In the context of promoting the healthy development of enterprises on all fronts in accordance with the rule of law, the Central Committee of the Communist Party of China has continuously improved the theory of the socialist rule of law with Chinese characteristics, providing clear theoretical guidance for the development of the socialist rule of law system with Chinese characteristics in the era. Chinese governance is based on China continuing its policy of openness to the world as part of building its domestic economy, increasing access to markets, and making the country a more attractive place for investment because it is committed to the country’s basic policy of openness. Therefore, we find that the Chinese governance experience is based on sharing capabilities and interests with other countries and achieving win-win cooperation. To this end, the Chinese government pledged to increase the protection of intellectual property rights and adopt efforts to increase imports. This is the same thing that President “Xi Jinping” made clear in his speech at the (Boao Forum for Opening-up Asia), that “China’s doors to openness will not be closed, but will instead open more widely”, President “Xi” also promised that China is steadily moving towards strengthening Chinese governance globally. Given the results of Chinese reforms, new capabilities will emerge that enhance China’s ability to spread, establish and advance Chinese governance around the world.
Here China plays an increasingly important role in global governance. Multilateral diplomacy is an important way for China to participate in global governance and promote the building of a global community with a shared future for humanity. China, as a major responsible country, has never been absent from international multilateral forums in order to lay the foundations of Chinese governance around the world. Here we find that the joint construction of the “Chinese Belt and Road Initiative” is China’s solution to spread its initiative for governance and good governance globally, in order to eliminate problems and improve the relevant capabilities in an effort to confront the common challenges faced by various countries, such as: the growing deficit in peace, development, security and governance. As the second largest economy in the world, China not only focuses on ensuring its interests, but also presents Chinese initiatives and solutions in order to provide a new direction, ideas, and new driving force, at a time when the international community stands at the crossroads. On the basis of building a bond with a shared future for humanity, the joint construction of the “Belt and Road” and China’s initiatives on (global development, global governance and global security) aims to achieve interconnection and mutual communication and solve global development problems by spreading and strengthening the culture of Chinese governance around the world, which enhances globalization. The global security initiatives officially launched by China and the Chinese Governance Initiative aim to overcome the security challenges faced by all parties, and explore a new security path based on dialogue, not confrontation, the formation of partnerships, not alliances, and achieving common win-wins instead of Zero-sum China’s Global Civilization Initiative also aims to address the challenges arising from value conflicts between different parties, and calls for upholding the common values of all mankind to achieve harmonious coexistence and mutual learning among different civilizations. Among these initiatives was the Chinese “Belt and Road” initiative, as it was the first initiative proposed by China, and China implemented it for the longest period, achieved greater results and impacts, and provided a material and intellectual basis for the implementation of other initiatives, most notably China’s initiative on “global governance”.
Here came Chinese President Xi Jinping’s emphasis on “the need for China and Russia to lead the reform of global governance”, through (the partnership between the two countries), and “Xi” made it clear in his political speeches to the Russian side and the international community that the Chinese and Russian sides need to strengthen Comprehensive governance through a platform of communication and cooperation within multilateral mechanisms, such as: (the Shanghai Cooperation Organization, the BRICS Group, and leading the right direction in reforming global governance, and protecting the common interests of emerging market countries and developing countries). With President “Xi” affirming that: “China is ready to continue working with Russia to develop a comprehensive strategic partnership of mutual assistance, deep integration, innovation and comprehensive cooperation in the new era”.
At the international level, China plays a major role in spreading and strengthening Chinese governance globally, especially within developing countries, through its Belt and Road Initiative, as China’s New Silk Road initiative confirms its desire to establish itself as a Eurasian power capable of achieving the path of Chinese governance in Eurasia and globally. Through China’s plan to link all the dynamic economic centers in East Asia and Western Europe, with the Chinese ability at the same time to reach the countries of Central Asia, through China’s reliance on bilateral and collective agreements to deepen its participation in the development of developing countries in Asia, Africa and Latin America. Here, China has made many investments in the infrastructure sectors of many developing and African countries, among others. Consequently, China has become the largest country in the world that provides financing to developing countries, and now the China Development Bank actually provides more loans than those provided by the World Bank, which is controlled by the United States of America and the West. China is trying to spread its global initiative for Chinese governance on a comprehensive approach globally, by implementing what it calls the “One Belt, One Road” strategy, through which China seeks to implement investments affecting about sixty countries – including in Central Asia – where plans include, China is investing in all regions around the world to spread the culture of Chinese governance globally, in (the Indian Ocean, the South China Sea, and the Mediterranean Sea). I believe, as an expert on Chinese political affairs, that these Chinese investments will also represent a network to facilitate the transfer of Chinese goods and ideas for governance across the Eurasia region as a whole.
Currently, China is increasingly supporting its rhetoric of promoting “good governance” by providing governance training to foreign officials to develop the Chinese “governance” brand, especially in the Middle East. China considers the Middle East to be an important region in this regard, given its enormous resources and historical issues that seem susceptible to American and Western exploitation, most notably the Palestinian issue. Chinese officials also view the value system existing in the Middle East as a system that is incompatible with “Liberal democracies”. In pursuit of this goal, China is increasingly supporting its discourse on “good governance in the Middle East” by providing training courses in the field of governance for officials in Arab and Middle Eastern countries. In order for China to succeed in its plan to spread its Chinese governance initiative in the Middle East region in particular, Beijing, within the framework of strengthening its vision of a new world order in the Middle East, has begun to actively market its governance approach as a potential model for Middle Eastern countries. In 2016, Beijing published its first foreign policy blueprint for the region, entitled “Policy Instructions for the Middle East”. The Chinese document is divided into (five sections) detailing 29 items that Beijing hopes to implement in the region, including understanding its preferences and practices in the field of governance.
China also opened the (China-Arab Study Center for Reform and Development at Shanghai International Studies University) in 2017, which is a center dedicated to providing various training courses in the field of Chinese governance and good governance for Arab officials. We find that the Arab-Chinese Studies Center has succeeded in spreading China’s vision of good governance since its opening. In the first two years, the Chinese-Arab Center held ten workshops on training in governance and attracted nearly three hundred participants from sixteen Arab countries, including ministers from Egypt, Syria and Yemen. At the Middle East Center, Chinese professors repeatedly assure their students that “the Chinese governance model” is the key to enhancing regional security in a comprehensive manner. While the “COVID-19” pandemic temporarily hampered the work of the China-Arab Research Center for Reform and Development, its training has since resumed, returning to approximately pre-pandemic levels. These efforts to spread the culture of Chinese governance and good governance in the Arab world and in the Middle East region are supported at the highest levels of the Chinese Communist Party. Re-engaging participants from the Middle East was a key focus of Chinese President Xi Jinping’s trip to the Middle East in 2022, where Comrade “Xi” publicly promoted and spoke about “the Chinese governance model”. The Chinese Ministry of Commerce also began providing several intergovernmental trainings related to economic issues that promote the dissemination and strengthening of the culture of Chinese governance and good governance at the Arab and global levels, the most important of which is organizing training courses in the fields of (public administration, judicial affairs, and management of non-governmental organizations). Some of these training courses are provided by the Chinese Ministry of Commerce in Arabic. One of the classes on public administration under the supervision of the Chinese state in 2021 included more than twenty officials from the Middle East region, and covered nearly twenty topics, including (public sector reform, developing and managing “smart cities”, managing mass demonstrations, and programs to restore (localization and the basics of the collective work), and others.
Europe’s role in this Chinese Belt and Road initiative has begun to spread China’s comprehensive governance culture globally, in many European regions and countries, and its signs have already begun to appear in (the Greek port of Piraeus), which is partially operated by the Chinese state-owned maritime company, known as “Moscow”. Which is scheduled to serve as a station on the sea route to China. The Greek port of “Piraeus” will be connected to the rest of Europe through Chinese-funded infrastructure in the Balkans and Hungary, which strengthens China’s position as the main trading partner of the European Union.
According to my analysis as a specialist in Chinese affairs, China has succeeded in spreading its vision of Chinese governance globally, after the Chinese approach spread in Europe and not only within developing countries, after the United Kingdom announced in 2015 its intention to act as a founding member of the Asian Infrastructure Investment Bank. This led to a flood of applications for membership submitted by countries, such as: (Australia, Brazil, France, Germany, Korea, Russia, Turkey, Spain), and others, most of which have already joined the membership of the “Asian Infrastructure Investment Bank” under the supervision of China and its ruling Communist Party.
Accordingly, we understand that China’s vision for good governance is based on China’s plan, as a major country, to achieve the goals and plans of joint Chinese modernization that are appropriate for a large population and the path of peaceful development, and also aims to achieve common prosperity with the countries participating in the “Belt and Road” and achieve a balance between civilizations. Material and spiritual, and the harmonious coexistence between man and nature, which means that Chinese modernization, based on spreading, establishing and advancing the culture of Chinese governance and good governance globally, is based on the appropriate practice of China and other countries towards achieving good governance and the foundations of good governance, and is also in line with the Chinese concept of “Belt and Road.” Within the framework of jointly building the Belt and Road, China-style modernization adheres to the correct perspective on principles and profits, focuses on promoting domestic and international circulation, and insists on following the path of open and green development and innovative development, which will continuously benefit the Chinese people and the people of the countries participating in the Belt and Road.
