Navy Sounds Like It Now Wants The Air Combat Drone It Notoriously Passed Over A Decade Ago

The U.S. Navy’s newest stated requirements for its Collaborative Combat Aircraft (CCA) effort point toward a drone that sounds very much like an advanced uncrewed combat air vehicle (UCAV), rather than a smaller and less capable autonomous ‘loyal wingman’ intended to economically augment crewed fighters. Overall, the new requirements serve as a tacit admission that the Navy is still looking for the kind of drone that it previously explored with extreme promise in the X-47B and Unmanned Carrier-Launched Airborne Surveillance and Strike (UCLASS) program. The UCLASS requirements were abruptly shelved and replaced with an uncrewed carrier-based tanker effort, which resulted in the MQ-25 Stingray. This act was seen by some as one of the most controversial and puzzling procurement decisions in modern naval aviation history.

The traditional loyal wingman or CCA concept generally envisions uncrewed ‘fighter’ aircraft whose primary purpose is to complement crewed companions. This typically involves extending the crewed platform’s sensor reach, carrying additional weapons, and opening up a greatly expanded tactics playbook. An advanced UCAV, by contrast, is fundamentally an independent combat aircraft in its own right, designed to deliver weapons and other effects similar to what a crewed platform can provide without requiring a crew onboard or nearby. As such, it is more capable, survivable, and an overall ‘exquisite’ asset with a heavier payload, more capable of taking the place of a crewed aircraft in certain roles, rather than augmenting them, although there is nothing keeping them from working in a loyal wingman type role if required.

Yesterday, Naval Air Systems Command (NAVAIR) released a new Request for Information (RFI) that lays out an unusually demanding set of requirements for a CCA Increment 1 prototype. Among other things, the Navy wants an aircraft capable of operating from its aircraft carriers, carrying plentiful weapons, conducting strike missions in highly contested environments, and operating both independently and as part of a larger crewed-uncrewed team.

The combination of these requirements provides a much clearer picture of what the Navy wants its future carrier-based combat drones to be capable of.

Perhaps the most striking requirement concerns weapons carriage. The Navy says the Increment 1 CCA must have the ability to carry four externally mounted weapons weighing up to 2,500 pounds each throughout the target flight envelope and during carrier certification activities. That equates to a potential external weapons load of 10,000 pounds, although it should not necessarily be interpreted as the aircraft’s normal operational configuration. By way of comparison, a very heavily loaded F/A-18E/F Super Hornet might launch with close to 17,000 pounds of weapons and stores — though that is far from common.

Meanwhile, the kinds of drones that the U.S. Air Force is currently exploring under its own separate CCA Increment 1 effort, namely the General Atomics YFQ-42A Dark Merlin and Anduril YFQ-44A Fury, are air-to-air optimized. Their primary loadout is widely expected to be a pair of AIM-120 AMRAAM missiles, which is just a fraction of the Navy’s newly stated payload requirement.

The RFI NAVAIR put out yesterday also specifically asks respondents to address internal weapons carriage, with both capacity and survivability among the factors the Navy will consider. Internal stores carriage would offer obvious advantages in reducing an aircraft’s radar signature and preserving aerodynamic performance.

The Navy also wants the aircraft to have a substantial combat radius while carrying its required weapons load, as well as the ability to spend at least 30 minutes on station while retaining sufficient fuel reserves to return to the carrier.

For a CCA, carrier operations add another layer of complexity. The aircraft must be capable of catapult launches and arrested landings from both Ford and Nimitz class carriers, while operating within existing carrier deck, elevator, hangar, and support constraints.

Autonomy is similarly central to the concept. The Navy wants mission and flight autonomy that can support the aircraft from launch through recovery, along with the ability to incorporate third-party mission software. The prototype is also expected to demonstrate both individual and multi-aircraft autonomous operations. While crewed-uncrewed teaming is a fundamental part of the concept, the latest requirements make it clear that the aircraft will not depend on a crewed aircraft continuously supervising its actions.

In terms of the survivability requirement, the Navy specifically wants the aircraft to operate in highly contested environments and is asking industry to provide approaches for assessing and managing survivability during collaborative operations. The consideration of internal weapons carriage is another indication that signature reduction and survivability are important design considerations, pointing to a low-observable (stealthy) platform.

All of this begins to blur the distinction between the Navy’s Increment 1 CCA plan and a traditional survivable UCAV concept.

That does not necessarily mean the Navy is abandoning the CCA concept entirely in favor of resurrecting the carrier-based UCAV concept. Rather, it suggests that the distinction between the two becomes blurred as requirements overlap. There also remains the strong possibility (or more likely probability) that the Navy will seek to explore CCA designs closer to what the Air Force, as well as the U.S. Marine Corps, are pursuing. This could potentially include development of carrier-based versions of one or more of those designs under a future increment.

The new RFI is also consistent with the Navy’s broader Air Wing of the Future effort (AWOTF).

An earlier NAVAIR sources-sought notice released in July outlined an expansive vision for future carrier-based uncrewed aircraft covering missions including surface warfare; strike warfare; anti-submarine warfare; air warfare; electronic warfare; intelligence, surveillance, reconnaissance and targeting (ISR&T); mobility; and logistics. That notice also pointed toward aircraft capable of attacking targets at least 1,000 nautical miles from the carrier without requiring aerial refueling, while leaving open the possibility of extending that reach with tankers.

Intriguingly, the new RFI does not include an explicit maximum range target, but based on the payload requirements alone, this would be very considerable, reflecting the Navy’s concerns about fighting a future conflict across the vast distances of the Pacific. Traditional advanced UCAVs usually have a combat radius measured in thousands of miles, not hundreds, far exceeding the reach of their crewed fighter counterparts.

Whatever the possible range target, the planned weapons load also points to a substantial airframe. Indeed, the deck-space requirement outlined in the RFI is relevant here. The CCA’s “spot factor” cannot exceed that of an existing fourth-generation fighter, meaning that it could potentially be as large as an F/A-18E/F.

Otherwise, however, the latest CCA Increment 1 RFI is considerably more concrete.

The Navy wants a first flight of a prototype within 24 months of a contract award and carrier certification during a three-year development effort. It also wants a path toward an affordability target of around $30 million per aircraft. This kind of price point would put it at the top end of the CCA concepts we have seen so far, and is fairly ambitious for a higher-end UCAV.

Navy officials said in 2024 that the CCA’s unit cost target was around $15 million, reflecting the idea that the aircraft would be sufficiently inexpensive to be expendable under some circumstances. The new RFI instead asks industry to outline a path toward an affordability target of $30 million per aircraft. That is still a fraction of the cost of a modern carrier-based fighter, but it suggests the Navy is willing to pay considerably more for an aircraft with substantially greater weapons capacity, range, autonomy, and survivability.

As to the companies that might respond to the RFI, in August of last year, the Navy confirmed that Anduril, Boeing, General Atomics, and Northrop Grumman were all on contract for “conceptual” CCA designs. At that time, the service also said Lockheed Martin had been hired to work on a common control architecture for the drones. Lockheed Martin is already the prime contractor for the control stations and associated software the service is integrating onto its carriers now to support the MQ-25.

The new RFI, however, marks a shift from the conceptual studies described last year toward a specific prototype effort. The Navy is seeking industry input as it shapes the acquisition strategy, with responses due September 18.

In the past, the Navy has said it is aiming for the total makeup of carrier air wings to eventually be 60 percent or more uncrewed, although the precise balance is still to be determined and will certainly be informed by the lessons of Navy CCA Increment 1. Exactly how the CCA might fit in with the Navy’s sixth-generation crewed fighter – known as F/A-XX – is another intriguing prospect, but would clearly be optimized to work alongside that platform.

Now, back to the Navy’s earlier effort to develop a high-end, stealthy, carrier-based UCAV capability. Northrop Grumman built two X-47B demonstrators for that program, both of which underwent extensive flight testing, including carrier operations and aerial refueling. The aircraft flew from 2011 for around half a decade. As of 2022, both X-47Bs had been earmarked for eventual public display at museums.

The two X-47Bs had offered far more than a glimpse of what a carrier-based UCAV capability might look like, and the base design was set to evolve into an operational type. These were large, stealthy UCAVs with thousands of pounds of payload and endurance that far outstripped crewed naval fighter aircraft. The follow-on UCLASS program aimed to see the capabilities the X-47 demonstrated put into operation via a new aircraft procurement effort. However, it transformed into the radically different, less ambitious, tanker-focused Carrier-Based Aerial-Refueling System (CBARS) program in the mid-2010s. This, as noted, led to the MQ-25 Stingray.

To this day, the cancellation of UCLASS remains a very sore spot and is widely seen as a nearsighted and even reckless decision. This mirrored earlier moves by the USAF, which had demonstrated how revolutionary UCAV capabilities could be, only to entirely walk away from the concept. In fact, that service went even further, appearing to erase those developments from recent memory. Fast forward to today, and the Navy is getting the MQ-25, which is primarily a tanker, but clearly, that was not the only mission set that influenced its exotic design. In fact, these Navy requirements could open the door for the Stingray platform to potentially fulfill at least parts of the Navy uncrewed combat drone role in a ‘cleaned-up,’ stealthier configuration, something we have explored in depth in the past.

Overall, the takeaway here is that the Navy’s latest CCA requirements raise the intriguing possibility that its earlier UCAV ambitions are resurfacing, this time under the CCA banner. This is happening as China is moving very quickly with its own stealthy UCAVs, a number of which are in testing, and one of which is very mature and is navalized for shipboard operations the GJ-11 Sharp Sword. The GJ-11 sounds very similar to the Navy’s requirements wish list, including its ability to act independently and teamed with crewed counterparts, as well as its general size and need for survivability.

While an RFI only represents an early part of the contracting process, in practical terms, it looks like the Navy is asking whether industry can finally make good on the past promise of a U.S. Navy UCAV.

Tiny Air-To-Air Missile In Development For Stealthy U.S. Navy Combat Aircraft

The U.S. Navy made a major splash this weekend when it revealed the existence of the AIM-424 Malice Long-Range Air-to-Air Missile (LRAAM), which is already deep in development. At the same time, the service also highlighted plans for a new Compact Air-to-Air Missile (CAAM) optimized for shorter-range engagements and internal carriage on stealthy fighters like the F-35 and future drones as part of its larger future missile vision. Readers can first get caught up on what is known about the long-range AIM-424 in our initial reporting on that missile here.

As described so far, the core goals for CAAM sound virtually identical to what the service has outlined previously in relation to a “Compact Variant” of the AIM-9X Sidewinder (AIM-9X CV), which TWZ was first to report on. A missile in this general category would offer a boost in magazine depth that could be especially valuable for more localized defense of carriers and other high-value assets against large waves of missiles and drones.

The “Compact Air-to-Air Missile (CAAM) effort is a future inner boundary weapon. Requirements are being evaluated and assessed by N98 [the Air Warfare Division of the Office of the Chief of Naval Operations] at this time,” a Navy official told TWZ when asked for more information. “The Navy does not plan to provide routine updates beyond approved public releases because of operational security and program sensitivity.”

Mention of CAAM was included in the same briefing where the AIM-424 was first unveiled at the Tailhook Association’s annual convention this weekend. A central focus of the CAAM is on “increasing internal carriage capacity for inner boundary weapon,” according to that presentation.

For the Navy, at present, “internal carriage” is a consideration most applicable to the service’s F-35Cs and, by extension, other variants of the Joint Strike Fighter. Internal weapons bays will also be a feature on whatever design the Navy may ultimately select as its future sixth-generation carrier-based combat jet, currently referred to as F/A-XX. Future Collaborative Combat Aircraft (CCA) type drones or other uncrewed aircraft the service might acquire in the future could also have internal bays. We will come back to this later on.

The description of CAAM as an “inner boundary weapon” points to a focus on shorter-range engagements, where there could also be less total time to react overall.

In terms of what the Navy’s core requirements for the CAAM might be beyond internal carriage, details are limited. A rendering included in the presentation at Tailhook this weekend shows a relatively generic-looking design with fins only at the tail and a yellow band around the front of the body indicating the presence of a high-explosive warhead.

However, earlier this year, the Naval Air Warfare Center Weapons Division (NAWCWD), part of Naval Air Systems Command (NAVAIR), did put out a contracting notice regarding rocket motor developments to support CAAM and other developments.

NAWCWD “intends to procure on a Full and Open competition basis to develop and demonstrate technology that results in greatly enhanced kinematic capability for the next generation of tactical missiles,” the notice explained. “To support this technological development efforts, NAWCWD is interested in maturing high total impulse loaded and energy tailorable solid propulsion systems for transition into compact weapon systems, including a Compact Air-to-Air Missile (CAAM).”

“Requirements will include tasking and products needed to provide a Concept Design with build-to-print data package, identify critical technology gaps, conduct critical component and rocket motor experiments, conduct a Design for Manufacturing & Assembly study to identify features required to meet manufacturing and cost goals, and provide a plan to mature the CAAM HLG Concept Design to a maturity state ready to enter a Department of Defense (DOD) Engineering and Manufacturing Development (EMD) program,” the notice added.

“HLG” here stands for “Highly Loaded Grain.” This, in turn, refers to solid-fuel rocket motors designed to maximize output per volume. This is an area of missile technology where the Navy has already been heavily investing for years with a broad eye toward increasing the range and improving the performance of future missiles. Furthermore, a missile with an HLG rocket could offer substantially increased capability over a similarly-sized design with a non-HLG motor. This, in turn, offers particular advantages when designing missiles for carriage in internal bays with rigid dimensions.

“The Next-Generation Highly Loaded Grain project team has matured the technology and seeded the development of future mission-modular propulsion systems that can increase weapon ranges by up to 1.5x while maintaining inner boundaries for short-range and time-critical missions,” according to one fact sheet detailing notable achievements by NAVAIR’s Naval Air Warfare Center Weapons Division (NAWCAD) in 2023. Note here also the explicit mention of ‘inner boundary’ design considerations.

As mentioned earlier, the Navy has previously used virtually identical language to describe the planned AIM-9X CV, which is also a joint program with the U.S. Air Force.

“The AIM-9X CV repackages the SIP IV technology into a compact airframe optimized for internal carriage on advanced aircraft with improved kinematic performance,” according to the Navy’s Fiscal Year 2027 budget request, released earlier this year. “The program will deliver increased capability to the warfighter with greater standoff range, increased aircraft weapon station capacity, and maintains inner boundary performance.”

How exactly the CAAM and the AIM-9X CV programs may be related is unknown, but they clearly have the same general goals if they are not different names for the same development effort. From what was shown this weekend, CAAM is a distinctly different-looking missile from the AIM-9X, and plans for a compact Sidewinder variant or derivative could also be a stepping stone to a new design intended to fill the same general role.

U.S. defense contractors have been publicly showing concepts for compact air-to-air missiles for years now. This includes Raytheon’s Peregrine, unveiled in 2019, which was said to be roughly half the size of an AIM-120 Advanced Medium Range Air-to-Air Missile (AMRAAM) while still offering comparable range. The company said it also had equivalent maneuverability to current-generation Sidewinders. Raytheon is the prime contractor for the AIM-120 and the AIM-9, as well as the newly unveiled AIM-424.

In the late 2010s, Boeing also put forward a concept for a multi-stage Long-Range Air-to-Air Missile (LRAAM), which had a design that raised the possibility of whether the first stage could be used as a more compact, stand-alone weapon. In 2022, Boeing notably received funding for further development of that missile under a contract from the Air Force Research Laboratory (AFRL) to “investigate advanced missile sub-system components to support the Compact Air-to-Air Missile [CAAM] and Extended Range Air-to-Air Missile Systems [ERAAM].”

During the 2010s, Lockheed Martin promoted a compact anti-air missile design called Cuda, with a focus on internal carriage, as well. However, Cuda had largely disappeared from the company’s marketing materials by the end of the decade.

Regardless, the use case for such a CAAM-type missile is clear-cut, especially for the Navy and its carrier air wings. In particular, the service is facing a threat ecosystem that is rapidly evolving in scale and scope, including multiple different classes of anti-ship missiles (ballistic, cruise, hypersonic) and long-range one-way attack drones. There is a very real prospect of large-volume and complex attacks made up of very different tiers of weapons incoming from multiple vectors simultaneously, creating a greater risk that both long- and short-range defenses will be overwhelmed. Added localized defensive capability and capacity could also be relevant for aerial force packages pressing their way to a target in hostile territory, where similarly growing aerial threats could materialize suddenly and in close proximity. Depending on its capabilities, CAAM might even be able to provide a new layer of defensive capability against incoming anti-air missiles, including for larger aircraft. So, giving individual aircraft more total engagement opportunities will only become more valuable, if not vital, as time goes on.

As noted, stealth platforms with limited internal bay space face particular constraints in this regard. For years, more magazine depth via smaller missiles has been seen as a key avenue for improving payload limitations for platforms like the F-35 and F-22 when operating in their most low-observable (stealthy) configuration. In many scenarios, these aircraft can get closer to their targets without detection, offering different options for the employment of what could be shorter-range weapons. A compact air-to-air missile design that still offers comparable performance to larger existing designs, through the use of a high-load-grain rocket motor and other features, would be even more of a boon. Having something that is capable of short-to-intermediate-range engagements, but that can be loaded in greater numbers internally would expand tactical flexibility, amplify lethality, and increase utility of the aircraft as they can down more targets on a single sortie in certain scenarios.

The continued growth of drone threats, especially those posed by long-range one-way attack types, has added another dimension to this equation. Limited magazine depth limits the ability to rapidly retask stealthy platforms to respond to often unpredictable high-volume drone attacks. Furthermore, the anti-air version of the 70mm Advanced Precision Kill Weapon System II (APKWS II) laser-guided rocket, the U.S. military’s current go-to lower-cost air-to-air weapon against drones, cannot be fired at all from the internal bays on the F-35 or the F-22. CAAM can offer the ability to address these threats better than aircraft like the F-35 and F-22 can today.

A weapon like CAAM would also be especially relevant for future collaborative combat aircraft, which have extreme constraints on payload capacity, internal and external, as well as total takeoff weight. For CCA-type uncrewed aircraft, keeping the airframe size as small as possible to meet requirements is also essential for meeting affordability and producibility targets. Arming these platforms with an AIM-120-sized missile might not necessarily be required, or even be ideal, especially when operating along the leading edge of the air-to-air battle, closer to threats. In those scenarios, having the option of carrying even twice as many missiles per sortie, internally (if available) or externally, even if they have shorter reach, could be hugely beneficial.

There could easily be interest in a CAAM-like missile from other branches of the U.S. military, if it is not already a joint service effort. The Air Force is already known to be involved in the AIM-9X CV effort. The service has publicly pursued new compact and lower-cost air-to-air missile concepts over the years under various different project names. This includes its own CAAM effort, through which Boeing previously received funding.

What is clear now is that the Navy is pushing to maximize the anti-air capabilities of its aircraft at both the shorter- and longer-range ends of the engagement spectrum.

While we might look to other eras, or, you know, epochs (hi, Paleo people) for wellness inspiration, none is quite as dramatic and as “Princess Bride”-esque as LA.’s fencing community. At its center is Swordplay LA. The Burbank-area club is sporty but approachable, leaning into fencing’s cultural impact — and its fantasy — by extending a pointed invitation (see what I did there?) to make friends, be merry and break a sweat.

Since the 12th century BC, fencing has been a source of both combat and entertainment. Egyptians in antiquity engaged in sword combat for warfare, but also for competition — Romans utilized swords in gladiator events, rituals and duels. During the Renaissance, Italians refined fencing into its modern form, and soon fencing schools began popping up all over Europe. Fast forward to the 1800s, when fencing’s popularity was so widespread that it became one of the five original games at the 1896 Olympics, where it continues to be a beloved summer event.

And yes, while the Olympics are one point of public familiarity, that’s just one small part of our collective cultural consciousness around the sport.

“Everyone has some kind of relationship to fencing,” said Mary Sola Spohn, the owner of Swordplay LA. “It’s mostly like, my kid saw this movie, or I love this character. It’s the stories around fencing that bring people in.”

Spohn cites “Game of Thrones,” “Lord of the Rings,” “Dungeons & Dragons,” “Star Wars” and even “The Parent Trap” as some of the more popular cultural inspirations for newbies. While clearly rooted in some serious history and tradition, according to Spohn, fencing’s representation in media is its most powerful draw.

“And ‘Wednesday,’” Spohn adds, of the influx of interest after the Netflix series debuted. “I’m not gonna say that ‘Wednesday,’ you know, saved the day, but, it is very interesting how certain things in pop culture kind of influence the interest level.”

Spohn should know. As a 7-year-old, she was mesmerized by the swordplay in “Hook” and “Peter Pan.” A native Angeleno, she started taking classes at Swordplay LA and soon became a nationally-ranked fencing youth. She participated in the U.S. Olympic trials and was recruited to Northwestern University’s Division 1 fencing team. After college, she worked as a stunt actor, fight choreographer and action designer specializing in European weapons. Spohn was training famous actors, athletes and Olympians (one of her favorite experiences was teaching Charlize Theron rapier for the film “Old Guard 2)” when she was given the opportunity to own the very business where her love of the sport began — and she took it.

Seven years later, Spohn is less interested in high competitive stakes than she is in fostering an all-inclusive, supportive community for her students at Sportsplay L.A. Participants come from all over Los Angeles and range in age from 7 to 85 years old. And she’s succeeded: nearly 170 members and hundreds of classes later, Swordplay LA is now one of the longest established fencing clubs in Los Angeles, with diversified offerings like stunts, pro-wrestling and historical European martial arts (or HEMA, for short) that offer some of the most unique workouts in the city.

En garde! Inside the sword-fighting gym

Entering Swordplay LA’s large Burbank headquarters, I was worried I was in over my head. Like many beginners, I had no idea about the reality of fencing: the rigorousness, the gear, the clientele. Would I be the only woman there? Would I injure myself, or someone else? Should I have dressed preppier, like the quick-reflexed, collegiate fencing villains in the movies?

Immediately, my worries were assuaged — there were, in fact, women there. There was also a weapons wall, “Game of Thrones”-style wood accents and a prominently placed map of Middle-earth. While it’s definitely sporty, Spohn has carefully curated Swordplay LA’s atmosphere to be about storytelling — acknowledging the books, TV and films that inspire the club’s clientele.

“I put a lot of thought into the way this place looks and feels. I wanted it to still feel like an athletic facility, but with a creative, artistic side to it. Leaning into what brings people here,” she said.

Everyone was extremely friendly and on the fashion front, no popped collars in sight — only gym clothes and cool-looking fencing gear: mask, chest protector and underarm protector.

I did, in fact, feel cool when I put on said gear. I felt even cooler holding my sword, knees bent, feet wide, ready and waiting in my “advance” stance.

While we see lots of depictions of fencing, the rules are, in fact, fairly intuitive: Staying in the narrow playing area, or “piste,” two athletes wield their swords, trying to be the first to make contact with the other while avoiding being hit (and yes, you do get to shout “en garde,” before you advance). Like yoga or dance, the experience is a workout that feels in alignment with the body’s natural movements, at an intensity appropriate to wielding an ancient weapon.

“There are so many natural elements to it,” Spohn assured me during our lesson. “You know, in a very basic sense, how to hold it, what to do with the sword. Everyone has a vision of what that looks and feels like, and people get it.”

At the end of our 30-minute intro class, we actually engaged in combat. Empowered, I leaned in, like a sweaty extra in Nolan’s “The Odyssey,” feeling none of the danger but all of the drama.

Vibe: Boxing gym meets “Game of Thrones.”

Effort: It’s an hourlong full-body workout that, for beginners, can be a bit more intense on the hands and wrists; the gear can be hot and take some getting used to. But the combat happens in short spurts, allowing a fair amount of downtime for recuperation, conversation and enjoyment of the sport.

X factor: It’s uniquely cool to be wielding weapons with so much history, whose use has been perfected over thousands of years. There’s also an immense amount of drama to the sport; leaning into that truly transports the student away from a club experience and into a kind of delicious, LARP-y fugue state.

Ukraine Situation Report: Kyiv Is Turning Soviet-Era Armor Into Robotic Combat Vehicles

In another effort to advance robotic warfare, Ukraine is working to turn Soviet-era BRDM-2 armored reconnaissance vehicles into remotely controlled systems. The move comes as uncrewed ground vehicles (UGVs) are playing an increasing role on both sides of the conflict as movement along the front lines has been highly contested by the ubiquity of aerial drones.

This is one of the latest efforts by the Central Innovation Activities Directorate of the Ukrainian Armed Forces to help provide weaponry that will keep troops out of harm’s way, the head of that unit told the Ukrainian Ukrinform news outlet on Friday. Ukraine is using UGVs mainly for logistics and casualty evacuation, but they are also increasingly engaging in ground combat as well air defense.

Col. Vladyslav Voloshyn said work is currently underway “to enable remote control of the vehicle from a distance of up to 1,000 km. In addition, the BRDM-2 is planned to be fitted with a powerful foreign-made diesel engine, with General Motors and Mercedes engines among those being considered, replacing the Soviet-made GAZ gasoline engine. An automatic transmission is also planned.”

“The platform will have expanded capabilities for integrating a remotely controlled combat module equipped with an automatic weapon of at least 12.7 mm caliber,” Voloshyn explained. “This is expected to enhance the capabilities of Ukrainian units and their effectiveness in carrying out combat missions while helping preserve the lives of service members.”

The directorate is also installing additional mine protection for the vehicle’s hull bottom, tubeless high-mobility tires, a backup remote-control system inside the hull, and anti-fragmentation protection, the colonel added. Equipped this way, the vehicles would likely be used to assault front line Russian positions where troops can’t go on foot or as a remote option to provide fire control and support Ukraine’s often porous front line defenses. Uncrewed ground vehicles have also been used heavily in medical evacuations and general logistics to the front lines.

Unlike having to build a totally new vehicle, this project aims to take advantage of the large supply of BRDM-2s Ukraine has in storage, Voloshyn added.

The vehicles will be equipped with day/night cameras to assist with guidance and will be remotely controlled from beyond line-of-sight. A vehicle this size would be able to more easily accommodate robust satellite links for that kind of operation. Beyond these features, the colonel provided few details about how the vehicles would be operated.

The head of Ukraine’s Brave1 defense technology hub previously provided some insights about how this works for purpose-built UGVs.

“I can tell you that combat UGVs without artificial intelligence do not work at appropriate effectiveness,” Brave1 CEO Andrii Hrytseniuk told us in May in a discussion about Ukraine’s burgeoning UGV industry. “All combat turrets that we are using have elements of artificial intelligence, and it allows them to be as effective as they are.”

The UGVs use machine vision for “object recognition, identification, classification, tracking and providing recommendations for the operator on what to do,” he added.

These systems communicate through Ukraine’s Delta command and control system, the Brave1 CEO noted.

Without the Delta system, “all these advanced technologies on the battlefield will not be working,” Hrytseniuk suggested. “The Delta command and control system, which is number one in the world, is absolutely crucial. And this is for all our drones, multi-domain operations, everything.”

The Ukrainian company ArmSpetsTekhnolohiya unveiled the BRDM-2M in June during the Defense Builder Accelerator Demo Day. Now the directorate is preparing this system for deployment to the front lines, Voloshyn stated without providing timelines. If it does turn out to be a viable option, it will join tens of thousands of other Ukrainian UGVs on the battlefield.

The Latest

On the battlefield, both sides are making small advances, however, the front lines are largely static. Here are some key takeaways from the latest Institute for the Study of War analysis. 

  • Sumy: Russian forces recently advanced in northern Sumy Oblast. 
  • Kharkiv: Russian forces continued offensive operations in northern Kharkiv Oblast on August 19 and 20 but did not advance as Ukrainian forces counterattacked. However, Russian forces are reportedly intensifying strikes in the Kupyansk direction, likely in preparation for future ground attacks.
  • Donetsk: Russian forces continued offensive operations in the Kostyantynivka-Druzhkivka tactical area on August 19 and 20 but did not make confirmed advances. Ukrainian forces recently advanced south of Dobropillya while Russian forces recently advanced southwest of Pokrovsk.
  • Zaporizhzhia: Russian forces continued offensive operations in the Hulyaipole direction and western Zaporizhzhia Oblast on August 19 and 20 but did not advance.
  • Kherson: Neither Russian nor Ukrainian sources reported ground activity in the Kherson direction on August 20.

In an update to a story we reported earlier this month, North Korea is reportedly sending KN-30 missiles, also known as the Hwasong-11C, to Russia.

“Ukraine’s Main Military Intelligence Directorate (GUR) confirmed on August 20 that North Korea transferred around 50 KN-23, KN-24, and KN-30 (Hwasong-11C) ballistic missiles to Russia as of July 2026,” the Institute for the Study of War reported on Thursday, citing Ukrainian media.

The KN-30 is an enlarged derivative of the original Hwasong-11 and designed to carry larger warheads. North Korea has previously said it has tested subvariants of the Da/C type with 2.5-ton and 4.5-ton conventional high-explosive warheads, and that it can also be fitted with a nuclear warhead.

North Korea has also sent a new wave of about 8,500 North Korean troops to Russia, CNN reported. This includes “a drone unit that could attack targets inside Ukraine,” the network stated, citing Major General Vadym Skibitskyi, Deputy Head of Defence Intelligence of Ukraine (GUR).

Thousands of North Korean engineers and bomb disposal experts are mostly dispersed across Kursk Oblast, Skibitskyi stated. The North Korean forces deployed in Russia also include 400 drone operators. Many gained previous experience fighting against Ukraine. Their drones are likely to be used both for reconnaissance and attacks on Ukraine, CNN noted.

Around 25,000 North Koreans have so far either been part of the forces deployed in Russia or passed through the Russian armed forces, the GUR leader added. He said that Russia could request up to 50,000 more troops during a meeting between Kremlin leader Vladimir Putin and North Korean leader Kim Jong Un in September.

Ukrainian officials have made it clear that they cannot defend against Russian ballistic missiles because they are out of Patriot missile interceptors. In the latest bid to offset that and hit missiles before they can be launched, Ukraine is seeking help from Elon Musk, the Financial Times reported.

“Ukraine is seeking approval to use Starlink-equipped drones against ballistic missile launchers up to 200km inside Russia,” the publication reported on Friday, citing people familiar with the matter.

Such a move, if approved, would provide Ukrainian drones with beyond line-of-sight connectivity and resistance to jamming, increasing their ability to strike deeper into Russia against dynamic targets, giving them the ability to hunt for missiles deep inside Russia and strike them when they are found. This use of Starlink helped Ukraine with its mid-range strikes against Russian logistics.

The introduction of Starlink to the battlefield in Ukraine has revolutionized how war is waged, giving users high bandwidth, relatively secure communications basically anywhere, all in a small, off-the-shelf package. This has impacted everything from high-level command and control, to basic communications and data exchange between troops across the entire battlespace. The antennas have also been reduced in size enough so that they can now fit onto relatively small one way-attack drones.

There is a major catch, however, in any bid to use Starlink in offensive weapons beyond how it is currently employed. While he wouldn’t sign off on similar requests in the past, Musk is now allowing Ukraine to use Starlink to hit targets deep behind enemy lines and, apparently, ships in the the Sea of Azov as well, though we don’t know for sure.

Musk would need to sign off on the kinds of strikes deep into Russia that Ukraine is currently seeking. While his Starlink service is helping Ukraine now, he also shut it off earlier in the war during Ukrainian attacks on Crimea, fearing there could be a nuclear response from Moscow.

Complicating matters, Ukrainian President Volodymyr Zelensky recently fired defense minister Mykhailo Fedorov, who was Ukraine’s most direct connection to Musk.

TWZ cannot independently confirm FT’s reporting. We’ve reached out to SpaceX, Musk’s company providing Starlink service, for clarification.

Russia attacked a shopping mall in Ukrainian President Volodymyr Zelensky’s hometown of Kryvyi Rih. The attack killed at least 14 and wounded more than 100 others, the Ukrainian president stated on X.

“The attack drones struck in two waves – half an hour after the first hit and the fire, there was a second strike targeting the emergency responders,” Zelensky stated on earlier on X. “Attacks like these are nothing less than terrorist acts. And the world must respond to them accordingly – with real pressure on the aggressor. For peace to be possible, Russia must face real accountability.”

Russia also struck the Tabaky crossing at the Ukraine-Moldova border.

“The attack damaged buildings and structures at the crossing, and fires broke out at the site,” according to Ukrainian border guards. “Traffic through the Tabaky crossing is currently suspended. Vehicles are being redirected to other border crossing points.”

For its part, Ukraine is continuing its long-range strike campaign against Russian energy and military targets. This campaign has severely crippled Russia’s oil infrastructure in particular, causing widespread domestic gasoline shortages and a drastic reduction in oil exports.

“Last night, our deep strikes hit an oil refinery in Perm, more than 1,600 kilometers from the border, and the Marinovka military air base in the Volgograd region,” Zelensky claimed. “There are also results in the Black Sea.”

“We also have confirmed results from previous strikes: a Russian Su-34 aircraft was damaged at the Akhtubinsk air base, about 600 kilometers from the front line,” the Ukrainian leader added. “And in Primorsko-Akhtarsk, nearly 180 kilometers away, a facility used for storing, preparing, and launching attack drones that the Russians use to strike our people was hit.”

Ukraine’s campaign against Russian air defenses continues as well.

A Russian S-300 surface-to-air missile system (SAM) was located and destroyed, Ukraine’s Defense Ministry (MoD) claimed on X.

Video emerged on social media showing a Ukrainian MiG-29 chasing a Russian Shahed drone, which eventually crashed apparently without being fired on. Based on the quality of the video and the distance from which it was shot, it is hard to say exactly what caused the drone to crash.

Russia has introduced a new method of attack. It involves using a drone that lies in wait until a microphone picks up the sound of a passing vehicle and activates the weapon.

Ukraine’s mid-range strike drone campaign against Russian logistics, especially fuel trucks, has relied heavily on AI for terminal guidance and target recognition. Now Russia is supposedly testing a new method of trying to defend against those strikes.

Russian forces have reportedly fitted a UAZ-452 “Bukhanka” vehicle with mirrored panels as a potential countermeasure against drones using optical or AI-assisted guidance.

The improvised modification, which makes the van look like a rolling disco, appears intended to interfere with the drone’s ability to visually identify and track the vehicle by altering its appearance and creating reflections. However, whether this works is not known.

Earlier in this piece, we touched on Ukraine’s Delta battle management system. It turns out the country’s SBU state security service arrested a commander of a National Guard special purpose group for giving Russia access to his Delta account in return for $1,000 in cryptocurrency, a serious security breach.

COLUMN ONE : Harkin: A Man of the Heartland : Democratic candidate’s formative years have led to an abiding faith in populist causes and partisan combat. But his foes call his preoccupation with old ideas a liability.

The hardened boys who came of age in this dirt-poor farm hamlet during the 1950s had no illusions about their place in the world. Their extended Irish families taught them a reality as cold and brutal as a Midwest winter’s morning. They faced life at the bottom of the heap.

Within the Harkin clan, whose numbers teemed through the countryside, Tom Harkin and his family had it worst of all. His mother had died when he was 10 years old. An older half-brother was deaf. Tom was packed off on a lonely odyssey to live first with one half-sister, then another. When he returned four years later, his father, a struggling miner-turned-handyman, offered little solace. “If you’re waiting for somebody to give you something,” Patrick Harkin said, “you’re gonna be sitting in a rocking chair all your life.”

Beyond Cumming–a blur of weathered trailers and clapboard houses 20 miles south of Des Moines–lay hostile country. Norwalk, the nearest town, was resented, a symbol of everything Cumming was not. Norwalk’s farmers, Methodists and Republicans, prospered. Cumming, an enclave of Irish Catholics and Democrats, seemed locked in perpetual decline.

Only on Halloween nights did Cumming exact a measure of vengeance. Its teen-age sons stole into Norwalk, waiting until the streets were deserted. Then they tipped over outhouses. They blocked roads with bales of hay. They took wagons apart and reassembled them atop grain elevators. When the boys from Cumming swaggered home, Tom Harkin was often among them.

The victories were brief; adolescent pranks that are now faint memories. But Harkin’s Halloween nights served as a rudimentary political awakening, the first taste of what it was like to get even with his betters.

His harsh rites of passage in American Gothic country shaped a career that has taken him from a victory in a 1974 congressional race to a U.S. Senate seat and has now propelled him into the race for the Democratic presidential nomination. Those formative years continue to cast a shadow, having left Harkin with a class-conscious mind-set and a deep well of ambition, searing him with the belief that conflict breeds opportunity.

“Life was a struggle,” he says, echoing his father’s homespun philosophy. “You worked hard, you didn’t agonize over your situation. And when things didn’t turn out, well, then you carried on until you got another chance.”

That ethos–and Harkin’s stubborn triumph as a self-made man–might seem a blueprint for the making of a conservative. But coming to adulthood amid the John F. Kennedy generation, Harkin emerged an unabashed liberal. He seeks change through partisan combat, maintaining an abiding faith in the corn-belt populist causes he has championed all his life. And he tempers his idealism with a gut instinct for electoral survival.

As a presidential campaigner, Harkin flaunts heartland roots and hardball tactics that unnerve opponents. In the presidential race, he has been a scornful rhetorician, sarcastically damning President Bush as “George Herbert Hoover Bush” and primary foes as “microwave Democrats.” His voice trembles when he is on an emotional roll, eerily reminiscent of Hubert H. Humphrey’s excitable quaver. Quoting the Bible (Corinthians), Harkin likens himself to a trumpeter, insisting his message–a beneficent federal government combined with hard-eyed leadership–will produce “a strong, certain sound” to lead his party into battle.

“He’s got a raging forest fire in his belly,” says Roger Jepsen, a Bush Administration official who lost his Senate seat to Harkin in 1984.

Harkin decided to run for the White House early last year, telling intimates during the Gulf War that Bush’s soaring popularity ratings would not last and that a worsening recession was the best chance for an “old-fashioned Democrat” to compete and win.

“I don’t have deep pockets,” he says. “I don’t have a famous name . . . but I’ve got some pretty deep feelings and beliefs, and it seems to me this is a good time to see if other people have them, too.”

Clings to the Past

In an era when many Democrats are trying to forge a new synthesis to retake the White House, Harkin embraces the past. He cherishes the party’s whistle-stop vestiges, quotes dead presidents, mines ideas in the successes of past administrations. Just this past Friday night, on a nationally televised debate, he called for “a new New Deal.”

Harkin also politicizes his own past, using stories about his family’s hard luck to etch human faces on issues important to him. But in his eagerness to draw parallels, some critics say, Harkin has stretched and distorted details of his life and accomplishments. The examples, they contend, range from his record as a Vietnam-era airman to the importance of the role he plays in Congress.

Such questions about Harkin’s credibility reflect deeper concerns about the kind of leader he would make. Detractors say his combativeness and preoccupation with old ideas would be liabilities in a president.

Supporters counter that Harkin’s unshakable commitment to the verities of Democratic liberalism and his willingness to defend that philosophy tooth-and-nail have been his strengths, making him a formidable candidate and an effective legislator; in essence, a liberal’s Ronald Reagan.

A stern, flinty vision out of a Matthew Brady plate, Harkin, 52, insists his passion is mistaken for anger, yet he is loath to dwell on inner motivation. He is most at ease in his Colonial-style suburban Virginia home with his wife, a Washington lawyer, their two daughters and a small circle of friends and advisers. “I’m not one,” he says, “to sit and stew day after day about who and what I am.”

The portrait that emerges from Harkin’s own words, as well as from dozens of friends, associates and enemies, is of a man whose roots cradle, anchor and imprison him. As Harkin surveys the American landscape of the 1990s, it is always through Cumming’s black-and-white lens.

Heart of the Heartland

Southwest Iowa is the heart of the heart of the country.

It is a place of flat fields and grain silos, manure-stained work shoes and bib overalls, turkey hunts and steak frys. In summer, the air is alive with the buzz of combines. In winter, the machines lay idle in frozen corn stubble. Painter Grant Wood used area farmers–taciturn men with worn faces–as models for his Depression-era American portraits.

Scattered along the farmland’s fringe are ghostly earthen reminders that the region also once had an industrial base–coal mines, most of them sealed for decades, where miners toiled in black dust. In Cumming, it was the Orilla mine that lured outsiders.

Cumming has changed little over the years. Most of its 150 residents scrape by on low-paying jobs or on relief. A stunted water tower, barely higher than jack pines, marks the town for passersby. Visitors to American Legion Post 562 are warned: “Parking for Irish only. All others will be towed.”

That attitude “sounds mean and parochial,” says Robert W. Pratt, a Des Moines lawyer and Harkin intimate, “but it makes life more manageable for the people on the bottom. That’s where Tom comes from.”

It is how Patrick Harkin and his wife, Frances Bercic, dealt with the world. They met in Cumming in the late 1920s. He was a gaunt Irish miner at Orilla, she a Slovenian emigre whose first husband died, leaving two girls and a boy. The pair married in 1927, moving into a cramped one-story bungalow where they had three more boys. Thomas Richard Harkin, the youngest, was born on Nov. 19, 1939.

Weeks after his birth, the infant was scalded as his mother sterilized fruit jars. While he howled in pain, his frantic parents tried to decide what to do. There was no doctor in Cumming, and on the father’s pittance of a paycheck, a trip to a Des Moines hospital was out of the question.

“His two older sisters carried him around for days on a pillow so his raw skin wouldn’t touch anything,” recalls first cousin Martin Harkin. “That’s how poor they were.”

As a young child, Tom Harkin filtered out his poverty. The rest of the family was less sheltered. Frank, his deaf half-brother, had to be sent to a school for the disabled. Then the mine closed. All Patrick Harkin had to show for his years underground were frequent bouts of pneumonia. It was the start of black lung disease that would eventually kill him.

The father is described by neighbors as an austere man who wore wire-rim spectacles, argued during poker hands and brewed potent, illegal beer in his basement. “He felt the same way we all did,” says Joseph Kirvin, a longtime neighbor. “It was the Irish against the world.”

Frances Harkin, a willowy woman with a cleft chin inherited by her sons, pushed her brood to study hard. One fall day in 1950, she came in from gathering eggs, lay down on the couch and passed out, dying two days later of a cerebral hemorrhage. Her husband and the older siblings decided Tom should move into his sister’s home in Rock Springs, Wyo.

“Dad felt Tom needed someone to mother him and his sister could do it best,” says John Harkin, an older brother. Tom Harkin prefers not to dwell on what he felt inside.

In Rock Springs–another bleak mining town–folks rarely got along with their neighbors, least of all the miners’ children. Harkin, new in town, was fresh prey. “I just remember kids picking on me all the time and, by God, I had to stick up for myself and fight back,” he says.

Returning after three years in Rock Springs and a year with another sister in Dexter, Iowa, Tom Harkin was no longer the family’s baby. His father, now in his 60s, eked out a living from odd jobs. The boy had to pay his own way. Working after school and during summers, Harkin pruned weeds from bean fields, baled hay, hammered railroad ties, sweated under the sun with highway crews.

On school days, he caught long rides to Dowling High, a weathered brick Catholic school in Des Moines. Dowling’s pupils divided into a pecking order. At the top were affluent Irish kids from the westside of Des Moines. Then came poorer Italians. At the bottom were the country boys. Harkin was rarely taunted, but his sense of exclusion, already seeded by Cumming’s rivalry with Norwalk, intensified at Dowling.

“Some of the priests were always buttering up the rich kids,” says Chuck Hanrahan, a boyhood friend. “They wouldn’t give us the time of day. That kind of thing just burned Tom up.” Says Harkin: “They treated us like hicks.”

In class, he kept his resentment hidden. Like his older brothers, Harkin, an honor student, planned to study civil engineering, and after his senior year he followed them to Iowa State University on an ROTC scholarship.

“Politics,” he recalls, “was the furthest thing from my mind.”

The telescopic lens of a surveyor’s level gave Harkin his first sense of the world beyond Iowa. Using the instrument for a college class one day in September, 1959, he sighted a crowd, then the squat figure of Nikita S. Khrushchev. Harkin had been only dimly aware that the Soviet leader had come to the campus as part of a whirlwind U.S. tour. “They seemed to be having a lot more excitement than I was,” he recalls.

Kennedy Attraction

But it took the lure of military life and the election of John F. Kennedy in the 1960 presidential race to jolt Harkin into abandoning his somnolent path toward an engineering degree. He returned from a summer on a Navy air base in Florida determined to become a fighter pilot. And after Kennedy’s election, “any of us (Catholics) who had ever tasted prejudice had to feel that the last barrier was gone.”

Harkin fell in with a group of students close to history professor E. B. Smith, an intellectual Democrat in the Adlai E. Stevenson II mold. When Smith ran for Iowa governor in 1962, Harkin volunteered. It was a lost cause, but he came away from a half-year of barnstorming smitten with campaign work.

“It was seat-of-the-pants politics.” says John Fitzpatrick, the strategist for Harkin’s presidential campaign and a former political science professor. “He had just got his flying license, and here he was, flying Smith into these small-town airports. It had to be intoxicating.”

Graduating with a government degree, Harkin’s military commitment kept him from using his new political connections. He was sent to Guantanamo Naval Base in Cuba and put on flight duty, shadowing Soviet MIGs. From 1965 to 1967, he served at Atsugi Naval Air Station in Japan, testing and flying repaired aircraft damaged in Vietnam. He flew F-8s, the Navy’s nimble greyhounds, and learned to handle F-4s, fast, but lethally sluggish at high speeds.

Plaudits as Pilot

Harkin mastered both planes and won loyalty from his enlisted crew. “He was the best pilot I flew with over there,” says Charles Hart, a Los Angeles aircraft firm employee who spent four years as a navigator at Atsugi. “He had great reactions and judgment . . . and he took great care of his troops. When he says he’s for the working man, he’s for real.”

During Harkin’s two years at Atsugi, Hart says, the young pilot made at least 15 trips to the war zone. “We usually stayed a few hours,” Hart says. “Just long enough to catch a flight out.” Harkin’s brief stays, mostly in Da Nang, became an issue years later when political rivals claimed he exaggerated his Vietnam experience on his resume.

Hart and James Glavin, a former Atsugi pilot now living in Kansas City, insist that though Harkin was never under fire, his war years were anything but cushy. The test flights to determine whether the repaired jets were battle-worthy, Glavin says, “were damned necessary for the war effort.”

On one F-4 flight at 45,000 feet, both engines stalled out. Harkin calmly waited until he could reignite, taking the plane down safely, Hart recalls. Another time, assigned to ferry an F-8 to the Philippines, Harkin was grounded because of a bad cold. The pilot who replaced him stopped in Okinawa to refuel. On liftoff, Hart says, the plane malfunctioned. Its fuel tank ripped away and was sucked into an engine. The ensuing fireball killed the pilot.

Allure of Sailing

“Anyone who thinks we had it easy is fooling himself,” Harkin says flatly.

Still, Harkin had enough leave time to sail a catamaran he and another pilot ordered from a Japanese boat builder with visions of sailing around the world. (Harkin now keeps a sailboat in a Bahamas vacation cabin he built several years ago and, at home, drives a white Corvette.)

His ambitious sailing plans were interrupted by budding romance. On a weekend trip to Tokyo, he met and pursued a Minnesota woman after hearing her flat Midwest accent. Ruth Raduenz, a strong-willed farm child with a literature degree, was on vacation from her job running an enlisted men’s club in Korea. Outside the Buddhist temple where they met, Harkin pressed her for a date. They married in Iowa a year later, in 1968.

Now an attorney, Ruth Harkin juggles mothering two daughters, Amy, 15, and Jenny, 10, and a career as a lobbyist with the influential Washington law firm once headed by political insider–and now Moscow ambassador–Robert S. Strauss. She is her husband’s closest adviser. John Frew, Harkin’s former Senate campaign manager, calls her “the smartest political spouse in the country. She’s lawyerly and gives timely, savvy advice.”

The couple spoke nothing of politics on their first dates. “He’d do so many funny little things,” his wife recalls. “On our second date, he made all these elaborate plans (for both of them) to climb Mt. Fuji. And I barely knew the guy.”

They stayed in touch by letter after she returned to Korea. She found a thoughtful, keen mind behind the airman’s Top Gun swagger. He began confiding doubts about the war. Harkin still supported its aims, but fellow pilots’ tales of botched operations and sorties over civilian targets had made him cynical about its progress.

“We all had anger about the way the war was being run,” Chuck Hart recalls.

Vietnam became the central focus of Harkin’s fledgling political career, the source of his first major controversy and the dominant issue of his early campaigns.

Moves to Capital

After a series of unfulfilled political jobs in Iowa, Harkin decided he needed Washington experience. Moving there with his wife in 1970, he was hired as an aide to Rep. Neal Smith (D-Iowa), whom Harkin had worked for during an earlier reelection campaign. Smith, known for his quiet influence in the House, then found Harkin a job as a staffer with a House committee studying the Vietnam War. Flying to Saigon that June with the committee, Harkin and two other congressmen went to the town of Con Son, where the government ran a prison for political opponents. The party talked their way into the compound and found 500 emaciated inmates shackled inside five-foot high “tiger cages.”

Recording the squalid scene by camera and on tape, Harkin gave the evidence to Smith. But on the plane back, Harkin wrote later in the Progressive magazine, he learned that the committee planned to make only a minor reference to the prison. In Washington, Harkin confronted Smith in the House parking lot and “grabbed the film and tape” from the congressman’s car trunk. Fired by the committee for insubordination after calling its report a “whitewash,” Harkin sold his photographs to Life magazine for $10,000, using the money to attend Catholic University law school.

Harkin’s friends and foes agree the incident was a telling one, an indicator of the aggressive conduct that continues to divide those who know him into opposing camps. Admirers paint him as a principled loner who identifies with underdogs and takes on political Goliaths.

“He’s able to relate to people who feel they don’t have any worth, who need someone to stand up for them,” says Rep. Lane Evans, (D-Ind.), who works with Harkin in the Populist Caucus, an affiliation of liberal Midwest Democratic congressmen.

‘Inch Deep, Mile Wide’

Harkin’s critics–not only GOP opponents, but some Democratic colleagues–say he is an ineffectual legislator given to grandstanding and motivated by publicity. “Beyond his farm-belt circle, he’s just not a key player in Congress,” says a former Democratic House member who requested anonymity. Says William Scherle, Harkin’s first GOP congressional conquest: “Tom Harkin is like the Platte River. He’s an inch deep and a mile wide.”

Harkin tested the waters to run against Scherle when he returned to Iowa in 1972 and became a lobbyist for a Des Moines Legal Aid office. Robert Pratt, who worked there, says Harkin sewed up support on the “rubber chicken” political dinner circuit and appeared at peace rallies–a stern figure in pyramid sideburns and wide ties, totally opposed to the war.

Scherle beat Harkin that year (though the challenger’s 45% total was considered respectable amid Richard M. Nixon’s landslide). Harkin blames his loss on trying to sound like a Kennedy clone. “I tried to be urbane and highbrow and intellectual and it didn’t work,” he says.

The night he lost, Harkin ranted for more than an hour at campaign workers, blaming them for failing to get out the vote, says Pratt, one of his volunteers. Intimates say Harkin is often easily angered, but rarely holds grudges. “He had every right to bitch,” Pratt says. “Those people didn’t do their jobs.”

Two years later, it was Scherle who raged. Harkin was among 75 Democrats first elected in 1974 as a national backlash to the Watergate scandal. Harkin credits his victory to “being myself,” learning farmers’ concerns and simplifying his approach. He now often shows up at small town events in jeans, flannel shirts and work boots.

The campaign was a model for later battles. Harkin criss-crossed the district and was miserly with campaign funds. Former press spokesman Phil Roeder recalls Harkin dawdling for a half-hour at a pharmacy jewelry rack before replacing a broken watch with a new $9 model.

Early in the ’74 campaign against Scherle, Harkin alleged that the incumbent had committed election infractions. They included the charge that Scherle had violated federal “franking” laws–regulations governing congressional mailings–by sending out overly large postcards to constituents. This was not the kind of restrained behavior GOP politicians in Iowa expected from Democrats, known for fielding intellectual moralists. Harkin fought. Hard.

“Anyone who goes into a campaign with him expecting any civility or rules is in for trouble,” says Jepsen, the Republican who lost his Senate seat to Harkin in 1984 and is now chairman of the National Credit Union Administration.

He Strikes First

When Harkin took on Jepsen in 1984, his campaign was again marked by preemptive strikes. Harkin, who had consistently voted as a congressman for social programs spurned by the Reagan Administration, expected the incumbent to use his record as an issue. So Harkin struck first, using television ads to label Jepsen as “Red Ink Roger” for his votes to raise the defense budget–a move Jepsen now acknowledges blunted his use of the spending issue.

The abortion issue also threatened to paint Harkin, a pro-choice advocate, into a corner. For much of the campaign against Jepsen, he was tailed by pro-life demonstrators. Convinced Jepsen was behind the protests, Harkin’s campaign sent out a blizzard of mailers the day before the election, making the spurious claim that the incumbent believed rape victims who had abortions “should be put to death.”

Harkin has no regrets. “It just frustrated the hell out of them,” he says, satisfied.

Tom Synhorst, a political consultant who ran the Senate campaign of Rep. Tom Tauke, Harkin’s most recent GOP victim in 1990, says that the two campaigns showed that Harkin “has a real knack for muddying the debate.”

His greatest flaw, foes say, is his selective exaggeration of his own past. Among a litany of complaints, they single out his military resume as his most grievous distortion. Scherle claims Harkin often told college audiences in 1972 that he was a “fighter pilot. He would describe skirmishes and everything else. Hell, he wasn’t in combat.”

Harkin was quoted in a book by Washington Post political writer David Broder as telling a congressional Vietnam Veterans’ Caucus in 1979 that “one year I was in Vietnam. I was flying F-4s and F-8s on combat air patrols and photo-reconnaissance support missions.” And in an April 1, 1980, statement carried in the Congressional Record, Harkin identified himself as a “Vietnam veteran in Congress.”

A Troubling Issue

Denying that he tries to mislead, Harkin has been scrupulous during the presidential race about his tour of duty. But he has been less than forthright on other matters. He has often cited the layoff of his deaf half-brother, Frank, as an example of how American workers too often are left “on the trash heap.” In emotional speeches that never fail to hush audiences, Harkin recounts how a union-busting campaign in the mid-1970s cost Frank Harkin his machinist’s job despite 23 years’ seniority. In the story’s climax, Harkin tells how his half-brother was reduced to taking a night job cleaning toilets in a shopping mall.

Harkin leaves the impression that his half-brother never rebounded from his job loss. In fact, Harkin helped Frank find a government job as a sorter at the Des Moines Post Office, getting him to apply under a hiring program for the disabled. Frank Harkin retired with a full pension in 1988. “I knew about the program and got him involved in it,” Harkin allows.

Similarly, in stump speeches, Harkin has described his father as a “yellow dog Democrat” and implied that his childhood home was a strong party household. But Harkin’s brother, John, recalls few family political discussions–”We didn’t talk about politics around the dinner table,” he says–and adds that Patrick Harkin was not an active party member. Even Tom Harkin acknowledges that his father was as much a supporter of Catholic demagogue Father Charles Coughlin and Communist-baiter Sen. Joseph R. McCarthy as he was a Franklin D. Roosevelt man.

Harkin dismisses doubts about his credibility as “all politics” and suggests that the press is “suckered” into reporting on the matter.

“These Republicans, they love to stick it to you and run dirty campaigns,” Harkin says. “But once you do it to them, oh my goodness, their skins are as thin as a piece of paper.”

Harkin’s partisan battles extend into his legislative career. As a senator, Harkin has consistently opposed Reagan and Bush administration bills. The liberal Americans for Democratic Action group rates his record on their agenda second only to Sen. Edward M. Kennedy (D-Mass.).

Last September, Harkin tried to play legislative Robin Hood with Bush’s defense budget, proposing to transfer $3 billion in military funding to social programs. Although the move would have breached the deficit-reduction compromise previously agreed to by both houses of Congress, Harkin insists that “the money was just sitting there. And I said, ‘Let’s take it out of defense and put it to good use.’ ”

The measure lost by a 69-28 vote.

A tireless crusader on foreign human rights issues, Harkin has traveled on several high profile fact-finding trips to Latin America–brushing aside Republican criticism that he is a meddler. On a trip to Chile to look into allegations that opponents of the military government of Gen. Augusto Pinochet were being murdered and imprisoned, Harkin wound up in “yelling matches” with a Chilean air force general, said former Rep. Toby Moffett of Connecticut, who also went.

“This was at a time when bodies are floating in the river,” said an admiring Moffett. “Tom kept saying, ‘Where are all the missing people?’ Maybe he wasn’t diplomatic, but someone had to speak up for those people.”

Among his legislative accomplishments, Harkin is proudest of his shepherding of the 1990 Americans with Disabilities Act, a bill he pushed as chairman of the Labor and Human Resources Subcommittee. The act mandated sweeping new legal protections and public access for the disabled, winning Harkin a reputation as their voice in the Senate. He even gave part of his final floor speech in sign language.

“He held the coalition together,” says Patrisha Wright, executive director of the Disability Rights, Education and Defense Fund. “And he didn’t get on the bandwagon at the last minute. He’s always been there.”

Yet despite Harkin’s identification with the bill, both Wright and Senate sources say that Sen. Kennedy was just as instrumental in getting consensus for the bill and guiding it to passage. And when the legislation was first introduced in 1988, congressional sources note, the original Senate sponsor was former Connecticut Sen. Lowell P. Weicker Jr.–not Harkin.

“If you listen to him, he’s the father of it,” a knowledgeable Democrat says. “He takes credit for it in public, but the rest of us had to keep it alive in private. He was an emotional catalyst, sure, but that hurt us as much as helped us.”

Harkin’s maverick stands have alienated legislators on both sides of the aisle. Early last year, he introduced a resolution requiring congressional authorization for the Gulf War–against the wishes of ranking Senate Democrats who wanted to take a more cautious route during a period when President Bush had overwhelming popular support.

Harkin acknowledges that Senate Majority Leader George J. Mitchell (D-Me.) was “a little bit” annoyed at his public show of mutiny. But he says “no punishment came from it.”

Sticks With Causes

His willingness to stick with issues long after they have become lost causes is also a hallmark of Harkin’s legislative style. Aides in both parties say he is effective in wearing down opponents by offering up minor amendments and stalling late-night hearings when other legislators are impatient to adjourn–though they add that Harkin has muted this style a bit since ascending to prominent roles on several Senate committees.

Critics point to his legislative track record as evidence that Harkin is too much the ideologue to make an effective national leader. “He’s totally pragmatic in trying to get elected,” Jepsen says. “But looking at him as a (member of Congress), you wonder whether he’d be able to work with people.”

Harkin’s supporters minimize that portrait as one-dimensional, insisting Harkin has matured over the years. “He can be persistent,” says former Michigan Rep. William Brodhead. “In that sense, he’s our Reagan. But he’s shown that he can be practical when he needs to be.”

In his office, Harkin keeps a rubber stamp marked, “Bullshit,” a reminder of the petty concerns that have obstructed him during his career. Early in the presidential race, he used the word frequently as a graphic symbol of his–and voters’–frustration with the American scene. But Harkin toned down its use after audiences–often, elderly voters–were offended.

“I guess I can hit people in the face sometimes,” he says, only slightly ruefully.

Lately, on the campaign trail, he has been hitting again. Mired deep in the polls, yet publicly unruffled by his standings, Harkin has taken on opponents as if the mere act of being ornery might win him the presidency.

He realizes it will take a profound political shift not only among Democrats, but among American voters, for his campaign to succeed. But with a faltering economy, he says, “the timing is right for a Harry S. Truman-type of a populist to get through to the American people.”

After a dozen years of Republican rule, he banks on the assumption that the country is ripe for a return to the vision put forth by his holy trinity of Democrats–Roosevelt, Truman, Kennedy. As the self-proclaimed messenger of that vision, Harkin sees little need to tailor it for what many in his own party see as a different era.

His role, as he has seen it throughout his 18 years in elected office, is to nudge that vision forward through the tough, partisan conflict he relishes.

And then?

“I’ve always believed that people vote first with their hearts and then, if you’re lucky, with their minds,” he says. “But you’ve got to reach their hearts first. That’s what I’m trying to do–talk to people on a gut level.

“Once you’ve done that,” he says, “the rest should follow.”
