Bridge the Gap: Establishing a China-US Relations Coordinator for the Middle East

Occasional Digest - a story for you

With the increasing pressure of US President Trump’s administration on both Egypt and Jordan regarding the issue of the displacement of Palestinians from the Gaza Strip to Egypt and Jordan, and the different orientations between the two superpowers in the world (China and the United States of America), and with the lack of any official coordination between the two superpowers, China and America. There has become an urgent need to create a new position whose mission is (coordinating Chinese-American relations in the Middle East region), especially with regard to global maritime navigation issues, maritime straits, the Gaza war and its reconstruction, Iran’s role in the region, and others.

I remember meeting the former US Ambassador to Cairo, “Thomas Holderberger,” at the National Day party of the Chinese Embassy in Cairo at the Nile Ritz Carlton Hotel, and I think that was before 2018, and I took pictures with him and the former Chinese Ambassador to Cairo, “Song Aiguo,” and I published them publicly so that I could take pictures with both of them in the heart of Cairo, as they are the two competing superpowers around the world, especially in the Middle East region. Noting that the US ambassadors boycotted participating in and attending any Chinese national celebrations in Cairo or any Arab country after that, as if it had become a fixed American tradition to boycott Chinese national holidays and occasions, as a direct American message to China to sever and strain relations with it, which is something that caught my attention strongly. 

However, the most important dialogue took place between me and the former US ambassador to Cairo, “Thomas Holderberger,” after that, which surprised him at the time on a personal level, given that the events taking place at that time in the Middle East region were not as heated as we are witnessing now, with my keenness to send a picture of me with him and the former Chinese ambassador to Cairo, “Song Aiguo,” as I mentioned before. Which is: Why, Mr. Ambassador Holderberger, is the position of coordinator of Chinese-American relations in the Middle East not being created? Which was a source of astonishment for the US ambassador, “Thomas Holderberger,” at the time, Ambassador “Holderberger” then officially responded to me that “there was no such position officially in the United States, and he did not think it could be created in any way.”.

On a personal level, and with the tension in my relations with the American side after that, due to our different positions on China and the controversial issues in dispute between them, and with my close proximity to Chinese policies and my defense of them as an academic internationally and on the “Modern Diplomacy” website in English for global political analysis, and my publication of thousands of analyses, research, articles, and interviews published in addition to their various translations everywhere around the world, all of which are biased towards China from the American point of view, which was a point of disagreement between us. But what is strangest to me is the American side’s constant keenness to send me official invitations to attend official American parties and officially invite me to attend the American National Day in the heart of the American Embassy in Cairo. However, I remained steadfast in my position in boycotting everything related to the United States of America, due to my taking the side of describing China in its differences with the United States of America, as a daughter of the Chinese according to my constant presentation of myself to the Americans and the international community as a whole. The strangest and most surprising thing I will reveal today is the American side’s constant and extreme keenness, up until this moment, on a daily basis, to provide me with the complete American point of view on all the controversial issues with China. They even brought researchers from their side to convince me to adopt the American point of view and defend it regarding the controversial issues between Beijing and Washington regarding digital technology, the South China Sea, Taiwan, and others. This was met with complete rejection by those who came after me to try to convince me to adopt the American point of view towards China in the various controversial issues raised between them.

  After presenting my proposals for comprehensive international, regional, religious and sectarian peace between all major and regional political powers around the world and in the Middle East region in the immediately preceding article on the “Modern Diplomacy” website for global political analysis on February 16, 2025, and my translation of it into Arabic to the Arab political, intelligence and military leaderships and the Arab and Islamic public opinion, and my precise and comprehensive proposal presented to achieve comprehensive regional and global peace in the Middle East region under the title of my previous article on the Modern Diplomacy website for political analysis, regarding: (A peace agreement and official normalization of relations between Iran and Israel under Chinese sponsorship in exchange for maintaining the security of the Egyptian Suez Canal and stopping the process of displacing the residents of the Gaza Strip). This article or the same proposal found a very wide resonance among all the international and regional powers and parties concerned and was welcomed by both the American and Chinese parties themselves.

So today I was encouraged once again to propose to the US President Donald Trump’s administration the need to create the position of “Coordinator of China-US Relations in the Middle East.”. With my first global acknowledgment of my participation in high-level international political competitions over several days and several stages that included the most prominent academics, experts, and researchers around the world—who were carefully selected internationally—to represent all lines and stages of the conflict between China and the United States of America, the ways of escalating the differences between them, and how to resolve and deal with them. I was the only academic and researcher invited from the Arab region to participate in the simulation model of the conflict and competition between Washington and Beijing over several stages and consecutive days. It is the same simulation model that surprised the Chinese themselves, with the participation of the most prominent American and European academics, experts, and researchers, and my official invitation to represent the role of a member of the Political Bureau of the ruling Communist Party in China and to represent how he responded to the American and Western side regarding all and various controversial issues raised between the Chinese and American parties.

  As you and I all understand now, I have been a constant academic and research element in all and every controversial issue between China and the United States of America, given my precise specialization in Chinese political affairs and the policies of the ruling Communist Party in China for more than 20 years, which is the same title of my doctoral thesis, and the diversity of my studies between Peking University in China and my obtaining post-doctoral studies in Chinese political affairs and Middle Eastern affairs from Lund University in Sweden, and my official invitation in Sweden to write my important international book in English, entitled: “The impact of Jewish Minorities and Israeli Think Tanks in China on Arab National Security”.

  It is the same book that officially established the extent of the dispute between me and the United States of America and the Jewish lobby in Washington, given their view that I had adopted the Chinese point of view in confronting the American and Jewish sides regarding this dangerous and sensitive file between the two parties, concerning the issues of Judaizing the Chinese from the Chinese Kaifeng region and recruiting them into the Israeli army, and my demand that the Chinese Ministry of Defense address its Israeli counterpart to expel the converted Chinese from all Israeli military institutions to avoid the sensitivity of Chinese-Arab and Islamic relations in the future, with a number of converted Chinese citizens serving in the Israeli army and Israeli military institutions, which could lead to the possibility of one of them escalating and an expected confrontation with the Arab world and the Palestinian side, and the question that will remain then: Who are we fighting? Are we fighting the Chinese themselves or the Israelis? My aforementioned international book on the issue of Judaizing the Chinese and recruiting them into the Israeli army was one of the most important international books and analyses, to the extent that Harvard University, ranked first in the US and the world, and all American and international universities ranked first in the world, bought copies of it, in view of the seriousness of its presentation and the sensitivity of its ideas.

However, perhaps this same book referred to was a major and real reason for my presentation to the Jewish lobby in Washington and the American side officially, that I am close to the Chinese circles in their confrontation to adopt the Chinese point of view in the face of the American and perhaps to create a state of hostility and competition between China and the Jewish lobby in the United States of America. To which I can respond, that I am merely an academic, researcher and analyst with long experience in this academic and research field related to China and the policies of the ruling Communist Party in China over very long years, and I was literally and accurately close to all the thorny files and issues between the two parties, with each party keen to provide me permanently and continuously with its point of view in the face of the other party.

Accordingly, perhaps this long introductory introduction about myself was to get to know me in a clear academic and research way, with a large number of foreign and Asian diplomats keen to meet me and listen to my full point of view in Cairo on China’s relations with the United States in the Middle East and understand China’s full point of view through me. It is as if this has become a fixed tradition for a large number of foreign and Asian diplomats and ambassadors in Cairo and their authorization to meet me to explain and listen to my full point of view on China’s relations with the United States in the Middle East and my future vision for the development of the conflict between them. With the keenness of all international parties concerned to involve me in all the visions presented and proposed for managing relations between China and the United States in the Middle East. Based on your full understanding of the ongoing course of conflict and competition between Washington and Beijing in the Middle East, and my role as an Egyptian academic, researcher, analyst, and university professor specializing in Chinese political affairs and the policies of the ruling Communist Party in China in this regard, I reiterate my request today to all relevant Chinese and American parties to immediately begin and take concrete measures and urgent steps to create the position of “Coordinator of China-US Relations in the Middle East Region.”. I remind the American side in particular of the Chinese openness to dialogue with you. When US President Trump won the US presidential elections, Chinese President “Xi Jinping” sent a congratulatory telegram to President “Trump”, and Chinese Foreign Ministry Spokesperson “Mao Ning” announced that China’s policy towards the United States is consistent and that China-US relations will be viewed and dealt with in accordance with the principles of mutual respect, peaceful coexistence, and win-win cooperation.

  In my humble opinion, the danger, importance and strategy of the US side’s approval of the creation of this position as a coordinator for Sino-US relations in the Middle East, especially under the administration of US President Trump, while I believe that the Chinese welcomed it, lies in the fact that the US side must be well aware and understand that over the past decade, Arab countries have gradually shifted their foreign policy and strategic objectives towards the East. This reorientation process aimed to balance foreign relations between the Arab world and new global powers, led by China, as well as emerging economies such as India and Russia. These efforts had a significant impact on the dynamics of the Middle East. In particular, deepening strategic partnerships, especially with China and its Belt and Road Initiative, was a reason for changing the rules of the game and reshaping regional partnerships in the Middle East. Today, China represents a major economic partner for most countries in the region. Even on the level of the ongoing war in the Gaza Strip, Beijing has made many proposals to stop the war in Gaza and brought together the Hamas and Fatah movements, and China called on the United Nations Security Council to calm the conflict, and China seized the opportunity of its meetings with Arab and Gulf foreign ministers to reaffirm the multiple peace plans it had previously proposed.

  China has also emerged as an important player in the Middle East recently, and this appeared during Chinese mediation in many issues related to the Middle East, such as Chinese mediation in the Sudan war, reconciliation between Saudi Arabia and Iran after a long hostility, and finally Chinese mediation in the Palestinian issue, and as I noted in my previous article directly on the “Modern Diplomacy” website for global political analysis, it is also expected that China will lead to a major peace agreement between the Israeli and Iranian sides, as a price for the return of stability in the Middle East region, and for China to present itself as a sponsor of global and regional peace and a leader of South-South dialogue.  If China succeeds in signing the currently expected peace agreement, as I have previously indicated, between Iran and Israel, this will inevitably be accompanied by the need for official coordination of relations between Washington and Beijing in the region, through the creation of the position of coordinator of Chinese-American relations in the Middle East, as I have analyzed in detail.

Given my closeness to all international academic and research institutions and circles concerned with Chinese political affairs, we find that at the present time, talk is common among European and American academics and experts concerned with Chinese political affairs like me about the possibilities of cooperation between China and the United States of America on Middle East issues. With both the great powers, China and America, having established interests in the Middle East region, with the growing chronic unrest and the growing risks of a comprehensive regional war after the recent Gaza war in October 2023, which makes cooperation between China and the United States of America an urgent need, not just a choice between the two parties. From my humble point of view, the logic of cooperation should be self-evident to decision-makers in Washington, especially at the present time. Coordinating positions during the current situation between China and the United States of America has become a necessity, as the main American demand now towards China is for Beijing to use its influence on some regional parties, including Iran, to push them towards calm and contain a regional war against Israel. While China generally supports this goal, we take a completely different view of the cause of instability in the Middle East, attributing it to the United States and its Israeli ally. China sees the Israeli-Palestinian conflict as rooted in decades of injustice toward the Palestinians, while the United States approaches the issue from an Israeli security perspective and seeks to resolve it from that perspective. On the other hand, regarding the issue of water and navigation security and global maritime and shipping traffic in the Red Sea, the United States has already asked China for assistance after the Houthis, loyal to China’s ally Iran, targeted cargo ships linked to Israel near the strategic Bab al-Mandab Strait and the Gulf of Aden. At that time, American officials officially asked China to help them calm the situation by asking Iran to contain the Houthis affiliated with or loyal to Iran, as it is an ally of China.  Also, after Israel bombed the Iranian embassy building in Syria in April 2024, American officials and experts again asked Beijing to help contain the repercussions of the Israeli attack on the Iranian embassy building in Syria and help contain the situation.

The Chinese logic is based on the policy of peaceful coexistence and civilized and developmental dialogue between all parties in accordance with the principle of Chinese President Comrade “Xi Jinping,” known as the principle of (win-win) and mutual benefit for all. Hence, President Xi’s principle is the most appropriate under these circumstances and the current stage in the necessity of creating a mechanism for cooperation and coordination between China and the United States of America in the Middle East region and its affairs and issues that are constantly inflamed, especially with regard to political relations within the region and interactions between the countries of the region, leading to a kind of effective and practical economic and political integration between China and the United States of America, which is in the interest of all regional and international parties themselves. On the other hand, some of China’s interests in the region are consistent with American interests themselves. China seeks market stability in the Middle East region in order to maintain its economic access to the region and enhance the free flow of trade. To achieve these goals, China has deployed naval task forces to combat piracy in international waters, which serves the American side in itself, which seeks to secure the free and safe flow of global trade chains and shipping globally in the straits and to secure shipping lines in the Middle East and globally, which is what the Chinese and American sides agree on.

Based on my previous analysis, the creation of the position of Coordinator of Chinese-American Relations in the Middle East remains necessary and urgent and must be serious between the Chinese and American parties, especially with the keenness of all Arab governments and regimes in the Middle East to achieve a balance between Beijing and Washington. Therefore, policy and decision-makers in the United States of America must achieve and create this balance in its relations with China by creating a model of peaceful, civilized, and cultural coexistence between the two great powers, China and America, by creating and establishing the position of Coordinator of Chinese-American Relations in the Middle East to avoid any dangerous or potential escalation in the future.
