMA.

Water cooling by firefighters has so far kept the tank’s temperature stable and no injuries have been reported.

No unusual readings of toxic material have yet been detected in the area.

The evacuation zone is in a densely populated area of Orange County and has multiple public facilities including schools, hospitals, nursing homes, fire and law enforcement stations.

A unified command has been established between Orange County Fire Authority, Garden Grove Police Department and Orange County Health Care Agency to deal with the emergency.

Oregon Democrats found a way to improve roads. Now their gas tax goes before voters as prices soar

Appealing to voters’ anxieties about the soaring cost of living is central to Democrats’ messaging in their hopes of big wins in this year’s midterm elections. In Oregon, a question on the primary ballot is complicating that strategy.

The Democratic-controlled Legislature raised the state gas tax and a range of fees last fall as a way to pay for road improvements and plug a hole in the state’s transportation budget. Republicans responded with a petition to repeal the increases, leading to a referendum that will land before voters just as the Iran war is causing the price of gas to skyrocket around the United States.

“It is a hell of a time to be raising gas taxes on people,” said Jeanine Holly, filling up her tank on a recent morning in Portland.

The gas tax repeal on the state’s May 19 primary ballot comes amid widespread disruptions in the oil industry from the war with Iran started by Israel and President Trump. Discontent is high among U.S. consumers across the political spectrum, with the price of gas topping $4.50 a gallon nationally on Friday and averaging about 80 cents more per gallon in Oregon.

The referendum will give voters a chance to weigh in on a hot-button issue hitting them directly in the pocketbook at a time when prices remain elevated for everything from housing to groceries. Nationally, Democrats have focused on the affordability concerns similar to those that helped propel Trump to victory in 2024. Some of their candidates have even proposed ways to cut taxes as a way to promote their agenda and counter a traditional GOP strategy.

“It’s difficult to imagine a worse situation for … a gas tax increase than right now in American politics,” said Chris Koski, professor of political science and environmental studies at Portland’s Reed College.

Republicans sense an opportunity

Republicans wasted no time in appealing to voters after the Legislature and Democratic governor signed off on the tax increase, which also included a higher payroll tax for transit projects and a boost in vehicle registration and title fees.

They needed 78,000 voter signatures to qualify the referendum for the ballot. They quickly got 250,000.

“That is a remarkable number,” Republican strategist Rebecca Tweed said.

Republicans in Oregon have countered Democrats’ affordability messaging by portraying the tax and fee increases as further fueling the high cost of living.

“Do Oregonians want to pay more? The answer is no,” said GOP state Sen. Bruce Starr, who helped lead the referendum campaign. “Everything they’re looking at is expensive.”

Under the legislation, Oregon’s gas tax would rise from 40 cents to 46 cents a gallon. That would make it tied with Maryland for the eighth-highest gas tax of any state when factoring in other state taxes and fees, according to figures from the U.S. Energy Information Administration.

At the Portland gas station, Michael Burch said he used to spend $70 to fill three-quarters of his pickup truck’s tank, but now pays $80 for just over half a tank.

“I’m sick and tired of taxes,” the 76-year-old retiree said. “Gas is certainly dampening the spirits and the coffers of folks that aren’t as well off.”

Hannah Coe, a 30-year-old student, said she was not sure how she would vote on the primary ballot referendum.

“I think I would be in favor of it if it was going to go to the things that it was saying it was going to go to, such as fixing our roads,” she said. “I also kind of feel like that’s just a grab at trying to get more money from the people who live here.”

Democrats blame the Iran war

Oregon Democrats spent much of last year fighting to pass a transportation funding bill to help raise money for services such as road paving and snow plowing. The debate came amid projections of declining gas tax revenue as more people adopt electric, hybrid and fuel-efficient cars.

They finally passed a narrower version of their plan during a special session called by Gov. Tina Kotek.

She recently acknowledged the challenging timing of the referendum.

“Certainly, the conversation at the ballot this year … is a tough sell right now, because I think everyone is feeling a pinch on their household budgets,” she told reporters.

But she and other Democrats said the root cause of the jump in gas prices is Trump’s decision to go to war with Iran. She suggested the federal government consider reducing the federal 18-cent-a-gallon gas tax if it wants to provide relief at the pump for Americans.

Some Oregonians are receptive to the Democrats’ reason for passing the legislation last year. Kurt Borneman, 68, said he would support the gas tax increase, even though he’s now paying at least $10 more to fill up his tank.

“I realize that money’s tight and roads need to be improved,” he said at the Portland gas station. “I want less government, but I also want nice roads.”

Democratic state Rep. Paul Evans said his party lost the battle over how to frame the gas tax increase to the public. So far, there has been no organized effort from Democrats and their allies to oppose the ballot referendum.

“When anything is reduced to, ‘Do you want a tax or not?’ Most people are going to say no,” he said. “The messaging got away from us, and it became focused upon the price instead of the value.”

The Talyllyn Railway in the Welsh county of Gwynedd was saved from closure in 1951 by volunteer train enthusiasts.

This was the first time in history that a railway had been taken over by volunteers, and now it’s celebrating 75 years of being ‘The World’s First Preserved Railway’.

One of the very first railway volunteers was actually children’s author Rev Wilbert Awdry who was the creator of beloved character Thomas the Tank Engine.
