The England international has struggled for minutes since joining City from Leeds for £45million in June 2022.
And manager Pep Guardiola has opened the door for him to find a new club in January, having said: “He will be here until winter.
“After, I don’t know what will happen because nobody knows once the window is open.”
With that in mind, Phillips has been offered to Real Madrid for a sum of £43million, according to Defensa Central.
However, the Jude Bellingham-inspired LaLiga leaders are said to not be keen on that price.
Phillips has made just six appearances in all competitions for City this season.
The 27-year-old previously declared that he wanted to play to secure his place in Gareth Southgate‘s England squad for next summer’s Euro 2024.
But he has firmly remained second fiddle in the City midfield behind Rodri so far.
After a shocking challenge during the Three Lions 3-1 win over Italy, he said: “It is probably a lack of minutes at club level.

“Maybe I was lucky not to get sent off and I want to be playing as much as possible but I haven’t done that for a year and a half.
“I always try to make sure I am ready for whatever comes. I want minutes, I want to go to the Euros. We will see what happens.”
The Athletic reported in September how City coaches are concerned about his ability to play the ball quickly in tight spaces, particularly when receiving the ball from the goalkeeper.
In October, SunSport revealed how Phillips was prepared to waive a £17.5m pay-off in order to push through a January transfer to secure minutes ahead of the Euros.
Newcastle, Liverpool, West Ham and Juventus have all previously been linked with Phillips.
Bayern Munich were also linked in the summer following their purchase of Harry Kane.
