At 3:25 in the morning of July 24, Milagro Solis Portillo was woken up and booked out of B-18, ICE’s basement detention facility in the downtown L.A. courthouse. She was not told where she was headed as she was put onto a commercial flight along with two immigration officer escorts. A few hours later, she was booked into the Clark County Jail in Jefferson, Ind.
Ming Tanigawa-Lau, an attorney at Immigrant Defenders Law Center representing Portillo, said her transfer was retaliatory, especially when there was open space at nearby facilities. The 36-year-old’s encounters with ICE had caused a local stir. She suffered a medical incident during her arrest outside her home in Sherman Oaks that required treatment at Glendale Memorial Hospital.
While at the hospital, she was monitored constantly by immigration officers. Local activists and representatives held events protesting her treatment. After two weeks, ICE forcibly removed her from the hospital against the advice of her medical team and sent her to B-18 and then across the country.

Portillo isn’t the only detained immigrant flown across the country. The Times analyzed ICE data obtained through the Freedom of Information Act by the Deportation Data Project and found that transfers between facilities in the first half of this year are happening faster and more frequently compared with the same period last year. The typical detainee is transferred at least once. From January through July, 12% of those detained have been transferred at least four times. In the first half of 2024, 6% of detainees were transferred 4 or more times.
Setareh Ghandehari, advocacy director at Detention Watch Network, said transfers have been used as a retaliatory tactic for those who make requests, file complaints or stage protests such as hunger strikes. Transfers move people from places where they may already have an attorney or where there are established legal-services organizations to a place that is unfamiliar and where there may be fewer resources for detained migrants.
ICE moves people from temporary holding spaces to more long-term housing as they prepare detainees for deportation. But, as a result, they could be sent far from loved ones, professional organizations, church groups and other community networks. They miss out on in-person visits from family and instead have to pay for phone or video calls. Ghandehari said she believes this isolation is deliberate.
“Conditions are bad because it’s meant to be a deterrent,” Ghandehari said. “So it’s also part of the way the system is set up. And I think transfers play into that more than people realize.”
On July 18, a 20-year-old man was deported from the Alexandria Staging Facility to Honduras. Two months prior, on May 13, he was arrested outside of Orlando and then transferred 15 times back and forth across the country between facilities in Florida, California, Arizona, Hawaii and finally Louisiana.
He had no criminal history. Public ICE data do not show whether he had an attorney or was fighting his case to remain in the country.

The journeys from one facility to another can be difficult. On Aug. 15, ICE moved Portillo from Clark County Jail to Louisiana through a flight out of Chicago. First, she spent about 12 hours in a holding room in the nearby Clay County Justice Center without access to communicate with anyone. Around 1:30 a.m. the next day, she and nine other women were put into a van headed to Chicago, five to a bench on either side.
“It was a very scary trip,” Portillo said, speaking with The Times through a translator. “We couldn’t be comfortable because our hands and feet were handcuffed. It was dangerous because it seemed like the officials driving were falling asleep. We could feel that the van would sway one way and another way at dawn.”
According to Tanigawa-Lau, it can take days after a transfer for family and legal representatives to find out that a person has been moved. The online system that is meant to show where detainees are located is not updated right away. The families of detainees typically find out where their loved one has been sent from the detained person — once they are able to place a phone call.
The abrupt relocations of her clients have led to missed appointments and court hearings, Tanigawa-Lau said. When a client is transferred, it becomes more difficult to mount a legal defense.
In the Los Angeles area, Tanigawa-Lau and her organization have knowledge of the judges and how to contact detention facilities to communicate with clients.
States such as Louisiana don’t have the same kind of immigration defense infrastructure. On the Immigration Advocates Network site, California has 205 resources listed to help migrants and their representatives find local legal services. Indiana has 16. Louisiana has 10. The Alexandria Staging Facility in Louisiana, which has deported the most immigrants this year, routinely limits access to attorneys, according to reporting by the Guardian.
Portillo recounted a comment made on the flight from California to Chicago by one of the ICE agents escorting her that it was thanks to the laws in California that she was being brought to Indiana. Indiana’s Republican Gov. Mike Braun is a strong supporter of the Trump administration’s immigration strategy.
ICE did not respond to questions about what considerations are made when transferring detainees or about why Portillo was sent to the Indiana facility.
Jason Houser, former ICE chief of staff during the Biden administration, said the goal of transfers is to optimize for removals, which typically happen from Louisiana and the Rio Grande Valley in Texas.
They also have to consider facility capacity. ICE is operating under a policy to fill all beds. Additionally, with bond hearings being denied, immigrants are stuck waiting for their cases to be resolved in detention. As many facilities reach, and even exceed, their bed capacity, Houser said this means that folks that need to get to Louisiana are stuck because there aren’t open beds along the way.
“If you fill every bed, can I move somebody from Northern Virginia through Tennessee to Louisiana? No, because the Tennessee field director will tell the Virginia field director, ‘I have no empty beds.’ Your person must just continue to sit there,” Houser said.
Most detention stays for those arrested in 2025 lasted about 24 days and resulted in removal. So far, 63% of those booked into a detention facility were deported. But some are held in detention much longer. More than a quarter of those booked into a detention center this year are still in custody. About 24% were held for more than two months. Nearly 9% for more than five months.
“If there is someone in an ICE bed that isn’t a convicted criminal and has no foreseeable way to be removed within 30 days, that isn’t a criminal, they should not be in a … bed,” Houser said. “They should be out at their job being a thriving member of the community until they’re humanly able to be removed. But that’s not what this administration is about.”
In the first half of 2024, more than 45,500 immigrants were released from detention on bond, through parole or under supervision while they went through immigration proceedings. This year, 13,800 received similar treatment. The vast majority have had to wait for their cases to conclude while in detention.
Portillo still gets emotional talking about her experience in ICE detention. She had been in California for 15 years. Her family was in Los Angeles. When she was transferred to Indiana, she lost all hope of winning her case and returning to them.
Upon arrival at the jail, it was clear to her that this was not a detention center. She was being held with people who had committed crimes. For weeks, as her mental health declined, she felt like she was being tortured.

Ghandehari says that the transfers create an environment of “fear and anxiety” as a tactic to encourage people to self-deport. She says that it is an explicit strategy for this administration but it is not new. This year, however, the number of voluntary returns and departures more than doubled.
“It is about efficiency for ICE on their end, but with a total disregard for the people that they’re detaining and ripping apart from their loved ones,” Ghandehari said.
For Portillo, her treatment in detention became too much to endure.
“I decided to give up. We weren’t going to keep fighting … not because I didn’t want to stay but because of health reasons. … My mental health since being in Indiana started to suffer. When I was in L.A., it was one thing. I knew that my family was close and I had access to my attorney,” she said.
Ultimately, she decided it would be better to return to El Salvador.

Eight football transfer students from Long Beach Millikan have been declared ineligible in the latest crackdown by the Southern Section, according to the section’s transfer portal.
Last week, Bishop Montgomery had 19 players declared ineligible. Several of those players have moved to Arizona to try to get eligible. The Millikan players received a two-year suspension for violating CIF bylaw 202, which involves providing false information.
Millikan previously announced it had forfeited two games for use of ineligible players. The team is 0-4.
In 2022, Millikan had to forfeit four games for an ineligible player and coach Romeo Pellum was briefly suspended by the school.
The Southern Section has been paying closer attention to transfer students for the last two years since requirements for paperwork went from two items to six, allowing for greater scrutiny.
A court in Bolivia has transferred a high-profile opposition leader, Luis Fernando Camacho, to house arrest amid outcry over the length of his pretrial detention.
On Wednesday, a court ruled that Camacho, the right-wing governor of the eastern department of Santa Cruz, could be returned to his home and released from preventative detention on bail, provided he submits to house arrest.
He is expected to travel on Friday back to Santa Cruz, home to Bolivia’s most populous city, also called Santa Cruz.
“The judicial authority has ordered the end of preventive detention against Governor Luis Fernando Camacho and has replaced it with precautionary measures, including house arrest,” his lawyer, Martin Camacho, confirmed on Wednesday.
The lawyer said Governor Camacho would be able to resume his political duties under the work-release terms of his bail.
A political shift in Bolivia
Camacho has been held in pretrial detention since December 2022, when he was arrested amid weeks of deadly protests led by right-wing forces frustrated with the left-wing political leadership in La Paz.
Normally, pretrial detention in Bolivia should not last longer than six months. Last week, the Supreme Court of Justice called for a review of Camacho’s incarceration, and on Tuesday, a judge considering one of the two cases against him approved his release.
After Wednesday’s hearing, a second judge echoed the first’s decision to place Camacho under house arrest instead.
“This is the first step towards freedom,” Camacho said after Tuesday’s decision. “The elected representatives of justice today begin to restore the rule of law.”
Camacho’s release comes as the political sphere in Bolivia braces for a dramatic shift. The left-wing Movement for Socialism (MAS) party has led the country for much of the last 20 years.
But in the August 17 general election, all the left-wing presidential candidates were knocked out of contention.
Two right-wing politicians have instead progressed to the run-off race: centrist Senator Rodrigo Paz and former President Jorge “Tuto” Quiroga, who has promised more radical change.
Camacho, meanwhile, has gained fame as a leader in Bolivia’s far-right Christian coalition, Creemos, which translates to “We Believe”. The Argentinian newspaper La Nacion even nicknamed him the “Bolivian Bolsonaro”, a reference to Jair Bolsonaro, a former Brazilian president currently on trial for allegedly conspiring to overturn an election.
For his part, Camacho has been held in La Paz’s Chonchocoro prison while facing “terrorism”-related charges.
Wednesday’s release to house arrest does not mean those charges have gone away.

The case against Camacho
Camacho still faces legal jeopardy, including the two high-profile cases that landed him behind bars.
The first concerns his actions during the 2019 political crisis that saw then-President Evo Morales flee the country.
Morales is considered to be the first president of Indigenous heritage in Bolivia’s modern history, but he had controversially sought a fourth term as president in the 2018 general election.
In the months afterwards, Camacho emerged as a prominent opposition figure, calling Morales’s victory a “fraud”.
He and other conservative leaders pressured the then-president to resign, in a campaign Morales compared to a “coup”.
Upon Morales’s departure from the country, Camacho delivered a symbolic resignation letter to the presidential palace, carrying a Bible in hand. For his role in the political crisis, Camacho faces charges of sedition and “terrorism”.
The second major case against Camacho concerns his actions during the 2022 unrest in Santa Cruz. He has been charged with criminal association and illegal use of public property.
By 2022, Morales’s former finance minister, Luis Arce, had been elected president of Bolivia, continuing the streak of MAS-led governments in La Paz.
Santa Cruz, considered Bolivia’s most prosperous economic hub and the largest by land area, had expected to see gains in the upcoming census, which would potentially translate into greater representation in the country’s legislature.
But because of disruptions from the COVID-19 pandemic, the Arce government announced the census would be delayed.
Anger over the decision spilled into Santa Cruz’s streets. The Pro Santa Cruz Civic Committee, a powerful right-wing group that Camacho had once led, carried out a strike that stretched on for nearly 36 days.
Protesters blocked roads, set fires and clashed with law enforcement. Dozens of cases of human rights abuses were reported to the government ombudsman, including sexual assault and murder. Prosecutors have accused Camacho of complicity in the turmoil.

Split opinions over Camacho’s release
But the Supreme Court of Justice has called for a review of the cases concerning Camacho and other prominent opposition leaders, including former President Jeanine Anez and Marco Antonio Pumari.
As Quiroga campaigns for the presidency ahead of the October 17 run-off, he has championed efforts to release the imprisoned opposition figures.
On his Facebook page on Tuesday, Quiroga celebrated the news of Camacho’s impending release.
“Justice cannot be an instrument of revenge. It must be the pillar of a free and democratic Bolivia,” Quiroga wrote.
“I salute the release of Luis Fernando Camacho and Marco Pumari, so they can pursue their defence in freedom. Let’s move forward, and remember that when there’s justice, there’s hope for all.”
Supporters in Santa Cruz also gathered in the street to celebrate Camacho’s anticipated return.
But outside the court in La Paz, some protesters called for his continued incarceration. They blamed Camacho for stirring the unrest that caused at least 37 people to be killed in the 2019 political crisis.
“Without justice,” they chanted, “there is no democracy.”
Chelsea have given permission to Borussia Dortmund to fly Carney Chukwuemeka and Aaron Anselmino to Germany to complete moves that will take player sales at Stamford Bridge this summer to beyond £270m.
Chukwuemeka, 21, spent the second half of last season on loan at Dortmund and is set to sign on a permanent basis for a fee of about £24m, with a significant sell-on clause included.
The England Under-20 international was keen to move back to the Westfalenstadion despite interest from RB Leizpig and is in the process of finalising his return.
That deal would take Chelsea’s income from player sales this summer to a league-high £273.4m, which almost balances out the £277m spent on incoming transfers.
Uefa have told Chelsea they must record a positive transfer balance this window in order to be allowed to register their new signings for this season’s Champions League.
Meanwhile, Anselmino has agreed to join Dortmund on a season-long loan deal without any option to buy clauses included.
The Argentine defender was told by manager Enzo Maresca that he needed a loan move to play the minutes he needs to develop amid competition for places in the Chelsea first-team squad.
But he remains an important part of future planning at Stamford Bridge, and moves to Dortmund to cover the recent injuries of defenders Niklas Sule, Emre Can and Nico Schlotterbeck.
Chukwuemeka has played 32 matches for Chelsea since joining in a £20m move from Aston Villa in 2022, while Anselmino made a single substitute appearance at the Club World Cup having joined the west Londoners from Boca Juniors in January for £15.6m.
Chelsea hope to sign to more players in the nine days remaining in the window, with Manchester United winger Alejandro Garnacho and RB Leipzig midfielder Xavi Simons targeted.
Forward Nicolas Jackson, Christopher Nkunku and Tyrique George are expected to leave, while Chelsea could sell as many as nine players, including in the so-called ‘bomb squad’, with the Blues looking at options for Raheem Sterling, Ben Chilwell, Axel Disasi amongst others.

The Southern Section has declared five football transfers to Bishop Montgomery ineligible for violating CIF rule 202, which is a bylaw about providing false information and comes with a penalty of up to two years of ineligibility.
Bishop Montgomery has been under scrutiny for months because of numerous transfer students, coaching changes and a decision to try to upgrade the program by scheduling powerhouses Mater Dei and Honolulu (Hawaii) Saint Louis.
The Southern Section could offer no response until paperwork was submitted by the school. Now those five players, plus potentially others, are facing the possibility of missing the 2025 and 2026 seasons.
The Archdiocese of Los Angeles replaced the president and principal of Bishop Montgomery last school year. New president Patrick Lee is a former St. John Bosco administrator.
Wienroither moved to Arsenal from Hoffenheim in January 2022 and played 51 times for the Gunners.
The Austria international said making a permanent move to City, who finished fourth in the Women’s Super League last season, was a “no-brainer”.
Wienroither said: “I really enjoyed the last six months. I feel like I settled in well.
“I really like the girls, I really like the staff. So, when the opportunity came up that I can stay, I didn’t have to think twice.”
She has committed to City until 2027 and expects to be challenging for silverware.
“This club is made to win titles, to win trophies, and I’m here to do that,” Wienroither said. “The team definitely has the qualities and potential to do that, and we do have a very successful future ahead.”
However, Wienroither only featured three times for the Gunners last season before her loan to City, as she faced competition from USA full-back Emily Fox and academy graduate Katie Reid.

Brentford have completed the signing of England midfielder and former Liverpool captain Jordan Henderson on a two-year contract after his recent departure from Ajax.
Henderson, 35, spent 12 years with Liverpool, where he won the Premier League, Champions League, FA Cup, two League Cups, Community Shield, Super Cup and Club World Cup.
In July 2023, he joined Saudi Arabian side Al-Ettifaq, managed by former Liverpool team-mate Steven Gerrard, but six months later his contract was cancelled and he joined Ajax.
Henderson was handed an England recall in March by new manager Thomas Tuchel, having not played for the Three Lions since November 2023. He has 84 England caps.
