Russian President Putin confirmed that Russia and the People’s Republic of China are coordinating efforts to solve the most important international problems and contribute to building a just and democratic world order.  In my opinion, this step is important after the fall of the American mask of its bias towards Israel.  Especially with Russia and China criticizing the Israeli response to “Operation Al-Aqsa Flood”, and in their attempt to present their global leadership as an alternative to the American leadership biased toward Israel, they take into account balance and interests in international crises, by calling during the UN Security Council session for a ceasefire, and Russia’s submission of a draft international resolution.  It did not explicitly include a condemnation of the Hamas movement, while China announced that it had sent a special envoy to the Middle East to encourage talks between all parties. China condemned all actions that harm civilians, without explicitly condemning the Hamas movement, as the United States of America and Israel wanted. US Secretary of State “Anthony Blinken” also asked his Chinese counterpart, Wang Yi, for China to use any influence it has in the region to prevent other countries and groups from entering the conflict and expanding its scope, without any comment from the Chinese side.

   The visit of Russian President Vladimir Putin to Beijing in October 2023 came directly after Operation Al-Aqsa Flood, in light of the rising international tension and a state of heat in the events taking place in the Middle East against the backdrop of the ongoing war between the Hamas movement and the Israeli occupation army. President Putin’s visit, which was prepared in advance, coincided with a Russian diplomatic escalation in the Palestinian crisis, and the Kremlin’s demand for an immediate ceasefire and action in the Security Council.  Here, the Chinese and Russian role in the Palestine crisis remains dependent on the space left by the West for the major Chinese and Russian players to enter the stage of solution, and put aside the causes of the conflict with them in order to work together on a ceasefire.  Here, Moscow and Beijing seek to play a diplomatic role that reduces the Israeli escalation in Gaza, which was clearly demonstrated by the two countries’ failure of a UN Security Council meeting whose goal was to condemn the “Al-Aqsa Flood” operation led by the Hamas movement.

  The most dangerous thing, in my opinion, is the Russian open challenge to the United States of America and Israel, through the visit of a Hamas delegation headed by the movement’s international relations official Musa Abu Marzouk to Moscow after the start of Operation Al-Aqsa Flood, during which they met with officials in the Ministry of Foreign Affairs.  The Russian visit, which raised concerns in Israel and concerns in Washington, because it comes in light of the warm relations between Hamas and Russia, and Moscow positions it as one of the episodes of strengthening its influence in the region in the face of American hegemonic policies.  Russia believes that the West’s preoccupation with political, diplomatic and military support for Israel will benefit Russia and its war against Ukraine.

  Here, the “New World Order” refers to the emerging alliance between China and Russia and the complete disregard for America and its principle of world domination.  At a time when the United States of America is determined to withdraw into the theory of the glories of victory in World War II and its military power, as if the world around it has not changed, led by China, which has penetrated all countries of the world economically, culturally, politically, and even militarily and technologically, in addition to its control of most of the economies in Africa, through its Belt and Road Initiative, and even within America itself, China has taken over the American market at home, and there are many analyzes about the establishment of the new world order between China and Russia, especially after the visit of Chinese President Xi Jinping to Moscow in March 2023.  This is the first visit of this size since the beginning of the Russian war on Ukraine.  Both Russia and China are trying to support each other internationally, such as Russian support for China’s move to present a peace plan in Ukraine. Here, the escalation of China’s role in files and regions in which America was the primary sponsor is evident, especially after Beijing’s recent sponsorship of the reconciliation agreement between Saudi Arabia and Iran.  We can analyze the situation as follows: Although it was Russian President Putin who raised the issue of transformation in the world order, especially after Russia’s war on Ukraine, it is China that will determine it, as it is linked to the strategies of Chinese President Xi Jinping.  Specifically with regard to three matters, which are his foreign policies, his vision of an alternative international order, and the major economic and political plans of President “Xi Jinping” himself, such as his initiatives for global security, global development, and global civilization, which are those important international initiatives that President “Xi” launched to serve the goals of Voice of the South – South, which is led by China, is the largest developing country in the entire world.  China is already working to play a role in resolving international conflicts and conflicts, as the “New World Order Plan” emerged after Beijing’s success in restoring relations between Saudi Arabia and Iran.  This is despite the fact that the situation between Iran and Saudi Arabia is different from the situation between Russia and Ukraine.

  Here, Russia and China share some interests and goals for the future of the new world order, such as challenging the American leadership, which Beijing and Moscow see as unfair, due to imposing its customs and rules on all countries. Therefore, China and Russia see it as necessary to distribute the poles and not interfere in the internal affairs of other countries.  Russia and China also unite to break the dominance of the American economy and its dollar currency over the world. Moscow agrees with Beijing on the Belt and Road Initiative and its branches to provide a better global economy.

  We find that during a meeting between Russian Foreign Minister Sergei Lavrov and Chinese Deputy Foreign Minister Ma Zhaozhu in February 2023, the two countries’ determination to protect their sovereignty and build a more just, multipolar world order was emphasized.  This is in addition to the high level of joint Russian-Chinese bilateral coordination within the United Nations, the BRICS group of countries, the Shanghai Cooperation Organization, and other international organizations and associations. All of these partnerships have strengthened the nature of partnership and mutual trust regarding the two countries’ relations in the face of the United States of America and its allies in the West.  However, with Russia’s increasing economic dependence on Beijing, China will have a decisive voice in the new international scene. Chinese Foreign Minister Wang Yi previously announced that China will support Russia in strengthening its position as a major power in the international arena.  Moscow and Beijing also intend to switch to settlements in national currencies regarding energy supplies, and their local currencies (ruble and yuan) will already be used in gas payments, to weaken the US dollar in the future. There are attempts by Moscow and its Chinese ally to redraw the map of international influence and the global balance of power, reduce American and Western hegemony globally, and create a special system for the countries of the developing South.  Here, both Moscow and Beijing are trying to inaugurate a new international system, which is now already taking shape and is multipolar, on the ruins of the unipolar system and the emergence of a new era in international relations. Russian-Chinese strategic relations are further strengthened in the face of American hegemonic policies in the world, and constitute the locomotive for establishing global polarity multilateralism.

  Here, the United States is trying to obstruct the formation of the new world order and the birth of multiple poles with its blocs, through Washington’s attempt to restrict the work of all international groupings and blocs led by China and Russia, and moving toward alliances of which it is the leader, such as the Aquas Defense Alliance with Britain and Australia, and the Quad Alliance with India, Japan, and South Korea, and relying on the policy of “spreading rumors and fueling people’s coups against their regimes and national armies”, especially in those regimes close to China and Russia.
