Her move to outlaw smartphones during lessons and breaks will be announced at the Tory conference in Manchester.

The Daily Mail reported new guidance would be issued to schools across England requiring them to take action.

A source told the paper: “It is one of the biggest issues that children and teachers have to grapple with.

“She will set out a way forward to empower teachers to ban mobiles from classrooms.”

Some schools already insist phones are handed in each morning.

Others allow them at breaks and lunchtimes.
