Air-To-Ground Capabilities Are Already Creeping Into The F-15EX’s Mission Set

The main job of the U.S. Air Force’s growing fleet of F-15EX Eagle IIs has been and continues to be air-to-air combat, especially in defense of the U.S. homeland. However, operational and test units are laying the groundwork for F-15EXs to also take on air-to-ground missions.

Despite its primary mission set, air-to-ground capabilities are inherently a part of the F-15EX’s design. The Eagle II is a member of the extended F-15E Strike Eagle family, having been derived from the F-15QA developed for Qatar.

Last week, the Oregon Air National Guard’s 142nd Wing shared that one of its F-15EXs had dropped training bombs for the first time ever during a trip to Mountain Home Air Force Base in Idaho back in May. The 142nd, based in Portland, Oregon, is currently the Air Force’s only operational unit flying the Eagle II.

“The crew dropped a total of 24 BDU-50s and 12 BDU-56s over 10 missions with zero safety incidences and satisfactory scores,” according to an official release. “These ‘bombs’ were loaded onto the F-15 EXs and dropped in the Mountain Home firing range complex.”

The BDU-50/B and BDU-56/B are inert training bombs with the same shape and weight as live 500-pound-class Mk 82-series and 2,000-pound-class Mk 84-series bombs, respectively. In U.S. service today, bombs in the extended Mk 82 and Mk 84 families are far more commonly employed in combination with Paveway laser guidance or Joint Direct Attack Munition (JDAM) GPS-assisted guidance kits.

The BDU-50s and BDU-56s are still useful tools for training more general ‘dumb bombing’ skill sets for aircrew and for handling of air-to-ground weapons on the ground. This includes things like going through the procedures for targeting and safe release from an aircraft, as well as loading and unloading the bombs from planes.

Basics are especially important for the members of the 142nd, which previously flew F-15C Eagles with no operational air-to-ground capability. It’s also worth noting here that the F-15C was a single-seat type, while the F-15EX is a two-seater. However, the Air Force’s plan, at least initially, has been for a single pilot to fly the Eagle II, something we will come back to later on.

The 142nd does have some personnel with air-to-ground mission experience from prior assignments, but this is still a new mission set for the unit as a whole, which requires new training regimens.

Three pilots from the 142nd “attended a 9-month training course to understand the science behind dropping bombs and the tactics involved. They were tasked with creating a program to train the rest of the wing’s pilots on the basics so they could make the first steps to be able to drop munitions,” according to the official release. Earlier this year, weapons loaders from the Wing also “traveled to Nellis Air Force Base, Nev. where they worked with F-15 E-models assigned to the 59th Test and Evaluation Squadron to become certified on loading bombs.”

The Air Force’s Test and Evaluation community has already been validating the F-15EX’s air-to-ground capabilities. This testing is now extending overseas. Earlier this month, the 85th Test and Evaluation Squadron brought an Eagle II from Eglin Air Force Base in Florida to Kadena Air Base in Japan to support a munitions load training event. An F-15E Strike Eagle also took part in that training. Pictures the Air Force released on Monday show that live GBU-53/B Small Diameter Bomb IIs (SDB IIs), also known as StormBreakers, were among the munitions that ground personnel at Kadena practiced loading onto the jets.

Two active duty squadrons of F-15EXs are set to be established at Kadena, taking the place of units previously based there that had flown F-15Cs. The Air Force has been deploying F-15Es and other fighters to the base on a rotational basis to fill the gap in the meantime.

The Air Force has previously announced plans to stand up National Guard F-15EX squadrons in California, Louisiana, and Michigan. The service’s proposed budget for the 2027 Fiscal Year outlines plans to dramatically expand the total size of the Eagle II force, which could lead to a dozen squadrons or more flying the jets in the end, as you can read more about here. How this might change the Air Force’s plans for employing the jets remains to be seen.

In its 2027 Fiscal Year budget request, the Air Force continued to stress that “the F-15EX aircraft will be used predominantly in defensive and offensive counter-air missions at both Air National Guard (ANG) and Air Combat Command (ACC) operational squadrons.” However, it did also note that the “F-15EX will perform the Homeland Defense mission and provide Combatant Commanders (CCDR) with strike packages capable of operating in Highly Contested Environments (HCE).”

As TWZ has been reporting for years, it has been more or less clear from the start that the F-15EXs would eventually take on more of a multi-role mission after entering service, despite the emphasis on the air-to-air role. This has also raised the possibility that Eagle IIs could be flown with Weapon System Officers (WSO), another pilot with multi-role skills, or a mission specialist, in their backseats, just like their F-15E cousins.

“We currently don’t have conformal fuel tanks [CFTs] for it [the F-15EX], but there is a plan to get us conformal fuel tanks. And then when we do, we can start talking about putting all kinds of air-to-ground capabilities into the airplane, potentially putting WSOs or other experts in the backseat as well to have us do any number of multi-role capabilities that it’s just physically not possible to in the C model,” now-retired Col. Michael Kosderka, then commander of the 142nd, told TWZ in an interview back in 2024. “So the X has tremendous growth capability. It’s really exciting.”

The F-15EX is capable of being fitted with the same CFTs as the F-15E, which give the aircraft more hardpoints for stores on top of providing extra fuel. The current status of the plan to get CFTs for the Eagle IIs assigned to the 142nd is unclear. The initial pair of jets for the Wing were delivered without them. The picture released of the F-15EX at Mountain Home for the air-to-ground training in May, seen at the top of this story, shows that jet, at least, still lacks them. The default configuration for Eagle II test jets includes the CFTs, as seen below.

“Basically, what it’s going to do is turn a wing with a primary mission that is on life support, frankly, into something that has America’s newest fighter, and we’re going to be relevant with that airplane for decades to come,” Kosderka added at that time.

“Gen. Kelly made it very clear in his public address here that the F-15EX is going to have an inherent capability that we need to put to work from day one, to include limited air-to-ground capability,” Lt. Col. Robert Waller, then commander of the 40th Flight Test Squadron at Eglin Air Force Base in Florida, also told TWZ in a separate interview in 2024. Waller was referring to now-retired Gen. Mark “Grace” Kelly, who was head of Air Combat Command at the time.

All of this makes perfect sense given the F-15EX’s inherent ability to carry a lot of payload, including both air-to-air and air-to-ground munitions, over a long distance. The Eagle II can also accommodate outsized stores. These are attributes that have already made the F-15E one of the most heavily in-demand platforms in the Air Force today.

Strain on the aging Strike Eagle fleet, which has been further magnified by the total loss of four of those aircraft this year during operations against Iran, might prompt the Air Force to consider further expanding the air-to-ground role of the Eagle II. Additional planned F-15EX purchases could very well enable the retirement of at least some older F-15Es, as well as other aircraft. In 2024, Congress blocked an attempt by the Air Force to divest roughly half of its Strike Eagles.

There is already substantial overlap between the F-15E and F-15EX communities, as underscored by the 142nd Wing’s milestone air-to-ground training at Mountain Home in May.

Air-to-air missions still look set to be the dominant task for the F-15EX fleet, at least in the near term, but work is being done now to ensure the jets can also take on air-to-ground missions if the call comes.

Will USAF Tankers Getting The Boot From Israel’s Biggest Airport Impact Combat Capabilities?

For several months, Israel’s Ben Gurion Airport was so packed with U.S. Air Force aerial refueling tankers deployed for the fight against Iran that officials in Jerusalem complained about the toll that presence was taking on airport operations. The issue came to a head on Tuesday, when Israel’s Transportation Minister placed a limit on how many of these jets can land at Ben Gurion Airport. The move comes despite an increase in fighting between the U.S. and Iran and with several Arab nations coming under fire from the Islamic Republic. Tuesday afternoon, U.S. Central Command (CENTCOM) announced a new round of strikes against Iranian targets as the naval blockade on that nation’s ports is being restored.

While an anonymously sourced Israeli news story stated that U.S. and Israeli officials are irate about this decision, three experts we spoke with suggest that despite ratcheted-up kinetic actions, the restrictions on tanker operations at Ben Gurion will be more of an inconvenience to U.S. forces than a major problem.

At issue is the tension faced by a very busy international airport operating at the peak of summer travel season, while also having to host dozens of American tankers deployed for high-tempo combat operations that are currently not happening.

“Hundreds of thousands of plane tickets were bought by Israelis to fly and enjoy their summer vacation,” Miri Regev said earlier on Tuesday. “We promised that we will enable commercial flights and we will not cancel a single ticket because of American refueling planes.”

“Therefore I have given instructions that we will not allow any U.S. refueling tankers to land at Ben Gurion Airport beyond the agreed number of 20 planes, and the remaining planes will land at Air Force bases.”

As we reported in the past, the U.S. Air Force began sending tankers to Ben Gurion in the lead-up to the U.S.-Israeli war on Iran that began Feb. 28.

Nine KC-46 Pegasus and five KC-135 Stratotanker aerial refueling jets arrived at Ben Gurion in the days before hostilities began. The number of U.S. Air Force tankers, as well as the service’s cargo jets, at the airport has grown tremendously since then.

“A fleet of about 75 U.S. refuelers and cargo planes had parked at Ben Gurion Airport for many months, as part of the US military buildup in the region prior to the war,” the Times of Israel reported on Tuesday. “Following the partial removal of the tankers in recent weeks, more than 30 US refueling planes are estimated to be stationed at Ben Gurion Airport, crowding out civilian aircraft and creating a shortage of parking spaces.” 

In our previous reporting, we noted that dozens of U.S. Air Force refueling aircraft deployed to Ben Gurion Airport had been expected to stay in Israel at least until the end of this year, though those plans now appear to be in flux.

Meanwhile, there are alternatives for the dozen or so KC-135s and KC-46s that now need a new home. The Air Force can operate tankers from several other bases in Israel as well as across the region. However, bases closer to Iran have come under dense Iranian fire and five tankers were reportedly damaged in an Iranian long-range strike on Prince Sultan Air Base in Saudi Arabia in March. Operating far forward during war time, such as at the traditional hub for these operations, Al Udeid Air Base in Qatar, isn’t possible due to the extreme risk posed by Iranian standoff weapons. Other bases, like Muwaffaq Salti Air Base in Jordan is already packed with aircraft with little room for dozens of tankers.

As we noted earlier in this piece, the tanker limit reportedly upset U.S. and Israeli officials alike.

“Senior officials at U.S. Central Command have contacted the IDF’s top brass and Israel’s defense establishment in recent hours following the Transportation Ministry’s decision Tuesday not to allow additional American refueling aircraft to land at Ben-Gurion Airport,” according to Israel’s Ynet news outlet. “According to sources familiar with the details, the Americans were angered by the decision and made clear that it directly harms the operational needs of U.S. forces operating in the region amid the escalation with Iran. They said the refueling aircraft are a vital component of the regional deterrence and defense array.”

TWZ cannot independently confirm Ynet‘s reporting. Earlier in the day, Navy Capt. Tim Hawkins, CENTCOM’s spokesman, told us that the command “will continue working with our Israeli partners to best position U.S. aircraft to support operations.”

Hawkins declined to elaborate.

“Israel is a strong military ally, and we appreciate the warm hospitality for American forces as we work shoulder to shoulder in promoting regional security and stability,” Hawkins stated.

Meanwhile, as we have noted in earlier reporting, the U.S. has already returned F-22 Raptors that were flying out of Ovda Air Base in Israel back to the United States. Other aircraft, such as A-10s and F-15Es, have also returned home from or have been replaced in the CENTCOM region. So clearly there is a lot of shifting of aviation assets taking place even amid current operations.

A former senior U.S. Air Force leader acknowledged the tensions inherent in operating military aircraft for combat operations out of a civilian airport. However, Ben Gurion is considered one of the most important airfields in the region, the former official told us. 

Ben Gurion’s location, situated just to the southeast of Tel Aviv, roughly in the center of the country, is a big factor, both in terms of geography and Israel’s vaunted integrated air defense system (IADS), the former leader added.

Still, he suggested that the new limits at Ben Gurion don’t automatically mean a restriction in U.S. air operations against Iran or in support of partner forces.

Given the existing options in the region, CENTCOM and the Air Force will be looking at what runway, ramp space, and equipment availability there is elsewhere.

“Flow control is something we’re always concerned about during combat operations,” he explained, adding that planners will consider distance to where the tankers have to orbit, proximity to potential threats, and the capacity to launch sorties.

“They really work in advance to create the best mix of protection, survivability, and an operational envelope,” the former senior leader noted.

Retired Air Force Col. Troy Pananon, who once commanded Mildenhall Air Base, a tanker installation in the U.K., surmised that the Ben Gurion restrictions will have limited effects.

“I would say the base has an impact on the overall plan, but it doesn’t limit the ability to execute,” said Pananon, who was quick to point out he has no inside information about current operations. “Tanker planners can and should modify the plan to ensure there is enough fuel airborne in the AOR to accommodate the requirements for the receivers servicing the designated targets for the day. In other words, if they are limited in capacity at base A, they can or will supplement from base B, or adjust loiter times or targets.”

“Air campaigns by nature are a fluid event and stresses the importance of planners, leadership and C2 [command and control,” he added.

Israel is carrying out a balancing act when it comes to Ben Gurion, a high-ranking IDF official told us.

The airport “is effectively Israel’s only major international civilian airport,” he noted. “Haifa and Ramon handle only a very small fraction of Israel’s civilian air traffic. Operationally, Ben Gurion can accommodate roughly 20 U.S. Air Force refueling tankers. Beyond that number, the impact on civilian aviation becomes significant.”

However, “at the same time, Ben Gurion is arguably the safest airport in the region for U.S. aircraft,” the IDF official pointed out. “That is why discussions are currently focused on finding the right balance between parking tankers at Ben Gurion and dispersing them among Israeli Air Force bases. In my view, this is fundamentally an operational, economic and civil aviation issue, not a political one.”

The issue of U.S. Air Force tankers at Ben Gurion interfering with civil aviation is not new.

“The presence of the aircraft—not the U.S. military—is causing significant operational difficulties at Ben Gurion Airport, as they are parked almost everywhere possible at the airport,” Israel’s N12 News reported on X back in May.

How long the limitations at Ben Gurion last remains an open question, especially should Israel find itself at war again with Iran. 

As we pointed out in previous reporting, the KC-46s and KC-135s now at Ben Gurion alone are a tanker force far larger than what the Israeli Air Force (IAF) has in its inventory today. Each KC-46 also carries more fuel to offload to receivers than a KC-707 or a KC-135. During Epic Fury, when both the U.S. and Israel were attacking Iran, U.S. tankers gassed up IAF jets.

All this being said, in a time of war, these restrictions would be quickly lifted and civilian flights would decline. While moving aircraft around to other bases and still providing the majority of the refueling capacity available before the tankers’ exodus from Tel Aviv will certainly be possible, sortie rates and durations for receiver aircraft could still suffer in a sudden crisis. Seeing as these are tankers, their availability and proximity to their ‘customers’ has downstream effects. It comes down to how much gas is available in the sky at any given time versus the needs of the air operation. Luckily, America’s tanker crews and planners are masters at juggling their assets to make sure any changes in basing has a minimal impact on commanders’ needs.

The Israeli Transportation Minister’s decision comes as the prospects for a diplomatic settlement of the tensions between the U.S. and Iran seem dimmer than at any point since a ceasefire was agreed to on April 8.

As we noted earlier in this piece, CENTCOM forces “began launching an additional round of strikes on Iran to continue degrading Iranian capabilities used to attack commercial shipping in the Strait of Hormuz,” the command stated on X. “The strikes are taking place as American forces prepare to resume the naval blockade against Iranian ports and coastal areas. The blockade goes into effect at 4 p.m. ET.”

Meanwhile, Israeli Prime Minister Benjamin Netanyahu “warned Iran on Tuesday against launching future attacks on Israel, saying Tehran would face a far harsher response than in previous confrontations,” the Jerusalem Post reported on Tuesday.

“Do not count on it being quiet if you attack us,” Netanyahu said while speaking at the Negev Conference in Dimona. “Do not count on a rerun; this will be a different event, much more powerful.”

Given all this, it does not appear there will be much of a reduction in the need for U.S. Air Force aerial refueling tankers in the Middle East. However, where they will be based remains in flux.

North Korea Accuses Japan of Expanding Offensive Military Capabilities

Relations between North Korea and Japan remain deeply strained due to historical grievances, North Korea’s nuclear and missile programmes, and growing regional security tensions. In recent years, Japan has significantly increased defence spending and accelerated military modernisation in response to North Korea’s missile launches and China’s expanding military presence.

Tokyo has adopted a new national security strategy that includes acquiring long range strike capabilities, expanding missile defence and strengthening cooperation with the United States and other regional partners. Japan says these measures are necessary to deter growing security threats, while North Korea and China have criticised them as evidence of Japan moving away from its post World War Two defensive posture.

The latest remarks come as North Korea also continues expanding its own naval capabilities and developing new missile systems.

North Korea accused Japan on Tuesday of transforming its military into an offensive force, claiming Tokyo’s overseas military ambitions are now a reality rather than a hypothetical threat.

A commentary published by the state run Korean Central News Agency criticised Japan’s defence modernisation programme, pointing to plans to develop unmanned submarines, expand long range missile capabilities and acquire advanced weapons from the United States.

The comments come amid growing military activity across East Asia as regional powers continue strengthening their armed forces.

The KCNA commentary argued that Japan is abandoning its long standing policy of maintaining forces solely for self defence.

It claimed Tokyo is developing unmanned submarines capable of carrying torpedoes and naval mines that could be deployed near neighbouring coastlines to conduct pre emptive attacks during a conflict.

The report portrayed these developments as evidence that Japan is shifting toward a more offensive military posture.

Japan’s Foreign Ministry did not immediately comment on the allegations.

North Korea also highlighted Japan’s efforts to strengthen its missile capabilities.

According to the commentary, Tokyo is pursuing domestically developed long range missiles, a new ballistic missile with a reported range of up to 3,000 kilometres, upgraded anti ship missiles and hypersonic glide weapons.

The report also criticised Japan’s acquisition of United States made Tomahawk cruise missiles as part of its broader military modernisation programme.

Japan has argued that these capabilities are intended to strengthen deterrence against growing regional threats.

The criticism comes as North Korea continues expanding its own military capabilities.

State media recently reported that leader Kim Jong Un observed the launch of a strategic cruise missile and inspected weapons systems aboard the newly built 5,000 tonne destroyer Kang Kon.

Kim has instructed that the vessel enter operational service within two months as part of efforts to strengthen North Korea’s naval combat capabilities.

Pyongyang has also commissioned another destroyer, the Choe Hyon, and announced plans to construct additional warships, including larger 10,000 tonne vessels.

The exchange of criticism reflects broader security tensions across Northeast Asia.

Japan has strengthened defence cooperation with the United States and regional partners while increasing military investment in response to North Korea’s expanding nuclear and missile programmes and China’s growing military activities.

North Korea has responded by accelerating weapons development, conducting missile launches and modernising its naval forces, further contributing to regional strategic competition.

The latest comments highlight the increasingly confrontational security environment in Northeast Asia, where military modernisation by one country is often cited by others to justify their own defence expansion.

As Japan strengthens its deterrence capabilities and North Korea continues developing advanced weapons, the risk of heightened regional tensions and military competition is likely to remain elevated.

Drones could soak up additional data and otherwise extend the reach of the airliner-sized Rivet Joints, while also helping keep the prized jets further away from threats. This and other developments underway at L3Harris could open the door to further operational possibilities for the Rivet Joint fleet.

Jason Lambert, President for Intelligence, Surveillance, and Reconnaissance (ISR) at L3Harris, talked about the crewed-uncrewed teaming capability for the RC-135, and other major developments in a recent interview with our Jamie Hunter. He also spoke about airborne early warning, electronic warfare, and other capabilities the company is pursuing for various special mission aircraft across its portfolio. This includes a version of the airborne early warning and control-optimized Bombardier Global 6500 business jet-based AERIS-X that is now in the works for South Korea.

When it comes to the Rivet Joints, L3Harris supports the global fleet, which consists of 17 in U.S. Air Force service and another three flown by the Royal Air Force (RAF) in the United Kingdom. The company performs depot maintenance and upgrade work on the RC-135V/Ws at its facility in Greenville, Texas.

“The way these planes operate is every four years or so they come out of the field for depot-level maintenance. So we take the aircraft into our operation in Greenville, we take out the electronics gear, we do a full inspection on the airframe, look for any corrosion, [and] do any repairs required,” Lambert explained. “Then we basically build back the aircraft up with the latest antennas, hardware capabilities, processing power, as well as the software that’s currently going and always going, actually on a baseline spiral upgrade.”

“The software development is on a spiral upgrade schedule, so we’re constantly working the development of new updates and new upgrades for the capability set on the aircraft mission set itself,” he continued. “So, while the aircraft were actually birthed in the 60s and 70s from the Boeing line, from a mission system capability, they’re actually the youngest mission system across the entire United States Air Force, and the reason that’s the case is because as they come off the production line or come out of our depot center, every aircraft is leaving with the world’s leading technology, both software and hardware.”

L3Harris “is already provisioned to be able to do quick turn hardware and software upgrades on the aircraft,” Lambert noted. “We can do that from anywhere from a week to a month, and then actually field the aircraft back into operational theater to perform.”

It should be noted here that rapid upgrade cycles, measured in days, if not hours, rather than weeks or months, have been shown to be a decisive factor, especially when it comes to drones and electronic warfare, on both sides of the battlefield in Ukraine. The U.S. military has been increasingly open about its need to adapt faster, which was notably underscored by lessons learned from operations in and around the Red Sea between 2023 and 2025. We will come back to this later on.

For L3Harris, crewed-uncrewed teaming is one new capability it is already looking to insert into the Rivet Joint fleet using the processes available now.

“We’re currently in discussions right now to actually do demonstrations on that [crewed-uncrewed teaming] with the RC-135,” Lambert said. “So, new technology, new capability set that’s underway. The technology is actually there. It exists today. We just need to go demonstrate it.”

Lambert said that L3Harris has been talking with multiple unspecified drone makers about crewed-uncrewed teaming with the Rivet Joint, as well as other special mission aircraft. He also highlighted the company’s own ability to provide the secure datalinks that would be critical for realizing this capability, via the Broadband Communications Systems (BCS) business unit in Salt Lake City, Utah.

“The next question is how we actually go demonstrate that with a connected set of tissue in theater to be able to do that,” he added.

As noted, pairing the RC-135V/Ws with uncrewed teammates would expand their ability to scoop up electronic emissions and other intelligence, and to do so across a larger area. Drones could operate beyond the Rivet Joint’s organic sensor range and the radio horizon. They could carry additional sensor systems to also broaden the types of intelligence the team could gather at any given time. Having multiple assets tied together would also help with geolocation of radio signals via triangulation. Paired with the right tactics, the crewed-uncrewed team could allow for additional tactical flexibility and collection of higher-fidelity data.

The information the drones collect could be passed to the Rivet Joint’s crew for analysis and exploitation, as well as to other intelligence and command and control nodes further to the rear. The aircraft also have the ability to send data to forces at or near the tactical edge. The crew of these planes includes dozens of signals and electronic warfare specialists, as well as linguists, who can immediately begin sifting through the intelligence being collected and help get it where it needs to go.

RC-135V/Ws are already particularly well known for their role in creating so-called “electronic orders of battle” detailing an opponent’s force posture, especially when it comes to air defense and command and control assets. Drone teammates would fit right into this playbook, offering a new way to stimulate integrated air defense networks, and glean intelligence about capabilities and standard operating procedures as a result.

Crewed-uncrewed teaming could also help keep the Rivet Joints further away from threats. Stealthy drones, in particular, could be sent to collect intelligence in higher-risk areas. Adversary anti-access/area denial (A2/AD) bubbles are only growing in scale and scope, to include ever-longer-ranged anti-air missiles. This, in turn, threatens to push Rivet Joints further and further away from areas they would be tasked to collect on, especially in the midst of a high-end fight, such as one against China in the Pacific. As an aside, the U.S. Army sees air-launched drones as a critical capability for its new ME-11B High Accuracy Detection and Exploitation System (HADES) ISR aircraft, specifically to help keep them as far away from enemy air defenses as possible.

The ability for Rivet Joint to act as airborne drone controllers opens the door to additional operational possibilities beyond ISR, including using those uncrewed teammates to provide localized force protection. The drones could be configured for other missions, including electronic warfare and signal relay, too. A networked swarm of uncrewed teammates in various configurations could offer further flexibility to perform multiple tasks simultaneously across a swath of the battlespace.

All of this could transform the RC-135V/Ws into more multi-purpose platforms going forward. At the same time, it should also be noted that the Rivet Joints are the definition of a highly in-demand, but low-density asset, and each one of the Air Force’s 17 aircraft can only be in one place at one time. The aging aircraft have also suffered readiness challenges in recent years, further limiting how many are actually available for real-world missions on a day-to-day basis.

In his interview with Jamie Hunter, L3Harris’ Lambert also discussed drone teaming and other capability developments the company is pursuing in the context of what this could mean for AERIS-X.

For AERIS-X, “think of connecting and having this be the command and control unit to be able to operate a set of unmanned aircraft,” Lambert said. It “is essentially the hub-and -spoke system to be able to go operate as a network in theater.”

“So, the current [AERIS-X] aircraft is, right now, in a six operators [sic] configuration. It can easily be flexed to eight. We’re also looking at opportunities to take the aircraft to 10,” he added. “The operator count is also a function of the AI [artificial intelligence] evolution. So you think about the effectivity of what that operator can do in terms of their workload that they have in that station. We view AI as not a replacement for that, it’s a supplement to the operator. So, being able to do – take on and process more information with less. So being able to do the job of 10 or more with a group of six is very feasible with an AI technology platform.”

This latter point could factor into directing larger groups of drones, as well as other mission sets. The uncrewed aircraft could themselves be highly autonomous, further helping to reduce the workload of human operators.

“Think of AERIS-X essentially owning the skies, so owning the battle space, and looking at not just what’s in the air, but what’s coming into the air from the ground. It’s got the radar package to be able to go look out,” Lambert also noted in talking about AERIS-X more generally. “We also have the capability set to integrate this with an ISR platform to be able to look downward. So, think SAR/GMTI [synthetic aperture radar/ground moving-target indicator] radar, standoff targeting, to be able to do that.”

“Mentioned the ground connectivity. Of course, we have that not only from line-of-sight, but we can also do through satellite link to be able to have that command and control on the ground, as well as control from the air,” he added. “And we have a program called TOC-L, Tactical Operations Center-Light, which is actually a complementary product and system to this. Because you can have the air bases, and think across maybe an island chain or set of four deployed locations, now you can have essentially a network architecture and infrastructure to be able to do that command and control across the suite of assets.”

In addition to the airborne early warning and control and surface surveillance roles, Lambert highlighted the ability to configure AERIS-X with electronic warfare capabilities, especially to provide additional layers of self-protection. L3Harris’ special mission aircraft portfolio also extends to electronic attack platforms, including the EA-37B Compass Call for the U.S. Air Force. Italy is also now on track to field a version of the EA-37B. L3Harris has already been working with that country on the Joint Airborne Multi-Mission Multi-Sensor System (JAMMS) aircraft program, as well.

In speaking with Jamie Hunter, Lambert also highlighted how L3Harris had leveraged technology from the Rivet Joint fleet for the MC-55A Peregrine for the Royal Australian Air Force (RAAF). The Australians notably describe the MC-55A as an “airborne intelligence, surveillance, reconnaissance, and electronic warfare” platform.

It’s possible that the Rivet Joint fleet could gain electronic warfare capabilities, if they haven’t already. The Air Force has already been openly exploring the capabilities to be gained by teaming crewed Rivet Joint and Compass Call aircraft directly together during operations.

The electronic warfare domain is also an area where the aforementioned comments about rapid upgrade cycles are especially pertinent. Electronic warfare systems have to receive regular updates to ensure their effectiveness in an ecosystem where threats can evolve very quickly by changing waveforms or otherwise modulating the signals they pump out. The data that ISR platforms like the Rivet Joint collect is critical to staying ahead of adversary developments, but getting upgrades to systems in the field as fast as possible is also essential. If updates come too slowly, they could easily be out of date before they even arrive. A vital set of capabilities to further truncate these upgrade processes is now being developed under the umbrella of what is known as cognitive electronic warfare. Major leaps are already being made in shortening the time required to make these updates. The absolute “holy grail” of the concept would be an electronic warfare system that could adapt autonomously by itself in real-time, even in the middle of a mission, based on any new data it is presented with.

For its part now, L3Harris seems very interested in demonstrating how pairing drones with the Rivet Joint, as well as other ISR, early warning and control, and electronic warfare aircraft, could create new powerful airborne teams better suited to tomorrow’s potential conflicts.
