White hulls in the gray zone: Why coast guards now set the tempo at sea

For decades, the image of maritime power centered on gray hulls and carrier groups. Today, the center of gravity has shifted to the white hulls that police, escort, ram, repel, rescue, and repair in the murky space between peace and open conflict. Call it the coast-guardification of security. In the Indo-Pacific, and especially around the South China Sea, coast guards are now the first responders for sovereignty spats, illegal fishing, disaster relief, drone sightings, and the protection of undersea infrastructure. The trend is not cosmetic. It is strategic, and it is accelerating. Recent scenes off Scarborough Shoal and near Thitu Island show why. In September and October 2025, the China Coast Guard used water cannons and ramming tactics on Philippine civilian and government vessels, injuring crew and damaging hulls, while Washington and others publicly backed Manila. These were not naval shootouts. They were high-stakes law enforcement encounters led by white hulls that managed political sensitivity without signaling immediate military escalation.

History helps explain how we got here. Through the 2010s, piracy in Southeast Asia declined as coordinated patrols tightened the Strait of Malacca. At the same time, gray zone pressure rose as coast guard and militia fleets, not destroyers, pushed claims around the Senkakus and the Spratlys. A 2015 Reuters dispatch already highlighted Japanese and Philippine coast guard anti-piracy drills, and by 2025 Japanese reporting still records routine intrusions by Chinese coast guard vessels around the Senkakus. White hull presence became the everyday instrument of statecraft at sea, a domain where legal authorities matter as much as tonnage.

Coast guards have also become the backbone of coalition building. The most telling images of 2025 are not only of naval flotillas but also of trilateral coast guard exercises among Japan, the United States, and the Philippines. Tokyo hosted large drills in June, the Philippine flagship returned from joint maneuvers later that month, and USNI News has tracked a steady tempo of multilateral activities that blend navies and coast guards. These events rehearse search and rescue, firefighting, interdiction, and uncrewed systems integration. They build habits of cooperation at the level most relevant to day-to-day friction.

What counts as “security” has widened too. Undersea cables that carry the world’s data now sit squarely on the white hull docket. Policymakers across the region are writing playbooks for detection, attribution, and rapid repair when cables are cut or damaged. Analysts urge Quad Plus partners to formalize protocols and run sabotage response drills that rely on law enforcement and coast guard authorities. New scholarship details how geoeconomic competition around cables is intensifying across the Indo-Pacific and why civilian maritime forces will need new sensors, legal tools, and public-private coordination to keep data flowing after an incident.

The mission creep is not only about geopolitics. It is also about fish. Vietnam has spent 2025 pushing to shed the European Commission’s IUU “yellow card,” tightening enforcement and compliance across its vast fishing fleet. IUU policing is classic coast guard work. It requires boarding teams, AIS analytics, community outreach, and a credible threat of penalties. Success here matters for livelihoods and for legitimacy, since foreign perceptions of fishing practices can shape export earnings as much as tariffs do.

Technology is transforming these forces in real time. Maritime drones and high-altitude ISR have moved from prototypes to daily tools for search and rescue, disaster response, and wide-area surveillance. Regional programs, from Japanese UAV support to Southeast Asian partners to Malaysia’s investments, reflect a simple truth. Persistent eyes and quick cueing make small coast guards feel bigger without inviting the diplomatic blowback that armed naval build-ups can trigger.

If coast guards now run the show, two practical steps can help them run it better.

First, fund an Indo-Pacific Seabed Protection Network with coast guards in the lead. Start with an agreed checklist for cable incident response that combines attribution standards, rapid permitting for repair ships, common data on seabed maps, and a secure channel for operators to notify authorities. Build this around recurring tabletopand at-sea exercises that simulate simultaneous cable cuts, and let civilian agencies command the play unless naval forces must step in. The legal authorities and public legitimacy of coast guards make them the right first responders for cable attacks that sit below the threshold of armed conflict. Allies are already converging on this logic. They should codify it.

Second, scale coast guard capacity through targeted training pipelines and shared tech. The U.S. Coast Guard’s 2025 program that opens more than a hundred training courses to Philippine personnel is a good template. Expand it to include a regional curriculum on IUU enforcement, drone employment, incident documentation, and evidence handling for prosecutions. Pair classrooms with pooled hardware. A rotating inventory of UAVs, portable radars, and small craft that partner coast guards can book for surge operations would lift outcomes faster than waiting for each budget cycle to deliver new ships.

Coast Guard decks will never replace carrier decks, and they should not try. What they can do is shape almost every day short of war. In Southeast Asia’s crowded waters, that is where strategy lives. The white hulls are already writing the script. Policymakers should give them the resources and rules they need to keep the peace, protect the seabed, and put predatory behavior on notice.

General Atomics’ Gray Eagle STOL Drone Will Be Made In Korea

The next stage in the evolution of the Gray Eagle Short Takeoff and Landing (GE STOL) drone sees General Atomics Aeronautical Systems, Inc. (GA-ASI) team up with South Korea’s Hanwha Aerospace for co-development and co-production of the uncrewed aircraft system, with work set to begin immediately. A demonstrator for the medium-altitude, long-endurance (MALE) drone has already operated from a South Korean amphibious assault ship, but the new partnership will see production of the Gray Eagle STOL for all customers taking place in South Korea.

GA-ASI and Hanwha Aerospace had an official signing ceremony at the Association of the U.S. Army’s (AUSA) main annual symposium today. That ceremony took place alongside GA-ASI’s company-funded Mojave STOL drone, which has been flying for years and is being used as a proof-of-concept demonstrator for the Gray Eagle STOL.

As for the Gray Eagle STOL, this is the latest iteration of GA-ASI’s MQ-1C Gray Eagle UAS. At the center of the Gray Eagle STOL is its ability to operate from remote or austere locations with rough strips and limited logistical support. GA-ASI says the aircraft will be able to operate from semi-improved surfaces, including dirt roads, open fields, beaches, and parking lots. The same capabilities render it suitable for flying from aircraft carriers and big-deck assault ships, too.

In the past, GA-ASI has described the Gray Eagle STOL as its “most rugged UAS design,” although it’s worth noting that the basic MQ-1C Gray Eagle for the U.S. Army already put something of a premium on efficiency and usability. The original MQ-1C Gray Eagle was tailored for warfare in the Middle East, uses a heavy-fuel piston engine instead of a turboprop, and can be operated by a cadre of enlisted soldiers.

Under the new joint initiative, GA-ASI and Hanwha plan to build a production-representative Gray Eagle STOL aircraft, which should take to the air in 2027. The companies will, in the meantime, establish a production line that will be able to provide the Gray Eagle STOL to customers in the United States and South Korea, as well as globally, and which should result in cost savings for the drone. The first deliveries to customers should take place in 2028.

“GA-ASI and Hanwha are committed to investing in this project and building development and production capabilities in South Korea,” said GA-ASI President David R. Alexander. “We’ll be leveraging the expertise of both companies to quickly bring the Gray Eagle STOL to global customers.”

“This landmark agreement marks the beginning of a new phase in U.S.-Korea defense cooperation, extending beyond traditional alliance structures to deliver next-generation, runway-independent UAS solutions that maximize commanders’ options in the face of evolving mission demands,” GA-ASI said in a statement.

The next steps will see GA-ASI and Hanwha Aerospace working closely together to complete the design phase for the drone and then establish a production facility in South Korea. The final assembly and manufacturing of the GE STOL will be the responsibility of Hanwha in South Korea, with GA-ASI handling the final integration. Meanwhile, GA-ASI will continue to produce other Gray Eagle models at its plant in San Diego, California.

GA-ASI says the new partnership “offers the fastest path with lowest risk to operational capability.”

“Co-producing GE STOL in South Korea and the U.S. will create jobs and help Hanwha secure talent in related fields as well as foster our domestic (Korean) UAS industry ecosystem,” said Jae-il Son, president and CEO of Hanwha Aerospace. “Hanwha is poised to become a comprehensive UAS company capable of executing everything from design to production and maintenance based on our capabilities, which span from fighter jet engines to radar and avionics equipment.”

For Hanwha, the Gray Eagle STOL also presents a way of gaining a foothold in the South Korean military. The country’s armed forces already operate a diverse drone fleet, including Israeli-supplied aircraft. However, on the domestic front, this segment is currently dominated by Korea Aerospace Industries (KAI) and Korean Air, both of which already build drones for the South Korean military.

However, GA-ASI has already been working closely with the South Korean Ministry of Defense as it continues to develop the Gray Eagle STOL drone.

Last year, the Mojave demonstrator was used in a demonstration when it took off from the Republic of Korea Navy’s amphibious landing ship ROKS Dokdo, as it was underway off the coast of Pohang, South Korea.

The Mojave has also been used for takeoff and landing trials aboard the British aircraft carrier HMS Prince of Wales in 2023.

Other milestones for the demonstrator drone have included live-fire testing at Yuma Proving Ground, Arizona, using the Dillon Aero DAP-6 Minigun, and operations from a dirt strip to prove its STOL credentials, something we have reported on before. The stated performance of the Mojave includes a takeoff run of 400 feet for intelligence, surveillance, and reconnaissance (ISR) missions, or 1,000 feet when armed with 12 Hellfire missiles.

Clearly, having Hanwha Aerospace onboard the Gray Eagle STOL program, including local production, should make the drone even more attractive to South Korea.

As well as operating from the two Dokdo class amphibious assault ships — the drone doesn’t necessarily need a catapult for launch or arresting gear for recovery — the Gray Eagle STOL could be a valuable addition to the South Korean military’s land-based units.

For the Republic of Korea Army, the Gray Eagle STOL’s runway independence would be a huge advantage during any kind of conflict with North Korea. In the past, GA-ASI has outlined the fact that the drone’s commanders “can choose virtually any bases of operation and take advantage of unconventional locations not normally affiliated with unmanned aircraft or aviation operations as an added level of survivability and surprise.”

In such a scenario, it would likely be in heavy demand for reconnaissance, surveillance, and target acquisition (RSTA), as well as strike. Meanwhile, its manned-unmanned teaming (MUM-T) capability could see it operate closely with the Republic of Korea Army helicopter fleet, including the AH-64E Apache.

The Gray Eagle STOL is also intended, from the ground up, to be rapidly deployed to remote locations by C-130 Hercules cargo aircraft, a type also operated by South Korea. GA-ASI says the drone can be ready to fly from austere locales in as little as 1.5 hours once rolled out the back of a C-130. This makes it ideal for different sorts of distributed and expeditionary operations.

As well as the aforementioned Mojave weapons, the Gray Eagle STOL is planned to be armed with launched effects, a capability that it inherits from the improved Gray Eagle 25M. The latter was developed to provide the U.S. Army with the option to procure a more advanced version of the MQ-1C, which would incorporate various enhancements to better meet the demands of a future conflict, likely to be expeditionary peer conflicts rather than a counterinsurgency fight.

GA-ASI has previously underlined the potential use of this drone to tackle enemy air defense systems in a large and very contested battlefield — just like the one that South Korea could face if it goes to war with its neighbor. In this scenario, the drone would lob its launched effects toward the air defenses before acting as a “quarterback,” relaying data gathered by the smaller drones to other friendly elements, be they aircraft, long-range fires, or other platforms.

At the same time, the growing questions around the survivability of drones like this need to be acknowledged. The Gray Eagle STOL and its relatives are potentially vulnerable even when faced by lower-end adversaries, a fact that has been underscored by the scale of losses suffered by U.S. MQ-9 Reaper drones when faced by Iranian-backed Houthi militants in Yemen. The use of LEs at standoff distances and the addition of self protection and electronic warfare pods, as well as combined force tactics, will help them in the fight in the years to come.

The Gray Eagle STOL would also port other advanced technologies over from the Gray Eagle 25M, including the EagleEye synthetic aperture radar, which can detect and track ground targets out to 50 miles and maritime targets out to 124 miles. GA-ASI is also working to introduce an increased-range active electronically scanned array (AESA) antenna, which is intended to allow it to operate beyond the weapons effects zone of many threat systems.

As we have highlighted in the past, the Gray Eagle STOL would also seem to offer a broad portfolio of capabilities that could be of particular relevance to the U.S. military as it prepares for a future high-end conflict, especially one fought in the Pacific against China.

In the past, GA-ASI has specifically said that the “Gray Eagle STOL might go with American forces into an expeditionary base deep downrange, co-locating with them as necessary to support missions, including delivery of supplies with the range to reach from island chain to island chain for units separate from the main body. Operating from a semi-prepared landing zone, a dirt road, or any paved surface, it expands commanders’ options.”

Other roles planned for the Gray Eagle STOL include logistics, and GA-ASI has explored the idea of underwing pods capable of carrying up to 1,000 pounds of cargo. This could be of particular interest for the U.S. military, as it looks increasingly at diverse distributed logistics chains as an essential requirement for supporting future operations in contested environments, especially in the context of a potential future high-end conflict, including in the Pacific.

With these kinds of peer and near-peer conflicts in mind, the Gray Eagle STOL is also intended to be more resilient to hostile electronic warfare jamming, especially to GPS networks. It will have vision-based navigation that can be used to overcome GPS jamming and have SATCOM anti-jam technologies.

Ultimately, the Gray Eagle STOL should emerge as a drone that’s able to fly a wide range of missions, from a variety of land bases and ships. It’s clear that, with their new partnership, GA-ASI and Hanwha Aerospace foresee interest from operators outside of the U.S. and South Korean militaries, too.

Sue Gray questions working class-only civil service internship

Sir Keir Starmer’s former chief of staff Baroness Sue Gray has challenged the government’s plan to limit a civil service internship scheme to working-class students.

The Labour peer questioned the “evidence base” behind last month’s decision to restrict a Whitehall internship to students from “lower socio-economic backgrounds”.

The government argued the change will bring in “more working-class young people” widening the talent pool for a civil service that will “truly reflect the country”.

But Baroness Gray told peers she was “from the most working class of backgrounds” but had “learned a lot from being around people from different walks of life”.

From October 2026, Whitehall’s main internship scheme designed to attract university students to the civil service will now only be available for students from “lower socio-economic backgrounds” – judged by what jobs their parents did when they were 14.

Those who are successful on the internship will then be prioritised for entry to the Fast Stream, the main graduate programme for entry to the civil service.

But Baroness Gray said: “As a former civil servant from the most working class of backgrounds, and I’m sure there are very good intentions here, I would have found it really difficult when I joined the civil service to not have a wider group that I actually was exposed to, and I learned so much from that.

“I would like to know what the evidence base is for actually reaching this conclusion, because I do think it’s good intentioned, but I think there are other ways that the civil service can be opened up as well.”

Labour minister Baroness Anderson of Stoke-on-Trent said this was one of the “rare” occasions she “disagreed” with Baroness Gray.

“This is not about stopping the civil service being a meritocracy. It is ensuring that the meritocracy is available to everyone, regardless of where you were born,” she said

Earlier, Tory shadow Cabinet Office minister Baroness Finn pointed out that the current rules made clear a person’s selection for work in the civil service “must be on merit on the basis of fair and open competition”.

She said: “The changes proposed by the government to the summer internship programme would allow the child of a mechanic, an electrician or even possibly a toolmaker to apply, but discriminate against the child of a roofer, a taxi driver or a nurse, who would be deemed ineligible.

“Quite apart from dramatically reducing the range of talent, does she really believe that this is still a fair and open and indeed a sensible process?”

Baroness Gray, the daughter of Irish immigrants in 1950s Tottenham, grew up with a salesman father and a barmaid mother.

She joined the civil service straight from school after her father died when she was a teenager.

She became a household name as the Partygate investigator, and her critical report into Downing Street lockdown gatherings contributed to Boris Johnson’s downfall in 2022.

She was poached from the civil service by Labour to lead Sir Keir Starmer’s office as the party prepared for government ahead of the 2024 election, but infighting forced her out within 100 days of victory.

Since joining the House of Lords she has used her speeches to warn about proposed cuts to the civil service, criticising those who call public servants “pen pushers”.

Making her maiden speech in the House of Lords, Baroness Gray said that the UK needs “public servants to succeed”.

LACMA begins drilling concrete walls to install art in new building

Los Angeles County Museum of Art’s new Peter Zumthor-designed David Geffen Galleries are alive with sound and activity. Voices echo through the vast, concrete space and a cacophony of drills and electric lifts beep, buzz and blare. A unique colored glaze is being applied to gallery walls, and paintings and photos are being installed throughout.

That gritty whir? It’s the Hilti TE 4-22 cordless rotary hammer drill. “A very fine product,” says senior art preparator Michael Price with a sly smile. He’s been drilling holes in the concrete walls with the large red contraption, which comes with a small attached vacuum that sucks up concrete dust as it penetrates the wall. The work is simple and done in a matter of seconds.

Some of the first holes were drilled a little more than a week ago for the installation of a photo sculpture LACMA commissioned for its entrance by Los Angeles-born artist Todd Gray, titled “Octavia Butler’s Gaze.” Last Wednesday, Gray, along with LACMA director and Chief Executive Michael Govan and curator Britt Salvesen, watched the final panel of the 27-foot-long assemblage being hoisted onto the wall and put in place using wooden cleats that fit together much like a jigsaw puzzle.

“This is another thing that concrete makes possible,” says Salvesen, the head of the photography, and prints and drawings, departments, noting with satisfaction how flush the photographs sit against the wall. “The traditional sheetrock drywall used in many museums have been painted and repainted so many times, they’re not exactly pristine when it comes to leveling.”

Gray steps back and looks at the finished product, nodding with quiet pride. The L.A. native attended Hamilton High School and CalArts and felt deeply honored to have been tapped for a permanent commission. He was therefore among the first people to take a hard-hat tour of the building when it was under construction so he could familiarize himself with the space. The new building opens in April 2026.

“I was kind of overwhelmed,” Gray says. “I had never been in an architectural space like this so I was just really curious. But I must admit, I was much more concerned about this wall.”

The wall is big — a blank, concrete slate — and Gray’s piece will be the first work of art guests see when they walk up the broad staircase leading to the new galleries. In Butler’s portrait, which Gray took in the 1990s, the influential writer looks contemplatively off into the distance — whether near or far, one can’t be sure. Her expression is unreadable, at once thoughtful, curious, interested and detached.

Her face is in a gold, oval frame and the viewer’s eyes follow hers to other aspects of the piece — an assemblage of large and small photos taken by Gray in places around the world, including Versailles, Norway and Ghana. It includes an image of an idyllic-looking path through bright green foliage that leads to a slave castle in Cape Coast, Ghana. There is also a striking image of stars in the cosmos, a lovely fresco from a church in Rome, a picture of traditional sculpture housed at the AfricaMuseum in Belgium and a series of stoic Greek columns.

“A lot of my work is contesting art history, or talking about art history, or photography’s place in history, my history, various histories culturally,” said Gray, explaining why he likes that LACMA’s collection will not be exhibited chronologically, or by medium or region, but rather in a series of interwoven exhibits that connect vastly different art in dialogue. “So it was really a commission made in heaven.”

The new galleries, explained Govan, will focus on “migration and intersection, rather than American art over on one side of the museum and European art in a different wing.”

Gray’s photo sculpture, for example, will be adjacent to a gallery featuring African art and near another with Latin American art.

It will also be directly across from a floor-to-ceiling window. These giant windows are a key part of Zumthor’s design — and a flash point for controversy, with critics arguing that too much sunlight could harm fragile art.

Translucent curtains are being designed for some of the windows, but won’t be used throughout, and not in the entrance across from “Octavia’s Gaze.” For that reason, Gray said he employed a relatively new technique called UV direct printing that was developed for outdoor signage. The process involves intense ultraviolet lights that cure and harden the ink, ultimately searing it into the printing material. These prints won’t fade, Gray said.

Delicate and old art will not be put at risk by light, Govan said. The interior of Zumthor’s building is dotted with boxy, windowless galleries that Govan and Zumthor call “houses.” And like houses, the interior of galleries are being treated to color — not in the form of paint, however.

Zumthor conceived of three colors that he wanted used in the galleries, explained Diana Magaloni, senior deputy director for conservation, curatorial and exhibitions, who has been mixing the glazes and working with a team of four trained artists to apply them. The colors are a reddish black, a Renaissance ultramarine blue and a blackish burgundy that Zumthor hoped would conjure a cave-like dimness. Overall, Magaloni said, Zumthor wanted the color to look as if it were emerging from darkness.

There are 27 galleries and the colors will be divided by section: Nine on the south side are red, nine on the north side are black and the nine in the middle are blue.

The glazing technique was conceived by a friend of Zumthor’s who lives in Switzerland, and LACMA is currently the only organization to employ it, Magaloni said.

Pigments made of minerals including hematite and rocks like lapis lazuli are ground into nanoparticles and suspended in silica, resembling “melted glass,” as Magaloni describes. The glaze is then applied to the walls, a process that must be done at once in order to prevent any impression of brushstrokes, and also because the glaze hardens quickly. Once it’s dry, the team applies a second coat of glaze pigment infused with black carbon nanoparticles. The effect is dark and mottled — it looks as if the concrete has swallowed the color.

“The concrete has all this life in and of itself,” said Magaloni. “You can walk through the building and you can see that those surfaces are not really homogeneous. The material expresses itself with no artifice, and we wanted to preserve that.”

Painting the concrete would erase that life, she added.

A gallery blushing in a deep wine color, with the theme of “Leisure and Labor in the American Metropolis,” is almost ready. Work by George Bellows, James Van Der Zee, Mary Cassatt and Robert Henri adorn the walls, and there is a table ready to receive a Tiffany lamp. Govan points out that such paintings would not have been originally displayed on white walls but rather on walls of richly colored fabric.

L.A. media mogul Byron Allen sells 10 TV stations to Gray Media

Media mogul Byron Allen has reached a deal to sell 10 television stations for $171 million to Atlanta-based Gray Media.

Gray and Allen Media Group announced the agreement Friday.

Allen’s stations in Huntsville, Ala.; Montgomery, Ala.; Fort Wayne, Ind.; Lafayette, La.; and Paducah, Ky.; were part of the transaction. Each station has affiliations with one of the Big Four broadcast networks: ABC, Fox, NBC and CBS.

The move furthers Allen’s retrenchment after a $1-billion buying spree in recent years. Allen had a goal of becoming the largest independent television operator in the U.S. But the build-up — which came during an increasingly challenging period for broadcast TV — left the Los Angeles-based company burdened with debt.

This spring, Allen Media Group hired investment banking firm Moelis & Co. to sell his network-affiliate television stations.

Allen Media Group, which was founded by Allen in 1993, continues to own television stations and channels, including Pets.TV, Comedy.TV and Cars.TV, entertainment studios and the Weather Channel.

The Los Angeles entrepreneur and former stand-up comedian had been steadily expanding his empire for more than a decade.

With the purchase of Allen’s stations, Gray moves into three new television markets: Tupelo, Miss.; Terre Haute, Ind.; and West Lafayette, Ind.

Gray owns a second station in several of the other locations. The company said in a statement that the combination, known in the industry as a “duopoly,” will allow it to provide “expanded local news, local weather, and local sports programming.”

The deal, which requires the approval of the Federal Communications Commission, should be complete by year’s end, the companies said.
