Newsom signs historic housing bill to bring density to transit hubs

On the campaign trail eight years ago, Gov. Gavin Newsom famously promised to support the construction of 3.5 million new homes in California by the end of this year. He’ll probably fall short by millions, but his latest move reaffirms the effort.

Newsom signed Senate Bill 79 into law Friday. The historic bill, which looks to add density to transit hubs across California, is one of the most ambitious state-imposed housing efforts in recent memory.

“All Californians deserve an affordable place to live — close to jobs, schools, and opportunity. Housing near transit means shorter commutes, lower costs, and more time with family. When we invest in housing, we’re investing in people — their chance to build a future, raise a family, and be part of a community,” Newsom said in a statement.

The sweeping bill — which takes effect July 1, 2026 — upzones areas across California, overriding local zoning laws to allow taller, denser projects near transit hubs such as subway stops, light rail stops and bus stops with dedicated lanes.

Developers will be permitted to build up to nine-story residential buildings adjacent to subway stops, seven stories within a quarter-mile of them and six stories within a half-mile. The bill will also allow residential buildings that reach five to eight stories near light rail and dedicated bus lanes, depending on how close a piece of property is to a particular station or bus stop.

It’s the second major housing reform Newsom has greenlighted this year. In June, he signed a landmark bill that streamlines housing construction and cuts through the regulatory red tape brought by the California Environmental Quality Act (CEQA).

Newsom’s decision caps months of debate and weeks of pleas from residents, advocacy groups and cities imploring him to either sign or veto.

It’s a huge win for YIMBY groups and developers, who claim the quickest way to address California’s housing crisis is to build housing — especially near transit stops to encourage public transportation and cut down on car pollution.

“With his signature on SB 79, Governor Newsom cements his legacy as one of the most transformative pro-housing leaders in California history,” California YIMBY Chief Executive Brian Hanlon said in a statement. “Now we begin the work of making sure its provisions are fully and fairly implemented.”

It’s a blow for some cities, including Los Angeles, which claim that the bill brings a one-size-fits-all approach to a problem that needs local control. Mayor Karen Bass asked Newsom to veto the bill, and the L.A. City Council passed a motion opposing it.

Now, the chaotic scramble begins as cities, developers and residents try to figure out who is affected by the bill — and who is exempted.

Sen. Scott Wiener (D-San Francisco) introduced the legislation in January, emphasizing the need for immediate action to address the housing crisis. But as the bill wound its way through the Legislature, a host of amendments, exemptions and carve-outs were added in order to secure enough votes to pass through the Assembly and Senate.

What was left was a wordy, at-times confusing bill. Wiener’s spokesperson Erik Mebust acknowledged that it’s “incredibly challenging to visualize.”

First, the bill’s scope was narrowed from all of California to only counties with at least 15 passenger rail stations, leaving only eight: Los Angeles, Orange, San Diego, Alameda, San Francisco, San Mateo, Santa Clara and Sacramento.

The biggest impact will probably be felt in Los Angeles, which has an estimated 150 transit stops covered by the bill, according to the city’s preliminary assessment.

Senate Bill 79 would override local zoning laws, allowing buildings of five to nine stories in areas close to many public transit stops in Los Angeles, according to the city’s preliminary analysis. Still, some properties would be eligible for exemptions or a multi-year delay.

Next, lawmakers added several deferral options, allowing cities to postpone implementation in selected areas until approximately 2030 — one year after they must submit their latest plan for spurring new housing construction and accommodating growth.

For the next five years, cities can exempt properties in high-risk fire areas, historic preservation zones and low-resource areas — an attempt to mitigate the bill’s effect on gentrification in low-income neighborhoods.

In addition, to eke out votes from lawmakers representing smaller cities, SB 79 zones shrank to a quarter-mile in cities with fewer than 35,000 residents, compared with a half-mile everywhere else.

Known as the “Beverly Hills carve-out,” the amendment shrinks the upzoning responsibility for certain small, affluent cities around Southern California including Beverly Hills and South Pasadena. As a result, the eligibility map gets weird.

For example, the law will only affect a quarter-mile area surrounding South Pasadena’s Metro A Line station, but a half-mile in its adjacent communities — Pasadena and L.A.’s Highland Park neighborhood. In L.A.’s Beverly Grove neighborhood, the law covers properties within a half-mile of the Metro D Line subway, but in Beverly Hills right next door, it only affects areas within a quarter-mile.

Before Newsom signed it into law, Los Angeles City Councilmember Katy Yaroslavsky called it unfair.

“Beverly Hills gets off the hook, and Los Angeles is left holding the bag,” she said in a statement.

Other oddities abound. For example, a city can exempt a particular property that is half a mile from a transit station as the crow flies but has physical barriers — railroad tracks, freeways — that make it more than a mile away on foot.

Several online maps attempted to show which areas would be upzoned under SB 79, but no one has produced a parcel-specific overview. L.A. planning officials recently published a draft map showing the places that they believe would be upzoned under SB 79. But they cautioned that the online tool is for “exploratory purposes only” — and that a binding eligibility map will eventually be published by the Southern California Assn. of Governments.

Cities, developers and homeowners will have to wait for clarity until that map is published. In the meantime, YIMBY groups are hoping the bill spurs multi-family development in L.A., which has waned in recent years due to unprofitable economics and regulatory uncertainty.

“A lot of people don’t want California to change, but California is changing whether they want it to or not,” said Matt Lewis, spokesperson for California YIMBY, one of the bill’s sponsors. “The question is whether we allow those changes to be sustainable and affordable, or chaotic and costly.”

Breakfast in Amsterdam, aperitifs in Vienna: how to make the most of your time in Europe’s sleeper train hubs | Rail travel

You may dash for your morning commuter train, but you won’t want to rush for the sleeper to Vienna. The Nightjet train to the Austrian capital is the most illustrious departure of the day from Amsterdam. There is an art to conducting the perfect departure and the perfect arrival, the bookends of a thrilling overnight journey.

There are four major hubs for sleeper services across western and central Europe: Amsterdam, Berlin, Vienna and Zurich. Then there are secondary nodes at Budapest, Brussels, Milan, Munich, Paris and Prague. Most of the region’s night trains start or end in one of these 10 cities. Whatever your departure point, savour the moment by going for an aperitif and a relaxed dinner before boarding. And upon arrival, don’t just dash on – linger over a coffee and let the morning, and the city, develop around you.

Don’t miss the excellent Grand Café Restaurant 1e Klas in the former first-class waiting room (entrance via platform 2B). It opens at 9.30am, so the perfect spot for breakfast after decanting from a Nightjet (or an early-morning Eurostar from London), and stays open till late evening, so also ideal for pre-departure supper. It serves fairly priced Dutch staples in a space that oozes retro flair. The Guardian, no less, has called it one of the “finest station eateries in Europe”.

An alternative pre-departure option for drinks and dinner is Bistro Berlage in the undercroft of the former Beurs (stock exchange), seven minutes walk from the station.

This can be a frustrating station, with fierce ticket barriers guarding platform access (luggage lockers in the east wing from €10 per day). It gets another black mark for the lack of showers for passengers arriving on overnight trains, but a big plus for being at the very heart of the city it serves – its enchanted canal network is right outside the station.

Just head south from the station to hit the main sights. If, like me, you prefer to cut away from the crowds, then leave the station on the north side and hop on the F4 ferry for a free 15-minute ride to the NSDM Wharf, an old shipyard that is now a creative and cultural hub with many alt-vibe cafes.

A multi-level essay in glass with a striking vaulted roof, the station is on five levels, with level 0 in the middle and trains departing/arriving on levels -2 and +2 – all utterly confusing for a first-timer. The station isn’t the most relaxing spot to linger, but for the exalted few, Deutsche Bahn’s premium (first-class) lounge is an oasis of calm.

For an extraordinary breakfast in a stunning setting, book a table at Käfer on the roof terrace of the Reichstag (900 metres from station, open daily from 9am). For a posh pre-departure dinner, Paris-Moskau at Alt-Moabit 141 (open from 6pm) is a traditional Berlin restaurant in a half-timbered building just 400 metres away.

With time on your hands, catch the vibe of the German capital by wandering along the banks of the River Spree, passing the Reichstag en route to the Brandenburg Gate.

Leave luggage at the DB Gepäck lockers (levels -1 and +1, from €2 for two hours or €4 a day). Shower for a fee at the “rail and fresh” facility on level 0.

Fully opened 10 years ago, Vienna’s Hauptbahnhof rates as one of Europe’s most efficient transport hubs and boasts a greater range of destinations than any other station in Europe.

For a relaxed breakfast, skip the fast-food options in the station and head for Café Goldegg, with its elegant wood panelling and art nouveau style (on corner of Goldeggasse and Argentinierstrasse). Ask nicely and they’ll even knock you up a full English.

For evening eats, I recently followed the advice of Mark Smith, the legendary Man in Seat 61, and tried the excellent Ringsmuth at Johannitergasse 1 (closed Sun and Mon), a traditional Viennese restaurant with schnitzel galore as well as fish and veggie options.

Vienna Hauptbahnhof is south of the city centre. Three stops north on the U1 metro is Stephansplatz, where you can cleanse your soul at the lovely St Stephens Cathedral. Or go two stops south on the U1 to Reumannplatz to cleanse the body in art deco elegance at the wonderful Amelienbad indoor pool – a triumph of progressive socialist design. A visit will help make up for the lack of showers at the railway station for those arriving on night trains (but there are luggage lockers aplenty, from €2).

Zurich’s main station is a place for grand arrivals – check out the colourful flying angel pivoting over the concourse. Then freshen up with a shower (mezzanine level, €12). And now it’s time for breakfast …

My go-to spot is Roots on Lintheschergasse, just two minutes from the platforms. Power porridge and avocado toast go down a treat after a night on the rails, as do all sorts of shakes and juices. For pre-departure supper, try Maru, a little oasis of Japan on level 2 of the shopping complex under the station serving matcha and “Japanese comfort food”.

I love Zurich for its small-town feel. Having arrived on a night train and lingered over breakfast, I usually wander down pedestrianised Bahnhofstrasse and make for St Peterhofstatt, a haven of calm in the historic heart of the city.

Let’s not forget London. The last direct night sleeper service to the continent stopped 45 years ago (that was the Night Ferry to Brussels and Paris, which for a spell even conveyed a through sleeping car to Switzerland) but you can slip between crisp, clean sheets in sleepers departing the UK capital for the Cornish coast or Scottish Highlands.

Arriving passengers can benefit from posh arrival lounges with free showers at both Paddington and Euston, although the facilities at the latter are only for those who booked en suite accommodation on the train.

Passengers departing Euston should board early and head straight to the Club Car (seats are limited) for dinner for a taste of Scotland and a wee dram as they head north. Those departing from Paddington to Cornwall should take a chilled bottle of champagne to enjoy in the GWR lounge (the former royal waiting room) on Platform 1.

Family hubs to open in every council in England

Family hubs offering parenting support and youth services will be rolled out across every local authority in England, the government has announced.

The £500 million plan aims to support 500,000 more children in the most disadvantaged areas.

Education Secretary Bridget Phillipson said the “Best Start” family hubs would “give a lifeline” to families.

The Conservatives said there was “little clarity on what’s genuinely new and what simply rebrands existing services”.

The idea of a family hub dates back to the early 2000s when New Labour introduced “Sure Start” centres – focused on supporting young families with early education, childcare and health advice.

Many closed after 2010 when funding was cut by the Tories. But last year the Conservative government under Rishi Sunak rolled out 400 new “family hubs” offering a wider range of services across 75 local authorities.

Now Labour say the hubs will be in every local authority by April 2026, before expanding them to up to 1,000 by the end of 2028.

They will offer services ranging from birth registration and midwifery support to debt advice and youth clubs.

Officials hope the spaces will also provide families access to other services and social care.

Ms Phillipson said: “It’s the driving mission of this government to break the link between a child’s background and what they go on to achieve – our new ‘Best Start’ family hubs will put the first building blocks of better life chances in place for more children.”

Shadow Education Secretary Laura Trott said the lack of clarity about what was actually new was “part of a wider pattern”.

“This is a government defined by broken promises and endless U-turns,” she added.

Charity Save The Children has said it is “pleased” to see the government “making it easier for families to get the help they need”.

Dan Paskins, executive director of policy, advocacy and campaigns at Save The Children UK, said: “We know from our work in local communities that bringing together parenting, healthcare and education support services in one place is an approach which works, so we are pleased to see the UK government making it easier for families to get the help they need.”

UK’s Starmer seeking third countries to set up asylum seeker ‘return hubs’ | Migration News

PM’s plans compared to Conservatives’ controversial Rwanda deportation policy, which he had dismissed as a ‘gimmick’.

The United Kingdom is talking to third countries about setting up “return hubs” to host asylum seekers refused the right to stay in the country as part of a renewed crackdown on immigration, Prime Minister Keir Starmer said.

The UK leader is under increasing pressure to cut the number of migrants arriving on UK shores amid the rising popularity of the far-right Reform UK Party.

He said on Thursday that he was talking to “a number of countries” about hosting the “return hubs”, which would receive failed asylum seekers who have exhausted all avenues of appeal for processing prior to deportation.

Speaking during a visit to Albania, Starmer did not specify which countries he was speaking to about the scheme, which has drawn comparisons with a plan developed by the previous Conservative government to deport asylum seekers to Rwanda, which Starmer had dismissed as a gimmick and scrapped immediately after entering office in July.

The subject was apparently not on the agenda for Starmer’s meetings in Tirana, with Albanian Prime Minister Edi Rama specifying in a joint news conference that a similar returns model, which his country had agreed to with Italy last year, was a “one off” that “takes its time to be tested”.

That scheme, which could see Italian-run facilities in Albania holding up to 36,000 asylum seekers annually while their applications are fast-tracked, is currently bogged down in the courts.

Starmer admitted that establishing the facilities would not be a “silver bullet” for halting the perilous crossings of the English Channel in small boats, which have seen 12,000 people arriving so far this year, putting 2025 on course to potentially see a record high number of arrivals.

However, combined with other measures to tackle smuggling gangs, he said the plan would “allow us to bear down on this vile trade”.

Starmer claimed his new Labour government had been left a “mess” by the previous Conservative leadership, which he said had failed to process asylum claims.

The prime minister’s official spokesperson said, “This will basically apply to people who have exhausted all legal routes to remain in the UK but are attempting to stall, using various tactics – whether it’s losing their paperwork or using other tactics to frustrate their removal.”

The announcement was the latest in a host of tough new immigration policies, including plans to double the length of time before migrants can qualify for settlement in the country, which are widely seen as an attempt to fend off rising support for far-right firebrand Nigel Farage’s Reform UK Party.
